It’s the start of the new 2015-16 school year, a time of excitement and promise for

educators, families and students. As your Superintendent of Schools, it’s an honor

to work with everyone in our community who is dedicated to ensuring all of our

children have opportunities for success, starting with education.

The community of those who care is vast, including business and private sector

leaders, school trustees, institutions of higher learning, the 32 school districts and

many charter schools that comprise our diverse county. We are a region rich in

culture and intellect. Collectively, we can strive to provide our children with the

resources and dedication essential to their young lives from birth, through the

school years and into a promising future.

This directory was created to provide you with a valuable tool to navigate ourschool sites, districts, programs and services in Fresno County. Please also visit

The Role and Function of theFresno County Board of Education

The Fresno County Board of Education works with the Superintendent of Schoolsto provide services and support to the County’s 32 school districts. The Board isdirectly responsible for the education of youth in the custody of the Fresno CountyProbation Department through the Court Schools system, which includes AliceM. Worsley School, Kermit Koontz Education Complex and the Violet HeintzEducation Academy. The board is also responsible for Community Schools whichserve students who are out of custody and on probation, and students who areexpelled from district programs. The Board of Education has the sole responsibilityof reviewing expulsion and inter-district transfer appeals.

The Fresno County Board of Education is also involved in the Fresno County SchoolTrustees Association, Inc., the California County Boards of Education, and theCalifornia School Boards Association. Board members must reside in one of the fiveFresno County Board of Supervisors districts within Fresno County, and are electedby the voters of the district.

County offices of education are the intermediate level of the publiceducation system in California. Serving 32 school districts and almost

200,000 students, FCOE has a legislative mandate to ensure that schooldistricts remain fiscally solvent and in compliance with state and federallaws. Moreover, county offices serve as a safety net for students with specialneeds, offering direct services for migrant, special education, and court and

community school students.

County offices also provide a full range of support programs and services. Theseinclude professional training and staff development, curriculum, business andfinance support, health and pupil personnel services, as well as legislative andpublic policy leadership and advocacy at the local, state and federal level.

Special EducationThe Special Education Department provides individual, small group andclassroom instruction that emphasizes the development of cognition, language,social, behavioral, self-help and academic skills to individuals ages 0 to 22who have various forms of abilities. Needs are addressed within a frameworkof developmentally appropriate curriculum aligned with state standards. Animportant goal of our program is to enable students to become independent,valued citizens of their communities. Services are provided in a variety of settingsincluding: home, preschool, school and community.

Special Education Local Plan Area (SELPA)The Fresno County SELPA is divided in four regions with representation from31 Local Education Agencies (LEAs), including the Fresno County Office ofEducation Special Education Operated Programs. The SELPA ensures the deliveryof special education programs and services to the students with disabilitiesresiding within our regional boundaries. The SELPA also provides Autism, PositiveBehavior Intervention Supports (PBIS) and Mental Health Services to LEAs.

Career Technical EducationThe Career Technical Education department manages the Fresno RegionalOccupational Program (ROP), which empowers students to make meaningfulcareer choices by providing opportunities for them to explore their interest,develop career skills and reinforce academics through career technicaleducation. Programs include agriculture and natural resources; arts, media and

entertainment; building and construction trades; education, child developmentand family services; energy, environment, and utilities; engineering andarchitecture; fashion and interior design; finance and business; health scienceand medical technology; hospitality, tourism and recreation; informationand communication technologies; manufacturing and product development;marketing, sales and service; public services; and transportation with offerings

varying from school district to school district. Fresno ROP offers students awide range of educational benefits, including college credit for qualifyingcourses, industry certification and internships when appropriate. Moreimportantly, Fresno ROP allows students to develop a passion in what maybecome their lifelong career.

Migrant Education ProgramThe Migrant Education Program is a federally funded supplemental programthat provides education and support services to identified Migrant Children ages3-5, 6-18 and 18-21 Out of School Youth (OSY) in the areas of Language Arts,Reading and Math during the regular year and summer/intercessions.

Parental involvement and training are an important component. The MigrantEducation Program conducts a minimum of six Regional Parent Advisory Councilmeetings per year. In addition, each of the 20 participating districts within FresnoCounty hosts regular Parent Advisory Council meetings.

Fresno County Court and Community SchoolsThe Court Schools provide educational services to students who are under the

jurisdiction of the juvenile court and are in custody at the Fresno County Juvenile Justice Center. The school program is WASC accredited and offers a course ofstudy that leads to a high school diploma. The Community Schools provide educational services to out-of-custodystudents in grades 7-12 who are referred by the Probation Department, JuvenileCourt, Department of Social Services, and school districts. Most studentsreturn to their districts of residence after a semester or a year; however, somecomplete graduation requirements while enrolled in our program and earn theirdiplomas.

Our students fit one of three categories: neglected or delinquent, probationreferred, and/or expelled.
