The Breeding & Registration CommissionReport to the FIFe General Assembly 2009

In the period since last General Assembly in Poprad the commission has met physically only once in autumn 2008 in Oslo, but has communicated via e-mail continuously. We have worked with recommendations to the board based on questions from the members, reorganising the Breeding & Registration Rules, started working on a Registrars Guide to the B&R rules, maintaining the EMS list, preliminary corrected the B&R Rules regarding Neva Masquerade, recommending a new preliminary code for a non recognised breed RagaMuffin.

At the General Assembly in Poprad the commission became aware that the registration of the preliminary recognised breed was registered in many ways which not all were according to the B&R rules. In the pedigrees of Peterbald (PEB) we found cross-breeding, registration and use of EMS codes which were absolutely not OK, and as an example the list below is what ”combinations” were very strange. Examples of ”EMS” codes and result of ”cross matings”: PEB x SIA (registered as) PEB DSX x SIA DSX (DSX = DSP?) DSX x EUR DSX DSX x TUA DSX DSX x DSP DSP DSX x PDB PDB (PDB = PEB) PEB x ORI PEB PDB x PEB PEB

PEB x OSH PEB DSP x ORS PEB DSP x SIA DSP DSP x RUS DSP DSP x SIB DSP DSP x PEB PEB DSX x ORI PEB PTB x ORI PTB (PTB = PEB)

This made the commission to recommend to the board, that a physical inspection of two members’ pedigree book should be made, and that several others should document their way of registration PEB and DSP. Furthermore the commission recommended that the board send out an explanation of how these breed and the re-registration should go on. The problems regarding the registration of results of cross-breeding and their re-registration of these offspring has caused the commission to look into the registration rules to try to clarify the rules. Many of the proposals from the commission regarding changes in the B&R rules are because of this.

At the meeting in Oslo the commission dealt with matters concerning: if the identifying code (B&R Rules article 4.2) should be marked in the pedigree for all cats or just for

breeding cats. registration of Neva Masquerade and missing Registration rules. registrars handbook – a guide to the B&R rules request from the Burmilla Breed Council regarding the EMS code 31 the pedigree book numbers in 1.DEKZV.ev pedigrees are not according to the B&R rules – inspection

recommended.

At several occasions the commission has send recommendations to the board regarding matters from members – among other things a new preliminary EMS code for RagaMuffin.

We have also worked together with the Burmilla Breed Council in the creation of the proposal from this council which the commission this year have put forward. The commission has been in close contact with the secretary of the Breed Council giving advice and help to simplify the proposal from the Breed Council.

The commission has worked with a questionnaire regarding how the FIFe members register cats and how they are dealing with national rules. This questionnaire will be handed out to the members under the last item in the agenda and the commission will answer questions regarding the questionnaire.

Unfortunately the chairman of this commission has – due to personal reasons – resigned for the position. I would like on behalf of the commission to thank Ole Magne Grytvik for the work and cooperation in the commission during several years. We have not always had the same opinion, but we have always had fruitful discussions and have always reached a joint opinion. Furthermore I would like to thank Eva Wieland-Schilla, Gaby Lemke and Charles Spijker for their help with translations and layout. I would also like to thank the board for their cooperation during the year.

Report from the Disciplinary Commission, for the FIFe GA in Malmö, 28th/29th May, 2009

In the period from June 2008 till May 2009 there have been no meetings in the DC. All contact between the members of the Commission has very effectively been executed by e-mail. These matters have been dealt with during the period June 2008-February 2009:

Case No. 1: Change of Membership from Felis Danica to 1. DEKZV eV Case No. 2: Change of Membership from SVERAK to Felis Danica Case No. 3: Copyright/Ethics of commission members Case No. 4: Change of Membership from FFH to NRR

Case No. 1: Change of Membership from Felis Danica to 1. DEKZV eV The Commission’s recommendation to the Board was to not allow two Danish members to become members of 1. DEKZV eV, due to unpaid obligations towards FD.

Case No. 2: Change of Membership from SVERAK to Felis Danica The Commission’s recommendation to the Board was to allow a Swedish member to become member of FD as the person in question had not been a member of SVERAK for several years.

Case No. 3: Copyright/Ethics of commission members The Board of FIFe wanted the commission’s point of view upon two cases raised in e-mails by the JCS. The commission discussed the cases and decided to present two proposals to the GA, hoping to clarify such situations in the future.

Case No. 4: Change of Membership from FFH to NRR The commission had decided to discuss this matter with the parties during our meeting in Malmö. However, the matter solved itself as the Board of the Norwegian club in question decided not to accept the Swiss members.

The Judges & Standard Commission Annual report of activities to FIFe GA 2009 in Malmö

Members: Mrs Satu Hämäläinen, Mrs H. Miriam Klein Gasbarri, Mrs Donatella Mastrangelo, Mr Martti Peltonen, Mr Steven L. Jones (Secretary), Mrs Thea Friškovec (Chairman).

During the last year the JS Commission have had a productive year. In January 2009 we received with regret the resignation of our member Mr Martti Peltonen. We wish to thank him for all his valuable work and contribution during the past years.

After the election of a new member to JSC, three meetings have taken place during the year. We would like to thank the Board to enable us the meeting-weekend in Rome. The Finnish club SUROK and the Norwegian club RORAK who offered us these opportunities and services. Lots of the work has been done by e-mail correspondence. Throughout the year we have co-operated with the FIFe General Secretary and the Board on a number of matters.

Since the GA in Stary Smokovec a lot of work has been done: Updating of the Standards: all members have contributed their remarks, corrections and reviews to the FIFe

General Secretary for the updated standards. Updating of the Rules for Judges, Student Judges and Stewards: we helped GS and have updated all the

changes carried at GA 2008 in all three FIFe languages for the new 2009 edition. Judge's and Preliminary exams: the JSC Chairman and Secretary have set up and sent out many final and

preliminary exams to the examining judges and the FIFe members: 2x final exam Category I in English, 4x final exam Category II in English, 2x in French, 5x final exam Category III in English, 3x final exam Category IV in English, 1x preliminary exam Category I in English, 1x in French, 6x preliminary exam Category II in English, 1x in German, 6x preliminary exam Category III in English, 2x in German, 1x preliminary exam Category IV in English.

We have recorded about 300% increase in preliminary examinations in categories II and III this year, which is very encouraging. But we also recorded a general drop of final examinations this year, and an alarming drop of about 300% in final examinations in category I. Seminars: in co-operation with SVERAK and Royal Canin we have organised the judges’ seminar to be held

at the FIFe GA in Malmö. We want to thank both for hosting the seminar and to all lecturers for their co-operation.

Questionnaires: Preliminary questionnaires:

The General part has been updated to version 2009 in English, German and French and the Category III in English and German. Revisions have been made to Category II in English and German. Category I in English and French has been updated and remade in workbook & answers format version 2009.

Final exam questionnaires: General part version 2009 in English has been updated and remade in workbook & answers format. New

version 2009 Category III in English has been done. Category II in English and French has been revised. Requests for help with translation of all updated and new questionnaires in German and French have been

addressed to the Board. Judge's matters: we have handled a number of matters and passed our recommendations and conclusions

to the Board. Mentor Judges documents: the JSC has prepared the application form, short guidelines and a letter for

judges and submitted it all to the Board in beginning of December 2008 with the wish to enable smooth and proper start of mentor judging system in FIFe.

Proposals to the GA 2009: we have prioritised and prepared our proposals for submission. Standards: we have worked on Standard proposals and also updated the DSP and PEB standards Renewed forms: The chairman has prepared the new 2009 forms for Steward’s certificate, Student Judge’s

certificate, Student Judge’s certificate - Mid-stream assessment and Parallel judging, new Stage certificate and Mentor Judge Application Form and passed them to the Board, who co-operated in final formatting and published them on FIFe web site.

Work in progress: We are continuing with reformatting of the preliminary and final exam questionnaires, which still have to be renewed and updated. We will continue with updates of the Glossary of Terms in the General Part Standard as well as on corrections of some colour descriptions and standardisation of standards. Also we are continuing with preparing changes to the judge’s training program.

Finally, I would like to thank to Ms Claudia Haslinger and Mr Yan Roca Folch for help with translation of JSC proposals to German and French, to Mr Eric Reijers for many grammar corrections and contribution in different JSC documents in all 3 FIFe languages through the year and to all the members of the Judges and Standard Commission for their contribution and friendly co-operation during the past year.

The Show Commission Report to the FIFe General Assembly 2009

In the period from May 2008 until May 2009 the Show Commission had the following members: Wojciech-Albert Kurkowski (Poland) – chairperson, Charles Spijker (Netherlands) – secretary, João Noronha Carvalho da Silva (Portugal), Lena Preisler (Israel) and Alfred Wittich (Switzerland).

During the year 2008/2009 the Show Commission has discussed and dealt with several requests for a recommendation concerning exceptions to or questions about the Show Rules, received from: 1. the FIFe Board regarding standardising the Annexes in the Show Rules

The recommendation of the Show Commission for all exceptions for the number of certificates when they are allowed to be gained in one country: always stick to the required number of certificates and mimimum number of different judges as already set in the Show Rules (articles 4.4 and 4.5) when going to two countries: 8x CAGCIB/CAGPIB by 4 different judges, 11x CACS/CAPS by 6 different judges. For classes 7 and 8 it would mean 5x CACIB/CAPIB by 3 different judges. Implementing this recommendation would result to Annex 3 and 6 to be combined into a new Annex 12.

2. SVERAK (SE) regarding limiting entry of a cat to participate only during one of the two show days on 2x1-certificate showsSince this issue is not dealt with in the Show Rules, and according to the Show Commission no show rule would be violated or would need asked an exception for, the Show Commission concluded it to be a national matter whether to set such limitation.

3. Mundikat (NL) regarding separate nominations for Best in Show and separate Best in Show titles for male/female juniors and for male/female kittens on an international show for British Shorthair only, on 17.10.2009The Show Commission recommended positively, the Show Commission to present a proposal to the General Assembly 2009 to address this issue in the Show Rules.

4. Felis Danica (DK) regarding separate nominations for Best in Show and separate Best in Show titles for male/female juniors and for male/female kittens on an international show for Maine Coon only, on 14.06.2009Same recommendation as 3.

5. Felis Polonia (PL) regarding a ”hotel show” on 21/22.06.2009 with no visitors and no show cagesInstead of in their cage in the showhall – the cats stay in their hotel room until it is their turn for judging. In the judging area the minimum number of required judges cages will be made available.The Show Commission did not recommend positively. Although nowhere in the Show Rules is explicitly written that a show organiser must allow visitors to enter the show venue nor that a show organiser must provide the (show) cages for the exhibits, it was felt that a FIFe show should (re)present the cats, FIFe and also the FIFe Member to a public of cat lovers.

Most work was involved in producing the 2009 edition of the Show Rules in English, German and French, which task was performed by the secretary of the Show Commission in assistance to the General Secretary. During the past year the Show Commission had only one meeting: in November 2008 in The Netherlands. At this meeting the proposals for the General Assembly 2009 were prepared and discussed, the final version of the proposals was dealt with by email, just as all daily matters. We would like to thank Martha Negele, Jules Maurice Monnet and Alfred Wittich for translating our proposals into German and French. Finally we would like to thank Felikat (NL) for hosting our meeting in November 2008 in conjunction with judging on their show, which made it possible to organise our meeting at lower costs for FIFe.

AFA fully supports the application of “AFU,ARU” to become a patronage member of FIFe. “AFU,ARU” has been recently founded by Uruguayen FIFe members of AFA. These members have expressed the sincere wish to have a proper FIFe club in Uruguay. We are a group of cat breeders from Uruguay who desire more than anything else to be accepted as Patronage Member of the FIFe.

With this letter we wish to introduce ourselves.

In 2007, a group of twelve Uruguayan breeders got together with the intention of setting up a club in our country. Previously, we registered our cats in FIFe or TICA clubs outside the country, in Argentina or Brazil. There is a WCF club in Uruguay, set up two years ago, but none of us wished to join it. In fact, some of our members were part of this club and left it.

In Uruguay, a country with only 3 million inhabitants, the register of pedigreed animals is an activity that has been delegated by the State to the National Agriculture and Livestock Union, the “Asociación Rural del Uruguay” or ARU by its acronym. This Association issues international pedigrees for other species, such as bovine and sheep cattle, horses, etc. Such pedigrees have the level of a Public Document here, which means that their forgery or abuse is prosecuted by our Justice system. If a breeding club aspires being recognized and gaining prestige in our country, joining ARU is required.

Cats are not as popular not have such a high reputation as the dogs in our country. Uruguay has had a Kennel Club for decades and it has very reputed breeders, judges and animals. The cat is seen as an animal, which belongs to the streets, a second class pet and there is a lot of ignorance about the different breeds. Today the most popular breed is the Persian (8 catteries) but there is an Exotic Shorthair cattery and during the last year a Siamese and Oriental cattery and a Bengal cattery have been set up. All these catteries are small sized and suffering many difficulties.

Our desire to change this situation led to the foundation of our own club in 2007 in order to spread the responsible breeding and owning of cats. It was called “Club del Gato Persa y Exótico del Uruguay" (Uruguayan Persian and Exotic Cat Club) and we were accepted by ARU.

In 2008 we were requested by other breeders to create a new more general club. That is how “Asociación Felina Uruguaya” (Uruguayan Feline Association) was born with the aim to integrate all the feline breeds in our country. This club was also recognized by ARU.

AFU is a democratic and non-profit organisation whose members are cat breeders and owners and its aim is to promote the responsible breeding and owning of the cat, to keep genealogical registries in our country and the maintenance and improvement of the pedigreed cat by progressive positive selection. This includes the promotion of the welfare of all kind of cats, their health and proper socialisation.

We emphasise that AFU's rules do not allow its members to sell or to hand over cats with pedigrees to pet shops or similar organizations nor to offer for any experimental research or testing and it is

also not allowed for AFU's members to offer/trade cats or services, such as stud service, by auction or similar actions, be it on electronic or real events

Summarizing, AFU's rules and statutes were set up in line with the FIFe Statutes and Rules as its model and we fully respect and accept the FIFe Statutes and Rules.

We have had different activities related to our objectives. Firstly, we have been to TV shows with our cats showing the different breeds in the country explaining their history, characteristics, etc. Secondly, we have been in contact with a group of veterinarians with the aim to encourage them about the cat and raise their interest in the study of their particularities, their behaviour, health, genetics, grooming, etc.

At the initiative of one of our members, the first PKD DNA test has been set up and is carried out by the Genetics Lab of the Veterinary Faculty of the University of the Republic, the most important university in the country. Nowadays, the club does not allow breeding cats not tested or PKD positive by DNA.

We set up a cat show without judgements in October 2008 with 30 cats, Persians, Exotics and other breeds and we had two seminars, one for breeders and the other one for owners whose lecturer was the Argentinean breeder Mrs. Amy Peirano, former AFA president. For 2009 we have planned the realization of grooming courses, genetics seminars and show staff training following FIFe's Rules and Statutes.

Now that we have introduced our club to you, we respectfully request the Delegates of the FIFe General Assembly to accept us as Patronage Member of the FIFe in Uruguay.

We are proud and happy to inform you that the Argentinean FIFe Member AFA has agreed to act as our Mentor.At the same time, we would be grateful if the Board allow us to make a show on June 13-14th, 2009, following FIFe's show rules and judged by Mr. Beat Rettemund and Mr. Jorge Fletcher.

Finally, we would really appreciate every help FIFe could give us in order to create our club and we would be grateful if you could reconsider our situation. We are looking forward to hearing from you.

GENERAL

ACFEC was founded on 7th October 2004 in Bogotá, the capital of Colombia as an initiative of pedigree cat breeders, veterinarians and cat lovers and registered as a Non-Profit organization under the NIT 9000006866-3 at the Commercial Registry of Bogotá at 9th February 2005. Amongst the decisions made at this meeting we would like to draw your attention to the most important ones:

Statutes have been drawn up to fully respect and accept the FIFe Statutes and Rules. Promotion of the health and welfare for all kind of cats. Propaganda of pedigree-cats by establishing a national pedigree-book and organising shows etc. The maintenance and improvement of pedigree cats by progressive positive selection. It is not allowed to sell or to hand over cats with FIFe pedigrees to pet shops or similar organizations nor to offer for any experimental research or testing nor to offer/trade cats or services, such as stud service, by auction or similar actions, be it on electronic or real events.

ACFEC unconditionally acknowledges the FIFe statutes, Rules and restrictions.

Now we will give a summary of our activities over the past three years, which consisted of National and International Shows, conferences and seminars, pedigree breeding supervision and counselling, etc.

2005 ACTIVITIESCat shows: Even before our patronage membership of FIFe, we already organized shows using the full FIFe system: in April 2005 we held our first show. The judges were Mr. Alfred Wittich (CH) and Mr. Beat Rettenmund (AR) and all 4 FIFe categories were presented, with the breeds PER, SBI, RAG, TUA, BEN, BRI, CHA, RUS, SIA and HCS.

2006 ACTIVITIESCatteries registered in FIFe: In 2006 ACFEC registered 13 catteries in FIFe, for the following breeds: ABY, TUA, BEN, NFO, BRI, CHA, EXO, MCO, PER, RAG, RUS, SBI and SIA. In total 90 litters were registered and 196 cats in the ACFEC LO book Conferences/Seminars: In 2006 ACFEC organized 6 conferences/seminars, about every second month. The subjects varied from symptoms of alarm in cardiac diseases to indentifying the colour of your cat. International shows: In 2006 ACFEC organized 3 International Shows, in March, July and September. The judges officiating were mostly from Argentina. On almost every show all FIFe categories were represented, with the breeds PER, EXO, SBI, RAG, TUA, MCO, NFO, ABY, BEN, BRI, CHA, CRX, MAU RUS, SIA and housecats.

2007 ACTIVITIESConferences/seminars: In 2007 ACFEC organized 6 seminars. The subjects varied from show preparation of cats to blood group problems and identifying breeds & colours, etc. The speakers were FIFe judges and veterinarians. International show: In 2007 ACFEC organized only 1 International 2-day Show, on 21+22 July. The judges were Mrs. Bydlinski and Mrs. Anciau. On these shows PER, EXO, SBI, RAG, TUA, BRI and housecats were present. Propaganda show: In 2007 ACFEC organized a propaganda/breed presentation show 21 April. The breeds PER, EXO, SBI, RAG, BRI, SIA and housecats were shown to a large audience.

2008 ACTIVITIESConferences/seminars: In 2008 ACFEC organized 2 seminars: the speakers were Mr. Sagurski and a veterinarian. International shows: In 2008 ACFEC organized 2 Int. 2-day Shows: on 19+20 July, with the judges Mrs. De Bava (AR) and Mr. Sagurski (DE) and on 4+5 October the judges Mrs. Burani and Mr. Rettenmund officiated. On these shows the breeds PER, EXO, MCO, NFO, BEN SIA and housecats were present. Propaganda show: In 2008 ACFEC organized 2 propaganda/breed presentation shows; on 13+14 September and 22 November. There were many breeds present for the many visitors to see. Figures/registrations etc: In 2008, we registered various catteries more in FIFe. Over 70 cats were transferred from other feline organizations and 63 transferred within ACFEC. A total of 253 cats were registered: 134 in our LO and 119 in our Riex Book. Active and registered stud males, totalled 27 in 2008 Current Student Judges: ACFEC has the following 2 student judges: Mr. Luis Ernesto Cuello Pinto and Luis Fernando Aldana Castellanos, who all passed their preliminary exams in 2005-2006 and who are also our National Judges.

Motivation: The Board has two main reasons to bring this proposal. In the first place, the recommendations and findings of both commissions are of paramount importance to the FIFe Membership regarding, for example, the registration and judgement of cats. Last year at the GA when the NEM was preliminary recognised the JS and BR Commissions had very different views how to handle this matter. This is NOT in the interest of the FIFe Members. The Board hopes that by combining the commissions, common recommendations will be prevalent. Secondly, since several years both the Members of FIFe and the Board have been confronted with individual Commission members tending their resignations long before their positions were up for (re) election. The Board sees it as its duty to bring a proposal that attempts to increase harmony and stability to its Commissions in particular and to FIFe in general.

The Breed Council Coordinator is an individual selected for his abilities and elected by the General Assembly for a period of three years. Such individual must be a member of a National FIFe Member. The Breed Council Coordinator must submit a written report, containing a summary of the Breed Councils activities, to the General Assembly.

Should a Commission member or the Breed Council Coordinator be unable to fulfil his duties due to retirement, resignation, disability or un-inability, a replacement must be elected for the duration of the period of office at the following General Assembly.

Correspondence addressed to the different Commissions must be in one of the three official languages and must be forwarded by the National FIFe mMember with a covering letter to the Secretary General who will advise the appropriate Commission. Proposals sent direct from members of National FIFe mMembers are unacceptable.

A member must have exhibited a cat of the appropriate breed owned by him/herself at FIFe shows at least 3 times per year within the previous 3 calendar years.

A National FIFe Member may grant exceptions regarding the requirements 3 or 4 for membership of a Breed Council on a motivated application from the breeder.

FIFe judges qualified for the relevant breed are eligible for membership without any condition.

Membership by eligible individuals in any breed may be obtained by submitting to the GeneralSecretary a completed membership application to the National FIFe Member. form and paying the appropriate fee(s) to FIFe's treasurer.This application must be certified by the National FIFe mMember. Membership applications for any given year will not be accepted after August 1 of that year. Upon receipt of the membership application and fee(s), the General Secretary Breed Council Coordinator will place the member’s name on the membership list. A membership runs from January 1 to December 31. Membership in more than one Breed Council is permitted.

6 3. Fees

The annual registration fee (January 1 to December 31) shall be set up by the General Assembly to help to cover expenses for the operation of the Breed Councils.The General Assembly shall set an annual registration fee.For inclusion in the official Breed Council members list, Breed Council members are required to pay the annual fee, which is listed in Annex 1 of the General Rules.

4. The National FIFe Member’s Responsibility

The National FIFe Member is responsible for: forwarding applications to the Breed Council Coordinatorsubmitting the fees of its Breed Council members to the FIFe Treasurer by the 31 March each year certifying each year that Breed Council membership requirements 1, 2 and 3 in article 2 are fulfilled.

If a Breed Council member’s membership in a FIFe organisation ceases during the year or his cattery name in the Book of Cattery Names of FIFe is deleted, the National FIFe Member must inform the Breed Council Coordinator. The Breed Council member will be deleted from the Breed Council membership list.

5 Breed Council Coordinator

The Breed Council Coordinator is elected by the FI Fe General Assembly for a period of three years.

The Breed Council Coordinator is the contact person for the Breed Council secretaries, the Board, Commissions, the National FIFe Members and other relevant bodies.

The Breed Council Coordinator is responsible for: maintaining the Breed Council Rules receiving membership applications for the breed councils maintaining a list of breed council members submitting a list of the Breed Council members to the FIFe Treasurer for invoicing the National FIFe members informing the breed councils about proposals, concerning their breeds, which have been submitted to the General Assembly forwarding proposals from the breed councils to the appropriate commission(s) representing the Breed Councils at the General Assembly (without voting rights) organising the ballot for the Breed Council secretary preparing a written annual report for the General Assembly, this should contain at least:- an overview of Breed Councils and their members - a summary of Breed Council activities.

3 6. Breed Council Secretary

3.1 6.1 Requirements for eligibility

See Membership Requirements above. A secretary may not hold his/her position in more than one Council at a time.

A secretary for each Breed Council is to be elected from the members and by the members of that Breed Council for a period of three years .

A candidate must declare his/her intention to run for secretary of a Breed Council by submitting his/her declaration in writing to the General Secretary Breed Council Coordinator by the 1st August prior to the December in which the election is held.

4 6.2 Elections

Elections will be held every 3 years during the month of December. Ballots for the election of Breed Council secretaries must be mailed to the General Secretary Breed Council Coordinator in accordance with voting instructions printed on the ballot and must be returned in the official ballot envelope.

Only those Breed Council members who have paid their dues by the 1st August preceding the December in which the election is held shall be eligible to vote in the election.

In the event of a tie vote between/among the candidates for Breed Council secretary, the membership that was eligible to vote in the election that resulted in a tie shall re-vote amongst the candidates who had equal votes. The re-election is to be done within 3 weeks of the close of the first election, allowing the voters 14 days to return the ballots to the General Secretary BreedCouncil Coordinator. If the vote result is again a tie, the winner shall be determined by lot.

6.3 Responsibility

The Breed Council Secretary is responsible for: receiving and evaluating proposals from the breed council members arranging and organising a ballot on proposals sending the approved proposals according to article 8 and evaluations according to article 9 being the contact person between the Breed Council members and the Breed Council Coordinator preparing the Breed Council annual report to be sent to the Breed Council Coordinator by the end of January.

5 7. Vacancies

The FIFe Board shall appoint a replacement for any vacancy occurring in the office of a Breed Council secretary or the Breed Council Coordinator.

7 8. Procedure for Submission of Proposals

8.1 Eligibility

To be eligible to forward proposals, the Breed Council must consist of members from at least 6 8different National FIFe mMembers. Exceptions can be granted by the Board.

8.2 Procedure for Proposals

8.2.1 Suggestions and opinions from the members of each Breed Council are to be forwarded to the elected Secretary of the specific Breed Council by the end of November.

8.2.2 The Breed Council secretary will evaluate these proposals and obtain the opinions of other members of the particular Breed Council in an annual poll to be taken before December of each calendar year.

8.2.3 Notwithstanding the fact that the Breed council serves the General Assembly in an advisory capacity, For a proposal to be eligible for submission to the General Assembly, theapproval of a 2/3 majority of the members voting in the specific Breed Council(s) affected must be obtained.

8.3 The proposals of the Breed Council accepted in the way described above in article 8.2.3have to be forwarded in all 3 FIFe languages to the Breed Council Coordinator who will forward them to the respective commissions (Health & Welfare, Judges & Standards and Breeding & Registration), by the end of January each calendar year. They must also have the approval, with a 2/3 majority of the commission concerned, to be eligible as a proposal for the General Assembly.

8.4 Once in two years any Breed Council may forward one (1) proposal directly to the Breed Council Coordinator to be forwarded to the Board for inclusion in the FIFe General Assembly agenda. This proposal must have passed with at least a 2/3 majority and must be submitted in all 3 FIFe languages.

9. Evaluation of Proposals

Proposals for the General Assembly concerning the specific breeds received through the Breed Council Coordinator from the Board, Commissions or National FIFe Members will be sent to the Breed Council members by the Breed Council secretary for evaluation.

The Breed Council secretary will organise a ballot within 15 days after receipt of the Proposal(s) and, after having received the result, will send the Breed Council Coordinator a recommendation which must be supported by a 2/3 majority of the members voting in the specific Breed Council.

10. Working language and communication

The working language of the Breed Councils is English. Communications are electronic and via e-mail.

Motivation

At the General Assembly in 2008 a working group was formed as a result of the discussion at the GA about the proposal from Felis Danica. The members of this working group are Anne Paloluoma-Sundholm (Finland), Paula van de Wijngaart (The Netherlands) and Ole Amstrup (Denmark).

This group was given the task to look into the rules concerning the Breed Councils (BCs) and try to suggest changes which could establish the BCs as a part of the FIFe structure and give the breeders of National FIFe Members the opportunity to contribute to the development of their breed in the FIFe part of the cat world.

We have put forward proposals to the change the Statutes, the General Rules and the Breed Council Rules, and our proposal is to be regarded as entity.

To establish the BCs as an integrated part of the FIFe structure, it is necessary to include the BCs in the FIFe Rules as an official FIFe body.

A Breed Council Coordinator is to be included in the Statutes as one of the administrative bodies of FIFe. That will initiate changes to the General Rules. Responsibilities of the BC Coordinator have been listed. The role of the BC Coordinator will lift the work connected with the BCs from the shoulders of the FIFe General Secretary and place the work with the BC Coordinator.

With these amendments the Breed Councils will no longer be just a copy of the CFA structure but a true part of FIFe.

When the BCs have their place in the FIFe hierarchy and will serve the General Assembly, the Board and the Commissions as advisory bodies.

The changes in the BC rules are made to clarify that the BCs are advisory bodies, but at the same time will give the BC the possibilities to put forward proposals every second year to the General Assembly. It will also give the BC the opportunity to give statements as advice to the GA regarding proposals for changes in the standards and rules concerning the specific breed.

The changes should also clarify the structure and the administrative work in connection with the BCs, and clearly indicate what are the responsibilities of the BC Coordinator, the BC secretaries and the National FIFe Members in connection with the BCs.

Addition of a new item: g) The Mentor shall ensure that the register of various breeds i.e. the Pedigree Book

is kept according to the FIFe Breeding and Registration rules. If necessary, the Mentor can call upon the assistance of the FIFe Breeding and Registration Commission to perform a necessary inspection and to advise the Patronage member. Responsibility for the costs of this visit shall be clarified in advance.

MotivationThere is nowhere mentioned in the rules regarding Patronage members that a pedigree book must be kept according to FIFe Breeding & Registration Rules. The commission wants to make it perfectly clear that a pedigree book must be kept, and are at any time willing to advise a probational member regarding pedigree book-keeping and applying the registration rules.

Proposal Nr. 2 – Change to Annex I of the General Rules.We propose a rise in the nett minimum judges fees:

Motivation: The minimum fee for judges has not changed for several years. The FIFe minimum fee was the last time checked 7 years ago, in 2002, when the euro was introduced. During these 7 years the wages in the EU countries have risen on average 3,8% (2002 3,5%, 2003 4,0 %, 2004 3,8 %, 2005 3,9 %, 2006 3,0 %, 2007 3,3 % and 2008 5,5 %). In addition the prices have risen significantly. The average rise of 3,8% a year means that a sum of 170 euro in 7 years time has risen to 220,68 euro. The proposal does not increase the fee but merely brings it to the level it had in 2002. It would also be good to consider how this minimal fee is checked every year. Often a judge has to use days from his vacation during a week-end show as Friday & Monday will be needed for travelling.

Begründung: Die Minimum der Richterhonorare sind in 7 Jahren nicht geändert worden. Das letzte Mal dass die Rich-terhonorare geprüft wurden war 2002, als der Euro eingeführt wurde. Während dieser 7 Jahren sind die Löhne in den EU-Ländern um 3,8% gestiegen (2002 3,5%, 2003 4,0 %, 2004 3,8 %, 2005 3,9 %, 2006 3,0 %, 2007 3,3 % und 2008 5,5 %). Außerdem ist das allgemeine Preisniveau bedeutend gestiegen. Die jährliche Preissteigerung von im Durchschnitt 3,8% bedeutet das die Summe von 170 Euros in 7 Jahren auf 220, 68 Euros gestiegen ist. Dieser Vorschlag erhöht nicht die Richterhonorare sondern bringt sie lediglich auf das Niveau das sie in 2002 hatten. Es wäre auch gut zu überlegen wie man diese Minimumhonorare jedes Jahr überprüfen könnte. Ein Richter muss oft während einem Wochenende 1-2 Tage seines Urlaubs aufbrauchen, da sowohl Freitag wie Montag für die Anreise bzw. Abreise gebraucht werden.

Les honoraires mini-maux étaient la dernière fois changés il y a sept ans, en 2002, quand l'euro a été introduit. Pendant ces sept années les salaires dans les pays d'UE ont monté en moyenne 3.8% (2002 3,5%, 2003 4,0 %, 2004 3,8 %, 2005 3,9 %, 2006 3,0 %, 2007 3,3 % et 2008 5,5 %). En outre les prix ont monté marquant. L'élévation moyenne de 3.8% par an signifie qu'une somme de 170 euros en sept ans a atteint 220.68 euros. La proposition n'augmente pas les honoraires mais les apporte simplement au niveau qu'ils ont eu en 2002. Il serait également bon de considérer comment ces honoraires minimaux sont vérifiés chaque année. .Souvent un juge doit employer 1-2 jours de ses vacances pendant un week-end car vendre-di et/ou lundi doivent être employés pour le déplacement.

Proposal 4 – Deletion in the Rules for Judges, Student Judges and StewardsTo delete the obligatory seminar attendance requirement, once every 3 years, for judges who wish to act as examiners, as stage supervisors or wish to become Mentor judges. Note: If this proposal is accepted, relevant changes must be made to the following articles in the Judges Rules: 2.8.5, 2.8.7, 5.2.10, 7.3.2.8, 7.3.2.12, 7.3.2.14.

Motivation: No matter how interesting FIFe Judges Seminars might, should or ought to be, they do not in any way increase the participants knowledge on how to supervise an exam/stage or how to advise a beginning student judge as a mentor. Since many years there have been no seminar subjects on how to act when having a student judge and with respect to exams or stages, to the best of our knowledge there has never been a lecture instructing judges how to do this. The “once per 3-years seminar attendance requirement” is only an extra obstacle for candidates who wish to take their exam, or do a stage and limits their choice of examiners or supervisors. Over the years the Board has frequently granted exceptions to this Rule for exactly these reasons.

Antrag 4 – Streichun in die Regel für Richter, Richterschüler und Stewards Den Verpflichtung zu streichen um 1x in 3 Jahren an einem Seminar teil zu nehmen für Richter die eine Prüfung oder Stage abnehmen möchten, oder Mentorichter sein möchten. Achtung: Falls diesen Antrag angenommen wird, müssen die benötigte Änderungen in folgende Artikel des Richterreglements durchgeführt werden: 2.8.5, 2.8.7, 5.2.10, 7.3.2.8, 7.3.2.12, 7.3.2.14.

Begründung: Wie interessant einen FIFe Richter Seminar auch sein mögen darf oder soll, sie erhöht auf keine Art und Weise das Wissen der Teilnehmer wie eine Prüfung oder Stage abgenommen sein sollte oder wie man einen guten Mentor für einen anfangenden Richterschüler sein kann. Seit vielen Jahren hat es keine Themen auf Seminare gegeben wie man sich verhalten muss wenn man einen Schüler hat oder was zu tun ist wenn man eine Prüfung oder Stage abnimmt. Es hat noch nie ein Thema gegeben dass die Richter gelernt hat wie man so was machen soll. Der Seminar Pflicht ist nur ein extra Behinderung für Kandidaten die eine Prüfung/Stage absolvieren möchten und beschränkt ihre Wahl von Prüfern oder Supervisors. Im Laufe der Jahre hat der Vorstand regelmäßig Ausnahmen zu dieser Regelung gegeben aus genau diesen Gründen.

Attention Si cette proposition est accepte, il est nécessaire de modifier des articles dans le Règlement des Juge suivants: 2.8.5, 2.8.7, 5.2.10, 7.3.2.8, 7.3.2.12, 7.3.2.14.

Motivation: N importe la importance ou la contenu intéressante des séminaires des juges FIFe, ils n´ajoutent rien à la connaissance des participants comment superviser un examen ou un stage ou comment conseiller une élève-juge nouveau comme parrain. Depuis des années il n´y avait pas des sujets aux séminaires comment si comporter quand on a in élève ou quand on supervise un examen ou stage. Cette condition de participer 1 fois chaque 3 années au séminaire est seulement un obstacle de plus pour les candidats désiraient de prendre leur examen ou stage et limite leurs choix des examinateurs ou superviseurs. Pendant des années le comité à donner des exceptions souvent a cette Règle pour les mêmes raisons.

Proposal 5 - Addition to articles 5.1.7.1 & 7.3.1.7.1 – Midstream assessment:The midstream assessment is obligatory for student judges in their first category .Motivation: In our opinion it is not needed for those who are already judges to comply with this rule.

Proposal 6 - Deletion of art. 5.1.7.2 & 7.3.1.7.2 – Participation after the midstream assessment:Motivation: There is no form on which to note these requirements and therefore they cannot be checked. There has been 1 candidate who respected this rule in the past 3 years.

Proposal 7 - Deletion last part of the last sentence in point 3 of articles 5.2.13.1 & 7.3.2.10.1:…together with the topics discussed during the compulsory seminars for student judges.Motivation: Surely it cannot be expected of candidates who have never or many years ago participated at compulsory seminars to know what has been discussed there. There are no CD or DVD presentations available on which candidates can acquaint themselves with what was discussed at such seminars.

Antrag 6 - Streichung der Artikel 5.1.7.2 & 7.3.1.7.2 – Teilnahme nach der Zwischenprüfung:Begründung: Es gibt keinen Formular auf den man diese Bedingungen notieren kann und deswegen können dies Regeln nicht kontrolliert werden. In 3 Jahren hat 1 Kandidaten dieser Regel befolgt.

Antrag 7 - Streichung letzten teils der letzten Satz, Punkt 3 - Artikel 5.2.13.1 & 7.3.2.10.1:.. zusammen mit Themen, die während des obligatorischen Seminar f Richterschüler behandelt wurden.Begründung: Es kann sicher nicht erwartet werden von Richterprüfungskandidaten die nie oder vor vielen Jahren einen obligatorischen Seminar besucht haben zu wissen was dort diskutiert wurde. Es gibt keine CD oder DVD Präsentationen von diesen Seminaren, also kann man dies nicht lernen.

Proposition 7- Suppression dernière partie et phrase, point 3 – art. 5.2.13.1 & 7.3.2.10.1:…soit sur des sujets qui auront fait l´objet d´une discussion lors des séminaires obligatoires pour e.j.Motivation: On ne peut pas croire que des candidates qui n´étaient jamais ou depuis longtemps présent au séminaire obligatoire de savoir les discussions. Il n´y sont pas des présentations en CD ou DVD sur lesquelles ses sujets sont contrôlable pour des candidates.

Now: b) Attendance to the compulsory student seminars, listed in article 5.1.14.1 will be accredited as such every 3rd

time of the 3 years period.

New: b) Attendance at a compulsory student seminar, listed in article 5.1.14.1 may be accredited once in nine years (every 3rd 3 years period).

Motivation:To give clearer definition as to the timeframe that attendance at the compulsory student seminar can validate as the # denote.

Proposal No. 3

Add new sentence:

2.8.6.3 An officiating judge as examination candidate at the same show A judge who is officially invited to judge at a show may not take an examination in another category at the same show. A judge who is officially invited to judge at a two-day show, split by categories, may take an examination in another category only on the day when he is not officiating as a judge.

Motivation:At a two-day show, split by categories, there are completely different cats entered between the two days. Nowadays there is maybe 2% of all organised shows which are still organised as such two-day shows (one certificate), therefore such a modificationto help the clubs and candidates is in place.

Proposal No. 4

Delete Article 2.8.6.4 and move its content and add new paragraph to Art. 2.9.3 of the Judges Rules and add new article 6.12 to the Show Rules:

2.9.3 Number of cats to be judged Under normal circumstances a judge should not be given more than the following number of cats to judge:

a maximum of 80 cats during an international two-day show, a maximum of 40 cats during an international one-day show.

An instructing or examining judge should not be given more than the following number of cats to judge: a maximum of 60 cats during an international two-day show, a maximum of 30 cats during an international one-day show.

A judge may, by prior agreement with the show organiser, accept to be given the following number of cats to judge:

a maximum of 100 cats during an international two-day show, a maximum of 50 cats during an international one-day show.

This does not apply to instructing or examining judges.

If a show organiser requests a judge to judge more than 80/40 cats at an international two/one day show, an increase in judges allowance of 50% will apply.

Motivation:If a show organiser receives more show entries than expected, it may be most cost effective to allocate some of the invited judges, with their agreement, more cats rather than inviting a new judge. However the show organiser must be prepared to compensate the judges for this extra work. This article should be placed in the Show Rules as well as in the Judges Rules to provide show organisers with the correct numbers of cats which can be allocated to officiating judges.

Motivation:It is only logical that clubs must invite the judges in writing and that judges are only obligated to reply to such written invitations.

2.10 Judge’s Updating …Judges not submitting answers to the questionnaire by the end of November can be subjected to disciplinary action.

Motivation:It is not relevant to impose requirements and deadlines without advising of consequences of not meeting them.

to new:3 Seminars

and renumber/reorganise sub-articles:

Each FIFe member is permitted to organise a FIFe judges’ seminar once per year. At least 2/3 (two thirds) of the content of the seminar must be directly related to aspects and areas of judging within FIFe. The date of the seminar must be approved …

Motivation:By FIFe Statutes, art. 6.2.2., paragraph 4, the responsibility for further education of existing judges lies within the FIFe JSC therefore the agenda must be approved by the JSC. But each FIFe member should be given the minimum requirements for the expected content of the seminar to enable them to successfully plan in advance. Participation at such seminars may equal 30 cats judged as a student or count as the obligatory participation at a judges seminar to enable an International Judge to supervise a stage, to be an examiner judge or a Mentor Judge, therefore the content of such seminars should be in line with these accreditations.

Proposal No. 9

New article: 3.3 FIFe training seminar for Mentor and Instructor judges

a. It is compulsory for a Mentor judge to participate at least once in a training seminar for Mentor and Instructor judges conducted by the FIFe and organised by the FIFe Judges and Standard Commission. Each FIFe member is permitted to host the training seminar for Mentor and Instructor judges.

b. The seminar will be arranged at least once in a period of 3 (three) years. It will take place at week-ends or in conjunction with the General Assembly, on the Saturday after the General Assembly, parallel with the training seminar for Judges. The minimum duration must be one day. The compulsory training seminar for Mentor and Instructor judges will value as attendance at the training seminar for judges and will not equal any cats judged.

c. This seminar will be listed in the official show calendar at least 3 months prior to the fixed date. The information (location, duration and the agenda) must be available within the same timeframe.

d. The seminar will cover subjects like andragogic principles and methods (teaching adults), evaluation and examination methods and principles, mentoring principles, social behaviour and communication, public presentation and rhetoric, the ethics of judging. At least two lecturers at the seminar shall be members of the FIFe Judges and Standard Commission. It is obligatory for all lecturers to prepare short summaries of their lectures for the participants.

e. Only judges may participate at such seminars. The judge must pay the travel, accommodation and meals himself. FIFe will pay for the seminar itself together with the costs of the lecturers. In cases where judges are used for lecturing they will receive double the standard judges allowance.

f. A Certificate of Attendance will be issued at the end of the Seminar to each Judge who has been in attendance for the whole seminar. If a Judge proposes to attend the seminar he must inform the FIFe General-Secretary, who will inform the Judges and Standard Commission Secretary, at least four weeks before the date of the seminar in order that a Certificate can be prepared. Failure to notify the FIFe General-Secretary in advance will result in no certificate being issued at the seminar.

If this article is carried, also adjust articles 2.3, paragraph 7 in accordance with it.

Motivation: According to FIFe Statutes, art. 6.2.2., paragraph 4, the responsibility for further education of existing judges lies within the FIFe JSC. Throughout the years, judges have expressed a serious need to receive training in areas regarding how to instruct and teach student judges when acting as an Instructor judge. Since 1.1.2009 it is obligatory for student judges in their first category to be under guidance of a Mentor Judge. Therefore FIFe and its JSC have to offer a training seminar for Mentor and Instructor judges. This is also in a line with building up a firm body of Mentor and Instructor judges within FIFe on standardised principles. The JSC must provide and standardise on the content of the training seminars for Mentors and Instructor judges such that all FIFe Mentor and Instructor judges receive similar training in areas not covered elsewhere in the training program. In line with its responsibility these seminars shall have a minimum of two lectures from JSC members to provide continuity and standardisation of the seminar’s content. The costs connected with the organisation of such a training seminar will be borne by the FIFe and paid from its special fund.

Move art. 5.1.14.1 to chapter: 3 Seminars, renumber, modify and add:

3.4 FIFe compulsory training seminar for student judges

It is compulsory for a student judge in his first category to participate in a training seminar conducted and organisedby the FIFe and organised by the FIFe Judges and Standard Commission. Each FIFe member is permitted to host the compulsory training seminar for student judges.

The seminar will cover subjects like colour and patterns including basic genetics, cat’s anatomy and health, social behaviour, the FIFe Structure and the ethics of judging. At least two lecturers at the seminar shall be members of the FIFe Judges and Standard Commission.

Motivation:By FIFe Statutes, art. 6.2.2., paragraph 4, the responsibility of the training programme for student judges lies within the FIFe JSC. This seminar is compulsory for all students in their first category. The JSC must provide and standardise on the content of theCompulsory Training Seminars such that all FIFe student judges receive similar training in areas not covered elsewhere in the training program. In addition, Article 3.4 must also be in harmony with Article 5.2.6, including the timeframe, to allow studentjudges to take the judges exam - theoretical part at a Compulsory Training Seminar with two members of the FIFe Judges and Standards Commission.

Modify Article 4.1, Duties of a steward, paragraph 8:

Now: be at least 16 years of age.

New: be at least 15 years of age.

Motivation: There is a valuable resource of young people within FIFe who are involved with the cat fancy due to their parents since they were children and are most interested to get actively involved and willing to be stewards. At the age of 15, these teens are already high school pupils and to carry out duties of a steward cannot be more difficult than this. Besides, there is no significant difference in physical and psychological development between a 15 and a 16 years old teen. Most show organisers within FIFe struggle to get enough stewards for their shows, but at the same time there are very often at least one or two steward’s “helpers” at the judge’s ring aged 15, who perform most of steward duties, but are not allowed to act as stewards due to the age limit.

4.4 Training of Stewards Each FIFe member is responsible for training of Stewards.

Motivation: The duties of a steward are stated in the rules, but it is nowhere mentioned who shall provide the training for Stewards. To train Stewards shall be responsibility of each FIFe member.

Modify and add:5.1.3.4 Preliminary examination, admission as a student judge …The Member must send the original relevant steward certificates with the application to the FIFe General-Secretary no later than when requesting the preliminary exam for the candidate. For this purpose, FIFe has issued a special form: this standard application for admission of a student judge must be used as the only valid application form. The application should include:

the choice of Category (e.g. Category I, II, III or IV), the date, place and country where the candidate intends to sit for the examination, the FIFe Language in which the exam will be taken, the name of the examiners.

This application must be received by the FIFe General-Secretary at least two months prior to the date of examination. …Motivation: This information is needed to enable the JSC to set up the exams. The FIFe form shall be used to standardise the applications within FIFe.

5.1.14.4 Training outside the Showhall

A student judge may undertake a part of his training separate from shows and seminars. This training could include visits to breeders and other such informal events. This training will be supervised by the student judges Mentor Judge or his nominated supervisor who shall also be a qualified Mentor judge in the category. The training visit will be documented on a student judge certificate completed by the Mentor Judge or his nominated supervisor. The value of the certificate, in number of cats, shall not exceed the number of cats seen over the age of 3 months. For this purpose, FIFe has issued a special form: this standard student judge’s certificate (cattery visit) must be used as the only valid student judge’s certificate document. It is not allowed to visit the same breeder/cattery more then once during any single training period. The maximum numbers of cats that will be accepted for this type of training is 50 cats for Cat I/IV, 75 cats for Cat II and 100 cats for Cat III.

Motivation: To allow the student under the guidance of his Mentor more flexibility in his training without reducing the quality. All other major cat organisations include this type of education in their judge training schemes.

Motivation: In all articles with regard to the training programme the category I and IV are treated equal, therefore also this article should be brought in line and standardised.

Proposal Nr. 1: Change to the FIFe Rules for Judges, Student Judges and Stewards, 5.1.3.3 Preliminary examination, admission as student judge

The examination shall consist of 40 questions, of those at least 25 from the general part. The examination is to be completed within a maximum period of 120 minutes. A minimum of 80%60% of the possible marks must be achieved in order to gain a pass; less than this means the candidate has failed. It is a written examination.

Motivation: The 80% limit for the preliminary examination is very high compared to e.g. high school or university examinations, where the limit for passing often is 50% right answers. The purpose of the preliminary examination is to test the interest, motivation and language skill of the candidate. The study and learning process itself only begins after the passing of this exam. Lowering the threshold of 80% right answers to 60% we think will attract more people interested in becoming a judge to take the examination and begin their studies.

Vorschlag Nr. 1: Änderung zu den FIFe Regeln für Richter, Richterschüler und Stewards, 5.1.3.3 Vorprüfung, Zulassung als Richterschüler

Die Vorprüfung setzt sich aus 40 Fragen zusammen, davon 25 aus dem generellen Teil. Das Examen muss nach 120 Minuten beendet sein. Es müssen mindestens 80% 60% der Punkte erreicht werden. Bei weniger als 80%60% hat der Kandidat nicht bestanden. Es handelt sich um eine Prüfung in schriftlicher Form.

Begründung: Die 80% Limite für die Vorprüfung ist sehr hoch gesetzt im Vergleich mit z.B. Hochschul- oder Uni-versitätsprüfungen, bei denen die Grenze für das Bestehen oft bei 50% richtige Antworten liegt. Der Zweck der Vorprüfung ist das Interesse, die Motivation und die Sprachkenntnisse des Kandidaten zu prüfen.Das Studium und das eigentliche Lernen fängt erst nach dem Bestehen der Vorprüfung an. Das Herabsetzen der Limite von 80% auf 60% richtige Antworten wird nach unserer Meinung mehr potentiellen Richterkandidaten anlo-cken die Prüfung zu machen und damit mit dem Richterstudium anzufangen.

Le but de l'examen prélimi-naire est d'examiner l'intérêt, la motivation et la capacité linguistique du candidat. L'étude et l'apprentissage elle-même commence seulement après le dépassement de cet examen. À notre avis l'abaissement du seuil de bon-nes réponses de 80% à 60% attirera plus de personnes intéressées à devenir juge et commencer leurs études.

New proposed wording – changes and additions in bold and italics

A Judges or student judge may only exhibit their own cats „Out of Competition“at a show where they are officiating.

A student judge may exhibit his own cat(s) at the show where he is officiating, butnot in the category or categories for which he is a student judge at the show.

Exhibits belonging to members of an officiating student judge’s household (husband/wife, children or grand-children, father/mother, brother/sister) may cannotcompete exhibit their own cat(s) at that show, but not in the category or categories in which the student judge is officiating at the show.

On a 1-certificate FIFe show, divided in categories during 2 or more days, it is not allowed to officiate as a judge on the one day and exhibit on the other day. Exhibits belonging to members of an officiating judge’s household cannot compete at such a show. Exhibits belonging to members of an officiating student judge’s household may exhibit their own cat(s) at that show, but not in the category or categories in which the student judge is officiating at the show.

MOTIVATION:FIFe would like to motivate its members in becoming new judges, as there are still not enough of them. To become a judge is a long and very expensive process for the person who wants to become a judge. All costs have to be covered by that person.Experience as a breeder is one of the requirements for being a student judge and then judge. Student judges and members of their household want to present their cats and the results of their breeding at shows. Unfortunately, when in this period the person is a student judge and he and the members of his household must stop to show their cats. He may only either be a student judge or an exhibitor.A student judge (as well as any member of his household or a steward) has no influence on the judge’s result and during the whole show he must sit with the judge and judge the cats.So, if a student judge is obliged to cover all costs of traveling himself to different shows in different countries, it should be allowed for student judges and members of their households (husband, wife, partner, children, grand-children, father, mother, brother or sister) to exhibit their cat(s) in competition. Otherwise, the process of becoming a judge is too long as the person has to choose if he wants to participate at show as an exhibitor or as a student judge.

h. The amount of cats required for Latin America, Asia, Iceland and Patronage members is reduced to 100, of which 80% must be pedigree cats, entered for competition and listed in the catalogue.

Annex 6 – Latin America and Asia

The following exemptions for Latin America and Asia are valid for six years until 31.12.2014: All certificates to be granted in one country:

– International Champion/Premier: 3 CACIB/CAPIB under 3 different judges – Grand International Champion/Premier: 6 CAGCIB/CAGPIB under at least 4 different

judges– Supreme Champion/Premier: 9 CACS/CAPS under at least 5 different judges.

MotivationAsia is added here because of similar conditions as continents/countries already listed. Even though the minimum number of cats is reduced to 100, still 80% thereof must be pedigree cats, entered for competition and listed in the catalogue.

RemarkWhen this proposal is carried:

– the Table with the Exceptions on the Show Rules on page 31 of the Show Rules has to be adapted accordingly

– it will take effect immediately after the GA 2009, i.e. as from 01.06.2009.

2.1 Application for the World Show

The FIFe Member interested in conducting the World Show files an application with the FIFe Board. The FIFe Board decides where the show is to be held. As long as unconsidered applications are available, the World Show is not to be allocated to the same country National Member for the second time.

4.8.1 Nomination for Best in Show

Addition:In case of a one-breed show (where at the show organiser’s discretion a sister breed may be eligible for entry) each judge may nominate exhibits as:

- 1 adult male - 1 adult female - 1 adult neuter male - 1 adult neuter female - 1 junior male 6-10 months - 1 junior female 6-10 months - 1 kitten male 3-6 months - 1 kitten female 3-6 months.

4.8.3 Best in Show

Addition:A one-breed show can have the following BIS titles:

- 1 adult male - 1 adult female - 1 adult neuter male - 1 adult neuter female - 1 junior male 6-10 months - 1 junior female 6-10 months - 1 kitten male 3-6 months - 1 kitten female 3-6 months.

MotivationIn the past years the FIFe Board has asked for a recommendation from the Show Commission regarding requests received from several FIFe Members which were all dealing with the same subject: to organise a show for one breed only and to ask for permission to have split male/female NOM + BIS in classes 11 (juniors) and 12 (kittens). All these requests were positively recommended by the Show Commission and granted by the Board.

Our proposal intends to address this matter in the Show Rules, so when the proposal is carried, it is not necessary anymore to ask the same exemption for each occurring future occasion.

The Show Commission is aware of the fact that a proposal from SVERAK regarding a BIS split by sex in classes 11 and 12 was rejected during the FIFe General Assembly 2008. However, this proposal is a different one, since it is only applicable to (inter)national breed shows.

Finally it should be noted that when organising a breed show, the organiser may opt to announce any sister breed belonging to the relevant breed eligible for entry.

4.8.3 Best in Show

- the Best in Show adult male and adult female may compete together for Best in Show adult versus Best in Show Opposite Sex adult (BOX)

- the Best in Show adult neuter male and adult neuter female may compete together for Best in Show neuter versus Best in Show Opposite Sex neuter (BOX).

4.14 Distinguished Show Merit (DSM)

This title is only available at International Shows and is available to all adult cats of fully recognised breeds and to house cats. To obtain the title, the cat must win Best in Show (BIS) or Best in Show Opposite Sex (BOX) a minimum of 10 times in classes 1–10 or 14. The shortest qualifying period possible is two years and one day between the first Best in Show orBest in Show Opposite Sex and the tenth. This is to prevent a cat becoming a DSM too quickly.

MotivationIn article 4.14 the term „Best (in Show) Opposite Sex“ is used. However this title is nowhere explained in the Show Rules. We therefore propose the above mentioned addition to article 4.8.3 and clarification in article 4.14.

PROPOSAL 5

4.8.5 Voting during Best in Show

Deletion:In cases where the votes are equal, a decision will be made by one of two methodsa. by a referee judge officiating at the show who is qualified for that categoryb. by lot.

Addition:The exhibit achieving the highest number of votes will be declared Best in Show.

In cases where the votes are equal, a decision shall be made as follows:1. Those judges who did not vote for the cats with the highest number of votes shall vote again, this time considering only the cats that obtained the highest number of votes. 2. If all judges in the panel voted for the cats with the highest number of votes, a decision must be made by a referee judge. A referee judge is a judge officiating at the show who is qualified to judge the relevant category but who did not actually judge that category during the show. If a referee judge is not available, a decision must be made by the drawing lots.

MotivationThis proposal clarifies the correct voting procedure, since the current wording offers a choice between one of the two methods: either a. or b.

Proposal 2 – Change of Show Titles SC/SP and the Certificates CACS/CAPS

We suggest changing, with immediate effect, i.e. after the GA 2009: the highest FIFe Titles Supreme Champion/Premier back to European Champion/Premior the highest FIFe Certificates CACS/CAPS back to CACE/CAPE.

This change is to be valid for all FIFe Members in Europe. The FIFe Members outside of Europe may retain the titles Supreme Champion/Premier and the certificates CACS/CAPS if they so wish, but why not the titles American/Asian Champion/Premier and the certificates CACA and CAPA? If this proposal is accepted the relevant changes to the Show -, Judges-, and Breeding & Registration Rules must be made.

Motivation:We bring this proposal at the request of many of our members, who still ask if it is possible to have their cats registered as “European” Champion/Premier, instead of “Supreme”. For our members it meant something special to have a “European” Champion, a feeling which “Supreme” cannot replace.At first it seemed sensible to have “one uniform title” in FIFe, though it was more instigated by a faulty certificate -name in South America (FAC) than any problems with the titles or certificates in Europe. Our Rules show us, however, that FIFe is not the same everywhere, why else do we have so many exceptions for countries outside of Europe in Show and Judges Rules?The word “supreme” sounds wonderful in English and French but in our language and most other national FIFe languages it is impossible to translate: “European” can be (and was) easily translated in all national languages of FIFe, and this to every one’s satisfaction. We also feel that “Supreme” is a title that is very much a GCCF title, and not a FIFe one and that a possible new even higher FIFe title (like Grand European Champion/Premior) is now no longer possible: Grand European Champion makes sense but Grand Supreme or Supreme Grand Champion does not in our opinion. One more disturbing matter that has been noted by us is that several computer pedigree registration programmes have automatically changed all incidences of EC/EP on pedigrees to SC/SP, even retroactively.Lastly, we feel that the 2008 GA was overwhelmed with an enormous amount of proposals, that really required serious concentration efforts of all those present to try to follow what was going on, in for most, a foreign language. At a certain point delegates and advisors had problems staying focussed on what proposals one was really voting, and in our opinion, proposal nr. 26 of the Show Commission, the proposal, which introduced these new titles was accepted (with a very narrow majority) because of that. We hope that the majority of Members will vote for our proposal: it will be less problematic to undo the changes of the past 6 months than it will be if this proposal will come in a few years time.

Reason:The public and the exhibitors do not understand the discussions between judges during the judging and voting for the Best in Show !These discussions do set a very bad image. Therefore, such a behavior of the judges leads one to make negative remarks and this should be avoided.

Annex 12 – Greece and CyprusDue to the insufficient amount of pedigree cats and difficult economic situation, the following exemption to article 1.8 f of the Show Rules is granted to Greece and Cyprus for five (5) years until 31.12.2014:At least 100 cats, of which 80% must be pedigree cats, must be entered for competition and listed in the catalog at an International Show.

Add new paragraph:

1.10 The Organiser’s Responsibility The organisers must:

a. - choose recognised judges (see art. 6.1) - The clubs must invite the judges to their shows in writing.

Motivation:There is nowhere in the Show rules mentioned that judges must be invited, but from the FIFe Rules for judges, art. 2.9.1, comesthe obligation for judges to reply to clubs invitations within one month. The show organisers must be aware that only valid andobligatory invitation for a judge to the show is a written invitation.

Add new article:

6.12 Number of cats to be judged Under normal circumstances a judge should not be given more than the following number of cats to judge:

a maximum of 80 cats during an international two-day show, a maximum of 40 cats during an international one-day show.

An instructing or examining judge should not be given more than the following number of cats to judge: a maximum of 60 cats during an international two-day show, a maximum of 30 cats during an international one-day show.

A judge may, by prior agreement with the show organiser, accept to be given the following number of cats to judge:

a maximum of 100 cats during an international two-day show, a maximum of 50 cats during an international one-day show.

This does not apply to instructing or examining judges.

If a show organiser requests a judge to judge more than 80/40 cats at an international two/one day show, an increase in judges allowance of 50% will apply.

Motivation:If a show organiser receives more show entries than expected, it may be most cost effective to allocate some of the invited judges, with their agreement, more cats rather than inviting a new judge. However the show organiser must be prepared to compensate the judges for this extra work. This article should be placed in the Show Rules as well as in the Judges Rules to provide show organisers with the correct numbers of cats which can be allocated to officiating judges.

Article 4.8.1 Minimum amount of cats required for having a Best in Show

A minimum number of 15 cats in any given category must be present in order to be allowed to organise a separate BIS per category. If there are less than 15 cats present in any given category, these cats can be added to compete with cats of another category for BIS; preferably categories 1 and 2 together and categories 3 and 4 together.

Motivation: Mundikat proposes to re-introduce a minimum number of cats entered and present at the Show in a Category to allow a separate BIS. An element of competition is required for a show, the title should mean something. Without a minimum number of cats required for Best in Show the titles are devaluated.

Un nombre minimum de 15 chats dans toutes catégories devraient être présentes pour avoir le droit organiser un BIS séparé. Si ils y sont moins que 15 chats dans une catégorie présentes, ces chats peuvent être ajoutée pour concourir avec des chats d´une autre catégorie pour le BIS ; de préférence catégories 1 et 2 ensembles et catégories 3 et 4 ensembles.

Motivation: Mundikat propose la réintroduction d´un nombre minimum des chats enregistrés et présentes dans l´exposition pour avoir un BIS séparé. Un élément de compétition est nécessaire pour une exposition, les titres devraient avoir une certaine valeur. Sans un nombre minimum des chats désires les titres BIS sont dévalués.

Eine Mindestzahl von 15 anwesende pro Kategorie Katzen ist erforderlich um eine separate BIS organisieren zu dürfen. Falls weniger als 15 Katzen in eine Kategorie anwesend sind, können die zu eine andere Kategorie hinzugefügt werden um mit die Katzen dieser Kategorie für den BIS konkurrieren zu können; am liebsten die Kategorien 1 und 2 zusammen und die Kategorien 3 und 4 zusammen.

Begründung: Mundikat schlägt vor wider eine Mindestzahl von gemeldete und anwesende Katzen pro Kategorie einzuführen, um einen separate BIS halten zu können. Das Konkurrenz-Prinzip ist notwendig für eine Ausstellung, die Titel sollten etwas bedeuten. Ohne eine Mindestzahl der Katzen sind BIS Titel ohne Wert.

Permit Portugal because of its geographic location:

All certificates to be granted in one country: - International Champion/Premier: 5 CACIB/CAPIB under at least 3 different judges. - Grand Int. Champion/Premier: 7 CAGCIB/CAGPIB under at least 5 different judges. - Supreme Champion/Premier: 10 CACS/CAPS under at least 7 different judges.

Motivation:There are a lot of complexities for breeders from Portugal to get titles in another country. The distance to the closest show in Madrid is 700km. Also according the actual situation in Spain, we only have shows in France about 1200km.

Motivation:Es gibt eine Menge von Komplexität für die Züchter aus Portugal, um Titel in einem anderen Land. Die Entfernung zur nächsten Ausstellung in Madrid ist 700km. Auch nach der tatsächlichen Situation in Spanien, haben wir nur in Frankreich über 1200Km.

Begründung:Die Praxis zeigt, dass auch nach 2 Jahren der Gültigkeit dieses Artikels viele FIFe Mitglieder denIdentifikationscode aus den verschiedensten Gründen nicht im Stammbaum angeben.Stammbäume ausgestellt in der Zeit 2007 � 2009 von diversen FIFe Mitgliedern liegen uns im Original vorund können gerne eingesehen werden. Wir finden es daher aus praxisorientierten Gründen, angebrachtdiese �muss� Formulierung in eine dringend empfohlene �soll� Bestimmung abzuändern.

NEW All breeding cats should be identified by either microchip (preferred) or tattoo and the identifying code shallmay (highly recommended) be documented in the pedigree.An exception is granted for males, which are not registered within the FIFe.This practise should be established as soon as possible but not later than 1st January 2007.

Motivation: The practise shows us that even after a 2 year validity period of this article many Members ofthe FIFe do not document this code in their pedigrees, for a variation of reasons.We are in the possession of many original pedigrees issued by various FIFe Members between the years2007 � 2009, and are more than willing to share these with you.Because of these practical reasons, we consider it appropriate to change the �must/shall wording� in ahighly recommended �may� wording.

Motivation: Dans la pratique nous voyons que même après une période de 2 années de validité de cetarticle beaucoup des Membres de la FIFe ne noter pas ce code dans les pedigrees, pour une variété desraisons. Nous avons beaucoup des pedigrees originaux, issus par des membres FIFe différents entre 2007et 2009, et nous sommes préparés de vous montrer ces pedigrees.Pour des raisons pratiques nous pensons que c´est mieux de changer le verbe �devoir� par le verbe quisignifie une recommandation �pouvoir�.

PROPOSAL 3

2.5 Cats not allowed for breeding

The following cats are not allowed for breeding: deaf white cats an adult cat with a visible umbilical hernia.

Any FIFe Member can impose further breeding restrictions based on health issues. At the request of the breeder, each FIFe Member can put a ”Breeding restriction” on kittens at the time of registration. This restriction can only be lifted at the request of the breeder. These restrictions are valid in all FIFe organisations.

MotivationTo give FIFe Members the possibility to impose further restrictions according to national circumstances based on health issues. There might be special legislation in the member’s organisation and this gives each member the possibility to work on health. Furthermore the proposal opens up the possibility to put breeding restrictions on a cat for any reason at all. It can be based on the breeder’s decision and the restriction can only be lifted by the breeder. Such a restriction must of course be valid in all FIFe Member organisations. As a consequence of this proposal the article 2.5 is to be struck from the articles mentioned in article 4.4.4.

2.6.2 BRI (British)

The FIFe shall not recognise the BRI with any other coat length than shorthair ed.Longhair cats will be registered as XLH * <BRI>.

2.6.5 OCI (Ocicat)

No rReds, creams or tortie-tabbies are not allowed and will be registered as: XSH * <OCI>. Very rufous cinnamon and fawns may resemble red or cream, but never produce female tortie-tabbies.

2.6.8 SIB (Siberian)

Novice class only accepted for cats born in the former USSR. Any crossing with other breeds is prohibited. Sister breed: NEM (see article 4.1 and 8.1) Chocolate, lilac, cinnamon, fawn and pointed patterns are not permitted and will be registered as XLH * <SIB> resp. pointed cats in other colours will be registered as NEM *.

2.6.10 KBL/KBS (Kurilean Bobtail Longhair and Shorthair)

Only cats imported from the Kurile Islands, with certification, may be entered in the Novice class for recognition. No outcross breeds is are allowed. Chocolate, lilac, cinnamon, fawn and pointed patterns are not permitted and will be registered as XLH * <KBL> or XSH * <KBS>.

2.6.12 EUR (European)

FIFe shall not recognise the EUR with any other coat length than shorthair. Longhair offspring cats will be registered as XLH * <EUR>.Chocolate, lilac, cinnamon, fawn, ticked tabby and pointed patterns are not permitted and will be registered as XSH * <EUR>.

2.6.13 NFO (Norwegian Forest Cat)

For colours or patterns that are specifically excluded in the NFO breed standard, any cats of the excluded colour or pattern should be registered as XLH and not as an unrecognised variety NFO.The FIFe shall not recognise NFO in any pointed colour variety. Chocolate, lilac, cinnamon, fawn and pointed patterns are not permitted and will be registered as XLH * <NFO>.

2.6.17 MCO (Maine Coon)

The FIFe shall not recognise MCO in any pointed colour variety. Chocolate, lilac, cinnamon, fawn and pointed patterns are not permitted and will be registered as XLH * <MCO>.

2.6.18 TUA (Turkish Angora)

The FIFe shall not recognise TUA in any pointed colour variety. Chocolate, lilac, cinnamon, fawn and pointed patterns are not permitted and will be registered as XLH * <TUA>.

2.6.19 JBT (Japanese Bobtail)

Silver, shaded, shell, golden, ticked tabby and pointed – i.e. EMS-codes s, y, 11, 12, 25, 31, 32 and 33 – are not permitted and will be registered as XSH * <JBT>.

MotivationAt the FIFe General Assembly 2008 there was a proposal accepted regarding certain breeds which should be registered as XLH / XSH if the colours were specifically excluded in the standard. The commission finds that it is open to far too many interpretations having parts of the registration rule depending on what is written in the standards. We find that the registration of pedigree cats is the cornerstone in the FIFe breeding of cats, and that all registration restrictions and specialities must be specifically pointed out in the Breeding & Registration Rules. This proposal covers all excluded colours at the moment and is no change at all but only a clarification.

PROPOSAL 5

4.2 Pedigree books

The pedigree book is the complete register of cats. Printout of the pedigree book regarding an individual cat is the pedigree.

4.2.1 Description of the pedigree book «LO» (Livre d’Origine)

The LO register contains cats that have a pedigree of pure breeding of at least 3 generations prior to the actual cat. Pure breeding refers to the above list of breeds recognised by the FIFe. The colour varieties must be among those listed in the EMS-list as recognised by the FIFe for the actual breed. Full information concerning the cat is required; i.e. the name of the cat, the pedigree name, the complete registration number included the identity of the registration body, sex, complete EMS code and date of birth. For cats born after 1st January 2007 the identifying code of both parents is required according to the FIFe Breeding and Registration Rules article 2.4 and must be printed in the pedigree.

Addition of new subarticle: 4.2.4 Pedigree

Pedigrees issued by a FIFe Member must show the FIFe logo and the name of the FIFe Member, and must be signed and stamped by the FIFe Member.

The pedigree must contain at least the following information on the cat in question: name and achieved titles date of birth sexregistration number complete original registration number including the identity of the registration body breed/colour/pattern in words breed/colour/pattern as EMS code information about the litter mates information about four (4) generations of ancestors prior to the cat in question.

Information on the parents must include at least the following: name and titles complete original registration number including the identity of the registration body breed/colour/pattern in words breed/colour/pattern as EMS code identifying code.

Information about further ancestors must include at least the following: name and titles complete original registration number including the identity of the registration body breed/colour/pattern as EMS code.

MotivationThis is to clarify the difference between a pedigree book and a pedigree. Furthermore the commission wants to establish a common FIFe minimum requirement for FIFe pedigrees. This is more or less what is the standard today except for the 4 generations on the pedigree. This will also transfer the request for Identification Code of breeding cats to be included in the pedigree.

PROPOSAL 6

4.3.2 Transfer of pedigrees from non-FIFe organisations/clubs not members of the FIFe

Concerning the When registering of cats imported with an official pedigree from non-FIFe organisations: outside the FIFe,

the importing FIFe member decides upon the reliability of the independent non-FIFeorganisation and how to register the catthe registration in the LO or RIEX register always has to fulfil genetic principles and the requirements of the FIFe Breeding and Registration Rules.

Official pedigrees from independent organisations ….until…. regard to genetic principles.

MotivationThe commission wants to make it clear that registration of cats in a FIFe pedigree book must be according to FIFe Breeding and Registration Rules. Faults and registration which is not in accordance with the FIFe B&R Rules cannot be transferred.

PROPOSAL 7

4.4.4 National registrationEach FIFe Member is free to impose further restrictions to the articles 2.5, 4.1, 4.2.1, 4.2.2, 4.2.3, 4.3.1, 4.3.2, 4.3.3, 4.4.5.1, 4.4.5.2.1, 4.4.5.3, 4.4.5.4, according to national circumstances.

MotivationThe deletion of this article does not restrict the FIFe Members in their possibilities to make stricter rules, as the possibilities are mentioned in the individual articles. However, it sets the standard for the minimum requirements for registration. The articles mentioned in article 4.4.4 are all regarding registration of the FIFe registered cats and to the commission this is the cornerstone in all the work done with the pedigree cats in FIFe. As a consequence, we suggest that article 2.5 has a phrase added about the possibilities for the members to impose further regulations based on health issues.

PROPOSAL 8

4.4.5 Registration in the RIEX4.4.5.1 Cats resulting from crossbreeding

Crossbreeding can only be performed if the FIFe Member grants permission. Application for crossbreeding must contain at least information on the target breed, the purpose of the crossbreeding, a full breeding programme and breeding plans.

The FIFe Board (the FIFe Breeding and Registration Commission) must be informed about the ongoing breeding and all information contained in the application for breeding, must be forwarded to the Board.

A crossbred is regarded as the result of a mating with: – two individually recognised breeds (as listed in article 4.1) – two non-recognised breeds with preliminary abbreviation (as listed in article 4.4.6) – two unrecognised breeds, i.e. XLH *, XSH *, XLH * (target breed), XSH * (target breed) – a recognised breed and a non-recognised breed with preliminary abbreviation – a recognised breed and an unrecognised breed – an unrecognised breed and a non-recognised breed with preliminary abbreviation.

Cats resulting from the crossing of two breeds with reference to article 4.2.2 will be registered in the RIEX register providing the FIFe member has granted permission to the cross breeding. The target breed shall be indicated. These cats are registered as:

XLH * (name of target breed) Longhair progeny XSH * (name of target breed) Shorthair progeny

(* means additional information following the EMS-system; i.e. lower case basic colour letter etc.)

Subsequently these cats may be re-registered in their corresponding recognised breed by meeting one of the following requirements:

being exhibited at the minimum age of 3 months during an international cat show in the «Control Class» by obtaining the qualification “Excellent” (for recognised breeds), respectively “I” (for non recognised breeds) from both the judges or

being evaluated by at least two international FIFe judges, who are aware of the circumstances and under control of the FIFe Member, by obtaining the qualification “Excellent” (for recognised breeds), respectively “I” (for non recognised breeds) from both the judges.

Re-registration must be marked on the pedigree by adding (RR) after the EMS code. The rules mentioned in this article do not apply to mating with sister breeds, which offspring will be entered directly in the LO or RIEX in accordance with article 4.2.

MotivationThe commission wants to clarify which demand there should be when a breeder wants to perform a crossbreeding. The commission in no way wants to reduce the possibilities for experimental breeding, but only to make sure that crossbreeding follows the same requirements in all FIFe Member organisations. In the process of checking pedigrees in connection with a proposal regarding PEB and DSP the commission realised the necessity of a proposal like this. Furthermore we find it necessary to mark in the case that a cat has been re-registered to its target breed.

PROPOSAL 9

4.4.5.2 Novices

Novices are cats where the parents are unknown or cats without pedigree.

Novice class is open only for breeds which in the article 2.6 sub-articles specifically permit Novices.

MotivationThe commission finds that the breeds and the international connections no longer makes it necessary to find a cat and have it registered as a pure bred cat. Only in the cases where it is specifically mentioned in article 2.6 and the sub-articles, we think it is necessary to have the Novice class open.

PROPOSAL 10

4.4.5.5 Progeny of a cat entered in the RIEX register as a non recognised breed with a preliminary abbreviation

The progeny of such a mating may be entered in the RIEX register, provided the member has granted permission for the mating according to article 4.4.6.

PROPOSAL 11

4.4.6 Breeding and registration of non recognised breeds with preliminary abbreviations

For registering purpose use the following list of abbreviations: -------Table -------* means additional information following the EMS-system; i.e. lower case basic colour letter etc.

When breeding with a non recognised breed with preliminary abbreviations the FIFe Member must grant permission for this breeding. Application for this breeding must at least contain information of the breed, full breeding program, intended standard and scale of points and intention of the breeding.

The FIFe Board (the FIFe Breeding and Registration Commission) must be informed about the ongoing breeding and all information contained in the application for breeding must be forwarded to the Board.

Cats resulting from this breeding must be regarded as breeding with XLH * / XSH *.

4.4.6.1 No recognition for Munchkin or ‘wild’ cats

FIFe does not recognise nor create an EMS code for the Munchkin. FIFe does not create EMS codes for any type of “wild” cat.

4.4.6.2 Scottish Fold

Until the research mentioned in article 2.7.3 has been done no Scottish Fold can be used for breeding any recognised breed mentioned in article 4.1.

MotivationChange of the name of this article as there are also breeding matters dealt with in this article. The commission wants to make it clear that the rules regarding breeding with non recognised breeds are to follow the Breeding & Registration Rules regarding crossbreeding. We also want to make it absolutely clear the Scottish Fold cannot be used for breeding any recognised breed, and must not appear in any pedigree of a recognised breed.

Proposal 3: Mandate to the LO – commission to create a feasibility study for a global LO system

The LO commission get the mandate to create a feasibility study about the implementation of a global pedigree system by the next FIFe general assembly 2010. The study should contain technical possibilities as well as rough cost estimations. It should be taken into account that the global part (server) of the software only contains the minimal requirements stipulated by FIFe. The local part of the software (client) should enable country specific enhancements, this to consider local and individual requirements of the FIFe members (e.g. language). Additionally the study needs to reflect topics like privacy policy and data security. This study should be the decision support for the annual general assembly 2010 if such a project will be taken forward or not. It will then be the responsibility of the general assembly 2010 to put next steps in place.

Justification:

The actual situation in FIFe (every member has its own software and its own data) is not contemporary in a global networked world. To develop and maintain individual solutions is a lot of effort in time and money for the FIFe members. Data is maintained several times (e.g for cat shows the data of exhibitors from a different country needs to be maintained manually), this as well is an effort which could be avoided. All changes in master data (decided by FIFe) could be central implemented at the right time. Additionally the Fife as well as their members would get a better transparancy on breeding relevant information (e.g. size of gene-pools etc.).

We propose an Annex 1 to the FIFe Breeding and Registration rules, article 2.7.1 Test programmes, listing commercially available genetic tests that are recommended before breeding. The list shall be updated each year.

Motivation:The field of cat genetics is growing and every year new tests are developed. This list serves as a guideline for which hereditary diseases there are available tests. However, we want to emphasise that even though a cat tests negative for a certain mutation it is no guarantee that it will not fall ill, only that it does not carry that particular mutation.

PROPOSAL 2

We propose an addition to the FIFe Breeding and Registration rules, article 2.7.3 Genetic diseases:

FIFe will not recognise any new breed of cats with breed characteristics based on phenotypic abnormalities or other congenital traits which give rise to health problems or impede the normal life of the cat.

Motivation:1. The HWC does not want the cat fancy developing into freak shows. Our goal must always be a

healthy, well balanced animal. The essential characteristics of the domestic cat should be preserved.

2. We may easily get carried away by a new mutation changing the appearance of the cat. Bear in mind that new mutations often are pathogenic and it is necessary to recognize the difference between occasional evolutionary novelties and traits causing distress or even death.

MOTIVATION: Lors de la reconnaissance, provisoire ou définitive, des races, il est important de protéger les races existantes. Jusqu’à maintenant, le statut de races sororales était automatique lorsqu’une nouvelle race partageant le même standard à l’exception de la longueur de la fourrure et/ou des dessins était reconnue. Cela peut présenter un inconvénient pour la race déjà existante si la nouvelle porte souvent des traits génétiques non désirés. Motivation

The Burmilla’s were recognised in 1994 at which time it was accepted and noted in the standard that some cats would exhibit the Burmese expression (cbcb). The appropriate code to describe this was, however, omitted from the EMS codes in the standard. The amendment is to rectify this omission.

At present, neither the registration document nor the judge’s report form indicate the correct colour of the cat in question. It is important for a breeder to know the correct colour of the cats on a pedigree and it is equally important for a judge to know the colour of the exhibit.

This proposal does not change the judging practice of dividing the Burmilla into two groups.

A precedent for this procedure was set when, in 2004, the GA passed a proposal to use the codes indicating the amount of white to the registrations of those cats which were judged in groups of "with white". The same motivation of seeking a correct registration was given at that time.

Proposal 1 – Change of an EMS Code

We suggest changing the EMS code used for the “Foreign White” from SIA w 67 to OSH w 67 and of BAL w 67 to OLH w 67.If this proposal is accepted the EMS codes SIA/BAL w 67 need to be replaced to OSH/OLH w 67 in the standard of category IV and in the EMS list.

Motivation: Whilst we are expected in FIFe to judge on phenotype, we are confronted with a cat that looks in nothing like a “SIA”, namely the “SIA w 67”. This cat looks like a white Oriental with deep blue eyes. There is no point-colour to consider nor is there any contrast to comment on and we do not understand how judges can allocate the 20 points associated with these features in the category IV SOP to these cats. We suggest to use the name for the cat as being that what it looks like, namely a white Oriental and a Siamese, which its genotype (might) dictate as carrying under its white coat. Lastly, all white cats must have a certificate stating that they are not deaf, as stipulated in article 3.5 of the show rules, whether they are registered as SIA or OSH.

Wir beantragen die EMS Kode, die benützt wird für den “Foreign White” zu ändern von SIA w 67nach OSH w 67 und von BAL w 67 zu OLH w 67.Falls diesen Antrag angenommen wird, müssen die EMS Kodes SIA/BAL w 67 ersetzt werden von OSH/OLH w 67 im Kategorie IV Standard und der EMS Liste.

Begründung: In der FIFe richten wir auf Phänotype und dann sehen wir diese Katze die in nichts einen Siam ähnlich ist, nämlich die “SIA w 67”. Diese Katze schaut aus wie eine weiße Oriental-Katze mit tiefer blauer Augenfarbe. Es gibt keine Point-Farbe oder Kontrast zum beschreiben und wir verstehen nicht wie Richter die 20 Punkte die diese zwei Sachen im Punkte-Skala zustehen, auch tatsächlich geben können. Wir schlagen vor dass diese Katze so heissen wird als das wie sie ausschaut nämlich als eine weiße Oriental-Katze und nicht als einen Siam, was diktiert wird von Genotyp, dass diese Katze angeblich unter ihr weißes Kleid trägt. Zuletzt müssen alle weißen Katzen im Besitz eines Zertifikats sein, dass sie nicht taub sind (Artikel 3.5 der Ausstellungsregeln) ob sie jetzt als SIA/BAL oder OSH/OLH registriert sind.

Proposal to change to the GRX Standard in association with the GRX BC, secretary, Ismo Leppänen.There is a perceived need for the FIFe Standard to be revised. This proposal includes the suggested modifications for submission to the FIFe General Assembly.

Motivation: The breed was first recognised over twenty years ago. The original wording for the Standard was in German and there were some errors in the translations to English and French that should be corrected. Since then, the breed's numbers had declined to the extent that by 2000 the breed was almost extinct. A revival breeding programme was started at that point, and now we consider the time has come for the breed standard to be reconsidered in the light of the resulting uptake in many more countries from many more owners and breeders than there were in the past. At many cat shows judges have also commented on the inaccuracies in the current standard. The suggested amendments correct, he different descriptions of the coat type that were confusing, the inadequate General description, the way that, in particular, the appearance of the coat varies with age, some poorly worded sections, in line with the above, the Points scale needs revision There are no suggested changes to the Colour Variety Groups.

Vorschlag um den GRX Standard zu ändern im Assoziation mit dem GRX BC Sekretär, Ismo Leppänen.Es ist notwendig die FIFe Standard zu Über arbeiten. Dieser Vorschlag ist mit die vorschlagendes Modifizierungen für Vorlegung an die FIFe General Versammlung.

Motivation: Die Zucht war zuerst über 20 Jahre entdeckt. Die originale text für dem Standard war in deutsch und es gab einigen Fehlern in die Übersetzung nach englisch und französisch das korrigiert werden muss. Seit dem ist die Zucht bis die Jahre 2000 fast ausgestorben. Ein Wiederbelebung Zucht Programm anfängt an dieser stelle. Wir sind jetzt die Meinung das die stunde gekommen sind für ein über Arbeitung die Standard. Dieser Vorschlag muss in die leucht das es gibt ein Mehrfacher anzahle vom Züchter und Besitzern als je zu vor. An viele Shows hat Richtern die Diskrepanz in dem gegenwärtigen Standard kommentiert. Die vorschlage Änderung korrigiert die verschiedene Beschreibungen der Pelz Typen die verwirrt ist, die ungenügend General Beschreibung, die Weise wie die aussehende der Pelz variiert durch die Alter, einigen schlechten formulieret Sektionen, gemäß das überstehende, muss die Point Skala auch über arbeitet werden Es gibt keine vorschlage zum Änderung die färbe Variation Gruppen

Il existe un besoin de réviser le Standard FIFé. Cette proposition comprend les modifications proposées pour la soumission à l'Assemblée Générale FIFé.

Motivation : La race a été reconnue pour la première fois il y a plus de vingt ans. La formulation initiale de la norme était en allemand et il y avaient quelques erreurs dans les traductions en anglais et français, qui devraient être corrigés. Depuis ce temps là, les nombres des chats German Rex ont diminués dans la mesure où en 2000 la race a presque disparu. Une relance du programme d'élevage a commencé à ce moment-là, et maintenant, nous considérons le temps est venu pour la reconsidération du standard officiel de la race parce-que maintenant il existent beaucoup plus d’éleveurs et propriétaires dans plus de pays que dans le passé. Dans de nombreux expositions les juges ont également fait des observations sur les inexactitudes dans la norme actuelle. Proposals of EKL Felix for the FIFe GA 2009, Malmö, Sweden

Proposal 1

EKL Felix proposes the full recognition of the Don Sphynx - DSP according to FIFe Breeding and Registration Rules Article 4.6.3. Already at the GA in Slovakia, all registration requirements needed were presented and checked. The Standard to be used is the new standard as proposed by the FIFe JSC to this GA. This full recognition is to take effect immediately after the GA 2009, i.e. as from 01.06.2009

EKL Felix proposes the full recognition of the Peterbald - PEB according to FIFe Breeding and Registration Rules Article 4.6.3.Already at the GA in Slovakia, all registration requirements needed were presented and checked. The Standard to be used is the new standard as proposed by the FIFe JSC to this GA. This full recognition is to take effect immediately after the GA 2009, i.e. as from 01.06.2009

MotivationPreliminary recognition was granted to the Don Sphynx and the Peterbald at the General Assembly in Rome, in May 2006 and valid from 01.01.07. After a period of 29 months full recognition is proposed. This falls within the timeframe contained in FIFe breeding and Registration Rules Article 4.6.3 last paragraph. More than 50 cats of these breeds are registered within at least 6 FIFe member countries. This meets the requirements of FIFe Breeding and Registration Rules Article 4.6.3. We feel that it is time that the breeders and exhibitors of these cats obtain the same rights as those of all other breeds. Last year at the GA there were some comments why Felix, that also brought the proposal for preliminary recognition in 2006, did not bring the proposal for full recognition; we hope to have corrected this now.

Motivation:

The Burmillas were recognised in 1994 at which time it was accepted and noted in the standard that some cats would exhibit the Burmese expression (cbcb). Theappropriate code to describe this was, however, omitted from the EMS codes in thestandard. The amendment in points a & b is to rectify this omission.

At present, neither the registration document nor the judge’s report form indicate thecorrect colour of the cat in question. It is important for a breeder to know the correct colour of the cats on a pedigree and it is equally important for a judge to know the colour of the exhibit.

This proposal does not change the judging practice of dividing the Burmilla into two groups.

A precedent for this procedure was set when, in 2004, the GA passed a proposal to use the codes indicating the amount of white to the registrations of those cats which were judged in groups of "with white". The same motivation of seeking a correct registration was given at that time

Kynjakettir, Kattaræktarfélag Íslands proposes to rename and register the Seychellois shorthair (SYS) as Siamese (SIA) and the Seychellois longhair (SYL) as Balinese (BAL). As a consequence the last two sentences of article 2.6.7 of the Breeding & Registration rules shall be deleted.

Motivation: At the GA 2004, in Malmö, Siamese and Balinese with white were recognized as the new “breeds“Seychellois shorthair and Seychellois longhair. The proposal for recognition was originally to recognize these varieties as SIA and BAL with the appropriate EMS code for the piebald pattern (01, 02, 03). Due to political reasons the application for recognition of new colour varieties for the SIA/BAL was changed to a proposal to recognise these colour varieties as new breeds with full sister breed status with the OSH/OLH/SIA und BAL. These names have now been used for some years, but no matter how one look at the new “breeds”, most breeders regard them as SIA/BAL with white. As far as we know no other organization register these colour verities as Seychellois.

Begründung ::Auf der GV 2004, in Malmö, wurden die Siam und Balinesen mit weiß als die neue “Rassen“ Seychellois Kurzhaar and Seychellois Langhaar anerkannt. Ursprünglich war gemeint diese Varietäten als SIA/BAL anzuerkennen mit den dazu gehörenden EMS-Kodes für “piebald” weiß (01, 02, 03). Aus politischen Gründen wurde diesen Antrag für neue Farb-Varietäten umgeändert in die Anerkennung neuen Rassen mit als verwandte Rassen OSH/OLH/SIA und BAL. Diesen Namen wurden in die letzten Jahren benützt aber gleich wie man diese neue “Rassen” betrachtet, betrachten die meiste Züchter sie als SIA/BAL mit weiß. Soweit wir wissen werden diese Farb-Varietäten in keine andere Katzenorganisation als Seychellois anerkannt.

Le nom Seychellois, n´existe pas dans aucun autre organisation féline.

Motivation: Due to the recognition of colour varieties based on piebald spotting in OSH/OLH, there has emerged a situation not catered for in the existing Cat IV standards. According to the standard for the mentioned breeds the eye-colour is: Vivid, luminous green. This means that only green-eyed cats are recognised and can receive certificates. High-grade expression of piebald spotting can also affect eye colour, resulting in blue eyed and odd-eyed cats. This is directly controlled by the piebald spotting gene, and is not something that breeders can avoid by breeding. This proposal follows genetic principles, and takes consequence of the approval of piebald spotted cats in the above mentioned breeds. All other breeds which are judged by colour variety (EXO, PER, BRI, EUR) and have recognised colour varieties based on piebald spotting allow blue-eyed and odd-eyed in high-grade expression cats (01/02). It also proposed that all the eye colours are to be judged in the same class to standardise with existing standards (EXO, PER, BRI, EUR) and established judging practises.

Begründung: In Folge der Anerkennung von Farbvarietäten, die auf Piebald spotting bei OSH/OLH basiert sind, ist eine Situation entstanden, die nicht befriedigend ist, für den existierenden Kategorie IV Standard. Nach dem Standard für die genannte Rasse ist die Augenfarbe folgende: lebhaft, leuchtendes Grün. Das heißt, dass nur grünäugige Katzen anerkannt sind und ein Zertifikat bekommen können. Hochgradiger Ausdruck von Piebald spotting kann auch die Augenfarbe betreffen, sodass blauäugige und odd eyes Katzen vorkommen. Dieses ist direkt vom Gen für Piebald spotted kontrolliert und kann vom Züchter bei der Zucht nicht verhindert werden. Dieser Vorschlag folgt genetischen Prinzipien und ist die Folge der Anerkennung von Piebald spotted Katzen in der oben genannten Rasse. Alle anderen Rassen die nach Farbvarietäten gerichtet werden, (EXO, PER, BRI, EUR) und anerkannte Farbvarietäten basiert auf Piebald spotting, erlauben blaue Augen und odd eyes, in hochgradig ausdrucksvollen Katzen, (01/02). Es schlägt ebenfalls vor, dass alle Augenfarben in einer Klasse zusammen gerichtet werden, um dieses mit dem existierenden Standard (EXO, PER, BRI, EUR) und den bestehenden Richterregeln gleichzusetzen.

Motivation: Suite à la reconnaissance, chez les OSH/OLH, de variétés de couleurs basées sur le piebald spotting, il est apparu une situation qui n’était pas prévue dans le standard actuel de la catégorie IV. Selon ce standard, la couleur des yeux pour les orientaux est : « vive, vert lumineux ». Cela signifie donc que seuls les chats aux yeux verts sont reconnus et peuvent recevoir des certificats. Une forte présence du piebald spotting peut aussi affecter la couleur des yeux, d’où l’apparition de chats avec les yeux bleus ou impairs. Cette caractéristique est directement contrôlée par le gène piebald spotting et n’est pas quelque chose que les éleveurs puissent éviter par la sélection. Cette proposition suit les principes génétiques et tire les conséquences de l’acceptation de chats piebald spotted chez les orientaux. Toutes les autres races qui sont jugées par couleur (EXO, PER, BRI, EUR) et ont reconnu des variétés basées sur le piebald spotting acceptent les yeux bleus et impairs pour les chats avec la plus forte présence du gène (01/ 02). Il est aussi proposé que toutes les couleurs d’yeux soient jugées dans une même classe pour assurer le parallélisme avec les standards existants (EXO, PER, BRI, EUR) et les pratiques de jugement établies.

Motivation:

EXO/PER cats are judged in more than 600 colours of the coat whose colour, markings and pattern, tipping and patching are as important as quality, texture, length and density of the coat.The intention behind the proposal is to divide points equally for the colour and for the length and structure of the coat which should facilitate more precise and accurate judgement for referees during exhibitions. It should also help breeders to give a better and more precise description of PER/EXO cats.

Motivation:In our opinion the head has been considered too important and been given too many points for details. If you give an overall sum of points to the head including the ears, as in other shorthair breeds, it will be easier to judge the head as a total. The coat should be of greater importance, as it is unique for the BML.

Begründung: Nach unserer Ansicht hat die Bewertung des Kopfes zu große Bedeutung . Die Punkte für die einzelnen Details ergeben eine zu große Summe. Eine gemeinsame Punktesumme für die Kopf-Bbewertung, beinhaltend Kopf und Ohren würde, so wie bei der Beurteilung anderer Katzenrassen, die Beurteilung des Kopfes unterleichtern. Motivation:Nous pensons que trop d’importance et des points ont été accordés à la tête et ses détails. Motivation: The standard of the TUV is often misinterpreted, that it should have a straight profile (as an NFO), when it is only the nose that should be straight. This suggested change, makes this clearer, and the judges have asked for this change. In the current standard it is only the colour of the eyes that gets points; our suggested change will now also allow the shape and placement to be considered.

Begründung: Der Standard des TUV wird oft auf die Art verkehrt gedeutet, als ob das Profil gerade sein soll (wie bei der NFO). In Wirklichkeit soll nur die Nase gerade sein! Die vorgeschlagene Änderung soll die Bewertung deutlich machen, etwas was von den Richtern erwünscht ist. Bisher gibt es nur Punkte für die Augenfarbe; die vorgeschlagene Änderung gibt auch der Bewertung der Form und Platzierung der Augen Bedeutung.

Motivation:We propose to change the scale of points for the coat of all REX breeds judged in colour groups – CRX, DRX, GRX – to also evaluate the coat colour and/or pattern by allotting 5 points. These points would be transferred from the waves/curls, quality and texture so the total amount of points for coat will remain unchanged. We are of the opinion that this will be beneficial to correct registrations and also feel that in a beauty competition, colour and pattern are important for all cats, no matter which breed.

Begründung:Wir schlagen vor, die Punkteskalen für das Fell zu ändern und daß für alle REX Rassen, die in Farbegruppen gerichtet werden – CRX, DRX, GRX – so daß auch die Farbe und/oder die Zeichnung mitevaluiert werden und 5 Punkte bekommen. Diese Punkte kommen von die Wellen/Locken, Qualität und Textur und so bleibt der Gesamtzahl der Punkte für das Fell unverändered. Wir sind überzeugt, daß diese Änderung die korrekte Registrierungen zur Gute kommen wird und wir finden auch, daß bei einem Schönheitswettbewerb, die Fell-Farbe und die Fell-Zeichnung für alle Katzen, egal von welcher Rasse, wichtig sind.

Motivation:Nous proposons de changer les échelles des points pour la fourrure de toutes les REX races jugés en groupe – CRX, DRX, GRX – pour aussi évalué la couleur et/ou dessin de la fourrure en donnant 5 points. Ces points sont transférés du ondulation/frisure, qualité et texture de la fourrure et comme ça, le total des points pour fourrure restera sans changements. Nous croyons que cette changement est bénéficiaire pour des registrations correctes en aussi nous avons l’opinion que dans une concours de beauté, la couleur et dessin sont important pour toutes les chats n’importe quel race.
