Govt sets up joint task force to boost mobile manufacturing
New Delhi, Dec 29 (PTI) Government has set up a joint task force, which will include industry
representatives from Samsung, Microsoft Devices and Lava, to rejuvenate nation's mobile phone
manufacturing ecosystem with a view to achieve production of 500 million units of mobile handsets by
2019.
Industry body Indian Cellular Association (ICA) National President Pankaj Mohindroo has been appointed
as Chairman of the task force. . Nokia SEZ President and Director - IndiaOperations Josh Foulger has
been made co-chairman along with Lava Co-Founder Hari Om Rai.
Samsung India Managing Director BD Park, Sony India Kenichiro Hibi, Microsoft Devices Director for
Government relations Sandeep Bhargava, LG India MD Soon H Kwon, Micromax Informatics Co-founder
Vikas Jain are also on board as members of the task force.
The Department of Electronics and Information Technology(DEITY) Directors SK Marwah and Asha
Nangia will represent government in this task force.
In an office memorandum, DEITY has announced setting up of a 'Fast Track task Force' to "re-establish
and catalyse significant growth in mobile handset and component manufacturing eco-system in India."
As per the office memorandum, the terms of reference of the task force includes promotion of "large scale
manufacturing/assembly activity to achieve production of 500 million units of mobile handsets by 2019 i.E.
Annual manufacturing output of Rs 150,000 crore to 300,000 crore."
It is estimated that this large scale production can create employment opportunity for 15 lakh people.
ICA in its budget recommendation has said that in absence of corrective measures, mobile exports from
India will crash to zero in 2015.
Mobile market in India is estimated to grown by 32 per cent or to USD 12 billion in 2014 but imports
account for three-quarters of the market. Domestic production fell by 29 per cent in the year mainly due to
suspension of production at Nokia plant.
Finland-based Nokia sold its worldwide handset business for USD 7.2 billion to Microsoft, but its
Sriperumbudur plant was left out of the deal due to tax issues faced by Nokia India. The factory,
considered to be among the largest for the company, stopped production from November.
Exports of mobile phones have been declining after touching a peak level of Rs 12,000 crore in 2012.
Mobile exports crashed by 70 per cent from Rs 11,850 crore in 2013 to Rs 2,450 crore in 2014. They are
estimated to be nil next year in absence of corrective measures, an ICA report has said.

NEW DELHI: The government has constituted a 14-member task force to catalyse the growth of mobile phone and component manufacturing ecosystem in India, which is on a downward spiral, with the aim of providing much-needed impetus to Delhi's 'Make in India' plans. The panel, which includes representatives from the department of electronics and IT (Deity) and heads of leading local and international mobile phone companies operating in India, has been assigned a 20-point agenda to promote local manufacturing of mobile phones, according to internal ministry documents dated December 8, reviewed by ET. The committee will have to create a viable roadmap and vision document that broadly outlines investment targets into this sector over five years till 2019. The panel's recommendations will include technology and demand forecasts aligned with potential landscape of the industry over this period. It will come up with a preliminary report within eight weeks of its first meeting, the date of which is not known yet. Top smartphone makers Samsung India, Micromax, Lava and Karbonn, which hold more than half the market, will be part of the task force along with upcoming players like Sony, LG and Microsoft, which will be headed by Indian Cellular Association's president Pankaj Mohindroo,

the documents showed. The seven-month old government has set an aim to achieve production of 500 million mobile phones by 2019 and an annual manufacturing output of Rs 150,000 crore to Rs 300,000 crore, roughly a quarter of the world's handset manufacturing. In the same time frame, a turnover target of Rs 50,000 crore for the component making industry has been set. The panel will also recommend possible measures for creating intellectual property and promote innovation in the sector and increase exports from India to 120 million mobile phone units by 2019 from the present level of 30 million. Prime Minister Narendra Modi has launched an ambitious project to make India a manufacturing hub of electronics, beginning with mobile phones, which will help boost growth and employment, besides making India less dependent on imports that are set to rise to $400 billion, surpassing oil, by 2020. The government recently said that the country imported telecom products worth Rs 69,516.37 crore in 2013-14 while exports of such items were at Rs 20,475.17 crore during the year, leaving a significant deficit of Rs 49,041.20 crore. Moreover, production of mobile handsets in the country is projected to be down by more than half even as import of handsets is expected to rise by over 18% in 2014. The task force will also give recommendations to provide enabling business environment, policy standardisations and rational duty structure among other critical areas such as skill development and generating employment opportunity for 1.5 million people.

the Department of Electronics and Information Technology (DeitY) has formed a Fast
Track Task Force to re-establish growth in the country's mobile handset and component
manufacturing eco-system.
"The task force will be meeting the Department of Electronics and Information
Technology secretary (RS Sharma) in the first week of January," Pankaj Mohindroo,
national president, Indian Cellular Association, told IANS. Sharma is also the chairman
of the task force.
"(One of the tasks is) To promote large-scale manufacturing/assembling activity to
achieve production of 500 million units by 2019. This can create additional employment
opportunities for 1.5 million approximately," a note issued by the department said.
It also laid thrust on increasing exports from the estimated 30 million units in 2014 to
120 million units by 2019.
India's position in mobile phone exports has fallen from seventh in 2009 to 14th in 2013.
The value of exports was $3.40 billion in 2009 and fell to $2.28 billion in 2013.
Industry stakeholders say at this rate, handset exports will crash to zero in 2015.
"Through this task force we will be reaching out to global handset manufacturers,
brands, ODMs (original design manufacturers) and EMS (electronic manufacturing
services) to request them to come and set up shop in India. The government has to
provide a level playing fields to those players," Mohindroo said.
He said sub-committees will be formed under this group to carry out various tasks,
adding that promoting manufacturing will also have a positive impact on the prices of
mobile handsets and they will come down.

In India, Samsung and Micromax currently engage in the large-scale manufacturing of
handsets. Nokia operated the world's largest manufacturing facility at Sriperumbudur in
Tamil Nadu which was shut down in November on tax and labour issues.
All the other players import their products mostly from China, followed by Vietnam.
The estimated domestic mobile handset market size is Rs 75,000 crore ($12 billion) in
2014, of which handsets worth Rs 58,550 crore are imported.
For 2015, the estimated market size is Rs 1 lakh crore, with imports accounting for Rs
75,500 crore.
The taskforce has to create a roadmap to align technology, demand, standards and
regulations for enhancing the competitiveness of domestic manufacturing across the
supply chain for manufacturing mobile phone.

The Department of Electronics and Information Technology (DeitY) on 29 December 2014
announced to set up a Fast Track Task Force to re-establish and catalyse significant growth in
mobile handset and component manufacturing eco-system in India.
As part of boost mobile manufacturing, the task force aims to achieve production of 500 million
units of mobile handsets by 2019.
It includes promotion of large scale manufacturing/assembly activity to achieve production of
annual manufacturing output of 150000 crore rupees to 300000 crore rupees.
It is estimated that this large scale production can create employment opportunity for 15 lakh
people.
Composition of the Task Force
The Chairman of the Task Force is Pankaj Mohindroo, the President of Indian Cellular
Association (ICA). The Co-Chairmen of the task force are Josh Foulger, the President of Nokia
SEZ and Hari Om Rai, the Co-founder of Lava mobile handsets.

Why the need to set up Task force
ICA in its budget recommendation has said that in absence of corrective measures, mobile
exports from India will crash to zero in 2015.
Mobile market in India is estimated to grown by 32 per cent or to 12 billion US dollar in 2014 but
imports account for three-quarters of the market.
Domestic production fell by 29 per cent in 2014 mainly due to suspension of production at Nokia
plant.
Exports of mobile phones have been declining after touching a peak level of 12000 crore rupees
in 2012.
Mobile exports crashed by 70 per cent from 11850 crore rupees in 2013 to 2450 crore rupees in
2014.

500 million units by 2019. This can create additional employment opportunities for 1.5 million
approximately," a note issued by the department said.
It also laid thrust on increasing exports from the estimated 30 million units in 2014 to 120 million units by
2019.
India's position in mobile phone exports has fallen from seventh in 2009 to 14th in 2013. The value of
exports was $3.40 billion in 2009 and fell to $2.28 billion in 2013.
Industry stakeholders say at this rate, handset exports will crash to zero in 2015.
"Through this task force we will be reaching out to global handset manufacturers, brands, ODMs (original
design manufacturers) and EMS (electronic manufacturing services) to request them to come and set up
shop in India. The government has to provide a level playing fields to those players," Mohindroo said.

Also the terms of reference of the task force in the office memorandum involves bringing in of
'large scale manufacturing/ assembly activity to attain production of 500 million units of mobile
handsets by 2019, thereby reaching the total count of annual manufacturing of Rs 1500,000
million to 3000,000 million. Such large scale production can create employment opportunity for
over 1.5 million people.

seven-month old government has set an aim to achieve production of 500 million mobile phones by 2019
and an annual manufacturing output of Rs 150,000 crore to Rs 300,000 crore, roughly a quarter of the
world's handset manufacturing. In the same time frame, a turnover target of Rs 50,000 crore for the
component making industry has been set. The panel will also recommend possible measures for creating
intellectual property and promote innovation in the sector and increase exports from India to 120 million
mobile phone units by 2019 from the present level of 30 million.
Prime Minister Narendra Modi has launched an ambitious project to make India a manufacturing hub of
electronics, beginning with mobile phones, which will help boost growth and employment, besides making
India less dependent on imports that are set to rise to $400 billion, surpassing oil, by 2020. The
government recently said that the country imported telecom products worth Rs 69,516.37 crore in 2013-
14 while exports of such items were at Rs 20,475.17 crore during the year, leaving a significant deficit of
Rs 49,041.20 crore.
Moreover, production of mobile handsets in the country is projected to be down by more than half even as
import of handsets is expected to rise by over 18% in 2014. The task force will also give
recommendations to provide enabling business environment, policy standardisations and rational duty
structure among other critical areas such as skill development and generating employment opportunity for
1.5 million people.

“The task force will be meeting the Department of Electronics and Information
Technology secretary (R.S.Sharma) in the first week of January,” Pankaj Mohindroo,
national president, Indian Cellular Association, told IANS. Sharma is also the chairman

All the other players import their products mostly from China, followed by
Vietnam. The estimated domestic mobile handset market size is Rs.75,000 crore
($12 billion) in 2014, of which handsets worth Rs.58,550 crore are imported. For
2015, the estimated market size is Rs.1 lakh crore, with imports accounting for
Rs.75,500 crore. The task force has to create a roadmap to align technology,
demand, standards and regulations for enhancing the competitiveness of
domestic manufacturing across the supply chain for manufacturing mobile
phone. ”(One of the tasks is) To promote research and development for mobile
phone products and services for meeting the infrastructure needs of domestic
and global market,” the government note said.
The task force has members like Josh Foulger, president and director, India
Operations Programme and president, Nokia Special Economic Zone, Hari Om
Hari; Lava co-founder Kenichiro Hibi; managing director, Sony India, Sandeep
Bhargava; director, government relations, Microsoft Devices India, Soon H Kwon;
and co-founder, Micromax Informatics, Vikas Jain, among others as its

Sector Skill Council; Sudhir Hasija, co-founder Karbonn Mobile; Dilip Modi,
