Personal data rams were placed on the SATA members who collected the samples. These air monitors were worn during on site and off-site sampling. The highest concentration recorded was 1.019 mg/m3 with the overall average concentration being 0.010 mg/ m3. No readings were recorded on the PID or the micro-R (above background) during the sampling event.

4.0 ANALYTICAL RESULTS

All samples collected were analyzed for TAL and TCLP metals. One sample, SP-03, was also analyzed for pesticides/PCBs, semivolatile and volatile organic compounds. All samples had TCLP levels of lead that were greater than the RCRA regulatory level of 5 ppm. One sample, SP-04, also had cadmium present at a level greater than the RCRA regulatory level of 1 ppm. Total lead in samples collected from the slag pile and surrounding areas ranged from 4,220 ppm to 6,370 ppm. However, sample SP-04 collected from the bagged product had a total lead value of 22,100 ppm.. See Attachment 6, January 2000 Assessment Analytical Summary Tables, for the analytical results as well as for emergency removal guideline (ERG) levels. ERGs were derived from the 7 October 1999 RBC table.

5.0 FUTURE ACTIONS/RECOMMENDATIONS

On 7 January 2000, the Environmental Protection Agency initiated a $200,000 emergency activation at FSP. Then on 2 February 2000, an Additional Funding Request was approved for temporary stabilization of the slag pile. SATA recommends that during the Removal Actions, a full extent of contamination study be conducted, to assess surface and subsurface soil contamination on site and at neighboring properties, surface water runoff, and groundwater.
