contracts over $2,500 to observe minimum wages, health and welfare fringe benefits and other employment standards

Requirements of SCARequirements of SCA
• Service Contract Act:• SCA became effective in January 1966
and amended in 1972 and 1976• SCA is the most recent of government
contract labor standard laws administered by the Wage and Hour Division (WHD)
• Payment of FLSA minimum wage for federal service contracts of $2,500 or less is $6.55 per hr. Effective 7/24/09 will increase to $7.25.

• Most Federal service contracts in excess of $2,500 must contain the labor standards clauses and:– Minimum monetary wages and fringe benefits
determined by the Secretary of Labor
– Record keeping - Posting requirements
– Safety and health provisions (29 CFR 1925)
– Statement of rates paid to Federal employees
– Definition of Service Contract (FAR 22.1001)• Principal purpose – furnish services in U.S.• Exemptions (FAR 22.1003)
– Definition of Service Employee - contracts(29 CFR Part 541)
– Coverage by subcontractors
