and Club Operations for The Whitecourt Wolverines Ju-nior Hockey Club, made a presentation to Town Council on behalf of the Stark Sports Society. Mr. Chayer pro-vided an update on the progress made regarding the Club moving from Junior “B” to Junior “A”, and reviewed the past successes of the Whitecourt Wolverines Junior “B” Hockey team, which included the Provincial Cham-pionship this year and a bronze medal at the Western Canadian Championships.

The Town of Whitecourt entered into a two-year Op-erating Agreement with the Stark Sports Society a.k.a. The Whitecourt Wolverines Junior Hockey Club, for the 2012/13 and 2013/14 hockey seasons. This Agreement governs how the Scott Safety Centre is managed and op-erated to accommodate regular use by the Wolverines.

The Town of Whitecourt encourages residents to purchase season tickets for the upcoming Whitecourt Wolverines hockey season – the fi rst Junior A hockey season in Whitecourt. The Whitecourt Wolverines Ju-nior Hockey Club will be holding a Season Ticket Blitz at the Scott Safety Centre on July 25 from 1:00 – 8:00 p.m., where seats may be picked and tickets purchased. The Town of Whitecourt has entered into a two-year Lease Agreement with The Goal Line Grill Ltd. for the operation of the restaurant/concession area at the Scott Safety Centre. This Agreement will be in effect July 1, 2012 to June 30, 2014.

The Province of Alberta is developing a new Social Policy Framework that will guide the future of Alberta’s social policy and programs. The Town of Whitecourt and the Province of Alberta are holding a Public Input Ses-sion on the Development of a Social Policy Framework for Alberta on August 1, 2012 at the Forest Interpretive Centre from 10:00 a.m. to 12:00 p.m. Refreshments will be provided. The next Regular Meeting of Council will be held on Monday, August 20, 2012 at 7:00 p.m. in Council Chambers at the Forest Interpretive Centre.

41. The chemicals used to fl uoridate water are not pharmaceutical grade. Instead, they largely come from the wet scrubbing systems of the phosphate fertilizer in-dustry. These chemicals (90% of which are sodium fl uo-rosilicate and fl uorosilicic acid), are classifi ed hazardous wastes contaminated with various impurities. Recent testing by the National Sanitation Foundation suggest that the levels of arsenic in these silicon fl uorides are relatively high (up to 1.6 ppb after dilution into public water) and of potential concern (NSF 2000 and Wang 2000). Arsenic is a known human carcinogen for which there is no safe level. This one contaminant alone could be increasing cancer rates – and unnecessarily so.

42. The silicon fl uorides have not been tested comprehensively. The chemical usually tested in ani-mal studies is pharmaceutical grade sodium fl uoride, not industrial grade fl uorosilicic acid. Proponents claim that once the silicon fl uorides have been diluted at the public water works they are completely dissociated to free fl uoride ions and hydrated silica and thus there is no need to examine the toxicology of these compounds. However, while a study from the University of Michi-gan (Finney et al., 2006) showed complete dissociation at neutral pH, in acidic conditions (pH 3) there was a stable complex containing fi ve fl uoride ions. Thus the possibility arises that such a complex may be regener-ated in the stomach where the pH lies between 1 and 2.

Chancellor Angela Merkel acqui-esced to changes to a permanent Eurozone bailout fund—“before the ink was dry,” as critics complained. Besides easing the conditions under which bailouts would be given, the concessions included an agreement that funds intended for indebted governments could be funneled directly to stressed banks.

According to Gavin Hewitt, Europe editor for BBC News, the concessions mean that:

[T]he eurozone's bailout fund (backed by taxpayers' money) will be taking a stake in failed banks.

Risk has been increased. German taxpayers have increased their liabilities. In future a bank crash will no longer fall on the shoulders of national treasuries but on the European Stability Mechanism (ESM), a fund to which Germany contributes the most.

In the short term, these measures will ease pressure in the markets. However there is currently only 500bn euros assigned to the ESM. That may get swallowed up quickly and the markets may demand more. It is still unclear just how deep the holes in the eurozone's banks are.

The ESM is now a permanent bailout fund for pri-vate banks, a sort of permanent “welfare for the rich.” There is no ceiling set on the obligations to be under-written by the taxpayers, no room to negotiate, and no recourse in court. Its daunting provisions were sum-marized in a December 2011 YouTube video original-

To recap from last month: There have been several attempts to clas-sify political parties and policies beyond the left wing/right wing des-ignation given us by our mainstream media. More advanced, but still rela-tively simple political labelling for political parties and policies have been developed over the years. Instead of having the one dimensional, one axis line to plot the parties along as per the right wing to left wing charade, they have two axes. How money is created is not a main theme of these models, which is to say they are at best extremely naïve.

However, they are an improvement, and having a brief look at them can be a useful step in deprogram-ming oneself. us so much. We don’t lack for gadgets that give us con-venience and for access to information to help us know how, why and where? But, it would appear that most of us are still in the dark ages when it comes to health. The medical profession spending more and more money on diagnostic technology is still one of the leading causes of death in North America. We still insist on ingesting poison as a hopeful cure for our ailments. Mmmm how does that work?

What has me confused is why do we all continue to buy into this lunacy? Why is every medical clinic packed?

Why would we look to one of the leading causes of death for our cure? At what cost is it okay to have an early diagnosis if the treatment doesn’t change. Okay, okay, I know with all of their technology and drugs, they do some miraculous things, like heart transplants, etc. But these miracles are what happens after the person is already in the crisis. They are the best in crisis care but they are treating lifestyle related issues with cri-sis care and that is causing many problems, especially when drugs are involved, and it seems they are always involved.

How can it be right for drug companies to advertise their product ($25 billion per year), creating a market to demand them in the name of the ‘hallowed doctor’ that the average person thinks is in the know. Of course, the medical clinics are full with people looking for a quick fi x and those, who genuinely want to fi nd a solution to their problem.

Cat BurglarA famous art collector is walking through the city

when he notices a mangy cat lapping milk from a saucer in the doorway of a store and he does a double take. He recognizes that the saucer is extremely old and very valuable, so he walks casually into the store and offers to buy the cat for two dollars.

The store owner replies "I'm sorry, but the cat isn't for sale.

The collector says, "Please, I need a hungry cat around the house to catch mice. I'll pay you twenty dol-lars for that cat."

And the owner says "Sold," and hands over the cat. The collector continues, "Hey, for the twenty bucks

I wonder if you could throw in that old saucer. The cat's used to it and it'll save me from having to get a dish."

And the owner says, "Sorry buddy, but that's my lucky saucer. So far this week I've sold sixty-eight cats."

Offi cial estimates are that in just over 4 years of con-sumption Vioxx resulted in as many as 139,000 heart attacks and strokes, and as many as 55,600 were fatal. It is important to emphasize that this is damage caused by one FDA approved drug in a period less than 5 years.

Vioxx (rofecoxib), aspirin, ibuprofen, and celebrex are some of the many over-the counter and prescrip-tion drugs classifi ed as NSAIDs. These drugs are highly advertised for their pain relief and anti-infl ammatory properties. However, with that comes many nasty side effects, some of them fatal.

There are many ways to decrease pain and infl am-mation in our bodies:1. Reduce consumption of arachidonic acid (found abun-dantly in most animal food products)2. Reduce consumption of arachidonic acid precursors (corn oil, sunfl ower seed oil, peanut oil)3. Increase consumption of omega-3 fatty acids.

Once again nature wins, man will never improve upon the wisdom of nature and think of all the money that would be saved if we merely quit searching for that which we already have.

In any case, our current left wing/right wing condi-tioning can be summed up as something on the level with a belief in Santa Claus. The newer political models can at least take us out of fairy tales and into a grade school level of understanding the political forces around us. If they sound somewhat complicated it is only because this subject has never really been taught. Most college stu-dents being taught math for the very fi rst time would fi nd the grade two courses in this subject challenging; but only for a short while if they applied themselves. An existing recap of current writings on the more developed political models suffi ces here, as they are not really vi-able models for the future, not having monetary reform as a central thesis.

As Wikipedia relates:“The political compass is a multi-axis model, used

by the website of the same name, to label or organize political thought on two dimensions.….The underlying theory of the Political Compass is that political views may be better measured along two separate and inde-pendent axes. The Economic (Left-Right) axis measures one's opinion of how the economy should be run: "left" is defi ned as the view that the economy should be run by a cooperative collective agency (which can mean the state, but can also mean a network of communes), while "right" is defi ned as the view that the economy should be left to the devices of competing individuals and organi-zations. The other axis (Authoritarian-Libertarian) mea-sures one's political opinions in a social sense, regarding a view of the appropriate amount of personal freedom: "libertarianism" is defi ned as the belief that personal freedom should be maximized, while "authoritarianism" is defi ned as the belief that authority and tradition should be obeyed.

A number of other multi-axis models of political thought exist. In its selection and representation of these two dimensions, the Political Compass is similar to the Nolan Chart and Pournelle Chart. Some are based on similar axes to the Political Spectrum. “

While the two axes political charts avoid the glaring, even humorous, inconsistencies in the right wing/left wing political model, they still fall far short in explain-ing the effect of the money power behind the scenes. There are concerns expressed about the concentration of power in the models, but nothing that could lead to a solution.

A consideration here is the current push by mone-tary reformers for public banks to take over from private

banks, as is advocated in the Victoria Grant video and elsewhere. Instead of the power being con-centrated in the hands of the fi nancial power, they would be concentrated in the hands of the govern-ment creating the money. There are good historical examples concerning pub-lic banks such as the cur-rent Bank of North Dakota, and the previous policies of our own Bank of Cana-da. However, there are also examples of government public banks being used to oppress people or for na-tionalist militaristic adven-tures. Nazi Germany was a prime example of this dynamic in action, albeit it should be remembered it was the short-sighted poli-cies of the fi nancial powers that led to the rise of Na-zism in the fi rst place.

There is one well-thought out design that seeks to return money power to the people, with-out concentrating that power in either private or government hands. Next month, a well thought out fi nancial alternative will be covered that has previ-ously been mentioned in these pages.

Mr Holmes fi led on the SW of 31 on March 6, 1908; Henry Thomas Slaughter, a negro from Alabama fi led on a quarter in section 32 on February 18, 1908; Gus E. Larson fi led on NE 28 on February 21, 1908.

By 1908 Holmes Crossing ferry led some settlers to take up land at Fort Assiniboine in advance of the surveyors. In 1910 a post offi ce named Holmes Crossing was established in the postmaster's house on SE 31. In 1913 Mr. Holmes also bought the quarter section upon which the ferry was located.

In addition to the homesteads there were seven quar-ters of Northwest Half-Breed scrip and South African Veterans scrip. Most of these were sold to speculators.

The present Doris District was named Klondyke City at a location described as NE of section 13-65-5-5. In 1912 a surveyor, C.C. Fairchild described the location as a cache, a collection of cabins. The Klondyke Trail traffi c used this place as a camping, supply and transpor-tation centre as they travelled between Fort Assiniboine and Slave Lake.

John Baston lived on the NW 34-61-6-5 from April 14, 1906 to March 1908. He then homesteaded the NE 34-61-6-5 on November 4, 1909 at the Belvedere Do-


minion Lands sub-agency. Charles Combes started resid-ing on the NW of 35 on July 30, 1908 and homesteaded this property on January 20, 1910, also at the Belvedere sub-agency.

Township 62-6-5 was also settled during this period, but with a thirty per cent cancellation rate it is not easy to describe the situation accurately. In addition to home-steaders there were purchases of scrip from the original holders. W. B. Combes, for example, fi led on the SW-2-62-6-5 on November 27, 1909 after having lived there since August 1, 1908. The actual site of Fort Assiniboine post was never homesteaded, but was purchased by Dr. J. E. State in 1917, Lewis McDonald fi led on SE 28-62-6-5 on September 6, 1911. Ferd LaBerge fi led on the NE 33-62-6-5 on April 29, 1912 and moved onto the place on June 15, 1912. Mack R. Kempher homesteaded the SW 14-62-6-5 in 1911. David Thomson acquired three quarters of section 30-62-6-5 by homestead and pur-chase of South African Veterans Bounty Land in 1911. George Wesley Cartwright arrived in 1911. Mikel Car-roll homesteaded SW 3-62-6-5 in 1910. Ray Olson came with his family, including the Blakes and Atkins in 1910. Leo LaBerge and family came in May 1912 from Reli-ance, South Dakota and homesteaded the NW 34-62-6-5 on May 14, 1912. James Roach arrived in 1914 and

homesteaded the NW 18-61-5-5. Walter J. C. Thomson arrived in 1911 to join his brother David. Steve Miller homesteaded the NE 2-62-6-5 and his father. John, the NW 3-62-6-5. George Glew homesteaded the NW 2-62-6-5; Marion Davis homesteaded the SW 10 in 1909. John Paynter homesteaded the SE 3-62-6-5 in 1909. Reginald Wallis and Alfred Samway came to the dis-trict from England. Some of Scandinavian descent were Syver Ronningen, Oilie and Olaf Finstead, A. B. Olson and Niels Jensen.

The fi rst post offi ce at Fort Assiniboine was opened in 1910 on the SE-2-62-6-5. Joseph Brewster was the postmaster. James L. Walsh was the next postmaster at the same location in 1912. The fi rst Freeman River post offi ce was opened by Mrs. Beatrice H. Thomson on the NW 25-62-7-5 in 1912.

Rev. W. L. S. Dallas established an Anglican Church and cemetery on SE 10-62-6-5 adjacent to a small Meth-odist property on the same quarter.

Roman Catholic Church services were held at the home of the postmaster, J. L. Walsh. Salem Hardy later conducted essential services, such as funerals, when no clergy were available.

Dr. J. E. State, bom in Ontario in 1869 came via the U.S.A. in 1911. He acquired South African Veterans Bounty lands from John S. Robson of Bowden, Alberta.


That was the NW 1 and SW 12-62-6-5. The village of Fort Assiniboine is on the NW 1.

In the years 1912, 1913, and 1914 Dr. State lived six months of each year here and returned to St. Louis, Missouri to practice medicine in between times. In De-cember 1914, Dr. State fi led on the NW 13-63-5-5 in the Klondyke City area. This he exchanged in 1915 for the NW 12-62-6-5 which adjoined his other property at Fort Assiniboine. In 1917 he bought the SW 1-62-6-5 on which was situated the old H.B.C. post.

The Swan Monson family and Olaf Monson home-steaded in the Freeman River District in 1913 after com-ing to the Mosside District in 1912. Joel Nelson, after whom the Nelson Hill was named, homesteaded the NW 10-62-6-5. Charles Pilker homesteaded the NW 20-62-6-5. Chris Matson and the Ben Christianson family also settled in the Freeman River District about 1912. H. Whitlege was the fi rst blacksmith in Fort Assiniboine. The fi rst settlers in Klondyke City, now Doris, were

And that was before Merkel’s recent concessions, which allow this open-ended indebtedness to be fun-neled directly to the banks.

Why Did Merkel Cave?

“Reactions back home were devastating,” reported der Spiegel. “[T]he impression was that [Merkel] had been out-maneuvered by Italian Prime Minister Mario Monti and Spanish Prime Minster Mariano Rajoy.”

As of June 21, 13 of 17 countries still had not rati-fi ed the ESM; and the most important ratifi cation needed was Germany’s, the largest economy in the Eurozone. Earlier, Angela Merkel had opposed using the bailout fund to pump money directly into struggling European banks. But at the EU summit that began on Thursday and dragged on well into the night, she fi nally relented. Late Friday evening, German lawmakers voted 493-106 in favor of the €700 billion ($890 billion) permanent bailout fund.

What caused Merkel to back down? According to an article in The Economist, the late night was “fi lled with bluff and bluster,” in which Mariano Rajoy, the Spanish



prime minister . . . , along with Italy’s Mario Monti, had threatened to block any agreement at the summit unless their demands were met. Mr Rajoy obtained satisfaction, but the same is not quite true of Mr Monti, who had been the most adamant of the two.

Mr Monti declared himself satisfi ed, but caused considerable irritation to partners. Among the deals he had blocked was the "growth pact", a mixture of stimu-lus measures.

What Monti achieved by this maneuver was not clear:

"Who needs the growth pact? Not Germany," said one bemused participant. The euro zone’s fi scal hawks say the bond-buying mechanism will be little different from the existing system. “Mario Monti raised a gun to his head and threatened to shoot himself. In the end he wounded himself in the shoulder,” said one scornful dip-lomat.

Maybe. Or maybe the bond-buying mechanism was not what he was really after.

The Italian Coup D’Etat

There is reason to suspect that “Super Mario” Monti may be representing interests other than those of his country. He rose to power in Italy last November in what critics called a “‘coup d’etat’ engineered by bankers and the European Union.” He was not elected but stepped in after Prime Minister Silvio Berlusconi resigned under duress.

Monti is not only an “international advisor” to Gold-man Sachs, one of the most powerful fi nancial fi rms in the world, but a leader in the Bilderberg Group and the Trilateral Commission. In an article in The New Ameri-can, Alex Newman calls these clandestine groups “two of the most infl uential cabals in existence today.” Monti

is listed as a member of the steering committee on the offi cial Bilderberg website and as the European Group chairman on the Trilateral Commission website.

The Trilateral Commission was co-founded in 1973 by David Rockefeller and Zbigniew Brzezinski, also Bilderberger attendees. The Trilateral Commission grew from the thesis in Brzezinski’s 1970 piece Between Two Ages: America's Role in the Technetronic Era that a co-ordinated policy among developed nations was neces-sary in order to counter global instability erupting from increasing economic inequality. He wrote in his 1997 book The Grand Chessboard that it would be diffi cult to get a consensus on these issues “except in the circum-stance of a truly massive and widely perceived direct external threat."

Naomi Klein calls it “the shock doctrine”—an in-duced disaster forcing austerity measures on sovereign nations. In desperation, they would come to heel, relin-quishing the sovereign right of governments to an un-elected body of technocrats. And that is what the ESM seems to achieve.

Rockefeller notoriously wrote in his 2002 autobiog-raphy, "Some even believe we are part of a secret cabal working against the best interests of the United States, characterizing my family and me as 'internationalists'

and of conspiring with others around the world to build a more integrated global political and economic struc-ture—one world, if you will. If that's the charge, I stand guilty, and I am proud of it.”

Implementing the Shock Doctrine

In another bankers’ coup last November, former Goldman Sachs executive Mario Draghi replaced Jean-Claude Trichet as head of the European Central Bank. The European Stability Mechanism quickly followed. It was a permanent rescue facility intended to replace certain temporary facilities as soon as the member states had ratifi ed it, slated to occur by July 1, 2012. The ESM came to an initial vote in January 2012, when it was passed in the dead of night with barely a mention in the press.

The recent modifi cations were also agreed to in the dead of night, ostensibly because Italy and Spain were affl icted with onerously high interest rates. But there are other ways to bring down interest rates on sovereign debt besides forcing whole countries into open-ended pacts to bail out private banks for unlimited sums in per-petuity, in the hope that the banks might bail the govern-ments out in return.

The U.S. 2012 budget defi cit is signifi cantly worse than either Italy’s or Spain’s, yet somehow the U.S. has managed to keep interest rates on its debt at record lows. How has it pulled this off?

One theory is that JP Morgan’s $57 trillion in in-terest rate swaps have something to do with it. Another explanation, however, is that the Fed has simply stepped in as lender of last resort and bought up any debt not sold at the low rate set by the Treasury, using “quantitative easing” (money created on a computer screen). Between December 2008 and June 2011, the Fed bought a whop-ping $2.3 trillion of U.S. bonds in two rounds of quanti-tative easing. Why can’t the European Central Bank do the same thing? The answer is that there are rules against it, but rules are just arbitrary agreements. They can be changed by agreement—and often have been, to save the banks.

As the cynic quoted in The Economist article above observed, the bond-buying mechanism for countries un-der the ESM will be little different from the existing sys-tem. Mario Monti said the plan will support government bond prices only in countries that comply with fi scal tar-gets, and that it will act as an incentive for governments to follow virtuous policies. That means avoiding defi cits, even if it requires further austerity measures and selling

of assets. On the public level, that could mean national treasures like the Acropolis. On the private level, The New York Times reported Friday that some desperate out-of-work Europeans were going so far as to sell their kid-neys to pay household bills. The shock doctrine, it seems, has come to the doorsteps of privileged Westerners.

The German diplomats negotiating the ESM did leave open some escape hatches, including a request by Germany's highest court to the country's president not to sign the treaties into law until a legal review can be completed. At least 12,000 complaints are expected to be fi led with the Federal Constitutional Court regarding the ESM and the fi scal pact. The legal review could well conclude that the ESM illegally hijacks taxpayer funds for private bank profi t.

It is one thing to pool national resources to bail out other sovereign governments, quite another to write a blank check to bail out the profl igate private banks that precipitated the global downturn. Europe has a strong tradition of publicly-owned banks. If the people must bear the costs, the people should own the banks and reap the benefi ts.

43. The silicon fl uorides may increase lead uptake into children's blood. Studies by Masters and Coplan 1999, 2000, 2007 show an association between the use of fl uorosilicic acid (and its sodium salt) to fl uoridate water and an increased uptake of lead into children's blood. Because of lead's acknowledged ability to dam-age the developing brain, this is a very serious fi nding. Nevertheless, it is being largely ignored by fl uoridating countries. This association received some strong bio-chemical support from an animal study by Sawan et al. (2010) who found that exposure of rats to a combina-tion of fl uorosilicic acid and lead in their drinking water increased the uptake of lead into blood some threefold over exposure to lead alone.

44. Fluoride may leach lead from pipes, brass fi t-tings and soldered joints. Maas et al (2007) have shown that fl uoridating agents in combination with chlorinating agents such as chloroamine increase the leaching of lead from brass fi ttings used in plumbing. While proponents may argue about the neurotoxic effects of low levels of fl uoride there is no argument that lead at very low levels lowers IQ in children.

45. Key health studies have not been done. In the January 2008 issue of Scientifi c American, Professor John Doull, the chairman of the important 2006 National Research Council review, Fluoride in Drinking Water: A Review of EPA's Standards, is quoted as saying:

"What the committee found is that we've gone with the status quo regarding fl uoride for many years—for too long really—and now we need to take a fresh look . . . In the scientifi c community people tend to think this is settled. I mean, when the U.S. surgeon general comes out and says this is one of the top 10 greatest achievements of the 20th century, that's a hard hurdle to get over. But when we looked at the studies that have been done, we found that many of these questions are unsettled and we have much less information than we should, considering how long this [fl uoridation] has been going on."

The absence of studies is being used by promoters as meaning the absence of harm. This is an irresponsible position.

46. Endorsements do not represent scientifi c evi-dence. Many of those promoting fl uoridation rely heavi-ly on a list of endorsements. However, the U.S. PHS fi rst endorsed fl uoridation in 1950, before one single trial had

been completed and before any signifi cant health stud-ies had been published (see chapters 9 and 10 in The Case Against Fluoride for the signifi cance of this PHS endorsement for the future promotion of fl uoridation). Many other endorsements swiftly followed with little evidence of any scientifi c rational for doing so. The con-tinued use of these endorsements has more to do with political science than medical science.

47. Review panels hand-picked to deliver a pro-fl uoridation result. Every so often, particularly when their fl uoridation program is under threat, governments of fl uoridating countries hand-pick panels to deliver re-ports that provide the necessary re-endorsement of the practice.

In their recent book Fluoride Wars (2009), which is otherwise slanted toward fl uoridation, Alan Freeze and Jay Lehr concede this point when they write:

"There is one anti-fl uoridationist charge that does have some truth to it. Anti-fl uoride forces have always claimed that the many government-sponsored review panels set up over the years to assess the costs and ben-efi ts of fl uoridation were stacked in favor of fl uorida-tion. A review of the membership of the various panels confi rms this charge. The expert committees that put together reports by the American Association for the Advancement of Science in 1941, 1944 and 1954; the National Academy of Sciences in 1951, 1971, 1977 and 1993; the World Health Organization in 1958 and 1970; and the U.S. Public Health Service in 1991 are rife with the names of well-known medical and dental research-ers who actively campaigned on behalf of fl uoridation or whose research was held in high regard in the pro-fl uoridation movement. Membership was interlocking and incestuous."

The most recent examples of these self-fulfi lling prophecies have come from the Irish Fluoridation Fo-

rum (2002); the National Health and Medical Research Council (NHMRC, 2007) and Health Canada (2008, 2010). The latter used a panel of six experts to review the health literature. Four of the six were pro-fl uoridation dentists and the other two had no demonstrated expertise on fl uoride. A notable exception to this trend was the appointment by the U.S. National Research Council of the fi rst balanced panel of experts ever selected to look at fl uoride's toxicity in the U.S. This panel of twelve re-viewed the US EPA's safe drinking water standards for fl uoride. After three and half years the panel concluded in a 507- page report that the safe drinking water stan-dard was not protective of health and a new maximum contaminant level goal (MCLG) should be determined (NRC, 2006). If normal toxicological procedures and appropriate margins of safety were applied to their fi nd-ings this report should spell an end to water fl uoridation. Unfortunately in January of 2011 the US EPA Offi ce of Water made it clear that they would not determine a val-ue for the MCLG that would jeopardize the water fl uo-ridation program (EPA press release, Jan 7, 2011. Once again politics was allowed to trump science.

More and more independent scientists oppose fl uoridation

48. Many scientists oppose fl uoridation. Propo-nents of fl uoridation have maintained for many years— despite the fact that the earliest opponents of fl uorida-tion were biochemists—that the only people opposed to fl uoridation are not bona fi de scientists. Today, as more and more scientists, doctors, dentists and other profes-sionals, read the primary literature for themselves, rather than relying on self-serving statements from the ADA and the CDC, they are realizing that they and the general public have not been diligently informed by their pro-fessional bodies on this subject. As of July 2011, over 3700 professionals have signed a statement calling for

an end to water fl uoridation worldwide. This statement and a list of signatories can be found on the website of the Fluoride Action Network (see: www.FluorideAlert.org). A glimpse of the caliber of those opposing fl uori-dation can be gleaned by watching the 28-minute video "Professional Perspectives on Water fl uoridation" which can be viewed online at the same FAN site.

Proponents' dubious tactics

49. Proponents usually refuse to defend fl uorida-tion in open debate. While pro-fl uoridation offi cials con-tinue to promote fl uoridation with undiminished fervor, they usually refuse to defend the practice in open public debate – even when challenged to do so by organizations such as the Association for Science in the Public Inter-est, the American College of Toxicology, or the U.S. EPA (Bryson 2004). According to Dr. Michael Easley, a prominent lobbyist for fl uoridation in the US, "Debates give the illusion that a scientifi c controversy exists when no credible people support the fl uorophobics' view" (Ea-sley, 1999). In light of proponents' refusal to debate this issue, Dr. Edward Groth, a Senior Scientist at Consum-ers Union, observed that, "the political profl uoridation stance has evolved into a dogmatic, authoritarian, essen-tially antiscientifi c posture, one that discourages open debate of scientifi c issues" (Martin 1991).

50.Proponents use very dubious tactics to promote fl uoridation. Many scientists, doctors and dentists who have spoken out publicly on this issue have been sub-jected to censorship and intimidation (Martin 1991). Dr. Phyllis Mullenix was fi red from her position as Chair of Toxicology at Forsythe Dental Center for publishing her fi ndings on fl uoride and the brain (Mullenix 1995); and Dr. William Marcus was fi red from the EPA for ques-tioning the government's handling of the NTP's fl uoride-cancer study (Bryson 2004). Many dentists and even doctors tell opponents in private that they are opposed to this practice but dare not speak out in public because of peer pressure and the fear of recriminations. Tactics like this would not be necessary if those promoting fl uorida-tion were on secure scientifi c and ethical grounds.

Conclusion

When it comes to controversies surrounding toxic chemicals, vested interests traditionally do their very best to discount animal studies and quibble with epide-miological fi ndings. In the past, political pressures have led government agencies to drag their feet on regulating

Unfortunately, because government offi cials and dental leaders have put so much of their credibility on the line defending fl uoridation, and because of the huge liabilities waiting in the wings if they admit that fl uori-dation has caused an increase in hip fracture, arthritis, bone cancer, brain disorders or thyroid problems, it will be very diffi cult for them to speak honestly and openly about the issue. But they must, not only to protect mil-lions of people from unnecessary harm, but to protect the notion that, at its core, public health policy must be based on sound science not political expediency. They have a tool with which to do this: it's called the Precau-tionary Principle. Simply put, this says: if in doubt leave it out. This is what most European countries have done and their children's teeth have not suffered, while their public's trust has been strengthened.

Just how much doubt is needed on just one of the health concerns identifi ed above, to override a benefi t, which when quantifi ed in the largest survey ever con-ducted in the US, amounts to less than one tooth surface (out of 128) in a child's mouth?

While fl uoridation may not be the greatest environ-mental health threat, it is one of the easiest to end. It is as easy as turning off a spigot in the public water works. But to turn off that spigot takes political will and to get that we need masses more people informed and orga-nized. Please get these 50 reasons to all your friends and encourage them to get fl uoride out of their community and to help ban this practice worldwide.
