Referee Grades
USSF Referee Grades Explained
• All referees affiliated with FIFA have a designated referee grade. The grade indicates the qualification of the referee to officiate at various levels of local, national and international soccer competition. These referee grades are assigned by USSF.
• Grade 1 RefereesReferees who officiate in the World Cup and International matches are designated as Grade 1.
• Grade 2 RefereesAssistant Referees to Grade 1 Referees are designated as Grade 2.
• Grade 3 and 4 RefereesIn the United States competition at the National level (including professional soccer and MLS) requires Grade 3 or 4. Grade 3 indicates the referee's readiness to be considered for international service.

Referee Grades
• Grade 5 and 6 RefereesThe highest level of competition within a State (amateur leagues beyond youth) requires a Grade 5 or 6 where Grade 5 indicates the referee's readiness to be considered for National service.
• Grade 7 RefereesGrade 7 is an experienced referee in the state qualified to officiate all but the highest levels of amateur soccer.
• Grade 8 RefereesMost referees begin their careers as Grade 8 having taken the entry training course.
• Grade 9 RefereesVery young aspirants to refereeing may take an abbreviated training course and be registered as Grade 9 which qualifies them only for very young "small sided" matches (usually seven and eight year old players in six per team matches)

Referee Grades
• As referees advance to higher grades they are required to demonstrate their continued qualification for their grade through "maintenance" assessments and sustained high level competition experience.
• Each referee at Grade 7 or higher is also required to successfully pass a physical fitness field examination which includes distance, agility and speed tests (as set out in the Referee Administrative handbook). The results of this testing are recorded to fulfill part of the annual registration / recertification qualifications.
• In rare circumstances referees who fail to maintain their qualifications are "down graded" and this is reflected on their next registration.

Referee Laws
• Know all “18” Laws
• No Metal Hair Clips
• “No slide tackles for U8 and younger”
• Offside (Singular Not Plural)– “ Slow and Correct than Fast and Wrong”
• Mechanics: …slow… flags
• Ask questions if not clear on a Law

Do’s and Don’ts
• DO be respectful to Coaches and Players• Don’t tolerate a disrespectful Coach
• DO enforce the Laws of the Game• Don’t be blind to a foul (no call) because it is
easier to just let the play continue
• DO blow the whistle loudly• DO give direction immediately after blowing
whistle for a foul, or give restart (drop ball)

Do’s and Don’ts
• Don’t debate the Law book with a Coach or a player
• Do gently explain what you saw (short and sweet) and move on….IF necessary to diffuse a coach
• Don’t lecture players and coaches
• Do be the Referee. Manage the game! See Law 5 and Law 6.

• Hot Weather – have water breaks as you see fit. Be on the safe side..
• Lightning Detectors – When they go off (1 blast) leave field. – 3 blasts return

How to Deal with Parents and Coaches
• Your appearance walking on the field with your team sets the tone
• Attitude on the pitch is under your control• Your Attitude influences players, coaches,
parents• Advise captains to assist you with players• Discuss substitution procedure with coaches
before start of match after coin flip• Understand folks get emotionally upset for
different reasons…It’s Human nature.• Let coach complete rant – do not interrupt

How to Deal with Parents and CoachesDo’s and Don’ts Based on Referee Age and Comfort Level
• No closer than 5-7 yds from coach / parent• Do not enter team group during or at end of
match• Do not yell at coach / parent. Stay in control.• Do not get into a Law book discussion with
coach• Explain what you saw or did not see • Apply short phrases• Do not turn your back on coach, parent, player• Do not be a smart aleck
