Northern Sea RouteThe area of the Northern sea route means the water area adjoining the northern coast of the Russian

Federation, including internal sea waters, territorial sea, contiguous zone and exclusive economic zone of the Russian Federation, and limited in the East by the line delimitating the sea areas with the United States of

America and by the parallel of the Dezhnev Cape in the Bering Strait; in the West, by the meridian of the Cape Zhelanie to the Novaya Zemlya archipelago, by the east costal line of the Novaya Zemlya archipelago and the

western limits of the Matochkin Shar, Kara Gates, Yugorski Shar Straits.

The main functions of the Northern Sea Route AdministrationObtaining and considering the submitted applications and issuing the permissions for navigation through thewater area of the Northern Sea Route;

Researching weather, ice, navigational and other conditions on the Northern Sea Route;

Coordination of installation of navigational aids and harmonization of regions to carry out hydrographicsurveys operations on the Northern Sea Route;

Rendering the information services in relation to the water area of the Northern Sea Route, for example, aboutthe organization of navigation, requirements of safe navigation and others;

Making recommendations about development of routes of navigation and using icebreaking fleet in the waterarea of the Northern Sea Route, ice and navigational conditions there;

Assistance in the organization of search and rescue operations in the water area of the Northern Sea Route;

Issuing the certificates of the ice conventional pilotage on the Northern Sea Route;

Assistance in eliminating the consequences of pollution from vessels of harmful substances, sewage orgarbage.

• ensure the safety of navigation; and

• protect the marine environment from pollution in the water area of the Northern Sea

The procedure of obtaining permissions for navigation in the water area of the Northern Sea Route

The application for navigation should besubmitted not earlier than 120 days and not laterthan 15 days before the date of entrance in thewater area of the Northern Sea Route

Applications for navigation are

published on the official web-site and considered during 10

working days

Information about permissions andnotifications of refusals to navigate in the waterarea of the Northern sea route is also takingplace on the official web-site (www.nsra.ru).

The main reasons for the refusals to issue permissions:

Copies of documents required by the Rules are not provided:1) classification certificate;2) tonnage certificate;3) certificate of insurance for damage caused by bunker oil pollution;4) certificate of insurance for damage caused by oil pollution;and others

The validity of the above documents has expired

Validity of documents ends earlier than the period of the planned navigation in the water area of the NSRThe planned area of navigation is beyond the permitted area specified by the classification certificate

The supplement to the application for permission to navigate in the NSR is not providedThe articles of the supplement are not filled or filled incorrect (dates, the routes of navigation or works and others are indicated improperly)

Within the framework of the realization of obligations of the Russian Federation,in accordance with the SAR-79International convention, in the search and rescue areas of the Arctic seas marine rescue coordination center (MRCCDickson) and subcenters (MRCSC Tiksi, MRCSC Pevek) were established.

During the navigation 2013 in the ports of Dickson, Tiksi, Pevek and Provideniya werearranged advanced deployment stations outfitted with necessary equipment to ensurereadiness for the emergency rescue operations.

Since 2012 during summer navigation on icebreakers of Federal stateunitary enterprise «Atomflot» and Far-Eastern shipping company (FESCO)the emergency parties of the Federal Budgetary Enterprise «State marine,rescue and pollution prevention coordination service of the RussianFederation» with necessary diving equipment and equipment for spillageelimination are stationed.
