LULAC Welcome Dear Federal Training Institute Partnership Participants, Welcome to the First Virtual Federal Training Institute Partnership (FTIP). This year’s FTIP will be held virtually due to Covid19. The FTIP is a public non-profit partnership between federal agencies and the League of United Latin American Citizens (LULAC) with a focus on promoting diversity and inclusion in the federal workforce. The FTIP is an extension of LULAC’s Federal Training Institute (FTI), which has been an integral component of the LULAC annual convention for over 40 years.

LULAC extends its appreciation to the National Council of Hispanic Program Managers, participating federal agencies, and the LULAC Puerto Rico Chapter and the National Vice President for Women, Elsie Valdes for their support in hosting this event and sharing the information with the community. In addition, we are grateful to all the federal agencies that have partnered with LULAC in the past. This years’ virtual program is offered to all free of charge. The program includes workshops designed to better prepare attendees aspiring to have a career in the federal government and to enhance their skills to prepare them for the many opportunities that may exist in the government. LULAC is committed to ensuring that the federal government workforce represents the population it serves, and the FTIP plays a critical role in this effort. The training is also a benefit to federal agencies committed to ensuring a diverse workforce. Together we can effectively foster a more diverse and highly trained federal workforce. A special note of gratitude to the FTIP planning committee members for their time and dedication to ensuring our first virtual FTIP is a resounding success. LULAC National VP for Women Welcome Debido a los efectos del Covid-19, este año el “Federal Training Institute Partnership (FTIP)” será virtual. El FTIP, en asociación con agencias federales y la Liga de Ciudadanos Latinoamericanos Unidos (LULAC), es una entidad sin fines de lucro con el enfoque de promover diversidad e inclusión en la fuerza laboral. El FTIP es una extensión del Instituto Federal de Capacitación (FTI por sus siglas en inglés) y ha sido un componente integral de LULAC por los últimos 40 años.

El FTIP contará con la participación del National Council of Hispanic Program Managers”, varias agencias federales, consultores de liderazgo, Capítulo de LULAC Puerto Rico y la Vice presidenta Nacional LULAC de Mujeres, Elsie Valdés, entre otros. Agradecemos la extensa alianza entre todos los antes mencionados. Este año el FTIP se ofrecerá de forma gratuita. On behalf of the National Council of Hispanic Employment Program Managers (NCHEPM) a network of individuals dedicated to promoting career opportunities and leadership development for individuals of diverse in Federal service, is our pleasure to say welcome to the 2020 LULAC Virtual Federal Training Institute Partnership (FTIP) – A Month of Leadership Development Training.

You are invited to experience the varied and rewarding leadership and career development opportunities we will offer during this month of training. The League of United Latin American Citizens (LULAC) and the NCHEPM are committed on providing training that is focused on developing the necessary skills and competencies required for aspiring leaders in the federal government. Esta presentación explicará el programa “Pathways” y comó encontrar y aplicar al programa. El programa “Pathways” se divide en tres componentes:

Thursday, October 8, 2020 9:00 am – 10:30 am Identify and Eliminate Harassment in the Workplace

The term workplace harassment is increasingly gaining strength and especially the term sexual harassment. But what constitutes workplace harassment? How can you prevent workplace harassment or how can we eliminate it? In this course we will discuss what constitutes workplace harassment in all its forms including sexual harassment. We will also discuss what measures employers and employees can take to create a culture of respect free from harassment in the workplace.

The Department of Veterans Affairs, Center for Minority Veterans will be conducting a Town Hall meeting in conjunction with the Veterans Committee of the League of United Latin American Citizens (LULAC). The townhall will provide attendees with information on (but not limited to) claims, employment and education. It will also provide Veterans with the opportunity to ask questions and address concerns that may be impacting them. The LULAC Veterans Committee want to ensure that the VA hears their unique issues and concerns.

Pero, ¿qué constituye el acoso laboral? ¿Cómo se puede prevenir o cómo podemos eliminarlo? En este curso discutiremos qué constituye el acoso laboral en todas sus formas, incluyendo el acoso sexual. También, discutiremos qué medidas pueden tomar los empleadores y los empleados para crear una cultura de respeto, libre de acoso en el lugar de trabajo.

The Census partnered with various Latino talent from Broadway in an effort to do an additional final push to get out the count in Latino households across the country. The video goes through a review of what exactly is on the Census and how to fill it out, all to the tune of these amazing and talented voices and inspired by the widely popular #DontRushChallenge.

Biography - Virginia Andreu Abreu

Virginia Andreu Abreu Assistant Director of Special Operations Division

United States Equal Employment Opportunity Commission (EEOC)

Virginia Andreu is the Assistant Director of Special Operations Division, Federal Sector Programs within the Office of Federal Operations, United States Equal Employment Opportunity Commission (EEOC), Washington, D.C. Special Operations Division has a unique role in providing legal and technical advice to internal and external EEO stakeholders on complex legal issues in accordance with applicable Federal EEO laws and regulations. Ms. Andreu’s EEOC career began in 1999 as an Attorney Advisor in the Office of Equal Opportunity (OEO). During her tenure with the EEOC, Ms. Andreu has served in several roles, including Acting Branch Chief and Attorney Advisor within Federal Sector Programs; and General Attorney in Appellate Review Program. In addition, Ms. Andreu is a senior trainer, presenter, and educator, who has presented on behalf of the EEOC at various EEO and Diversity conferences, symposiums and trainings in the federal, state, and local governments as well as private sector. Ms. Andreu obtained a Master of Laws (LLM.), in Law and Government, & Labor and Employment Law, from American University, Washington College of Law in Washington D.C; and received her Juris Doctor from the Pontifical Catholic University in Ponce, Puerto Rico. Ms. Andreu holds a BA in Political Science cum laude from the University of Puerto Rico in Rio Piedras, Puerto Rico. She is a member of the District of Columbia Bar and the Puerto Rico Bar.

Biography - Dwayne Campbell

Dwayne Campbell Program Analyst, Center for Minority Veterans

Department of Veterans Affairs

Dwayne E. Campbell joined the Department of Veterans Affairs’ (VA), Center for Minority Veterans (CMV) as a Program Analyst in November 2009. He serves as the Center’s Veteran Liaison for the Hispanic American Veterans’ community. As Liaison for the Hispanic American Veteran’s community, he is constantly engaged in different events that promote cultural diversity. He also identifies issues that are unique and affect the Hispanic American Veteran community. Prior to joining the VA, Mr. Campbell was a Health Insurance Specialist at the Centers for Medicare and Medicaid Services (CMS), U.S. Department of Health and Human Services. Mr. Campbell served as CMS’ Veterans outreach coordinator, the National Medicare Education Program coordinator and co-coordinator for the Advisory Panel on Medicare Education. He was awarded the CMS Administrator’s Achievement Award for outstanding support during Medicare’s Part D first open enrollment campaign. Mr. Campbell worked as a Staff Officer II in the Office of the Governor, Mississippi Division of Medicaid. In this capacity he assisted the Deputy Executive Director for Administration in developing general Medicaid policies and guidelines that had significant statewide impact. In addition, he served on active duty in the United States Army for nine years and is a Desert Storm Veteran. His military decorations include: The Army Commendation Medal with three Oak Leaf Clusters, Southwest Asia Service Medal with Bronze Star, National Defense Service Medal, Presidential Unit Citation, Army Service Ribbon, Overseas Service Ribbon with two Oak Leaf Clusters, and Airborne and Air Assault Badges. His other affiliations include the American Legion, American Veterans, Veterans of Foreign Wars, and AMVETS. Mr. Campbell earned his Bachelor of Science in Mass Communications at Jackson State University.

Biography - Jennifer Croft Gioffre

Jennifer Croft Gioffre Branch Chief, Diversity and Inclusion Division

National Institutes of Health (NIH)

Ms. Jennifer Croft Gioffre is a Branch Chief within the Diversity and Inclusion Division at the National Institutes of Health (NIH’s), Office of Equity, Diversity, and Inclusion (EDI). Jennifer has been in this role since April of 2013, leading a team of strategists who consult with the NIH’s 27 Institutes and Centers on how to advance diversity and inclusion within their respective organizations and across the agency. She leads a team that provides practical tools, training, and problem solving; synthesizing all available data to analyze and evaluate agency policies, procedures, and practices, taking into full consideration complex legislative, programmatic, and management issues and problems. In collaboration with NIH and HHS stakeholders, she leads NIH’s implementation of EEOC’s updated instructions to create "Model EEO Programs" as required by Management Directive 715 (MD-715), the policy guidance which the U.S. Equal Employment Opportunity Commission (EEOC) provides to Federal agencies for their use in establishing and maintaining effective programs of equal employment opportunity (EEO) under Section 717 of Title VII of the Civil Rights Act of 1964 and Section 501 of the Rehabilitation Act of 1973, as amended. Through these activities and initiatives, EDI has been impactful in moving the needle toward weaving equity, diversity, and inclusion into the fabric of the work we do every day at the NIH—building on the framework of the "EDI 365" vision and the EEOC’s vision of a "Model EEO Program". Prior to joining NIH, Jennifer has held a myriad of key leadership roles in the Civil Rights, EEO, and D&I federal space, and especially in the disability employment arena. In 1995, Ms. Gioffre began her government service with the EEO Office at the Food and Drug Administration, and she has also worked for the Department of Commerce, and the National Oceanic and Atmospheric Administration. Jennifer’s original background is American Sign Language interpreting. She achieved top certifications from the Registry of Interpreters for the Deaf in 1991 and 1994. Jennifer recently completed a Masters’ Degree from The George Washington University, majoring in Public Leadership in a Multi-Sector Environment. Coursework focused on how to work across the public, private, and social sectors of society to resolve organizational issues and problems. It included an in-depth study of various management systems that are used to achieve high performance in organizations, especially Lean Six Sigma. (Green Belt Lean Six Sigma certification achieved in 2016.) Her undergraduate degree in Psychology was attained from the University of Maryland, College Park.

Biography - Glorimar Maldonado

Glorimar Maldonado Diversity Program Manager

U.S. Patent and Trademark Office Glorimar Maldonado is the Diversity Program Manager for the U.S. Patent and Trademark Office at the U.S. Department of Commerce in Alexandria, VA. In this role, she provides policy review, technical guidance, data-driven analyses, and strategic leadership to recruit, retain and engage a prepared, diverse, and sustainable workforce. Further, as an instructor, she conducts employment and professional/leadership development workshops and K-12 activities that promote careers in mathematics and the sciences.

Previously, Ms. Maldonado was the Interim Deputy Director for Talent Acquisition and the Chief Recruitment Officer for the U.S. Department of Health and Human Services. In this role, she developed, reviewed, and implemented policies, programs, and initiatives to streamline and improve federal hiring and retention practices, promote Diversity and Inclusion, and provide employment and professional development training to federal employees in various agencies.

Ms. Maldonado has also been a senior advisor for the Strategic Programs Office at the Centers for Disease Control and Prevention, where she developed, implemented, and managed Hispanic recruitment and outreach programs and initiatives. Additionally, prior to joining the CDC, she was the chief of staff for the White House Initiative on Educational Excellence for Hispanics. In this role, she supervised the daily operations of the office, including strategic planning, social media campaigns, management of staff, and the development and implementation of Presidential outreach programs.

Ms. Maldonado holds a B.A. in English, history and psychology and an M.S in leadership.

Biography - Elimar C. Medina Figueroa

Elimar C. Medina Figueroa Program Analyst

U.S. Census Bureau

Elimar is a Program Analyst in the Deputy Director's office at the U.S. Census Bureau. In this role, Elimar is supporting Census's Transformation effort – a multi-year initiative to change the way the Census Bureau does its work. Previously, she was a Program Analyst/Change Management Lead in the Human Resources Division (HRD). She has experience with federal budgeting, implementing change management, facilitating communications, and developing transition plans with diverse stakeholders in support of new initiatives. In her HR role she led the communications and transition plan to Enterprise Services – a bureau-wide change on how employees submit and receive HR services. Elimar also led the OMB Interagency Council on Statistical Policy (ICSP) Mentoring Program in 2018 and 2019. Prior to this role, she managed the training programs for supervisors and managers, serving a population of over 1,700 leaders. Elimar is also a trainer developing and delivering bureau-wide training. She has been a featured trainer at the Annual League of United Latin American Citizens (LULAC) National Convention & Exposition and the Federal Training Institute Partnership (FTIP) since 2015. A native of Puerto Rico, Elimar began her federal career at the U.S. Census Bureau in 2011, following two summer internships through the Hispanics Association of Colleges and Universities (HACU). Elimar holds a Master's in Business Administration from the University of Puerto Rico - Mayaguez Campus. She resides in Odenton, Maryland with her husband Elvine, human daughter Fiona, and fur daughter Coco - a 6lbs YorkiePoo.
