eFAST MOA

• For 2010 and beyond, the Federal Aviation Administration (FAA) will require a broad range of comprehensive professional as well as support services

• eFAST, a professional, technical and support services acquisition vehicle that is small business set-aside, was specifically developed to support the FAA’s mission, goals, and operations for 2010 and beyond

• eFAST will provide best value solutions for an expanded array of professional and support services to better serve the requirements of the FAA nationwide. Also, on a limited basis and when in the best interest of the Government, eFAST can be used by other federal government agencies

eFAST MOA

• The purpose of the eFAST acquisition vehicle is to:

• Create a simplified and streamlined solution to award comprehensive professional and support services contracts to assist FAA’s program offices in meeting their missions, goals and objectives

• Provide expanded business opportunities for small businesses with the FAA

• Assist the FAA in meeting its Small Business

eFAST MOA• eFAST will be the FAA’s preferred acquisition vehicle for small

business solutions (co-sponsored by OSB)

• eFAST is the first generation vehicle of its kind within the FAA

• Will include 8 Functional Areas encompassing 40 NAICS codes

• Construction services are not within the scope of this vehicle

• Multi-year, Multiple award, Blanket Purchase Agreements (not contracts)

• Set aside for small businesses including disadvantaged small businesses, 8(a)s, SDVOSBs, ANCs as MOA holders (prime contractors)

eFAST MOA• POP is 7 Years: Base period of 5 years with two (2) one-year

options

• Established overall program ceiling: $2 Billion

• Contract types include: Fixed Price, CR, T&M/LH

• MOA holders will be pre-qualified to be eligible to participate in the eFAST program. Only MOA holders will participate on future and potential opportunities

• There is no limit on the number of MOA holders in each functional area

• Contracts issued under MOA will not exceed the life the MOA

• Open seasons may occur periodically to add new MOA holders

• MOA holders may submit proposal to qualify for other functional areas during open seasons

• If there is a change of business status from other than small business, contractor will no be eligible to further participate and agreement will be cancelled. If contractor is working on active contract(s), it may be required to submit a transition plan for each contract. This will be subject to the approval of the Contracting Officer.

• Contract awards will be non-protestable

eFAST MOA• Exercise of options:

• MOA holder must meet AMS small business size rules. Recertification every year after 5th year in program

• 8(a) contractors will retain status for the base period• Must have accumulated at least $100K in contract(s).

Alternatively, must have submitted responsive proposals at least 5 times during the base period of performance to be eligible for the option period(s).

• MOA holder is not required to support all functional areas and may propose as many functional areas as they wish to be considered

• To qualify for a functional area, MOA holder only needs to qualify for any NAICS code in that functional area, independent from its team members

• MOA Award Structure:• Individual MOA holder; or• MOA holder team• Teaming or subcontracting is not required to be awarded an

agreement

Competition of Requirements:• Flexible contractor team teaming arrangements (CTAs). MOA

holders may team with each other to submit proposals for contract awards – Subcontracting does not apply

• There is no limit to the number of team members or subcontractors

• MOA holder may submit a proposal for a requirement that falls into two or more functional areas as long as MOA holder qualifies for at least one of the functional areas identified

• Contractor must comply with the requirements in AMS clause 3.6.1-7, Limitations on Subcontracting, on each individual contract basis (Contractor must perform at least 50% of the work on any individual contract)

• At MOA level, team members are considered subcontractors. Team members are on MOA holder’s team for the life of MOA

• Subcontractors may be proposed on an individual contract basis. They come and go

eFAST MOA• For eFAST requirements, the Contracting Officer may make a

contract award decision under one or more functional areas for requirements as a result of one of the following procurement actions:

(a) Issue a directed award to an 8(a) small business up to the noncompetitive threshold; or

(b) Issue a directed award to a SDVOSB with no dollar limit; or

(c) Issue a directed award to an NAO (8(a)) small business with no dollar limit; or

(d) Set aside for only 8(a) small businesses with no dollar limit; or

(e) Set aside for only SDVOSBs with no dollar limit; or

(f) Set aside for paragraphs (d) and (e) above with no dollar limit; or

(g) Competition among all MOA holders under functional area(s)
