PART I

INTRODUCTION

Environmental Report: The Bi-annual environmental monitoring report covers the period of July to December 2015 of Faizabad- Baharak Road Project is part of Environmental Monitoring Programme. The purpose is to recognize environmental impacts and to assess competence of accepted mitigation measures during the reporting period and offer recommendations improving environmental performance. The report includes environmental monitoring activities undertaken, details of monitoring data collected, analysis of monitoring results, recommended mitigation measures, environmental training conducted, and environmental regulatory violations. The findings and recommendations of this report are based on field inspections and observations carried out from environmental inspections to construction site by the project staff. This report is prepared by Supervision Consultant and submitted to Program Management Office (PMO), Ministry of Public Works (MPW).

Description of the Project The Faizabad–Beharak road project is financed by the Asian Development Bank (ADB) under the Multi-tranche Financing Facility (MFF) for Transport Network Development Investment Program. The 44-kilometer (km) road passes through the Faizabad, Arghanchkhwa, and Beharak Districts of Badakshan province of North-Eastern Afghanistan. The objective of the project is providing transport facilities to improve the economy and welfare of the region by construction of 44 kilometre (KM) road passes through the Faizabad City (Canter of the Province), Arghanchkhwa, and Baharak District of Badakhshan Province of North-Eastern Afghanistan.

Construction Activities: The Project road is designed according to the two-lane major road standard. The works consist of construction of the existing track to a two-lane paved (bituminous) road of 7.0 m width 1.0 m paved shoulder and 1.0 m granular shoulder each side with overall width of 11 m as per the Interim Road and Highway Standards of MPW. In addition, the works also involve construction and rehabilitation of 6 bridges, and 203 culverts to two-lane standards. The on-going construction activities of the project involve the earth (soil & rock) excavation for the road widening, spreading of sub-base course, paving aggregate base and concrete, making shoulders, construction of river bank protection, construction of stone masonry retaining walls, construction of side drains ditches, provision of road furniture, guard rails, road sings and road marking, construction of culverts, other miscellaneous and maintenance work. The commencement date of the project was April 24, 2012 and contract duration was 30 months. Because of Land Acquisition, Design issues and some other problems, the civil works did not achieved on time. So, an extension of time has given to up to June 2016. The physical progress achieved on the project by the end of the current reporting period was 48.76% of the total. The summary of these activities as follows in Table 1:

Awareness Program During the reporting period the several meetings with Contractor’s Project Manager (PM) and Engineering staff were discussing of implementation of Environmental protection, management and monitoring. The International Environmental Specialist of consultant had explained EMP items and their monitoring to the project staff during his visit in October and November. As well as, Environmental Engineer of Contractor conducted meeting with workers regarding personnel safety and environmental safeguard.

PART II

ENVIRONMENTAL MONITORING Current Situation: No significant environmental issue were flagged and no complaints received from the local residents and no adverse impacts occurred as a result of construction activities during the reporting period. The Contractor kept records of road safety; environmental considerations of the construction sites; air quality and noise; within the reporting period, no adverse environmental impacts related to the works have been noted or observed. Within the reporting period as per our monitoring methodology, International Environment Specialist, Team Leader, Resident Engineer and Field Engineer of Consultant along with Project Manager and Site Engineers of the Contractor have inspected the camps and active construction sites. During the inspection, overall methodology to assess and monitor EMP implementation was conducted. In addition, the consultant team regularly monitored and addressed the issues of air quality, construction waste disposal and noise. As well as, the consultant and contractor jointly monitored the site; specifically, August 28, September 29, October 26, November 27 and December 15, 2015, which is reported in Annex A.

Water Quality The Faizabad- Baharak Road is aligned mostly parallel to the river, especially, 22KM of the project which is very close to the river. A sort of water bodies; such as, canal, channel, river, etc. can be polluted by discharging pollutants into the water bodies without adequate treatment to remove harmful compounds. The carelessness of the contractors in the road construction projects can contaminate the water which affects plants and other living organisms in the water bodies. Mitigation Measures: the contractor is tightly monitored to avoid any pollution to the natural water and community water resources by diesel, lubricant, chemicals, etc. in all stages of construction work, specially, bridge construction. So, no major occurrence has been observed during the reporting period.

Natural Disaster These are existing environmental problems and not associated with construction activities. Poor land use pattern in several areas has contributed to temporary flood, road congestions and impacts to other environmental sensitive locations. The Contractors have been informed to be alert about the natural disaster at any time. No disaster is reported during the reporting period. Mitigation measure: The awareness programs with the help of local Governmental authority in particular areas have been conducted to educate people regarding those problems. Local community should assume responsibility for prevention of such problems with the assistance of relevant authorities.

Air Quality and Dust Generation One of the major environmental problems identified for road construction projects is generation of dust due to wind and movement of transport. In addition the transportation of construction materials and other construction related activities also increase the dust level in the project. The dust causes adverse impacts such as respiratory problems, nuisance to the road users and roadside communities.

Mitigation Measures: During the reporting period dust generation was not an issue due to regular watering of the existing road to minimize dust near the public sensitive locations. Construction materials were properly covered during transportation, load and unloaded at the strong wind. The consultant also monitored the vehicles and machinery to be kept in good working order to limit exhaust to air. And regular maintenance of the temporary labour camps is ensured. Noise and Vibration The noise and vibration creators at the road construction site are rollers, graders, trucks, crusher plants, concrete plants, power generators, etc. Mitigation Measures: The Contractor has employed practical means to minimize noise resulting from construction work which were agreed with Governor and Police. Drivers were informed to move slower and to avoid use of horn in the town. No night time activities took place.

Loss of Top Soil No topsoil was identified and subsequently stripped at the construction site within the reporting period.

Flora and Fauna Deforestation is one of the major environmental problems in Afghanistan and should be addressed properly. In accordance with Contractor the removal of trees within the ROW at different section was agreed with owner. The Contractor should replant three trees instead of removed trees based on Contract. The contractor should update the trees replantation and re-vegetation Plan for the next spring to for the following objectives:

Integration of national highway in the landscape Avoiding of process of erosion in the slopes and Protection of surrounding habitat

The plantation also positively impact the environment and recreation value of the area. In most of the road alignment, the irrigation channel runs parallel to the road which diverted from the river. In addition to the contractor, the local people also planted some willow sapling along the channel. It is mentionable that no forest is available along the road to have impact on wild life.

Soil Erosion Soil erosion caused by improper construction activities during the rainy season. It impact carriage ways, embankments, slopes and surrounding agricultural lands. Insignificant erosion and sedimentation of excavated material caused by construction activities during construction of the road not addressed. Mitigation Measures: Fortunately Contractor observed required technical steps to avoid erosion on road project site. No erosion has been resulted.

Public & worker safety The public & workers safety is one of the most important responsibilities of the contractor and safety equipment’s especially footwear, safety jackets, helmets, etc. to be supplied to workers depending on their activity.

Mitigation Measures: The consultant continuously monitored and satisfied from the safety. Establishment of the warning signs, speed limits and signals, provisions of safety gears to the workers depending on their duty, continuous checking of safety arrangements by the safety officers, safety training for the new employees prior to start work by the safety officers.

Public Complaints The people along the road are mostly supportive and the project staffs address immediately, if any complain received, to the satisfaction of all parties. No complaints were received during the reporting period. However, the works at the several sections are still suspended because of unsolved land acquisition and resettlement problems. Table 2 displays the road segments with the existent land acquisition problems: Table 2: Road segments with the land acquisition problems

PART III The organizational structure for the Environmental Management / Monitoring is shown in the following organization chart.

Environmental Management System The Contractor’s ESO and field inspectors performed daily site visits to the project sites. PMO Environmental team visited on project sites minimum once a month. Consultant staff/ Environment Specialist performed periodic site inspections.

Noncompliance notices Some non-compliance was noticed during the reporting some non-compliance was noticed during the reporting period (see Annex A).

Social Impact Project activities resulted mainly in positive social impacts. The people who are losing their lands and property due to required land acquisition were fairly compensated. Positive impacts include providing of the employment opportunities to the local population and anticipated reducing of the pressure on the natural resources for survival and income generation. In future this road will provide to the local people many of business opportunities. Many commercial, residential and public/common structures built which shows a considerable change in people life socially and economic. In the future, the road will provide to the local people many of business opportunities.

Conclusion and Recommendations: During the implementation of the project, there were no reports on adverse impacts on the environment. Project road is not located within environmentally sensitive areas, national parks or natural forest. Therefore, the effect on flora, fauna and different ecological habitats due to project activities is insignificant. Overall, it appears to comply with some of the mitigation plans as contained within the EMP, however, there are certain measures where non-compliance are evident which require the following suggestive action:

Ensure the using of Personal Protective Equipment (PPEs) for the workers at sites. Construction site fencing should be done and ensure the safe movement of the pedestrian. Labours and contractor’s representatives should be discouraged to occupy the road

alignment. Sufficient wall-mounted hand fire extinguisher should be provided at campsites, site

offices, fuel stations, workshops, laboratories and where required. Ensure the mobilizing/remobilizing of the environment specialist to supervise and monitor

the environmental activities in time.
