  • On the domestic political front, the government’s “war room” plan a meeting today to

prepare for the upcoming censure debate motion against the government.

Charnkrit Dejvitak, an assistant attached to the PM’s Office, said the government

has set up a war room team to gather facts to defend cabinet ministers against

allegations brought by the opposition in the coming censure debate.

The war room team is tasked with speculating questions expected to be raised by

opposition MPs and go over the preparations for targeted ministers. The team

will hold a meeting at 10.00 hrs today at the Office of the Civil Service

    Commission (OCSC).

Charnkrit said the team expects the opposition to raise questions about the Covid-

19 situation and economic impacts of the 2nd

wave of the outbreak. The team will

prepare information about tangible measures rolled out to assist the people in

    fighting the outbreak.

The Criminal Court has ordered Progressive Movement co-leader Thanathorn

Juangroongruangkit to remove allegations on social media that the government’s vaccine

policy against the Covid-19 outbreak which accused the government of unfairly

favouring a company owned by His Majesty the King.

Progressive Movement co-leader Pannika Wanich came out to defend Thanathorn

as she denied that Thanathorn’s video clip was illegal. She called on YouTube

and Facebook to preserve freedom of expression. Pannika disagreed that any of

Thanathorn’s posts distorted information or undermined national security. She

urged YouTube and Facebook to stand by freedom of expression.

The movement had not received the ruling, Pannika said.

  • Meanwhile, Yutthapong Charassathien, Pheu Thai MP for Maha Sarakham, warned that

this round of censure debate against the government will be a fierce one.

Yutthapong said the government has showed signs of anxiety at the cabinet

meeting on January 26 since the opposition submitted the debate motion. This is

clearly seen from Prime Minister Gen Prayut Chan-o-cha’s order to withdraw the

motion concerning the controversial Chana Industrial Complex in Songkhla

province in which Yutthapong said the move is a result of the opposition’s

submission of a motion on the matter against the government. Upon the

appointment of Deputy Agriculture Minister Capt Thamanat Prompow to look

into the matter, the opposition had learned of some irregularities in the project

after discovering that a tycoon who owns a cement production plant wielded his

influence over local politicians to get them to purchase land in the green-zone and

used their influence to change the green zone land to the purple-zone land.

Yutthapong also implicated Deputy Prime Minister Gen Prawit Wongsuwan who

oversees the Southern Border Provinces Administration Centre (SBPAC). He said

this is the reason why the Prime Minister ordered the cabinet to withdraw this

motion regarding the Chana Industrial Complex and ordered Capt Thamanat to

    look into the matter.

Other issues to be raised in the censure debate are the government’s failure to

address economic problems caused by the outbreak including the unemployment

issue, the problem of the high cost living, especially a sudden surge of chilli price

and the Bangkok City Hall’s decision to raise the fare ceiling on the BTS skytrain

Green Line electric train to 104 baht.

In addition, the opposition will include the issue of the government’s order to

local administrative organisations to reclaim social welfare from the elderly in the

    censure debate issues.

  • Senator Wanchai Sornsiri believed that Prime Minister Gen Prayut Chan-o-cha will

survive the censure debate although several astrologers have foreseen a rise of political

turmoil and another coup in 2021.

Wanchai said Thailand will remain under the influence of the planet Uranus

which will last for 2 and a half years before Uranus moved out of Thailand’s way

    on March 8, 2023.

However, political turmoil will start to subside from March 29, 2021. Anti-

monarchy movements that seek to change Thailand will be eradicated by the

    influence of the planet Uranus.

The famed senator also said the censure debate against the government failed to

gain momentum from the public. The charter amendment process in parliament

will run smoothly, with charter amendment drafts being tabled for the 2nd

    and 3rd

readings in March. The process will proceed with a public referendum and the

election of charter drafting assembly (CDA) of 200 members as planned. The

charter amendment process will take around 2 years, Wanchai said. The

government’s term in office is due to end and the new charter will be ready for a

new general election, Wanchai said, adding that political conflict will not

escalate into further violence despite anti-government rallies. He also ruled out

an imminent coup and the opposition will not have enough strength to

    undermine the government.

Pannika Wanich, a co-leader of the Progressive Movement, herself came under fire from

self-exiled Pavin Chachavalpongpun for holding a party to celebrate her 33rd

    birthday,

with none of party goers wearing facemasks.

Pavin, who is working as a university lecturer in Japan and is wanted on lese

majeste charges, said while society condemned “DJ Matoom” Techin Ploypetch,

  • for holding a super spreader birthday event that caused more Covid-19 infections,

Pannika held a similar event that has the public raised eyebrows.

Warong Dechgitvigrom, who leads the royalist Thai Pakdee (Thai Loyal) group, said he

plan to file more lese majeste complaints with police in the next few days against

Thanathorn, Piyabutr Saengkanokkul, another co-leader of the Progressive Movement,

singer Chaiamorn Kaewwiboonpan, aka Ammy The Bottom Blues, and “Sai” Intira

    Charoenpura.

Warong announced in response to the court’s order for Thanathorn to delete his

Facebook posts after he was found to have violate the Computer Crime Act that.

The pro-democracy Ratsadon (People) Group announced 3 separate rallies today.

The 1st rally is to be held at 10.00 hrs in front of Government House by a woman

Buranakan (Integrated) network. The group posted the hashtag #Women must set

    direction for their own future”.

The 2nd rally is to seek justice by the Craft Beer Association of Thailand. The

rally will be held at 12.00 hrs today at the office of the Centre for Covid-19

Situation Administration (CCSA) in the Public Health Ministry

  • The 3rd one is a rally for musicians, artists, freelancers to seek justice from the

government for compensations they deserve. The rally will be held at 13.00 hrs

    near Government House.

The Royal Gazette published its endorsement of a by-election in the Constituency 3 of

Nakhon Si Thammarat province to fill in a seat left vacant as a result of the

disqualification of Democrat Party MP Thepthai Senpong. A by-election is expected to

be held on March 7, 2021 and candidacy registration is expected to fall between February

11 and 15, according to Royal Gazette’s announcement.

Meanwhile, the Phalang Pracharat Party (PPRP) MPs for Nakhon Si Thammarat

have proposed the party to field Ayasit Srisuwan, a former candidate for Nakhon

Si Thammarat, who lost to Thepthai in the last election, ignoring the Democrat

Party’s plea for it not to field a candidate to keep a tradition.

    Economic News

The opposition Pheu Thai Party said that Thailand’s GDP growth will likely be around

2.2 per cent for this year.

Paophum Rojanasakul, deputy secretary-general of Pheu Thai and director of the

party’s academic policy centre, said the centre predicted that Thailand’s economy

will expand at a range of 1.6-2.8 per cent, with a median estimate range of 2.2 per

cent, citing the effects of semi-lockdown restrictions on the economy in some key

    economic areas.

  • Paophum said the prediction reflects conditions of the private sector’s and the

labour market that have yet to be able to recover in line with the economy that

remains weak, the closure of businesses and the rising unemployment rate that

shows no sign of subsiding and aggravate in the 3rd

    quarter of 2020, pushing up

the country’s swelling household debt. Debt shows a tendency to aggravate

further from now on driven by the pandemic crisis.

Pheu Thai’s academic policy centre also sees the slowest growth for Thailand’s

exports when compared with other countries in the region, says Paophum. He said

this prospect is based on the structure of Thai export items that will recover at a

slow pace such as automobiles and machinery, compared with export items like

electronics and processed food that will recover at a faster rate.

The centre forecasts full-year foreign tourist arrivals at 3 million this year based

on the scenario of mass vaccinations rolled out by developed countries and that

the Thai government has policy to welcome vaccinated foreign visitors.

The centre sees a slow growth of the private investment rate as durable goods

showed no sign of recovery while the state sector lacks measures to promote

consumption of durable goods via spending by mid-and high-income earners. The

centre also predicts that Bank of Thailand’s monetary policy committee (MPC)

will keep the policy interest rate on hold at 0.5 per cent and headline inflation at a

range of 0.7-0.9 per cent. The party supports the BoT to use unconventional

monetary policy options due to the limited policy space. It predicts that the Thai

economy will not rebound back to the pre-covid level before the end of 2022.

The Tourism and Sports Ministry is still upbeat that Thailand could receive 5 million

international arrivals this year although the figures are half the original forecast of 10

million as the pandemic continues to ravage the tourism industry worldwide.

Phiphat Ratchakitprakarn, the tourism and sports minister, said if Thailand can

attract 5 million tourists this year under the current circumstances that would be a

  • success. However, he noted that the number of travellers from long-haul

destinations would be insufficient to reach the goal of 10 million arrivals.

The Tourism and Sports Ministry plans to hold discussions with the prime

minister and the Public Health Ministry about the possibility of including tourism

workers in the early stages of the vaccination programme.

Phiphat said he wants people working in the tourism industry such as hotel staff,

drivers and workers at restaurants and spas based in 7 major tourist cities of

Chonburi, Bangkok, Chiang Mai, Phuket, Krabi, Surat Thani and Songkhla

should be among the 1st groups to receive vaccinations.

Kasikorn Research Center (KResearch) warned that additional 20 per cent of hotel and

accommodations, accounting for around 3,700 in 20 provinces that rely heavily on

foreign visitors are at risk of closing down if the government fails to control the new

wave of the spread of the outbreak in the 1st quarter of this year.

At least 3,700 out of a total of 18,400 hotels and accommodations in the country

which concentrate in major tourist cities like Bangkok, Phuket, Pattaya and Krabi

    are at risk.

More than 1,000 hotels in Patong, Phuket, with a combined 40,000 rooms are

looking to sell their business, says a source who is a hotelier in Patong Beach.

Similar sentiment can be felt among hoteliers in Samut Island, Surat Thani which

is a home to more than 1,000 hotels and a combined 33,000 rooms. Of which,

    480 are legally registered.

New business registrations in 3 Eastern Economic Corridor (EEC) Chachoengsao, Chon

Buri and Rayong in 2020 (January-December) saw a decline of 16 per cent year-on-year

    due to the Covid-19 outbreak.

  • Thosapone Dansuputra, director-general of the Business Development

Department, reported that the number of new business registrations in the 3

provinces totalled 6,103, down 16 per cent from 1,151 in 2019.

As a result, a combined registered capital dropped 34.99 per cent to 7.254 billion

baht, compared with 26.972 billion baht in 2019 as a result of the outbreak.

The Department expects the scenario for new business registrations for this year

to be similar to last year due to concerns of domestic and foreign business

    operators.

Jay Mart Plc (JMART) has notified the Stock Exchange of Thailand (SET) about the

company’s board of directors’ approval for the joint venture of its subsidiary J Fintech

Co., Ltd. with KB Kookmin Card Co., Ltd. (KB), a subsidiary of Korean’s leading

financial business group, KB Financial Group on January 29, 2021.

Following the capital increase, JMART’s shareholding in J Fintech will drop from

90.2 per cent to 45.09 per cent and JMT’s stake in J Fintech will drop from 9.8

per cent to 4.92 per cent. KB will hold a 49.99 per cent stake, says Jmart chief

    executive Adisak Sukumvitaya.

The deal enables KB to expand its financial business in Thailand while J Fintech

and Jmart will capitalise on KB’s marketing strategies, tech, and know-how and

    funding, said Adisak.
