SBA oversees a wide variety of loan and disaster-assistance programs and offers business counseling and training to independently owned small businesses — the kinds of businesses that members of both parties point to as some of the most important job creators.
Lawmakers had hoped to complete a long-term reau-thorization of SBA programs by the end of the 111th Con-gress, but the two chambers were unable to come to an agreement after working on separate versions of the legis-lation.

Another Small-Business Extension Passes House

The House on Tuesday passed the latest in a long series of short-term measures aimed at ex-tending the authorization for Small Business Administration programs through May 31.
The bill (HR 366) passed by voice vote under suspension of the rules, an expedited process that limits debate and amend-ments.
Bill sponsor Sam Graves, R-Mo., chairman of the House
Small Business Committee, said that working on a more perma-nent extension of Small Busi-ness Administration (SBA) pro-grams is one of his top priori-ties.
―Small businesses are going to lead this economic recovery,‖ he said, expressing hope that he and other committee members would work together to enact a more permanent reauthoriza-tion ―that will bring these pro-grams into the 21st century.‖
The last long-term authoriza-tion (PL 108-447) of the SBA’s programs expired in October 2006. Since then, the programs have been reauthorized under short-term extensions. The most recent was signed into law (PL 111-251) on Sept. 30,
Small high-technology firms and research institutions are encour-aged to jointly submit proposals to DoD for high quality coopera-tive research and development to solve the defense-related scien-tific or engineering problems set forth in the solicitation, especially those concepts that also have high potential for commercialization in the private sector.
The 2011.A STTR solicitation will open for receipt of pro-posals on February 28, 2011 and will close March, 30, 2011. Three DoD Compo-nents will participate in the STTR 2011.A solicitation - the Department of the Army, the Department of the Navy and the Missile Defense Agency (MDA). The solicita-tion lists all the R&D topics
under which DoD is seeking proposals, and also contains detailed information on the parameters of the STTR pro-gram and how to submit a proposal. The complete solicitation may be accessed at http://www.dodsbir.net/solicitation
