MANAGER’S DESK
B ack in September of last year,
I reported that several of the
required agency permits per-
taining to the dredging of Mill Pond
had been delayed and as a result,
dredging Mill Pond would be a 2012
project. I’m happy to now report that
the association just received the “DEQ
401 Certification of Clean Fill”, which
means that the sediment proposed for
removal from Mill Pond meets DEQ’s
criteria for clean fill, therefore no solid
waste permit nor solid waste letter
is required to dispose of or use this
material as upland or terrestrial fill.
The clean fill determination is great
news as it eliminates costly fill disposal
surcharges and allows our contractor
their choice of multiple disposal sites
for the 12,000 CY of sediment that is
to be removed from the pond.
We should have our final permit from
the Army Corp of Engineers (ACOE)
this month. Based on this piece of in-
formation, the dredging of Mill Pond
will commence this summer
immediately after the 4th of July, with
completion—hopefully—by Labor Day
weekend. A dredging/construction
schedule will be published early this
spring outlining the steps that will be
taken during the restoration of Mill
Pond.

T he thing I like best about living
in Forest Heights is the parks
and trail system. No matter what
season we’re in, I appreciate being able
to walk out my front door and within a
few minutes find myself deep into the
forested landscape that we are lucky
to live within. In this month’s article,
I’d like to recognize—and thank—the
association’s maintenance staff who
work tirelessly to keep the trail system
safe and our common areas beautiful
for everyone to enjoy.
Richard Metzger and Juan Guerrero
are full time association employees who
focus their daily efforts on maintaining
the 200+ acres of common space within
Forest Heights. While Willamette Land-
scaping mows the lawns and tends to
the landscaped areas, the rest is for
Richard and Juan to look after.
So how do they spend their time?
First on their long list of responsibilities
is string trimming and brush pruning
around the parks and along the trails.
Second is trail maintenance of the
six miles of trails we have here in the
neighborhood. Trail maintenance in-
cludes gravel work, clearing downed
trees, repairing the bridges, addressing
water erosion issues and rebuilding and
maintaining stairways.
Third is invasive plant removal; black-
berry, holly, garlic mustard and archan-
gel are the culprits that pose the largest
threat to our forested common areas.
Fourth is “everything else”: collecting
the trash, restocking the Mutt Mitt
stations, clearing the drains at the
retention ponds, repairing signs, mole
control, etc. And if it snows like it did
last month, Richard and Juan will be out
in the elements running our snow plow!
If you see Richard and Juan working
while you are out and about, please
take a moment to say hello and thank
them for their fine efforts at keeping
Forest Heights a great place to live.

Richard Metzger and Juan Guerrero have been keeping
Forest Heights in tip top shape for over 9 years. Together
they maintain: 200+ acres of common area within Forest
Heights, 11 miles of improved common space, Mill Pond Park
and playground, 11 entrance monuments and over 6 miles of
the Forest Heights private trail system.
Also on their collective list of responsibilities: ensuring the
natural areas within the neighborhood remain accessible and
safe for all residents while at the same time adhering to the
association’s aesthetic requirements, managing our drainage
and irrigation systems of culverts and catch basins, invasive
species abatement and seasonal planting throughout the
community. Richard and Juan are also instrumental in the
coordination of our community events.

Did you see? T
hese photos of Mill Pond were
taken on January 19th during a
rainstorm that dumped almost
2” of rain in Portland. Just two days
prior, we had nearly 6” of snow here in
Forest Heights.
Between the snow melt and rain fall,
Mill Pond rose above its banks but
thanks to our weir system, water was
able to flow through our drainage
system and into the Tualatin River
within hours.
Portions of the Wetlands Trail were
under water for part of the day but did
not suffer any damage.

F orest Heights Homeowners Association is
governed by a seven (7) member Board of
Directors, each of whom serves for a three
year term. The three year terms are staggered so
that each year new board members join as the most
senior board members’ terms expire. In May, three
(3) board members’ terms expire, and the board is
seeking their replacements. The annual board
member election will be held May 1st, the first
Tuesday in May, in conjunction with the Annual
Meeting. At this time, we are recruiting candidates
to run for two (2) board member positions.
A Nominating Committee has been assigned the
task of recruiting/coordinating candidates and
answering any questions you might have.
REQUIREMENTS FOR NOMINEES
Nominees should be members in good standing of
Forest Heights with a desire to actively participate in
guiding and providing direction for our community.
Previous board service is desirable, but not necessary.
If elected you will be expected to:
• prepare for and attend monthly board meetings
• participate in study sessions, evaluate subjects in
an objective manner
• educate yourself on homeowners associations
• support the will of the majority of the board.
An ability to communicate and work with others is,
of course, helpful. Please refer to the FHHOA Board
Meeting Goals, Objectives, and Code of Ethics and
Conduct.

H ave you recently received a letter from the
HOA regarding the storage of your garbage
containers? Don’t worry, you’re not alone.
Many residents are unaware that our CC&Rs (6.9)
require that all garbage, recycling any yard debris
containers be stored out of sight from the street.
“Out of sight” means that the containers cannot
be observed from the street. This eliminates drive-
ways and side yards in front of a fence as places
to put your garbage, recycling and yard debris
containers.
If your receptacles are currently stored in your
driveway or are otherwise visible from the street,
this is the perfect time to evaluate where you can
move them. Containers can be stored in your garage
or behind your fence. You can create a short hedge
with landscaping or build a short fence to screen
containers as well. While these projects require
Architectural Review Committee approval before
being built, there is no fee for reviewing your
screening plan.

E nglish Holly (Ilex aquifolium)
is on the Oregon Invasive
Plant list and is considered
a common noxious weed/tree. Holly
can dominate the “tall shrub layer”,
creating deep shade that makes it
difficult for some native species to
grow in. Additionally, birds and small
mammals use holly berries as a food
source, dispersing seeds throughout
the forest (in our case the “natural
common areas”). Holly berries are
toxic to humans.
The Forest Heights Homeowners
Association and the G2 Committee,
working collaboratively with West
Multnomah Soil and Water Con-
servation District, have established
a plan to remove invasive holly from
the common areas. A Natural Area
Inventory Map was created to priori-
tize areas where the Forest Heights
maintenance staff could focus on
removing invasives. The strategy
of prioritizing projects is to identify
and treat ecologically healthy “core
habitats”, then create a relatively
invasive-free “buffer habitat” sur-
rounding it, reducing the chance
of re-infestation.
The target areas of Sword Fern and
Boulder Creek Trails were identified
as core habitat and the maintenance
staff is working to remove all English
Holly from these areas. Their efforts
will be coordinated with volunteer
projects to remove invasives from
our common areas. This project will
take many years to complete.
In the short term, there are several
invasive removal volunteer events
planned for this year and your help
eradicating the invasives in Forest
Heights is deeply appreciated. Look
for more information on these events
in upcoming newsletters.

The Form, Function, Science
& Engineering in Landscape Plans

S pring is approaching and
many homeowners are now
thinking about their landscape
projects. Whether you want to add to
your existing landscape plan, completely
remake your yard or install a new plan
as part of a new home construction, four
important factors need to be considered
before you break ground: the form,
function, science and engineering of
landscape plans.
Let’s first look at the form of land-
scape design. When we describe
the form of something, we typically
use artistic terms like color, shape,
light, pattern and texture. I suggest
making a list of “artistic terms” to
describe your landscape design
preferences. Do you like rounded or
angular shapes? Are you attracted
to patterned and repeating themes
or do you like more free flowing
design? Do you like the ever-
changing seasonal colors or do you
prefer a monochromatic palette?
I’d now suggest making another list
that describes the functional uses
you want from your landscape.
Landscapes are not only made to
look pretty, they can also be made
to be useful. Your functional list
might include having an area for
entertaining family and friends, an
open space for playing sports, beds
for gardening or raising flowers,
special purpose plantings for fram-
ing vistas or views or small private
areas for quiet reading and contem-
plation.
After making these two lists, you
might want to now consider bringing
in a landscape design professional
to prepare your landscape plan.
Landscape designers work with
clients to combine the form and
function of landscapes with the
science and engineering of land-
scapes. When equal weight is given
to all four elements (form, function,
science and engineering), there is
a much greater chance of lasting
success for an implemented land-
scape plan. Here are some of the
typical science and engineering
issues that need to be addressed
prior to drawing up a landscape
plan:
Drainage
Determining drainage issues are
important regardless of where
your home is located. Are there
swales, gullies, steep slopes or clay
soil on your property that can give
rise to special drainage considera-
tions?
Soil
Knowing what kind of soil is on your
property is a key consideration when
it comes to landscape plans. Is your
soil acidic? Do you have heavy clay
soil? Do your proposed plantings
require you to amend your existing
soil makeup?
Structures
If your landscape plan calls for any
kind of structure (pergola, gazebo,
greenhouse, etc.), your plan needs
to address the structural engineering
of these elements. What kind of
grading needs to occur to ensure a
level building surface? Does your
structure require a permit prior to
installation?
Light Conditions
How your home is situated with
respect to sun and shade will have
a significant impact on plant species
selection, placement and survival.
Plant Selection
Is there a tree or shrub you want in
your landscape that might outgrow
its allocated space in 5 years? Are
you prepared to dead-head flower
laden shrubs each season? Do your
most admired plants require a male
and female specimen to produce
certain desired effects in the plant?

In addition to the more technical
aspects of landscape design, there
are many other questions that you
or a designer should ask during the
design process:
• Are there natural areas or
greenway spaces near your
home that could have an
impact on your plan?
• Where should the trash
container storage be located?
• Is there traffic noise (auto or
pedestrian) that needs to be
masked?
• Where is the water source for
irrigation?
• Are there windows with views
that should not be blocked due
to the growth of plants on your
plan?
• What entrance experience
(night lighting, scents, yard art
& adornment) is desirable?
And the list goes on.
If you want to hire a landscape
designer or installation contractor,
you can search for one through
professional organizations such
as the Oregon Landscape Archi-
tectural Registration Board. The
board can provide the names of
professional landscape architects
who specialize in residential design.
You can also check the Associa-
tion of Northwest Landscape
Designers website for designers
who are not registered as landscape
architects. Many nurseries also will
prepare landscape designs and
install the plan.
When searching for a landscape
installer, use resources such as the
State of Oregon Landscape Con-
tractor’s Board and the Forest
Height’s Recommended Contrac-
tors and Vendors List. Talk with
neighbors whose landscapes you
admire and ask them for a referral.
Contact at least three contractors
and have them show you their port-
folio of work and ask them for refer-
ences. Once you have made your
selection, get a written bid and read
the contract carefully.
Keep in mind that your landscape
plan, and its corresponding mainte-
nance budget, will cost you some
money, but unlike a car, electronics
or a vacation, your landscape is an
investment. If designed properly,
installed correctly and maintained
each season, your new landscape
will compliment your home, improve
the value of your property and will
be a source of enjoyment for years
to come.

Inspired to make changes to your

the Architectural Review Committee
(ARC) approval process into your
plans. Any landscape change, includ-
ing the addition of a feature such as a
retaining wall or the removal and/or
replacement of shrubs, trees, grassed
areas and beds need to be approved by
the ARC. Application forms and the
Landscape Review Checklist are available
to make the process run smoothly. Feel

T he new Forest Heights Homeowners Association
website is online! Our new website, designed
exclusively for homeowners, is easier to navigate
and includes many new features like secure homeowner
access only pages, updated ARC forms, online committee
minutes, subscriber opt-in news feeds, updated resident
directory features and much more.
Because the website is for our homeowners, we need you
all to visit the site and follow the one time account set-up
process (as outlined below and on the following page).
Following this process will give you access to the full site
and will facilitate the Annual Meeting & Board Elections
that are coming up in May of this year.

Typically this process will take less than a day. After you
receive your account approval notification you can then
access the full website by clicking the ‘Login’ link from
the home page.

HOA website. When you login for the first
time, be sure to click the ‘Remember Me’
button. This will save your login information
(Unit ID and Password) so you don’t have
to enter this information every time you
login to the site.
