Many online sellers on variouse-commerce platforms have notbeen able to comply with theLegal Metrology PackagedCommodity Rules 2017 (PCR2017) amendment and display‘best before date’ for productsand in some cases even themaximum retail price (MRP),according to community-ledsocial media engagement plat-form LocalCircles.

It said the new rules broughtby the government for thesesellers to display ‘country of ori-gin’ will not happen, and if itdoes, it will not be accurate.

“Hence, the governmentshould look at mandating — forall packaged products — dis-play of image of the ‘principaldisplay panel’. It must give e-commerce platforms and sell-ers six months to comply,” saidSachin Taparia, founder andchairman, LocalCircles. “Such amove will not only make com-pliance easier, from a consumerstandpoint, but also bring theonline buying experience clos-

er to buying at a retail storewhere all this information isavailable,” Taparia said.

The ‘principal display pan-el’ (PDP) is part of a product labelthat carries all the informationabout the item, including coun-try of origin and net contents.

According to the Local-Circles survey, only 65 per centconsumers could find MRPinformation on e-commercesites. Also, only 31 per cent couldfind ‘best before date’ data forhuman consumption products.

The department of con-sumer affairs implemented thePCR 2017 on January 1, 2018,and mandated the display ofMRP for every packaged prod-uct on e-commerce sites oper-ating in India. It also mandateddisplay of the ‘best before date’for human consumption itemsbeing sold across e-commercesites to help consumers makeinformed decisions. Also, PCR2017 amendment applies legalmetrology rules to e-commerce.It requires sellers to display MRPfor all packaged products. Thisincludes human consumptionproducts such as grocery, med-

icines and cosmetics that haveto show best before date.

Two-and-a-half years afterPCR 2017 came into force,LocalCircles conducted its 30thmonth survey to check what hasbeen the compliance status inthe past three months.

This was done especiallyafter the government mandateddisplay of ‘country of origin’ one-commerce sites. The surveyreceived over 16,000 responsesfrom consumers based in 228districts of India.

Consumers were asked ifmost e-commerce sites thatthey have shopped at in thelast three months are now dis-closing MRP information ontheir site or app. In response,65 per cent said ‘yes’ while 35per cent said ‘no’.

However, LocalCircles saidsellers on most large e-com-merce platforms such as Ama-zon, Flipkart, Snapdeal are nowcompliant on the MRP displayrule. Also, the Consumer Prot-ection Act, 2019, came into

effect from July 20, 2020. Withthis, the Consumer Protection(e-commerce) Rules 2020 wereenforced from July 23. Accord-ing to the notification, theserules would cover all goods andservices bought or sold over dig-ital or electronic networks.

This includes e-commerceentities like AliExpress, whichare not established in India, butoffer goods or services to con-sumers in India.

However, according to theLocalCircles survey, 69 per centconsumers could not find thebest before date information onhuman consumption productson e-commerce sites.

Only 31 per cent said theywere easily able to find it. The e-commerce Rules 2020 also clear-ly state that sellers on e-com-merce platforms are mandatedto provide the expiry date of thegoods offered for sale, whereverapplicable. According to thesurvey, the percentage of con-sumers who were not able tofind this information in lastyear’s survey stood at 54 percent while it has increased to69 per cent this year.

State-owned NMDC, the coun-try’s largest iron ore producer,on Friday said its board hadapproved a proposal to dem-erge NMDC Iron & Steel Plant.

The board met on Thur-sday and accorded in-princi-ple approval to the proposal todemerge NISP at Nagarnar inChhattisgarh, the companyinformed stock exchanges onFriday.

The 3-million tonne (mt)steel plant is the only green-field project slated for com-missioning in the near future.Sources familiar with the mat-

ter said the plant would havebeen commissioned by nowhad not there been the Covid-19 pandemic.

“There are two major prob-lems — lack of workers tocomplete the project andEuropean technology partnersare finding it difficult to trav-el in the wake of the pandem-ic,” sources said.

According to sources, thedemerger could be a precursorto disinvestment. A day earlier,Chief Minister Bhupesh Baghelwrote to Prime Minister Naren-dra Modi against privatisationof the steel plant that had beenconstructed at a cost of over~20,000 crore. According to a

PTI report, the letter men-tioned that it would hurt thehopes and ambitions of thetribal people.

An ICICI Securities reportsaid if pursued in a time bound

manner, the demerger couldcreate separate avenues offundraising for the govern-ment of India.

The report also said the in-principle approval to demerge,i.e. creating a separate listedcompany eventually with ashareholding akin to NMDCwould be value accretive tominority shareholders. Theexchange notice from the com-pany, however, did not makeany mention of listing.

“All incremental capex forthe steel plant can be self-funded by the demerged enti-ty and improve return ratios ofthe mining entity substantial-ly; allow investors a better pure

play mining opportunity,” thereport added. The NMDC stockwas up by 11.98 per cent on theBSE and closed at ~107.50.

Sources said deposit 4 atBailadila, with mineable reser-ves of up to 107.59 mt, was ear-marked for the steel plant.NMDC produces about 35 mtof iron ore from its Bailadiladeposits in Chhattisgarh andDonimalai in Karnataka.

In the past, mega green-field steel projects by TataSteel and Essar Steel inChhattisgarh, have tripped,either because of land woes ormine linkages. That has beenthe scenario for most green-field projects in India.

Europe is set to drive growth for IT serv-ice providers in the September quarteron the back of recovery in demand from

the region and accelerated investments innearshore centres by the service providers.

The geography had already shown greenshoots in the first quarter of FY21. Europe was theonly global market to show positive growth forInfosys in Q1 while bigger rival Tata ConsultancyServices (TCS) recorded highest growth from thegeography during the same period.

Continuity in market share gains in Europeand resumption in lateral hiring are key growthdrivers for TCS while expansion of onshoreand near-shore presence in the region will sup-port growth for Infosys, a recent report byHDFC Securities said.

Analysts also say the $825 billion stimuluspackage announced by the European Comm-ission will help the banking, financial servicesand insurance (BFSI) sector that will, in turn,help Indian IT companies.

“We expect Europe's BFSI clients would con-tinue investing technology and digital initia-tives for cost efficiencies. This would lead toincreased outsourcing and offshoring to low-cost locations,” said Sanjeev Hota, vice presi-dent, Sharekhan. “The stimulus measures haveimproved the liquidity situation at large bankswhich is expected to expedite their digitalprocesses to function better.”

The recovery package announced last monthincludes more investment in 5G and 6G net-works, with the beneficiaries expected to be sec-tors like health, transport, and education. Thepackage will also fund development and upgra-dation of tech such as artificial intelligence,cybersecurity and cloud infrastructure which islikely to benefit the Indian IT services providers.

Europe, in fact, was the first region to beaffected due to the Covid-19 pandemic afterChina and also the first markets to reopen.“From economic activity and demand perspec-tive, Europe is much ahead of the curve,” saysRajesh Gopinathan, CEO & MD of TCS. “Theywere the most impacted in the beginning butthey have got the pandemic under control andopening up. So we definitely think Europe will be

better in next (July-September) quarter.”In Q1FY21, the Tata Group company report-

ed highest growth in Europe, growing 2.7 percent year-on-year. This was followed by LatinAmerica at 0.2 per cent in constant currencyterms. All other geographies witnessed adecline. For Infosys, too, Europe was the onlyglobal market that grew in the June quarterclocking 4.4 per cent growth YoY.

Experts also say the location-independentworking environment and Brexit fallouts setsthe perfect stage for Indian IT firms to crackinto this Europe puzzle where language andworker unions act as major barriers.

“Europe's IT outsourcing market potentialwould be around $200 billion (excluding UK)and Indian players have hardly 10 per centshare of that pie. The region is still a small per-centage compared to the US and UK. There isdefinitely a headroom for growth,” said Pare-ekh Jain, an outsourcing advisor and founderof Pareekh Consulting.
