It has never been more critical for the Government to recognise the value of the British construction industry and how it can be deployed to re-energise the UK economy, that’s according to Get Britain Building (GBB) campaign. The research published by the Construction Trade Survey (CTS) reveals the recession in the sector showing no signs of abating. The CTS survey is reinforced by December figures from the Construction Purchasing Managers’ Index (CPMI).

The.CTS.shows.that.all.areas.of.the.industry. contracted. during. the. last.quarter. of. 2009;. and. prospects. in.most. areas. of. the. industry. remain.relatively.bleak.in.the.near.term.with.orders. and. enquiries. falling. for. civil.engineering. contractors,. building.contractors.and.specialist.contractors ..In. addition,. sales. of. construction.

products. are. also. anticipated. to. fall.significantly .

Chris. Pateman,. GBB. spokesperson.and. managing. director. of. Builders.Merchants. federation. said,. “urgent.steps. need. to. be. taken. to. support.a. sector. that. represents. 9%. of.GDP. and. employs. approximately.7,000,000. people .. It’s. a. mystery.that.the.UK.motor.industry.warrants.special.treatment.–.largely.favouring.overseas. manufacturers. –. when. it.only.accounts.for.0 .8%.of.GDP*” .

The. campaign. also. believes. that.not. only. would. the. VAT. reduction.measure. be. cost-neutral. but. also.revenue-positive. through. the.increased. activity. and. by. bringing.more. contractors. into. the. formal.economy .. It. is.currently.undertaking.in-depth.costing.research.to.reinforce.this.contention .

Pateman. concludes:. “Government.must. start. to. think. differently. if.we. are. to. work. and. earn. our. way.out. of. the. current. crisis .. The. UK.construction. industry. is. well. set. to.be. the.motor.of.economic. recovery,.yet. Government. seems. oblivious. to.the. wealth. creation. opportunities. it.provides .”

Despite the hilarity of the confusion and mayhem ensuing, there is a serious lesson to be taken on board regarding the issue of fire safety and preparedness for such an eventuality.

I. am. regularly.surprised.by.the.lack.of.awareness.of.fire.safety.in.organisations.as.well.as.consideration. of. how. to. respond. to.such.an.event ..fire.can.happen.at.any.time.and.I.make.no.apology.for.using.it.as.the.subject.of.this.issue .

Since.becoming.law.in.October.2006,.The. Regulatory. Reform. (fire. Safety).Order. 2005. (RRfSO). has. made.significant. changes. to.workplace. fire.safety. responsibilities .. Replacing.over.70.separate.pieces.of.fire.safety.legislation,. The. RRfSO. effectively.simplifies. fire. safety. requirements.and. places. increased. responsibility.on.employers.to.ensure.that.they.take.measures.to.reduce.the.risk.of.fire.and.ensure.occupants.can.escape.safely ..

To.comply.with.RRfSO,.the.employer.must. appoint. a. Responsible. Person.(who. may. appoint. additional.Competent. Persons. to. assist. them) ..The. Responsible. Person. is. then.required.to:

• Carry out a fire risk assessment

• Consider who may be especially at risk

• Eliminate or reduce the risk from fire and provide general precautions to deal with residual risk

• Take additional measures to ensure fire safety where flammable or explosive materials are used or stored.

• Create a plan to deal with any emergency and, in most cases, document the findings

• Review the findings as necessary.

Naturally,.individual.readers.will.have.different. circumstances. and. risks.relating. to. fire. safety .. There. are. obviously. some.straightforward. measures. that. can.be.taken.to.reduce.the.risk.of.fire.and.I. am. sure. that. with. a. little. thought.these.can.be.readily.implemented ..for.example;.keeping.flammable.materials.away. from. sources. of. ignition,. good.housekeeping.to.prevent.the.build.up.of.waste.and.so.on .

Additionally,. the. following. checks.should.be.conducted.regularly:.

• Ensuring that the fire alarm systems are functioning

• Ensuring that any detection equipment functions correctly

• Emergency lighting works when the power is switched off

• Extinguishers are appropriate for the possible types of fire

• Extinguishers are examined by a competent engineer annually

• Escape routes are clearly defined with a plan of the routes displayed

• Escape routes are visually checked regularly to ensure that they are unobstructed

• Extinguishers are inspected regularly to ensure they have not been discharged and are unobstructed

• The Assembly Point clearly signed and that all staff are aware of the location

• Fire Drills (or emergency drills) are carried out regularly and timed.

The last time Fencing News met with the Linnell Brothers they were sky-high having just completed a 10,000 square foot warehouse development, which meant they could contain up to 2 million pounds worth of stock: a mammoth achievement.

Few would argue that 2009 was a difficult year for the UK Fencing industry but early signs suggest that conditions in 2010 will be much brighter. According to new research by Plimsoll, the market is slowly emerging from the malaise of the last 2 years.

David.Pattison,.senior.analysts.and.author.of.the.2010.Plimsoll.Analysis.explains,.“The.recession.tore.through.the.market. in.08.and.most.09.like.a. tornado. and. accelerated. the. rate.of.change.in.the.market ..Aggressive.“growth. at. all. cost”. operators.have. been. forced. to. abandon. their.reckless. strategies. and. many. have.been. caught. out. and. are. in. real.trouble .. However,. some. amazing.companies. have. come. through. the.recession. largely. unaffected. and.look. set. to. make. 2010. their. year ..As. the.market.continues. to. recover.during. the. year. the. changes. will.continue.to.come.thick.and.fast .”

When. pressed. on. what. likely.changes.he.envisages.in.the.market.in.2010.he.offers,.“More.job.losses.and. consolidations. sadly .. Even. as.the.market.improves.there.are.a.lot.of.companies,.large.and.small,.that.survived. by. the. skin. of. their. teeth.and.they.have.to.rebuild.their.profit.margins.and.efficiencies ..

Inevitably,. this.will. further. increase. job. losses. as.new.owners.would.quickly. look. for.efficiency. gains. and. to. synergise.their. new. acquisition. with. existing.operations .”

lAmmA shoW 2010 Welcomes the cRoWdsDespite more than three weeks of ice and snow at the end of December and beginning of January the weather relented in the week leading up to the LAMMA Show to make the show days cold but dry.

“As. organisers. we. were. very.concerned,. ahead. of. the. show,. that.the. weather. would. make. it. difficult.to. provide. safe. conditions. for. both.the. exhibitors,. during. set. up,. and.visitors.on.the.days,”.said.Cliff.Preston.a. spokesman. for. the. organisers ..“However,. we. were. determined. that.the.show.would.go.ahead.and.so.we.had.staff.on.site.24-7,.for.the.ten.days.leading. up. to. the. event,. to. remove.snow.from.the.roads.and.car.parking.areas.and.treat.the.internal.roadways.each.night ..Throughout.both.days.the.weather.smiled.upon.us,.as.a.record.of. approximately. 35,000. visitors.crowded.the.more.than.600.stands ..In.contrast. to. the.previous.year’s.event,.traffic.congestion.around.the.site.was.kept.to.a.minimum .”.

But fencers fear not-the snow has melted and the ice has thawed, February is upon us and things are looking up. Here at fencing news, we thought we’d catch up with a few industry insiders to discover how they braved the arctic conditions and came out fighting.

George. Smith. from. Walford. Timber.told. us. his. tale;. “We. endured.major.disruption;.there.was.huge.damage.to.the. treatment. plant. and.we. couldn’t.cut. the. timber. because. it. was.completely.frozen ..In.fact.today.(18th.January).is.the.first.day.we’re.back.to.normal.since.Christmas .”.

Mark. Atkinson. of. Atkinson. fencing.had.a.very.similar.account.of.things,.

half.of.the.companies.analysed.in.our.new. report. making. less. profit. than.they.were.a. year.before ..The.bill. in.lost.profits.stands.at.£150.million” .

When. pressed. for. a. reason. for.this. collapse. in. the. bottom. line. of.companies. throughout. the. market,.Pattison. suggests,. “With. demand.so. subdued. and. the. resultant.
