WHO: FGDC Gov FTE - Coord Group, Sub/Workgroups, GLoB Tasks Lead, Secretariat
WHAT: Establish FGDC work planning and performance management review process to execute the consensus driven priorities of the FGDC
WHEN: within 6 weeks, ~ April 15, 2009
WHERE: Off site facility within 50 miles of DC
HOW: Consistent and effective Work Plan review template, briefing, discussion & vote1. Annual 2-Day Off-site to review, determine and approve priority activities

CSTA: Enhanced Governance
FGDC Coordination Group:
“The FGDC Coordination Group is accountable to, and reports to the FGDC Steering Committee and serves as a coordination board for the operational-level interagency management authority responsible for facilitating OMB Circular A-16 related activities, the implementation of the NSDI, and the execution of the Geospatial LoB. Coordination Group member representation and alternate are appointed by each FGDC Steering Committee member. The Coordination Group is chaired and co-chaired by agency members on a rotating annual basis. The Coordination Group shall serve as the operational management oversight body for the effective and efficient prioritization, execution, and administration of the Geospatial LoB, its tasks, milestones, and deliverables as directed and approved by the FGDC Steering Committee. The Coordination Group will provide management direction to the FGDC Secretariat for the execution of the Geospatial LoB.”

Geospatial LoB Workgroups*1. Joint Business Case - Aligns the Joint Business Case (Exhibit 300) to the Geospatial
LoB including: agency contributions, tasks, and task modifications.
2. Performance Management - Provides the mechanism for reporting and accountability within the Geospatial LoB to foster the completion of objectives.
3. Grants and Contracts - Develops common grants language for geospatial information and services as well as for Federal geospatial contracts.
4. Common Services - Evaluates and expands cross-agency procurement opportunities related to geospatial services and data sharing.
5. Lifecycle Management - Evaluates existing geospatial data lifecycle frameworks and develops standard processes for improved lifecycle management.
6. Geo-Enabled Business - Assist federal program managers and executives to identify their geo-enabled business needs, capabilities and opportunities.
7. Technical Architecture - Develops geospatial requirements and recommendations for technology and telecommunications infrastructure.
