Initial Authorization
• The authorization of Federal funds to a project.
• Initiate Federal authorization by working with the FHWA for all
phases of a project.
Feasibility, Environmental, Right of Way, Utility, Design, and Construction.
• Verification of the submitted documentation and data entered in
LaGov begins the process.
Modification, Closeout, and Period of Performance
• Modification – the revision of an authorized project.
• Closeout – a closeout is the de-obligation of remaining funds
and closure of the project. A refund or release of Federal funds and project closure can occur due to non-
compliance of Federal guidelines until corrective actions take place.
• Period of Performance – the period of performance is a period
of when costs can be incurred, which includes a project
agreement start and end date.

• Project Budget Request ( All phases) Initial Authorization, Modification, Closeout, or Period of Performance
• Federal Authorization Checklist (All phases) Initial Authorization
• Cost Estimate (Phase 6 only) Initial Authorization
• Change Order Summary Report (Phase 6 only) Modification
• Task Order/Contract ( All phases) Modification
• Email (All phases) Closeout or Period of Performance
Prior to Working the Request
• Federal Authorization Request form (Checklist)
• Cost Estimate (Phase 6 only)
• HPP and STIP data in place
• Verify amount needed/requested
• Verify funding availability (STP>200K, FBR-OFF,
NHPP, etc) and Federal share (80/20, 90/10, 100%)
• EC date is within 3 years
• Permits have been satisfied
• Proposals are at 95%/Plans signed
• Period of Performance
Project Builder/CJ20N
• Funding amounts are loaded into CJ20N’s Project
Federal Funding tab.
• Several fields must be populated as well.
• CJ20N is reviewed, approved, and then saved for
the project to interface with FMIS.
• Once the Budget Request is authorized by the
FHWA, the Capital Outlay unit is notified of the
approval.
