    External Affairs Minister Sushma Swaraj is in China on a four-day visit and is accompanied by the new foreign secretary S Jaishankar. o Mrs. Sushma Swaraj inaugurated 2nd meeting of the India- China Media Forum in Beijing. The day-long

    meeting will deliberate on medias role in promoting bilateral strategic partnership, boosting economic cooperation and opportunities and challenges for India-China media cooperation.

    o India and China exchanged notes on modalities for opening the second route for pilgrims undertaking the Kailash Mansarovar yatra.

    Prime Minister Narendra Modi will visit China in May this year, ahead of the meeting with her Chinese counterpart Wang Yi. o Modi's visit to China is a reciprocal one by President Xi Jinping to India in September last year.

    Nepal committee passes guidelines for Constitution. o The Proposal Drafting Committee of the Constituent Assembly (CA) passed its working guidelines, declaring

    that principles like democracy, federalism, republicanism, secularism, and inclusiveness would be an integral part of the new Constitution.

    o In its second meeting, the Proposal Drafting Committee (PDC), which has been tasked to study the report submitted by the Political Dialogue and Consensus Committee on agreements and disputes over the new Constitution, said no questions would be prepared on it for voting.

    Russia, India and China have called for an early conclusion of negotiations on the Comprehensive Convention on International Terrorism. o In a joint communique issued after the 13th meeting of foreign ministers of the three countries, under the

    RIC Forum in Beijing, they strongly condemned terrorism in all forms and said there can be no ideological, political, racial, ethnic or any other justification for acts of terrorism.

    o The Ministers affirmed the need for all countries to join efforts in combating terrorism under the auspices of United Nations.

    India and China jointly launched the Visit India Year in China (Beijing) during the visit of Indian External Affairs Minister Sushma Swaraj to China. o The initiative is aimed at enhancing the flow of tourists from China to India and to strengthen the people to

    Egypt court confirms death sentences of 183 Muslim Brotherhood supporters. o An Egyptian court upheld the death sentences of 183 Muslim Brotherhood supporters convicted of killing 13

    people during violence in 2013 after the ouster of the countrys first Islamist President Mohamed Morsy. o The court found the defendants accused of attacking the Kerdasa police station on August 14, 2013, the

    same day when security forces dispersed two Brotherhood protest sit-in camps in Cairo and Giza, killing hundreds of people.

    National ICT Draft Policy 2015 approved. o Bangladesh Cabinet approved the draft of National Information and Communication Technology (ICT)

    Policy, 2015. o The draft seeks establishment of a transparent and accountable government through ICT expansion to

    enhance the standards of citizen service. o The policy carries a specific vision of multifaceted use like ensuring skilled human resource development,

    rendering public service through public-private-partnership. o It also envisions to Help Bangladesh to be into a mid-income country by 2021 and a developed country by

    2041.

    Britain becomes the first country to allow a ''three-parent'' IVF technique. o The treatment is known as three-parent in vitro fertilisation (IVF) because the babies, born from

    genetically modified embryos, would have DNA from a mother, a father and from a female donor.

    o It is designed to help couples with mitochondrial diseases, incurable conditions passed down the maternal line that affect around one in 6,500 children worldwide.

    o It would be a medical world first for Britain to allow the mitochondrial donation. o About:

    The process involves intervening in the fertilisation process to remove mitochondria, which act as tiny energy-generating batteries inside cells, and which, if faulty, can cause inherited conditions such as fatal heart problems, liver failure, brain disorders, blindness and muscular dystrophy.

    This technique will lead to the creation of genetically modified designer babies.

    International Court of Justice ruled Neither Croatia nor Serbia committed genocide during Balkan War. o The International Court of Justice (ICJ) ruled that neither Croatia nor Serbia had committed genocide against

    each other's populations during the 1990s Balkan Wars sparked by the breakup of the former Yugoslavia. o The 17-judge panel headed by Judge Peter Tomka ruled that a 1995 Croat offensive to win back the territory

    from rebel Serbs featured serious crimes, but did not reach the level of genocide. o About 1948 Genocide: o The convention entered into force in 1951 and defined genocide as any of the following acts committed

    with intent to destroy, in whole or in part, a national, ethnical, racial or religious group: o Killing members of the group. o Causing serious bodily or mental harm to members of the group. o Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in

    whole or in part. o Imposing measures intended to prevent births within the group. o Forcibly transferring children of the group to another group.

    Tunisia Parliament approves first coalition government after Arab Spring. o Tunisia Parliament has approved the first historic coalition government after the Arab spring. o In this regard, 166 out of 204 Members of Parliament (MPs) voted in favor of the new cabinet proposed by

    the Prime Minister Habib Essid. The new coalition Government comprised of liberal Nida Tounes party, moderate Islamist Ennahda party and the Free Patriotic party.

    o In the coalition government, Nidaa Tounes party holds 6 portfolios, including the foreign ministry. While, the interior, defence and justice portfolios have been given to independents. Ennahda party holds labour ministry and three secretary of state posts.

    China launched first Maritime Silk Road cruise liner from Beihai port. o China launched its first cruise liner to sail via its ambitious transcontinental initiative Maritime Silk Road

    (MSR). o The sail was launched from the Beihai port located in southwest Chinas Guangxi Zhuang Autonomous

    Region. o The cruise liner is a 135-meter-long and 20-meter-wide that can accommodate 400 people and is equipped

    with wireless internet access. o About: o The 21st century Maritime Silk Road project is an initiative of President of China Xi Jingping who in 2013

    proposed the rejuvenation of the MSR and revival of the ancient Silk Road to establish close relation between the China-ASEAN (Association of Southeast Asian Nations) communities.

    o The MSR seeks to string together partnerships with countries in the Asia-Pacific and Indian Ocean, including India.

    o This maritime route entails expanding ports and industrial parks in Asia, the Mideast, Africa and Europe. For development of the MSR, China had announced a 40 billion US dollar Silk Road fund which became operational from February 2015.

    Australia's prime minister survives confidence vote. o Australian Prime Minister Tony Abbott has survived a spill vote of confidence on his leadership in the Liberal

    Party. o In a Liberal party room voting, the ruling Liberal Party voted to defeat the leadership spill motion by 61 to

    39 votes. The party decided to not open up the top positions to contenders. o Tony Abbott was elected as the Prime Minister of Australia in September 2013. o Background o Earlier in first week of February, some MPs from Abbotts Liberal Party openly had called a spill vote of

    confidence after his decline in popularity and poor ratings due to series of policy backflips. o The main aim of motion was to declare vacant the positions of party leader and deputy leader- currently

    occupied by Abbott and Deputy Prime Minister Julie Bishop.

    US closed its embassy in Yemen. o The State Department of the United States confirmed its closing of Embassy in Yemen and removed its staff

    due to the current political turmoil. o About o The embassy closure comes as the leader of the Houthi rebel movement denounced foreign governments

    plans to withdraw their diplomats and declared that the group would not be deterred from expanding its authority over the fractured country.

    Israel to provide assistance in cleaning up Ganga. o Israel has offered its expertise to India to clean up the Ganga. o Amit Lang, Director-General of the Ministry of Economy, Israel suggested to continue on the Free Trade

    Agreement (FTA), initiated in 2007, as well as enhance mutual coordination in the field of water management, waste water treatment.

    o Israel uses 90% of de-salinated water for its agriculture.

    Nawaz Sharif tells Barack Obama, Indias permanent UNSC seat unacceptable. o Indias permanent membership in the reformed UN Security Council is unacceptable to Pakistan as it has

    not complied with UN resolutions on Kashmir, Prime Minister Nawaz Sharif has told US President Barack Obama.

    o Sharif told Obama that India cannot become a UNSC permanent member due to its non-compliance of all the resolutions passed by the UN on Kashmir and had not fulfilled the commitment to give the right of self-determination to people of Kashmir.

    UNSC OKs resolution against Yemen. o The United Nations Security Council has unanimously adopted a resolution demanding that Shiite rebels

    immediately relinquish control of Yemens government in a crisis that has pushed the Arab worlds poorest country near collapse.

    o UNSC in its adopted resolution has asked for immediate and unconditional withdrawal of Shia Houthi rebel forces from Yemens government institutions in its capital Sanaa.

    o It also has sought the release of President Mansour Hadi and his Cabinet from house arrest, and urged Houthi rebels to engage in good faith in U.N.- led peace talks.

    o About: The UN resolution comes a day after foreign ministers of Gulf Cooperation Council (GCC) had urged the

    U.N. to intervene in order to maintain regional security. The security situation in Yemen deteriorated after the Shia Houthis rebels had seized power by

    dissolving Yemens government and parliament in January 2015 after taking control of key government buildings in capital Sanaa including Presidential Palace.

    Pakistan releases 172 Indian fishermen. o Pakistan released 172 Indian fishermen as a goodwill gesture, two days after the Prime Ministers of the two

    countries decided to resume high-level contacts. o The fishermen had been held at the Malir and Landhi district jail in Karachi for allegedly violating territorial

    destination for fertility tourism. o Provisions of the law: o Only married Thai couples or couples with one Thai partner who have been married at least three years can

    seek surrogacy. o It allows a Thai couple to seek a surrogate to carry the fetus only if they are able to prove that they and

    their relatives are infertile. o It also says that anyone violating this law will face a maximum jail sentence of 10 years and a maximum. o About: o Earlier in November 2014, Thailands Parliament voted a draft bill to ban commercial surrogacy. This draft

    bill was formulated to regulate the illegal commercial surrogacy after outrage erupted over this unregulated industry.

    Maldives arrests ex-president Mohamed Nasheed under anti-terrorism laws. o A document signed by the prosecutor general said that Nasheed was arrested to stand trial for his 2012

    order as president to arrest a senior judge. It said he was being charged under anti-terrorism laws, but did not specify why.

    o Nasheed resigned as president in February 2012 following weeks of public protests against his order to arrest Criminal Court Judge Abdulla Mohamed.

    Abdul Jabbar sentenced to life imprisonment for war crimes in Bangladesh. o Former Jatiya Party lawmaker Abdul Jabbar was sentenced to life imprisonment by the International Crimes

    Tribunal-1 in Bangladesh. He was also fined 10 lakh taka in absentia. Jabbar has been absconding since the trial started.

    o He was sentenced for crimes committed during the Liberation War in 1971. o Jabbar was sentenced for several charges apart from genocide. The tribunal sentenced him on charges of

    killing 36 people, forced conversion of 200 Hindus at Phuljhuri, looting 557 houses and arson during the 1971 Liberation War.

    Parliament of Jamaica passed a law to decriminalise marijuana for personal use. o Jamaicas Parliament has passed a law to decriminalise the possession of small amounts of marijuana up to

    57 grams for personal use. o Jamaicas decision to legalise marijuana comes in line with global trend which include several Latin

    American countries and US states that have decriminalised marijuana possession. o Marijuana is widely grown in Jamaica and has cultural roots there. It is also the biggest exporter of

    One-rank one-pension scheme announced. o Stating that Defence Ministry has fast-tracked work on one-rank one-pension scheme, Defence Minister

    Manohar Parrikar assured ex-servicemen of early implementation of the scheme. o About the Scheme: o One Rank, One Pension is an old demand of Indian military personnel. The term means armed forces

    personnel holding the same rank will get the same pension, regardless of the last drawn pay, years of service and the years served in a particular rank.

    o In its July 2014 Budget, Government of India allocated INR1000 crore for this scheme. o Due to some technical calculations and interpretations to be concluded by the related ministry there was a

    delay in the implementation of the scheme in 2014. o Recent meetings have been on the positive note indicating that the scheme will be implemented before the

    approval of budget of India 2015-16. Funds for Krishi Bhagya scheme to be doubled from next year.

    o Minister of State for Agriculture Krishna Byre Gowda has sentenced the government would double the funds for the Krishi Bhagya scheme from next year.

    o The Minister informed that for constructing storage tanks under the scheme, 90 per cent subsidy was given to SCs/ STs beneficiaries and 80 per cent to the general category.

    o The scheme granted funds to conserve rain water for utilization during scanty monsoon. o The total amount allotted for the Scheme in 2014-15 was 50,000 lakhs rupees.

    New plate mill at RSP. o Union Minister of Mines, Steel and Labour and Employment Narendra Singh Tomar inaugurated the rolling

    facilities of the new plate mill at SAILs Rourkela plant. o The new plate mill is one of the widest plate mills in the country. o The mill includes advanced features like computerized control system for plan view rolling process and has a

    capacity of one million tonne per annum with provision for expanding it to 1.8 million tonne per annum.

    attended by then PM Indira Gandhi. India agreed to share nuclear data for breakthrough in talks.

    o India has accepted that it will share data on nuclear material and equipment in order to secure the U.S. agreement to waive its tracking requirements on that material.

    o Indias concession on the issue was the reason for the breakthrough in agreement on the administrative arrangements for the Indo-U.S. civilian nuclear deal during President Barack Obamas visit.

    o The data collected would be shared during annual consultations between U.S. & Indian groups to be specially set up to implement the administrative arrangements that will guide the nuclear deal.

    Modi chairs first NITI Aayog meet. o Prime Minister (PM) Narendra Modi has constituted three sub-groups of Chief Ministers within National

    Institution for Transforming India (NITI) Aayog. o It was announced by PM while he was chairing the first meeting of the Governing Council of NITI Aayog in

    New Delhi. o First sub-group: It will study the 66 centrally-sponsored schemes and recommend which schemes should

    continue, which should be transferred to states, and which to discontinue. o Second sub-group: It will focus on skill development and creation of skilled manpower within states. o Third sub-group: It will decide on the institutional mechanisms to be evolved for Swachh Bharat Abhiyaan,

    so that cleanliness becomes a part of life in perpetuity. o Key highlights of first meeting of the Governing Council of NITI Aayog

    In this meeting, Governor of Jammu and Kashmir and Lt Governors of Andaman and Nicobar and Delhi, and the Chief Ministers of the rest of the states participated.

    PM has asked all the states to create two task forces under the aegis of the NITI Aayog, one to focus on poverty alleviation, and the other to focus on future development of agriculture in the states.

    First meeting also focused on issues related to growth, investment, decentralisation and poverty alleviation.

    PM also stressed on the role of the states and emphasised how Jan Dhan Yojana and Swachh Bharat Abhiyaan had become successful with cooperation of the states.

    introduce two Bills in the budget session of Parliament to amend the Child Labour (Prohibition & Regulation) Act and Employees Provident Fund and Miscellaneous Provisions Act.

    o Stating that there were 42 crore workers in the unorganized sector across the country, the Union Minister focus of reforms would be improving social security and providing skill development training to them under the national vocation training scheme.

    Indian Navy conducted HADR drill to test its readiness for handling tsunamis. o A large scale exercise was conducted in Lakshadweep Islands (Kavaratti, Aggatti, Kalpeni and Androth) by

    the Indian Navy to test its readiness for handling a tsunami like disasters. o The Humanitarian Assistance and Disaster relief (HADR) exercise involved various aircrafts and over 20 ships

    from the Western and Eastern Fleets of the aircraft of Indian Navy. o About the drill: o The objective of the drill was to test the Navy's capability for providing immediate assistance and relief to

    the affected people. o The drill involved the Navy personnel to set up medical camps and make provisions for food, shelter,

    storage of basic facilities and limited restoration work till the situations stabilize. o It also provided support in Bangladesh during Cyclone Sidr which took place in 2007 and Cyclone Nargis in

    Myanmar in 2008. o Also the Navy participated in the efforts to locate the missing Malaysian airliner MH-370.

    Union Governments Sukanya Samridhi Yojna begins in Uttar Pradesh. o Union Governments Sukanya Samridhi Yojna under Beti Bachao Beti Padhao (BBBP) campaign has begun in

    Jaunpur district in the state of Uttar Pradesh. o The first account under the scheme was opened in the name of a three-year old girl Vedika Tiwari in this

    district by her parents. o About: o Sukanya Samridhi Yojna under Beti Bachao Beti Padhao (BBBP) campaign was launched by Prime Minister

    Narendra Modi on 22 January 2015 in Haryana to enhance the strength and honour of the girl children across the country.

    o This scheme encompasses all the girls of every economic strata under 10 years of age to open Sukanya Samridhi Account in Post offices and in the Banks. This account will be opened by girls parents or legal guardians.

    o In the account, a minimum of one thousand Rupees and maximum of One lakh fifty thousand Rupees can be deposited annually, upon which interest of 9.1% will be accrued.

    o When the girl child attains the age of 18 years, she herself would become eligible to operate the account. o Under the scheme, the girl child can withdraw 50 per cent of the money after reaching age of 18 for higher

    education. The 18 years deadline will also help preventing child-marriages.

    Kolkata (GRSE). o This project, dubbed Project 17A, follows on from the earlier Project 17, in which MDL built three 5,600-

    tonne frigates: INS Shivalik, Satpura and Sahyadri. o Complete details of project 17A: o The first two frigates would be delivered by MDL and GRSE in 2022, with the rest coming in pairs at one-

    year intervals. o The main advance in Project 17A will be the "modular" method with which the frigates will be constructed. o The new vessels will be fitted with BrahMos cruise missile for land attack, and the new Indo-Israeli Long

    Range Surface-to-Air Missile (LR-SAM) that can shoot down incoming anti-ship missiles. o Project 17A is vital for executing the navy's Maritime Capability Perspective Plan (MCPP), which envisions a

    Centre removes MEP on potato export. o The government removed restrictions on export of potato by doing away with the minimum export price. o With rise in food inflation, the Ministry of Commerce and Industry, in June last, had imposed a Minimum

    Export Price (MEP) of $450 a tonne on potatoes to tame rising prices and augment domestic prices. o Keeping in view of the prevailing lower prices and higher domestic availability of potato, the government

    an e-portal to address such complaints promptly with a high degree of accountability. o The portal seeks to significantly reform the linear process adopted to post grievances from the originator of

    the grievance to the concerned Embassy or Consulate of India abroad and cut down the time required for grievances to be sent from Delhi to our Missions abroad and to get them to take necessary action.

    o The Finance Commission is required to recommend the distribution of the net proceeds of taxes of the Union between the Union and the States (commonly referred to as vertical devolution); and the allocation between the States of the respective shares of such proceeds (commonly known as horizontal devolution).

    o In recommending horizontal distribution, the FFC has used broad parameters of population (1971) and changes of population since, income distance, forest cover and area.

    Land Acquisition literally means the acquisition of land for some public purpose by a government agency from individual landowners, as authorised by the law, after paying a government-fixed compensation to cover losses incurred by landowners from surrendering their land to the concerned government agency.

    Land acquisition in India is currently governed by The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, which came into force from 1 January 2014.

    TRAI issued the Telecommunication Mobile Number Portability. o The Telecom Regulatory Authority of India (TRAI) has issued 6th Amendment to the Telecommunication

    Mobile Number Portability Regulation. o Earlier TRAI made recommendations to the Department of Telecommunications (DoT) for implementation

    of Full MNP/National MNP and suggested amendments in the licenses of MNP service providers and mobile service providers.

    o As per the DoT, the Full MNP is to be implemented in the country within a period of 6 months from the date of amendment to the Licenses, i.e. 3rd May, 2015.

    o A few changes have also been made in Pan-India Portability.

    o In case a post-paid subscriber who has ported his number defaults in the payment of his previous bill which was due to the Donor Operator, the Donor Operator has to give a notice within a period of 30 days of due date of payment of its outstanding bill. After a lapse of 60 days from the due date of payment of the outstanding bill, the Donor Operator will not be entitled to raise non-payment disconnection requests with the Recipient Operator.

    o The Recipient Operator in turn will give a notice of 15 days for making such payment, failing which the outgoing services of such subscriber will be debarred for a period of 15 days. In case the subscriber fails to make payment within these 15 days, his mobile number will be disconnected permanently by the Recipient Operator.

    Centre sanctions Rs. 460 crore to 10 states under Swachh Bharat Mission. o The Ministry of Urban Development has so far sanctioned Rs. 459.93 crore to ten states as the first

    installment under Swachh Bharat Mission for the year 2014-15. o This was stated by the Minister of State for Urban Development and Housing & Urban Poverty Alleviation

    Renaming of schemes under MSME. o During the review of the progress of the Central Sector Schemes (CSS) being implemented by the Coir Board

    namely Rejuvenation, Modernization and Technology Upgradation(REMOT) and Coir Plan (General) schemes have been re-named with the approval of the competent authority as Coir Udyami Yojana (CUY) and Coir Vikas Yojana (CVY) respectively.
