Our Inspection Team is currently serving 18 different counties in Indiana and we take pride in our proven track record of on-time submissions and highly-satisfied clients, as evidenced by the numerous Local Public Agencies who continue to re-hire USI for their bridge inspection needs.
USI utilizes the bridge inspection software developed by InspectTech, a company that is now under the Bentley group of companies and provides comprehensive software solutions for the inventory and maintenance of today’s infrastructure. A special note, USI partnered with InspectTech over 10 years ago, prior to INDOT’s hiring of the InspectTech/USI Team to develop their current NBIS Bridge Inspection Software, due to the ease of use of their software systems. Our familiarity with this software and our working relationship with InspectTech, have allowed USI to be at the forefront of bridge inspections within Indiana.

Robert Coop, PE - USI’s Project Manager. Rob’s experience includes performing thousands of structure inspections, serving as a PADI certified rescue diver, is confined space certified, and is certified to use “under bridge” inspection equipment during inspections. Rob has completed over 5,000 regular bridge inspections during his 15 year tenure at USI.

USI’s Project Manager, Rob Coop, will oversee three additional INDOT certified Team Leaders on USI’s staff and an additional subconsultant Team Leader. In addition, we offer a team of support staff members who may provide services on this project. These engineers and technicians provide all the load ratings, calculation reviews, cost estimates, bridge drawings, and assist with the draft and final inspection reports.
As noted above, our team has more than adequate resources to complete these inspections and get the reports approved and finalized on time. It is USI’s Bridge Inspection Team’s goal to have a 100% SUCCESS RATE in meeting the project schedule, in most cases, we are able to beat the schedule by at least one month.

Rob Coop will serve as the Project Manager for this project and represents one of four Team Leaders USI maintains on staff to perform county small structure and bridge inspection programs. Rob’s experience includes inspecting over 5,000 bridges and small structure responsibilities entail inputting the updated field inspection data utilizing tablets and laptop computers in the field with the Bentley InspectTech web-based software. He prepares the final reports in the office after all inspection data is field entered. This ensures that all data is collected properly before leaving the field, guaranteeing costly returns to the site are unnecessary. This is another way USI can control costs to our clients. Rob is also one of four USI divers and serves on our underwater inspection team. Rob, a certified rescue diver, has all training requirements necessary to meet the OSHA diving requirements for this specialty service USI offers.
Mr. Coop has been involved in the highway industry throughout his career. Prior to joining USI, Rob served as the Montgomery County Highway Engineer. Rob also spent several years as the Hendricks County Assistant Engineer, and as a Project Engineer for INDOT working on highway and bridge construction projects.
As Project Manager, Rob will use his experience to coordinate the project team to ensure all structures are inspected accurately and that all recommended maintenance, repair or replacement needs are clearly defined and understood by Fayette County.

Mike has over 25 years experience in bridge engineering, inspection and construction, focusing on the design and analysis of bridge structures utilizing reinforced concrete, pre-cast/pre-stressed concrete, steel, and prefabricated treated timber for INDOT and both federal aid and locally funded LPA projects.
Mike heads USI’s underwater dive inspection team, consisting of three registered engineer divers and one engineering intern. USI has completed underwater inspections for several counties and served as a sub-consultant to other Indiana engineering firms. In addition, USI is prequalified to inspect small structures, complex bridges, and perform fracture critical bridge inspections. USI’s inspection team is trained to perform confined space entry permit inspections on any type of structural system.
Mike’s entire career has centered around providing LPA clients with thorough, accurate inspection data and user friendly reports. Mike has developed many 5 Year Structure Improvement Plans for USI’s bridge and small structure inspection clients that match an LPA’s funding to their needs in the most efficient manner possible.

Brett serves as a Team Leader on County Inspection and Inventory Projects having performed over 3,000 regular bridge inspections. Brett’s experience running his own inspection team allows USI the flexibility to run multiple inspection teams to meet project schedules.
Mr. Longenecker is a member of USI’s underwater inspection team, having completed inspections in numerous Indiana Counties.
Brett is responsible for assembling all NBIS Bridge Inspection reports for submittal to INDOT and to the various counties. He reviews all load rating analyses and reports prior to submittal. Additionally, Brett works with USI’s Bridge Design Staff assisting with bridge replacement and rehabilitation projects, including the use of HEC-RAS to perform hydraulic modeling and bridge sizing for replacement bridge projects.

George provides the experience in a wide range of bridge engineering, inspection, and environmental fields. He is experienced in hydraulic analysis, structural design, road design, bridge inspection, bridge load rating, certified in commercial underwater diving inspection, environmental mitigation, and permitting. George has been involved with the design of numerous local, state, and federally funded vehicular bridge rehabilitation and new construction projects.
Specific responsibilities include structural design for new construction and rehabilitation; hydrologic, hydraulic, and scour calculations; permit application for various state and federal agencies; and bridge inspection, scour inspections, underwater SCUBA bridge inspection, confined space bridge inspections, and load rating.

Bonnie has over 30 years of experience in bridge engineering, focusing on the design, inspection and project management of bridge structures. During her career, she has worked on projects ranging from box culverts to long span Ohio River bridges.
In addition to structural design, Bonnie’s extensive experience in the inspection of bridges includes bridges ranging from simple interstate grade separations to long span Ohio River bridges. She serves as project manager, inspection team leader and/or field inspector as needed. She has managed and participated in fracture critical and in-depth inspections on most of the Ohio River bridges from Cairo, Illinois to Ashland, Kentucky.
Bonnie’s current responsibilities also include serving as the Quality Control Officer and the Load Rating Engineer for USI’s Bridge Inspection Department.

SJCA, P.C. - DBE (3%) - will serve on the USI Consultants team as added capacity for the bridge inspection qualifications identified in this RFP.
Mr. Towle joined the USI Business Development Team and serves as a primary contact for East Central Indiana. Derek served as a Hancock County Commissioner from 2006 to 2014. He functioned as the president of the Hancock County Board of Commissioners for four of the eight years he was in office and served on many different boards and commissions. He was a member of the I.A.C.C. Board of Directors during his time as a commissioner.
Derek has worked for the City of Greenfield Police Department since 1990 and has held every rank for the department from patrolman to the current rank of Major/Deputy Chief of Police. Derek served as the Commander of the Hancock County Joint Tactical Team, Commander of the Hancock County Fatal Crash Team, City of Greenfield’s Traffic Safety Officer, Crash Reconstructionist, Certified Police Instructor, Dive Team member, Member to the Department’s Honor Guard and Quartermaster for the department. Derek brings a wealth of knowledge and county experience to our USI team.

For over 20 years, Phil has served as a Vice President for USI focusing on project development. He has over 30 years’ experience in the Civil Engineering industry primarily in the design and management of transportation related projects throughout Indiana. Phil uses his extensive background on civil engineering type projects to help USI’s clients maintain their infrastructure. He has helped the Indiana Department of Transportation (INDOT), Counties, Cities, Towns, and private clients complete hundreds of projects throughout his career.
Phil also works to help improve his profession by serving on ACEC and ISPLS legislative committees, working with state and national representatives and senators to increase funding for infrastructure nationwide and other legislation pertinent to engineering and land surveying. Phil serves as ACEC Indiana’s PAC Board Chairman, and as ACEC National PAC Champion for Indiana, and in 2013-2014 served as Chairman of ACEC National PAC. He also serves on the Board of Purdue’s Local Transportation and Assistance Program (LTAP) helping local public agencies (LPA’S) maintain and improve their roads, bridges, and other infrastructure.
Greg has been with the firm since 1999 and has over 29 years of continuous experience within the transportation field which includes bridge inspection and preparation of construction plans for bridge and road projects. He has been a bridge inspection team leader for over 1800 routine bridge inspections over the last ten years.
Rajiv has over 19 years of continuous experience within the transportation field which includes bridge inspection, and preparation of construction plans for bridge repair and replacements. His bridge inspection experience includes the inspection of several major river crossings.

>> Project Approach
USI’s project manager, Rob Coop, PE, will lead the team effort and coordinate all inspections into a single point of contact for the county. Rob will use his experience to lead our team’s effort and provide concise and useful information to the county. All inspection teams will report daily any critical findings directly to Mr. Coop. Rob will then either personally inspect, or have Ms. Bonnie Money, USI’s QC Engineer, inspect the critical finding within 24 hours of the initial inspection that found the defect. If it is determined during this QC process that a critical finding is an emergency issue, Mr. Coop will contact the Fayette County Engineering Office immediately upon determination of such finding; therefore, the county can react swiftly to any emergency issues that may be found in the field. Only items that Mr. Coop determines are critical to the safety and welfare of the public will be reported on a daily basis, so as not to burden the county with routine items that can wait until the draft or final reports are completed.
USI will also provide a monthly reporting of all activities with every invoice submitted, so at all times the county is fully informed of all operations and any critical findings, without getting bogged down with multiple points of contact.
During each phase of the inspection, and between phases, USI will assist Fayette County should there be a question on the safety or functionality of any bridge. During recent weather in Indiana, USI helped evaluate possible damage to structures, such as scour, for many of our existing clients. Our team has completed emergency inspections for many of our clients, including flood damage, vehicular impacts, scour, etc., as part of every county bridge inspection program. Our services don’t end at the completion of each phase; our team will be there to support Fayette County’s bridge inspection and evaluation efforts during the entire four year program.
The following activities will be undertaken upon notice of selection of our team:
>> PRE-CONTRACT Arrange a pre-contract meeting with key county staff to coordinate all requirements that Fayette County has for this important project so all expectations are clear before the project commences.
Provide detailed man-hour justifications that show all necessary components of the bridge inspection program and their related costs;
Submit the agreements, fee justifications and all paperwork to INDOT for approval
>> PHASE I, IA & PHASE II, IIA - INSPECTION PROCESS• Inspect, measure, and photograph each bridge in the current inventory and
update database in accordance with the Indiana Bridge Inspection Manual and FHWA Coding Guide
• Keep Fayette County informed on a daily basis of any critical findings that need immediate attention, and send out a weekly list of concerns or items that need attention that are not critical, during the time inspectors are working in county
• Perform Regular, Special Detail , Underwater Inspections - if they become necessary with USI’s team of in-house staff of experts
• Analyze the operating and inventory rating for each bridge as determined necessary in accordance with current NBIS & INDOT standards and scan the results into the new database for future use
• All bridges contain a report detailing USI’s load rating calculations or review, as current standards require
• Bonnie Money, one of USI’s Certified Team Leaders, will serve as the Project Quality Control Engineer. Bonnie shall review and spot field check several structures in order to meet the Quality Control requirements set forth in the Bridge Inspection Manual. Also, any structure with recommended posting changes or items rated 3 or below are also field checked for concurrence by our Quality Control Engineer; In addition

• Dennis Barnett, USI’s Senior Bridge Technician, will provide updated drawings for each bridge inspection report. Dennis has over 30 years experience in detailing bridge structures
• Michael Obergfell, PE, USI’s Chief Structural Engineer will provide final review of the draft report before submittal to Fayette County. Mike is always available to assist our inspection team members with advice and recommendations, having over 35 years of experience in bridge design and inspection
• Review the findings and recommendations with Fayette County to develop the priority and safety schedules for all bridges that conform to budget conditions for the next 5-10 years
• Submit Draft Report to Fayette County for review and approval• Complete final reports for Fayette County and INDOT in accordance with the schedule• Update the 10 Year Bridge Improvement Plan based on the findings and consultation
with the Fayette County Superintendent that meets the funding available to the county>> QUALITY CONTROL PRACTICESAt USI our cost containment practices are primarily a function of quality control. We believe that providing superior professional service, along with creating easy to understand and use documents that exceed our client needs is the best cost saving measure. USI’s main goal is three-fold: “deliver quality services, on-time, for a reasonable fee.”
USI will utilize two field inspection teams led by a certified engineer inspector along with an assistant inspector. This allows us to have two teams in the field at the same time so they can collaborate on any findings that may need a second opinion. It also allows USI to rotate bridges between teams from Phase I and Phase II inspections, so that a fresh set of eyes see each bridge every two years. This not only allows a built in QA process, but also keeps our inspectors on their toes, as they know their counterpart will be looking for anything that may have been overlooked during the previous phase’s inspections.
With bridge inspection, as with all our services, we have several layers of quality control “checks”, including random reviews of individual bridge inspections and inspectors, both in the office and in the field, before our reports reach the client. Our quality control personnel are registered professional engineers with extensive bridge inspection experience.
Our inspectors, all FHWA and INDOT certified team leaders, have developed comprehensive and efficient methods to inspect every structure type in Fayette County’s inventory. There will be no “fluff” in our fee proposal as we know what it takes to get these structures inspected using tested and proven techniques and equipment.
USI’s inspection team leaders are certified engineers dedicated full time to bridge inspection activities, allowing them to focus their efforts on bridge inspections, new technologies, and changes in agency requirements without distraction. Reports, based on field data, are processed timely using current INDOT software and reviewed thoroughly prior to final submittal.

By selecting USI, you will continue to receive at no additional cost, a detailed 5 Year Bridge Improvement Plan that encompasses replacement, rehabilitation, and repairs based on the county’s needs and budget over the following 5 or even 10 Years. We like to refer to it as a 5-Year Plan due to the fact that the first five years of the plan are fairly reliable and the last five years will likely need revisions before the first five years transpire, due to changes in bridge conditions, emergencies, priority shifts, etc. USI will continue to work closely with Fayette County to update this plan, if selected as your bridge inspection consultant, using our expertise and intimate knowledge of your bridge inventory conditions to tailor a plan that allows the county to see what resources are needed versus what is available for the coming years. An example of the 5 Year Bridge Improvement Plan is included at the end of our Letter of Interest (Appendix A). Some of the most important benefits of this plan are:
• Justifies the Cumulative Bridge Account levy to your County Council and to citizens...and could justify the need for finding additional funding.
• Keeps everyone informed with a clear vision of what lies ahead...reducing the possibility of surprises. • The 5-year plan can also be a source of liability protection for the county when brought up and voted on during a board
meeting. Provides proof that the county is doing whatever it can with the limited resources available.• Timely starts for project designs to get to construction when the work is needed (proactive instead of reactive).• Engineering can be undertaken well in advance of the actual need, to determine the best solution for each project, instead of
having to perform “quick fixes” in emergency situations.• Can be used in your planning efforts.
>> CUSTOMIZED INTERACTIVE REPORT & MAPUSI will develop a customized interactive report and map for Fayette County. We will work with Fayette County to customize the interactive files to the counties needs. The digital report will include such items as all digital photographs, bridge rating summaries, SI&A sheets, bridge replacement and rehabilitation data, an interactive report and map, and any other data that Fayette County will utilize. The format of the report is in PDF format which is widely compatible with most end-users. The user may click on a specific township and the map zooms to that township. The township map has all of the bridges identified. The user can then select a bridge and the report is brought to the screen. This digital report and map are copied to a flash drive and given to the county.
>> SCHEDULEIn accordance with INDOT policy, USI will complete the Phase I inspections and submit the draft reports within the contract specified five months from the notice to proceed date. Preparation time and the initial coordination meeting will be accomplished prior to the formal notice to proceed. The field inspection will be completed within 90 days of the notice-to-proceed date, barring extreme weather conditions, and a preliminary submittal to Fayette County and INDOT within 60 days thereafter. The Phase II re-inspection will be initiated two years following the original notice to proceed, and completed within the standard four months. The first submittal of the re-inspection report will be completed within 90 days, and transmitted to Fayette County and INDOT for review. All interim inspections that may be required will be completed on time. A progress report will be submitted with each monthly invoice so Fayette County knows exactly where the inspection program stands in each phase.
