• As a result of traffic growth in Fastlink network, increased capacity and
offloading is considered through the 2nd carrier approach
• the second carrier is proposed with:
- 10 MHz carrier bandwidth adjacent to the original 20MHz.
- No Guard band required.
• Alcatel-Lucent’s Dual carrier feature is implemented using:
- 1 extra bCEM to handle the second carrier 3 cells in the same BBU (alongside the
original 20MHz Carrier bCEM)
- 3 RRHs
- 3 Antennas
• The presentation purpose is to showcase the functionality and features
associated with the Dual carrier such as Selection, Reselection , Mobility and

UE measurement report trigger types supported in eNB:
• Event A1 – UE sends measurement reports when serving is better than a threshold value.
• Event A2 – UE sends measurement reports when serving is worse than a threshold value.
• Event A3 – UE sends measurement reports when neighbor becomes offset better than serving.it is used to trigger intra-frequencyuency HO and inter-frequencyuency redirection/HO if UE does not support event A5 configuration.
• Event A4 – UE sends measurement reports when neighbor becomes better than a threshold.
• Event A5 – UE sends measurement reports when serving becomes worse than threshold1

THEORYLOAD BALANCING STEPS
Step 1: TRIGGERING
• Estimated DL/UL PRB usage per cell is updated by new admitted requests and periodic modem PRB usage reporting.• Load balancing is triggered when current PRB usage exceeds a configurable % of total PRBs available in the cell.
Step 2: UE SELECTION FOR
OFFLOADING
• UE candidates for offloading must support inter-frequencyuency HO• UE candidates must have ARP priority level above a configurable threshold (i.e.lowest priority UEs are selected for offloading).
Step 3: EXECUTION OF OFFLOADING
• eMCTA algorithm selects unloaded target carrier(s) for UE Measurements, based on X2 Resource Status Reporting information.• Best cell in RRC Measurement Report is filtered on load status.• Inter-frequencyuencyHO only to unloaded cell.

THEORYLOAD CONTROL
There are two types of congestion control supported:
1. Reactive Load Control: initiated when congestion is detected during radio
admission control of a new request. This procedure attempts to offload UEs or
release radio bearers in order to free enough resources to admit a higher priority
request.
2. Preventive Load Control : initiated before congestion is reached during radio
admission control of a new request or upon reception of a modem report. This
procedure attempts to offload lower priority UEs to avoid reaching congestion and to
achieve load balancing of calls between eNBs by offloading selected UEs to neighboring
inter-frequencyuency cells which have spare load capacity..
• Compared with reactive offloading, preventive offloading will use a more
rigorous UE selection scheme in order to have as small an impact on user
experience as possible.

• Alcatel-Lucent’s Dual Carrier Solution is capable of operating six cells of two carriers
• Mobility functions of Reselection and Handover is ensuring coverage continuity between the two carriers/layers
• Load Balancing through Preventive Offloading is capable of shifting and balancing traffic between the two carriers/layers
• Idle Mode Load Balancing has the capability to adjust cell selection settings according to cell load, thus helping to balance traffic and load among cells, it impacts intra-frequency, inter-frequency reselection
• Reactive Offloading was not tested
