WelcomeEnfield Council's ambition is to provide every person in the borough with a good quality home.

The Council's Cabinet has just agreed to triple the number of new homes we will provide over the next three years to help tackle the housing crisis head on. See page 8 for progress on new homes on Meridian Water and pages 5-7 for proposals on the Joyce and Snell’s estates, and the latest on the Alma Estate.

We have also just agreed significant investment in improving the quality and safety of our existing council homes as well as funding the delivery of 3,500 more council owned homes over the next ten years.

Meanwhile, the Council continues to prioritise residents’ safety and is spending £51 million on improving fire safety in Enfield, see page 16 for information on resident safety advice. Enfield Council’s Leader says addressing poverty in the borough will be a top priority in response to an independent report commissioned by the Council.

The Enfield Poverty and Inequality Commission report found that deprivation in the borough has increased in recent years and called on the government to review its funding arrangement for local authorities to help them tackle increasing poverty.

Enfield has risen from being the 12th to the 9th most deprived London borough between 2015 and 2019. Just under a third (27 per cent) of households in the borough are in poverty after housing costs; and one in three children is living in poverty.

The Smith Institute run commission made 27 recommendations which it says will make a significant difference to families with the lowest incomes in the borough.

They include reforming the private rented sector, improving access to healthcare – including mental health services - revitalising youth services and reducing crime and anti-social behaviour.

The Commission was asked to examine the challenges facing Enfield through three ‘threads’; living, learning and earning over a six-month timetable to enable its findings to be incorporated into the Council budget setting and policy development processes. It listened to stakeholders across Enfield and heard first hand testimonies from residents on the challenges they faced and possible solutions to them.

Work on implementing all of the report’s recommendations is already underway.

The new administration, which was elected in 2018, is reviewing all existing estate renewal and regeneration projects to maximise the number of council homes provided on the schemes.

As part of this programme, the first 97 new homes have been delivered as part of the Council’s redevelopment of the Alma Estate in partnership with developer Countryside.

All the new social rent council homes have been allocated to existing residents of the estate in Ponders End.

To launch the new homes, Cllr Gina Needs, Cabinet Member for Social Housing, attended a tour of the estate development organised by Countryside.

The tour included a visit to Frank Mensah’s new apartment. Mr Mensah has lived on the Alma Estate for more than 30 years. It finished with a meet and greet event with several residents at the local Oasis Academy Hadley school.

is helping to create much needed affordable, high-quality housing for local people and create a great space for current and future residents and visitors.”

Countryside has submitted a planning application to increase the number of homes delivered through the redevelopment of the 1960s Alma Estate from 993 to 1,086.

Proposals to redevelop the Joyce Avenue and Snell’s Park estates in Upper Edmonton are being taken forward in partnership with residents.

The estates date back to the 1950s and 1960s and all 795 existing homes require significant investment.

In November, Enfield Council’s Cabinet agreed to develop plans for a scheme based on the residents’ vision.

The Council’s initial design ideas for the estates were shared with residents in an exhibition at Boundary Hall Community Centre on Snell’s Park last month. Their comments and suggestions will be fully taken on board and used to shape plans for a scheme.

The two-week exhibition was the first in a programme of resident participation events which will take place over the coming months.

Joyce Avenue and Snell’s Park estates residents will vote on whether the proposed scheme should go ahead later this year.

Around 900 homes for local people will be built in the first phase of the Council’s £6 billion Meridian Water development in Edmonton.

Enfield Council and developer Vistry Partnerships (formerly Galliford Try Partnerships) have signed a development agreement which will see the new homes built on Meridian One – the first phase of the Meridian Water development. Work to make the site ready for construction will start in the coming months.

Half of all the new homes will be built as affordable housing, 50 per cent of which will be Council owned, and provided at London affordable rent levels. The remaining homes will be made up of a range of tenures and housing types. The first new homes are expected to be completed in 2022.

Vistry Partnerships will also be opening a construction skills academy at Meridian One that will deliver vocational training for local people.

Enfield Council Leader, Cllr Nesil Caliskan, said: “Significant progress continues to be made at Meridian Water as we move forward with our transformational plans for this part of the borough.

“From the start I made it clear that I wanted the primary beneficiaries of Meridian Water to be local residents.

“As well as providing homes to help tackle the housing crisis in Enfield, a community fund has been set up to deliver community safety initiatives and improve the area.

“As a result, since December, a dedicated vehicle, staffed by two operatives, has been used to carry out regular patrols of the wider Angel Edmonton and Meridian Water area to improve the removal of rubbish and fly-tips. A deep cleaning regime has also begun on Fore Street and will be expanded through Edmonton.

“Additionally, the Council is recruiting staff to help with community safety and is looking to develop better lighting and CCTV coverage.”

Over the next 25 years, the Meridian Water development will provide 10,000 homes, 6,000 jobs and new parkland in the Lea Valley area.

The Leaseholders’ Forum which meets quarterly last met up on 9 January.

The meeting provided an opportunity for the Home Ownership Service Manager, Ross Reddy to introduce himself to the group. Ross joined the Council last November and brings a wealth of experience with him. He shared his plans for service improvements to leaseholders and tenants who may wish to apply for the Right to Buy scheme.

Ross introduced his team managers Bernice Harrild and Erica Raval. They are responsible for supporting leaseholders in all aspects of the Home Ownership Service offering, which includes: service charge and major works billing; answering questions and providing general support; right to buy administration; and income collection.

The Council’s Cabinet has approved a five-year strategy to make homelessness in Enfield a thing of the past.

The Preventing Homelessness and Rough Sleeping Strategy 2020-2025 has been designed to ensure everyone has a safe, stable place to live now and in the future.

The strategy was approved in December following a 12-week public consultation with residents, voluntary and community sector organisations, housing associations, the government and local councillors.

Cllr Gina Needs, Cabinet Member for Social Housing, said: “We want to end homelessness in Enfield. This means supporting residents to make informed choices so that they have a home they can afford, at the right time, which meets their needs. It means that if an individual or family is at risk of homelessness, they receive the support they need to prevent it.

"Since our last strategy was produced in 2013,

homelessness has increased across the country and at a significant rate locally. At March 2019, Enfield had 3,410 households in temporary accommodation, a 74 per cent rise since 2012. This makes us the second highest provider of temporary accommodation in England.

“Eviction from private rented accommodation continues to be the main cause of homelessness in Enfield. We have also seen a significant rise in rough sleeping since 2017, giving us the fourth highest rough sleeper count in London in 2018.

“The scale of these challenges means that we require a step-change in the way we work across the Council, with our partner organisations and in the community to prevent homelessness.”

The strategy will be delivered alongside the Housing and Growth Strategy which sets out how the Council will increase the range of different affordable housing options available in Enfield over the next ten years.

A night shelter providing specialist support and accommodation for rough sleepers in Enfield over the winter months opened its doors in December.

The shelter, managed by Enfield Council as part of its rough sleeping service, is located on the Claverings Industrial Estate in Edmonton and is open every day between 5pm and 9am until March. It has beds for 20 people, showers and offers a hot meal to guests every day.

The Council is bringing the repairs and maintenance of its housing stock back in house.

The decision was taken in June last year as part of a scheme which aims to improve the service and make it more responsive to residents’ needs.

The preparation for the new directly delivered service, which will be called Enfield Repairs Direct, is well underway.

Once Enfield Repairs Direct is launched, the in house team will be clearly visible because they will be wearing branded uniforms and driving branded vehicles as shown on this page. Staff will always carry Council identification cards.

Repairs Service update Enfield Repairs Direct vehicles will be equipped with frequently needed spare parts, so wherever possible, routine repairs can be fixed immediately.

For more complex repairs that cannot be resolved on the spot, contracts with local suppliers are being put in place so the necessary parts can be obtained quickly.

To maximise efficiency, operatives will be using mobile hand-held devices to share information in real time with technical and administrative support colleagues.

The Council also wants to make it easier for residents to report a repair and arrange an appointment.

You will shortly receive your rent change notification letter. If you are in receipt of Universal Credit, it will be your responsibility to notify the Department for Work and Pensions (DWP) of any rent change.

From 6 April 2020, your weekly rent charge will be changed. If you receive Universal Credit, you are responsible for notifying the DWP of the rent changes by signing into your Universal Credit account.

If you receive Housing Benefit, this will be automatically updated to take into account the new rent charges.

Informing DWP of changes to your rent

From 1 April 2020, the water rate will no longer be part of your rent charge. We will stop charging you for water and wastewater services.

Thames Water will send you a separate bill and it will be your responsibility to pay directly for these services.

If your household is on a low income, you may qualify for a discount on your water and waste bills through the Thames WaterSure Plus scheme (name will be changed to WaterHelp from April 2020).

Resident Safety

There are practical tips to safeguard your balcony area and ensure it is safe. Balcony fires can be prevented by following these simple steps:

• Do not use barbecues on your balcony, they can set fire to the building or falling embers could set light to balconies below you

• Do not store gas cylinders on your balcony – there is a risk they could explode

• Do not drop cigarettes over the side of your balcony – they could cause a fire on a balcony below you

• Do not store any items on your balcony that might catch fire. If a fire does break out on your balcony, there is a bigger risk of it spreading if there are items the fire can spread to.

Ideally we would recommend you keep your balcony completely clear, but we understand that

might not be practical for everybody. Take a look at your balcony now – is there anything you could remove to make it safer and reduce the risk of a fire starting?

As part of the Council’s ongoing commitment to protecting public funds, we have recently joined a pilot project with CIFAS (Credit Industry Fraud Avoidance System) which maintains a national fraud database.

CIFAS is a not-for-profit membership organisation specialising in fraud prevention/detection in the financial sector. It is used by banks, building societies and organisations including the Department for Work and Pensions and HM Revenue and Customs.

The Council will be cross-checking its data with the CIFAS database.

The Council’s Privacy Notice has been updated to reflect our membership of CIFAS and explains more about how we use your personal data for verifying identity or detecting errors, and for the purposes of anti-money laundering and fraud prevention.

instead of a vehicle. We have changed our approach to

this and the storage of most items is now okay. However,

flammable and combustible substances cannot be stored.

We are checking all garages and ask for your co-operation

when we need access. We have introduced traffic

management orders to ensure that garage tenants have

access to the garage that they rent from us. *The weekly rate of £25 for council tenants and

leaseholders, doesn’t include water rates or VAT and a

few garages can’t be used for storage.
