University of Brighton | School of Health Sciences | Foundation Degree Science Health and Social Care Practice (FdSc) – Assistant Practitioner Pathway Admissions Policy (2019-20 entry) 1. OverviewAs more emphasis is placed on health promotion in our society, there is an ever-increasing demand for qualified health and social care practitioners, this apprenticeship meets that need.

Assistant practitioners are experienced staff within the growing healthcare sector. They have skills and experience in a particular area of clinical practice and work in support roles alongside qualified healthcare professionals.

Incorporating the Health and Social Care Practice Foundation Degree, this Higher Apprenticeship is suitable for people currently working in a health or social care setting. It develops knowledge and skills needed to undertake assistant or associate practitioner roles.

This Higher Apprenticeship is suitable for people currently employed in a relevant job role to enable them to achieve the apprenticeship outcomes, and in receipt of sponsorship by their employer. In addition to meeting the course admissions criteria candidates must also meet their employer’s specification to enable them to apply for the Trainee Assistant Practitioner position.

2. Marketing Information is available on the University of Brighton website, potential applicants seeking information or wishing to apply should consult this website in the first instance. Local employers are aware of the course and are actively recruiting interested candidates through the year from their existing workforce.

3. Course fees via Apprenticeship Cohorts are made up of apprentices (whose fees for the apprenticeship are generally funded out of their employer’s apprenticeship levy). Non levy paying employers will need arrange sponsorship through a levy playing employer. In addition to gaining a place on the course, applicants interested in the apprenticeship need to be employed in a relevant health and social care setting and have the agreement of their employer to procure a place on the apprenticeship.

4. Application process Applications come directly to the university; full details are on the course website: https://www.brighton.ac.uk/business-services/professional-development/apprenticeships/health-and-science/higher-apprenticeship-in-assistant-pract.aspx

5. Admissions criteria Our admissions policy is to give as much information as possible to prospective applicants prior to formal application, in order to enable them to take an active role in selecting the most appropriate course for them and thus making an informed choice between this and other similar courses, such as Nursing Associate Apprenticeship, BSc in Nursing or BSc in Allied health.

As well as criteria for minimum academic qualification, the entry requirements for the course also emphasise evidencing knowledge and understanding of the profession and that candidates have appropriate values and the potential to achieve professional standards of behaviour and communication.

5.1. Minimum academic entry requirements The course academic admissions requirements promote widening participation, as one of the main aims of the course is to offer opportunities to those without the traditional qualifications for entry to higher education. As such, significant weight is attached to work experience and knowledge and understanding of the profession (see 5.2) when considering whether to invite an applicant to interview. Applicants will be expected to provide evidence of recent academic achievement (normally within 5 years of the start of the course) equivalent to at least a Level 3 Diploma, ideally in health and social care, or have additional qualifications/certificates/experience to demonstrate knowledge and experience in health and social care. They will also need to have achieved Level 2 Functional Skills in both Mathematics and English Language, or GCSE grade C/ new grade 4 (or above) prior to commencement on the course. Equivalent Level 3 qualifications might include:

• An Accredited Access to Higher Education Diploma (pass with at least 45 credits at level 3, health studies or equivalent preferred)

• Higher Education Certificate e.g. Open University module • National Vocational Qualification (NVQ) at level 3 or above BTEC National Diploma (18 units) • BTEC Certificate (12 units) International Baccalaureate (IB) Diploma • Completion of the Level 3 Certificate in Bridging Skills for Higher Education developed by

Skills for Health – (please note that although this is not a full level 3 qualification we may consider this as evidence of recent study when deciding whether to short list a candidate for interview)

Alternatively, relevant higher level qualifications may be used to meet the academic entry requirements such as:

• Higher National Certificate (HNC) • Higher National Diploma (HND) • A degree in a subject area unrelated to Health and Social care (alongside supporting

evidence of experience in Health and Social care such as The Care Certificate)

If academic subject previously studied is similar to this apprenticeship, we may be able to recognise prior learning if evidence of course content and assessment can be supplied. Please see 5.8 for further information on Recognition of Prior Experiential and Academic Learning.

Applicants without formal level 3 qualifications, but with significant relevant work experience and the support of their employer, will be considered on an individual basis and may be provided with an alternate exercise to demonstrate aptitude for study at this level, before being considered for shortlisting

Candidates also need to check with their individual employer that they also meet the Trainee Assistant Practitioner job specification, as it may differ from the academic entry requirements.

5.2. Knowledge and understanding of the profession Candidates need to demonstrate (in both their application and at interview) the insight they have gained into the profession, into health and social care generally and into the individual needs of those patients in various health care settings. 5.3. References Applicants are asked to supply two references. Normally particular weight is given to strong references from those who might be expected to have good insight into the relevance of the applicant to the health care profession (e.g. a reference from a health or social care professional).

5.4. Language For candidates where English is not their first language and where they have not previously been taught and examined in English: IELTS (International English Language Testing System) 7.0 (6.5 in writing) will normally be required prior to completion of the course.

5.5. Diversity, equal opportunities and widening participation The University of Brighton is committed to providing a fair environment that embodies and promotes equality of opportunity. We value the different contributions and experiences of all who make up our community, promoting mutual respect and understanding as well as freedom of thought and expression. In its Equality and Diversity Policy (see https://www.brighton.ac.uk/about - us/your university/equality/index.aspx ) the University “acknowledges the duty of higher education in promoting equality of opportunity and furthering social inclusion. We recognise the link between equality and excellence in higher education, and we understand that ensuring equality of opportunity is essential for the successful and innovative development of the university and its community.” The Foundation Degree in Health and Social Care Practice course aims to widen access to registration as a Nursing Associate for people who have not followed the traditional route to higher education. For example, those from diverse backgrounds and people with disabilities are encouraged to apply.

Applicants are encouraged to disclose any disabilities at application as this enables Student Services proactively to contact those who have been offered places prior to commencement of the course in order to consider course adjustments to meet learning support needs. The course leader is consulted regarding any adjustments and actions needed either to the selection process, or to facilitate their education. Employers supporting apprentices are also expected to engage in supporting candidates with access to work assessments and with ongoing practice based support required with guidance from the course leader and individual student personal tutor.

5.6. Health A self-declaration occupational health questionnaire is sent when an offer of a place on the course is made. Candidates/apprentices are encouraged to declare their circumstances as soon as possible to enable support needs to be identified and reasonable adjustments to be considered. All candidates/apprentices are employed, therefore their employer would be expected to provide any additional vaccinations that may be required to enable the student to undertake placements

which may be required to meet course outcomes in a variety of clinical settings, such as a spoke day in another team/department.

5.7. Criminal declaration All candidates complete a self-disclosure of criminal convictions at the time of application. An enhanced criminal records disclosure, commonly known as DBS, is required for each student, which is completed by their employer, and this is updated annually by self-disclosure during the course (in accordance with School policy, re-registration at the beginning of each year is not possible until this has been received). If an applicant discloses a conviction, the Admissions Tutor or Course Leader may need to contact them for further information. A decision about whether or not to invite the applicant to interview may require discussion with Course Leader and Deputy Head of School.

5.8. Recognition of Prior Experiential and Academic Learning In line with apprenticeship funding rules for training providers (August 2018 – July 2019, V2, paragraphs 197 - 202) experiential learning will be considered for recognition of prior learning at interview and will inform individual learning plans where applicable.

Where recognition of prior experimental learning is requested a through appraisal of the candidates existing knowledge, skills and behaviours against those required to achieve occupational competence will be undertaken by the admissions tutor in partnership with the employer (P201.1).

Claims for the Recognition of prior education or training, and associated qualifications, in a related subject area (P201.2), or any previous apprenticeship undertaken (P201.3), will be considered where evidence of learning can be provided (such as course/module handbook, module transcripts, and on occasion the completed assessment such as Assessment of Practice book if practice skills).

The admissions tutor, in liaison with the course leader and the employer, will review requests for recognition of prior experiential and academic learning on an individual basis. Please see Appendix 4 and Appendix 5 for application for recognition of prior experiential and academic learning documentation used by The University of Brighton. The admissions tutor would support candidates and employers in completing this documentation as required.

6. Shortlisting process To align with apprenticeship Education and Skills Funding Agency (ESFA) candidates must meet the applicant eligibility requirements. The apprenticeship funding rules for training providers (August 2018 – July 2019, V2, paragraphs 62 - 73) will be adhered to when shortlisting.

Safeguards will be put into place at interview, in collaboration with the employer, to ensure candidates will complete any funded courses prior to commencing this apprenticeship (P63.3). In addition, Individuals who are not eligible for funding (P73) rules will be followed.

Applications are reviewed by the course admissions team who check that the relevant criteria are met, including, DBS disclosure, references, personal statement and disclosed disability (to ensure that needs are identified and met in the case of call for interview). Applications are checked to ensure they include:

• Evidence of meeting the academic entry requirements

4

Page 5: FD Admissions Policy AP Pathway - abcltd.org.uk  · Web viewTBC. 1 rep. SCHT 1 rep. UoB. 1 rep. WSHT 1 rep. UoB. On the interview day each candidate will have two interviews, with

• Rationale for applying for the course • Insight into the course and route they are applying for• Individual qualities and values as highlighted in the personal statement• Employed by a levy paying employer (or have agreement in place for course fees) and are

sponsored by their employer• references

On the basis of the information provided by the candidate in the application the admissions tutors select the most appropriate candidates for interview.

Those that do not demonstrate meeting the academic entry requirements at application will only be considered if they have highlighted in their personal statement that they are currently undertaking the course to meet entry requirements and are due to complete it in time to obtain evidence of completion and outcome prior to the course start date.

7. Selection Events There are normally nine or ten selection events for each intake, each year, and these usually take place in June/July for September intake, and September/October for the February intake. Groups of (usually) 10-12 shortlisted candidates are invited to attend. During the group selection event (in which, amongst other things, they are interviewed individually), there is also an opportunity to ask questions of the academic staff and an employer representative. The interview consists of two panels; Panel one has a member of the course team present, and an employer representative, and their focus will be on academic ability of the candidate. Panel two has a member of the course team present, and an employer representative, and their focus will be on values based recruitment. The Admissions Tutor will be a circulator on the day to ensure smooth running, and to collate interview documentation and answer candidate questions. The complete interview process lasts approximately six hours, during which candidate’s complete two entry assessments, and two interviews as outlined above. The format is as follows:

1. Arrival and handing over of documents to be checked/copied by admissions team.2. Presentation from admissions tutor about the course and opportunity for candidates to ask

questions (25 minutes). 3. Literacy and numeracy assessments to be completed by each candidate. 20 minutes per

assessment, with additional time available if the candidate has identified they have a learning support need (40 – 60 minutes), a calculator is allowed for the numeracy test. Please note that the apprenticeship guidelines do not normally require candidates who have applied for a place on the Assistant Practitioner pathway to pass the literacy and numeracy assessments (40% pass mark is required for Nursing Associate pathway candidates) to gain a place on the course. However, these assessments are vital screening tools in supporting the course team to identify candidates who make need extra support in developing these skills prior to starting the course, and once they are on the course, to ensure they are supported in meeting the assessment requirements of the course.Individual employers may have a different requirement in place depending on the job specification of the Trainee Assistant Practitioner position the candidate is applying for, so communication with employers on individual candidates will take place when required.

5

Page 6: FD Admissions Policy AP Pathway - abcltd.org.uk  · Web viewTBC. 1 rep. SCHT 1 rep. UoB. 1 rep. WSHT 1 rep. UoB. On the interview day each candidate will have two interviews, with

4. Individual interview ‘slots’ for each candidate allocated to each panel as outlined above (15 minutes per panel)Questions will include:

o Their reasons for choosing this course to support their career aspirations and their personal experience that relates to the profession

o Their personal qualities relevant to being a Assistant Practitioner o How they will apply themselves to academic study

The interview panel may probe further where necessary (e.g. if a candidate requires help or is unclear). During this time the interview panel take notes on the candidate’s responses to enable objective discussion and independent scoring of each candidate.

5. Prior to their interviews the admissions tutor will give feedback on how the candidate did on their literacy and numeracy assessments, and if they have not achieved 40% advise them that the admissions team will communicate with the employer to check the employer requirements in the job specification for the Trainee Assistant Practitioner position they have applied for in relation to literacy and numeracy, and a learning support plan will be created in partnership with their employer as identified previously. If the employer identifies that a pass mark of 40% is a requirement for the Trainee Assistant Practitioner position they have applied for, then a learning support plan will be developed and the candidate can have up to 2 additional attempts to re-take the assessments during this admissions cycle.6. Once the candidate has completed both interviews they will be advised by the admissions tutor they can leave, once they have confirmed they have received their documents back.

At the end of each recruitment event, all four members of the interview panels and the admissions tutor carefully consider each candidate according to the following criteria:

Has shown evidence of meeting the academic entry requirements Interview scores for each panel (must meet the minimum scores for each panel) Completed literacy and numeracy entry assessments Any personal issues highlighted by student that could affect start date (such as annual leave)

7.1. Rationale for running Selection Days in this way rather than by Multiple Mini Interviews • Interviewing candidates independently is preferred by the course team as it reflects that

candidates are as a majority from a widening participation background and therefore may not perform well in a multiple mini interview or group interview setting.

• Having two panels with both an employer representative and a member of the course team ensures validity as the candidate will be interviewed by at least one panel that does not know the candidate (not their employer representative) and two different course team members.

• The admissions tutor oversees the day to promote internal consistency and reliability in how the documentation is completed and supporting the candidates and interviewers.

• All entry assessments are marked by the admissions tutor to ensure completed and consistency.

8. Offers of places All successful candidates (i.e. members of the new cohort) are sent a welcome letter from the Foundation Degree Course Administrator, and a copy of the Induction day’s timetable. In addition candidates are e-mailed regarding uniform fitting, and identification badge name wording check. They also receive an official offer letter via the admissions portal.

Where a candidate receives a conditional or unconditional offer that will only be valid for the academic year in which the offer is made. For example, if a candidate receives an offer to start the course in September they must commence the course in that month or with the February cohort in the following year. If the candidate fails to start within that academic year their employer will be notified and the candidate will need to reapply.

As agreed at March 2019 course board candidates will be asked to sign a consent form to enable the admissions team to share the outcome of interviews with their employer. This is to enable to employer to make the potential changes to the apprentices working area in a timely fashion to support a good induction period prior to the course start date.

9. Feedback to CandidatesDue to the high volume of applicants it is not possible to give individual feedback to candidates not shortlisted at application, however generic feedback will be given on what needs to be included in their application. Feedback on performance at interview will be provided if requested and candidates advised to contact their employer for guidance/support for future application.

Appendix 1: Information for employer partners re. Changes to recruitment processes

In the coming months Foundation Degree Admissions will be moving over to central admission to support the larger intake of numbers. In preparation for this we are making changes to the admissions processes.

The proposed changes agreed at March 2019 course board will take effect immediately in preparation for the September 2019 intake:

Candidates will be given an option of which date to attend interview (in collaboration with their employer) once they are successfully shortlisted, which will not necessarily relate to the date that their employer representatives are interviewing. We will be requesting interview representatives from each employer to cover the 9 – 10 interview dates between all (two reps per day), however they may not meet their candidates on this day. This brings us in line with other university courses, and enables candidates to select a date that suits them. For instance for two dates we may have trust reps as follows:

Interview date Interview Panel 1 Interview Panel 2TBC 1 rep. BSUH 1 rep. UoB 1 rep. ESHT 1 rep. UoBTBC 1 rep. SCHT 1 rep. UoB 1 rep. WSHT 1 rep. UoB

On the interview day each candidate will have two interviews, with two different panels as above.

8

Page 9: FD Admissions Policy AP Pathway - abcltd.org.uk  · Web viewTBC. 1 rep. SCHT 1 rep. UoB. 1 rep. WSHT 1 rep. UoB. On the interview day each candidate will have two interviews, with

Panel one will focus on academic questions, Panel two will focus on Values Based questions. This approach will offer more validity to the interview process with each panel offering a final interview score to be married up with other interview paperwork including literacy and numeracy assessments.

Assistant Practitioner candidates no longer need to meet the 40% pass mark for literacy and numeracy assessments as per the apprenticeship guidelines. However, if they do not meet this standard the admissions team will communicate with the employer and the course team so that extra support can be provided to help the candidate in these areas as identified in the admissions policy. If it is a requirement for the Trainee Assistant Practitioner position the candidate has applied for that they have a minimum standard of literacy and numeracy then a plan will be made collaboratively to support the candidate in meeting this requirement for the next intake, or future application.

At the end of the interview day there will be a team debrief where all candidates can be discussed, and any concerns highlighted with the interview panel members and admissions tutor. One admissions tutor will be overseeing the day (not on a panel) so they can mark all assessment papers, answer questions as they arise, and check documents etc. so the interviewers can focus on the candidates.

All candidates MUST submit their evidence of qualifications (Certificates) at application stage to UoB. If this is not attached to their application then they may not be shortlisted. We have numerous examples where students have failed to provide the required evidence of entry qualifications for the course in a timely manner, therefore if they have any outstanding certificates we are asking employers to support them in obtaining these prior to application. If a candidate is studying towards a qualification at point of application, then they must state this in the supporting information and provide a planned date for assessment to evidence this will be prior to the course start date.

In addition to the level three qualification (or equivalent), all candidates MUST have both Functional Skills (or equivalent) at point of application, or be due to complete prior to the course start date and have a planned assessment date booked. Candidates with one functional skill outstanding will no longer be accepted onto the course due to how this has disadvantaged current students. We would advise that candidates are supported in completing their Functional Skills then applying for the next intake.

All employer representatives and academic staff supporting interview days are kindly asked to provide evidence of their mandatory Equality and Diversity training for our records. This can be provided by sending a copy of the certificate for our records, a screen shot of mandatory training log, or by providing the date training was completed and confirming in an e-mail that this have been achieved and that evidence can be provided if necessary. Please send to: [email protected]
