Feasibility Study and Detailed Project Report for Six Bypasses on Gurgaon - Kotputli - Jaipur Section of NH-8 PROGRESS REPORT 1.0 Introduction The Ministry of Road Transport & Highways (MoRT&H) acting through the National Highways Authority of India (NHAI) has decided to provide 6-lane divided carriageway configuration bypasses for Manesar, Dharuhera, Behror, Kotputli, Paota and Shahpura towns on Gurgaon-Kotputli-Jaipur Section of NH-8. RITES has been entrusted with Consultancy services for preparation of Feasibility Study and Detailed Project Report for 6-Bypass for Manesar, Dharuhera, Behror, Kotputli, Paota and Shahpura towns on Gurgaon-Kotputli-Jaipur Section of NH-8 by National Highways Authority of India. The letter of Acceptance has been issued by National Highways Authority of India vide letter No. NHAI/12011/1/Bypasses/2010/ Raj/550 dated 9th July 2011. The Contract Agreement for the services has been signed on 7th September 2011, subsequently the letter of commencement has been issued by the Client, NHAI vide letter no. NHAI/12011/1/Bypasses/2010/Raj/2694 dated 7th September 2011. The project is located in two states namely Haryana and Rajasthan. The location of bypasses and relevant details are mentioned below.

2.0 Report Submission Quality Assurance Plan (QAP) The Quality Assurance Plan was discussed during a meeting with PIU Jaipur officials and accordingly QAP was submitted by the Consultant vide letter No. RITES/HW/NHAI/9014-30/6-BYPASSES/DPR/2011 dated 12th September 2011. Inception Report (IR)
The Inception Report have been prepared satisfying the ToR as well as the valuable suggestions deliberated and discussed at PIU Jaipur. The Inception Report had already been submitted by the Consultant vide letter No. RITES/HW/NHAI/9014-30/6-BYPASSES/DPR/2011 dated 16th September 2011. 3.0 Status of the Project 3.1 Mobilization Upon signing of contract Agreement between NHAI and RITES Ltd., the Consultants mobilized the teams for conducting different aspects of the study. The team for the present study comprising of the Senior Highway Engineer/Team Leader, Highway Engineer, Pavement Specialist, Bridge Engineer, Traffic Engineer, Material-cum-Geotechnical Engineer, Senior Survey Engineer, Financial Analyst, Environmental Specialist and Resettlement & Rehabilitation Specialist Quantity Surveyor/Documentation Expert. These personnel were assembled in Gurgaon, the head quarters, to formulate an effective work programme for the successful completion of the project to the entire satisfaction of the client. Several Meetings were also held with NHAI officials at Delhi office and Jaipur, PIU to streamline the work programme and effective completion of the work. Requested Khasara maps for transfer of proposed alignment corridors on Khasara map of each affected village
During the meeting held with Tehsildar of Shahpura, Kotputli and Behror, it was informed that the Khasara maps of each village will be provided against the payment of each khasara falling in each village map. At this stage of work, the consultant requires the copy of the revenue map only for transfer of alignment corridor on the khasara maps. The Project Director, NHAI, PIU, Jaipur is requested to help in this matter in obtaining Khasara maps at a nominal fee for desk study purposes, because unless otherwise without transferring proposed alignment corridor on the Khasara maps, affected khasaras will not be identified. For the affected khasaras required for preparation of 3D Gazette notification informations, the payment would be made for each affected khasaras accordingly. 3.5 Way Forward Presentation of proposed alignment corridor options at NHAI (HQ) and subsequent approval of alignment corridors shall enable the Consultant to proceed further for design and preparation of Quality Report and submission of various submittals. 3.6 Reasons for Delay, if any The project progress was hampered due to the following reasons: i) Road alignment study was hampered due to rainy season and sowing of crops.ii) Remaining field study could not be completed due to pending harvesting of crops.iii) The important activity of traffic study was not completed during September-October months due to important festival seasons which would affect the normal traffic by the induced traffic due to festival seasons. 3.7 Project Report Submission
