As we move forward into 2012 the challenges of workers across the country, the state, includ- ing our own communities continue with each passing month. Already this year the Right-to-Work issue has reared it’s ugly head once again in the state of Indiana. Indiana Teamsters along with other unions have marched to the Indiana State Capitol to protest this attack on the workers rights. In- diana is now Ground Zero for the na- tional battle between the top 1% and the vast majority in the closely inter- woven struggles over the future of democracy, the rights of workers and economic justice in America. On a positive note, a new rule on the way union elections are conducted will take effect April 30, the National Labor Relations Board (NLRB) rec- dently announced. The rule will help alleviate the delays, inefficiencies, abuse of process and unnecessary litigation which plague the current system for workers who want to vote on whether to have a union. Although the new rule makes modest changes in the procedures for handling elec- tion cases, when it was proposed earlier this year business groups and Republican lawmakers went apo- plectic and mounted a massive cam- paign against the NLRB. Unions, led by the Teamsters, the Laborers, the United Food and Commercial Work- ers, CWA and the AFL-CIO, strongly backed the National Labor Relations Board’s (NLRB) proposal to change union recognition election proce- dures. When workers choose to vote to form a union on the job, delays, bureaucracy, or obstacles shouldn’t plague the vote. Working people are already struggling. And they’re wait- ing and wondering when the economy will recover to a point that there’ll be enough stable middle class jobs in their communities. They shouldn’t have to struggle to get a union voice and justice on the job. This will now give labor unions a fair playing field to organize the unorganized. Remem- ber every Teamster member is an or- ganizer. By you telling friends, neigh- bors, and relatives of the benefits of having a labor contract in the work- place you too can help our great union grow. This year once again Teamsters Joint Council 13 will be holding its second annual shop steward training seminar to educate our stewards on the do’s and don’ts of being a good steward. All stewards from all locals of Joint Council 13 are encouraged to attend. More information with date and time is in this issue of the Mo. Teamster. Shawn Ellis from the educational department of the Team- sters International will once again be conducting the seminar. Also the Joint Council Executive Board is discuss- ing having a Joint Council picnic and car/bike show later in the year. Last year’s 100 year Anniversary celebra- tion was a huge success and we look forward to getting all the Teamster members and their families together from all locals again. It was especially nice to see all of the locals together as one group last year. Remember together as one we can do amazing things and I look forward to what the chal- lenges of 2012 will bring us. Teamsters all over the country are celebrating the legacy of Dr. Mar- tin Luther King. Inter- national Vice President Al Mixon, for example, was Grand Marshall at this year’s King Week Holiday March and Ral- ly in Atlanta. Dr. King, a strong supporter of the labor movement, believed the path to economic freedom and social justice were the same. Said Teamsters General President Jim Hoffa, “The history of the labor movement is uniquely and intimately tied with the history of the civil rights movement. The two go hand-in-hand.” Angry bear blog posts an account of the Mem- phis sanitation work- ers’ strike, Dr. Martin Luther King’s assassination and the aftermath. Called Garbage and Labor, he writes, “February 1968, 1,300 Sanitation Workers of Memphis went on strike for better working conditions and benefits, doing so with little support from the International AFSCME. Forced to carry poorly contained gar- bage in 60 gallon leaking and maggot infested containers from the backs of yards, the workers struck for safer working conditions, healthcare, etc. Angered by the deaths of two of their Teamsters Honor MLK, Dignity Of Labor fellow workers and the sending home of 22 black sewer workers while white workers continued working the union led by T. O. Jones walked out. Crushed to death when the garbage truck’s faulty controls activated the hydraulic ram, the two workers were seeking shelter from a rain storm in- side the back end of the truck as there was nowhere else they were allowed to go. The city paid each of the dead worker’s families $500 plus 1 month’s pay. The average wage of the sanita- tion worker was $.33/hour . . .” For the dignity of the men who would haul garbage, for the dignity of African Americans, for the dignity of all of those living in poverty, and for those who would labor; Martin Luther King gave his life. I would like to tell you alittle bit about these three andwill takealookinsideAnheuser-BuschinournextnewsletterwhenIwillshareinformationonthevarietyofbargainingunitswerep-resent.

First, Local 6 represents a group ofPower House Operators andMechanicsatBoeing.TheywereformerlyLocal367memberswhocametoLocal6duringthe2002mergerofLocals6,1187,367and133.Their primary role at Boeing is tooperate,repair,andinspectallmachineryand equipment associatedwith low andhigh pressure steam and low and hightemperature water boilers, air compres-sors and other power generators. Theyhave many other roles with their dailyjob assignments but I think you get thepicture.Theyareaveryvaluablepartofwhatgoesonbehind thescenes thatareresponsiblefortheproductsthatBoeingputsouteveryday.Theircurrentcontractruns through July 21st of this year and

wewillbeginnegotiationpriortothat. Wealsohave theHostessBakeryMe-chanics, formerly Local 367 membersalso,whoworkbothonthecakeandbreadsides of the plant. It has been almost aconstantstruggleforthisgroupduetothepoormanagement skills of this company.After theuniongaveupsomanyconces-sions to bring them out of bankruptcy in2009theyonceagainfindthemselvesrightbackwheretheywerebeforethelastmodi-fiedcontract.Nowthecompanyisnotonlyattacking their health benefitswhichwasdonepreviously,butwanttodoawaywiththeirpensions.Icantellyouthatthegen-eralconsensusamongthe120orsolocalleaderswho recently discussed the situa-

asmuchmoniesasnecessarytoelectStateofficialsinnearlyeverystate,thenusethese“puppet officials” to introduce legislationwritten by the groups themselves, legisla-tionsuchas“Right-to-Work”and“paycheckprotection”(whichwouldmakeitillegaltohaveduesmoniesdeductedfromyourpay-check,regardlessofthefactthatyouchoseto have such deduction) and “prevailingwage”(allowingout-of-state,lowwagepay-ingcontractorstofloodtoourstateandtakeworkfromgoodMissouriUnioncontractorsbyallowingthemtounderbidwork). Icouldalsoexplaintoyouthattheleadersofthesegroupsareultrawealthyindividu-alswithanagendatodragthemiddleclassworkerback toaneraof lowwages, littleornovoiceintheworkplaceandverylittlesafetyprotectionsonthejob,allforthesolepurposeofincreasingtheirownwealth;but I will not.WhatIwillexplaintoyouisthat“YOUARENEEDED!”Youareneededtobe involved in these important times; not

Super Park Ratifies NewAgreement With Local 618 Local 618 Recording Secretary TomColewho negotiated the new agreementreportsthatLocal618membersemployedat Super Park has ratified a new 3 yearagreement.FormerlyCentralParkinghasbeenthemanagerialcompanythathasruntheSt.LouisAirportsSuperParkfacilityuntiltheylostthecontracttoAmpcoSys-tem Parking effective August 31, 2011.As always with a new company takingover there was a lot of uncertainty andconcerns regarding recognition of Local618 and if the current members wouldstillbeemployed. We are happy to report that the com-pany recognized Local 618 without any

issuesandthepartiesbegantobargainanewagreementwhichstartedinAugustof2010.Thebargainingwas toughbybothsides with the first offer being rejected.Finally a agreement was reached andratifiedbythemembershipandendorsedby the bargaining committee. The con-tractresultedinwageincreasesandfullyfundedLocal618Health&Welfarealongwithotheritems.Local618wouldliketoextendthankstoourover200Local618Teamsters employed at Super Park andour stewards for their continued profes-sional job and patience throughout theprocess.Hopeeveryonehasa“GreatNewYear”!

AlsoourLocal618agentsandmemberswillbemakingthetrektotheStateCapitolforTeamsterlobbydaysonceagainthisyeartofightandprotectourmembersrights. Local 6 Newstionisthatthatisnotanoption. MetalContainerinArnold,MissouriisalsoaverylargepartofLocal6.Theyarethe second largest bargaining unit groupoutofthetencontractswerepresentandhave always been amember of Local 6.ThisgroupsignedanewcontractinFeb-ruary 2011 that runs through February2016. While they have had much goodnewscomingoutrecentlywithwordthattheywillbegettinganewbottlelinebe-ingbuiltandhopefullyinoperationsome-timeinearly2013.Thereisalsosomebad

news.MCClosttheirCokecontractcaus-ing their volume to drop approximately2.5millionbarrels.Asaresultofthattheywill see someshutdownsearly in2012.Thiswillbethefirsttimeintheplantshis-tory of over 32 years that they will seea layoff. What was first believed to beaboutsevenweeksofdowntimehasbeenreducedtothreeweeksandpossiblyonlytwoweeksduetotheincreaseinsalesforthecompany.Withtheincreaseinvolumeatthebrewerywhichshouldstarttoshowlate in thefirst quarterwe anticipate thelayoffstobeveryshortlived.

It seemsthat there is going tobe the constant at-tack on themiddle class, instead of anyreal or bi-partisan attempt to create jobsortoaddressthetaxationofthewealthy.InMissouri,aswellasotherstates,billshaveagainbeenintroducedfor;“RighttoWork”for less,eliminationofprevailingwagelaws,attacksagainstpublicemploy-eeunionmembers,teacher’spensionsetc.Allofthesearesimplyattacksonthehardworking middle class and an attempt tolowerthatstandardofliving. 2012,bringsusaPresidentialelection,statewide elections, recall elections inWisconsin. Teamsters Local 833 Updateyearsago,Hostess (IBC)cameout frombankruptcybutagainarefallingbackintoit. Teamsters are committed to workingwithallpartiesinordertoreachamutualagreeablesolution.Furthermore,wehaveto assure that our members will have achance tovoteonanychanges thatmaybemade. ThestrikebyTeamsters in thepipelineconstruction industry has ended, althoughissues remain unresolved and bargainingwill takeupwhereleftoff.TheTeamstershad called a strike against the Pipe LineContractorsAssociation (PLCA) over un-reasonable contract demands. The PLCA,compiled of over 70 companies, buildsand maintains pipeline infrastructure forthehighlyprofitableoilandgasindustries.OurTeamsterbrothersperformthedifficultdrivingtasksrelatedtohaulingandlayingpipeatpipelineconstructionsites.TheNa-tionalPipeLineAgreementbetweenTeam-sters and PLCA expired in January 2011,was extended twice, expired inDecember2011,andwillbeextendedagainuntilApril13,2012. Tim Meadows,vice President, Teamsters Local 600 State Representative 101st District ItishardtobelievethatyetanotheryearisbeginninghereinJeffersonCity,MO.Asmany of you are probably aware thiswillbemylastfullyearservingyouasaRep-resentative here in the Missouri GeneralAssembly.TermLimitshavereachedtheirpeakinmycareerhereandsoasIstarttowritetheveryfirstofmyseriesofinforma-tive updates let me just first reach out toeachofyoutosay“ThankYou”forallyoursupportandforyourpatienceofme.ThesepastnineyearshavebeenahugechallengeasIhavecontinuedmyfightforthework-ingmiddleclass inJeffersonCity.Thisfi-nalyearwillbeNOdifferent,as thoseat-tacksareveryrealandunfortunatelygettingworseforeachoneofusandourfamilies.

Herearesomeofthereasonswhy. Todatetherehavebeennumerousanti-workerpiecesoflegislationfiledwithahostofothersyettocome.Thenumberoneissuefacingallofusagain thisLegislativeyearis “Right-To-Work.” TheMissouri Senateheardtheanti-workerlegislationthisweekin Senator Jane Cunningham’s GeneralLawsCommitteeandasIwritethisitisstillinhercommitteewaitingtobepassedout.ThegoodnewsonthisfrontisthatalsothispastweekRep.SteveTilley,SpeakeroftheMissouriHouseinaninterviewhadstatedthatRight-To-Workwastodivisiveanissueand on realizing that hewas not going tobringthatupontheMissouriHouseFloorfordebate.However,whatweneedtokeepinmindisthatthereisalwaysthepossibil-ityofa“BallotInitiative”andbringingitupthatwaywouldorcouldputinonthebal-lotinNovemberof2012.Staytunedasthisfightisfarfromover. Other anti-worker legislation filed thisyear includes theguttingofMissouriPre-vailing Wage Laws on just about everypublicworks job there is known towork-ingfamilies,Paycheck(Deception)Protec-tionthusbarringunionsfromcollectinganyDRIVE donations for political purposes,

the abolishing the use of “Project LaborAgreements, and the list goes on and on.Unfortunately,therearealsothenever-end-ingattackson“PublicEducation,”TeachersandTeacherTenure.Wherethiswillallendnoonereallyknowsatthispresenttime.AllIcanaskofeachofyouistoremainvigi-lant,calmandtostayfocused.Ifallofthisstufforeven remotelyone singlepieceofthisanti–workeragendapasseshereinJef-fersonCityitwillhaveastingingeffectoneachofusformanyyearstocome.There-fore, please be ready to help in the daysahead.Itisnolongerourfuturebutitisourchildren and our grandchildren’s future atstakehere.Sopleasestopand thinkabouttheoverallseriousnessof theseattacks,astheyaremorerealnowthantheyhaveeverbeen before. Lastly, this pastweek inmyJointCommitteeonTransportationwhereIsitastherankingmemberIvoicedmyover-alloppositiontoturningInterstate70intoaTOLLRoad.IdidthisformanyreasonsasIcanonlyviewthisasharmfulnotonlytoourTeamsterDriversbuttothesafetyoftheoveralldrivingpublic.WhatImeanbythatisoncearoadwayisputintoTOLLstatusthentheTruckingCompanieswillbewant-ingtopulltwin53foottrailercombinations

Yes this plan would create an over-all abundance of “Construction Jobs” tobuildit.Keepinmindfolksthepeopleinpowerwant todoawaywith“PrevailingWageLaws.”Therefore,thisworkwouldbedonebytheso-called“RATS”andnotbyUnionContractors,whichcanguaran-tee a good and decentwage.Also underMissouri’sConstitution,thisworkwouldhavetobeunderaso-calledPrivatePart-nership entity.Which means the Privateinterest funds it,builds it, andmaintainsit, AND ALSO SETS THE COST OFTHETOLLS.Unlesssomegoodconcreteofferscomeforwardinthismatterwherethe Teamsters and Organized Labor areguaranteedaseatatthetableintheCon-structionandtheprotectionfromjoblossthenIamafraidIwillalwaysstandinop-positiontosuchanotionasTollingInter-state70.
