DBFM Contract HSL SouthWhat is success?

• When the key requirements of the contract are met• When the milestones are accomplished• When the consortium accomplishes its commercial

objectives• When the public as well as the private stakeholder are

satisfied• When the image is positive

Contract form and risk sharing• Tight time schedule (as a result of the financing

construction) with difficult delivery of the substructure• Delivery milestone on which 100% validation and

conformity with the requirements had to be shown• Role of the system integrator only included by the state

after the delivery• Unclear requirements and standardisation imposed on the

safety case

DBFM Contract HSL SouthCooperation and culture

• Eventually confidence appeared to be the most important foundation

• The English language was sometimes difficult when it came to communication and understanding each other’s position

• Cooperation between the various cultures went well

DBFM Contract HSL SouthConclusion • Notwithstanding serious setbacks and difficulties and

thanks to cooperation based on confidence and respect for each other’s position an available railway line could be delivered in time as a result of which the exploitation of the high speed traffic can start as of the end of 2008
