FARM MECHANIZATION IN ODISHA Farm mechanization has been helpful to bring about a significant improvement in agricultural productivity. Thus, there is strong need for mechanization of agricultural operations. The factors that justify the strengthening of farm mechanization in the country can be numerous. The timeliness of operations has assumed greater significant in obtaining optimal yields from different crops, which has been possible by way of mechanization. For instance, the sowing of wheat in Odisha is done up to the first fortnight of November. A delay beyond this period by every one week leads to about 1.50 quintals per acre decrease in the yield. This is also correct in the case of other crops and forother farm operations like hoeing, irrigation, harvesting, threshing and marketing which need to be performed at appropriate time otherwise the yield and farm income is affected adversely. Secondly, the quality and precision of the operations are equally significant for realizing higher yields. The various operations such as land leveling, irrigation, sowing and planting, use of fertilizers, plant protection, harvesting and threshing need a high degree of precision to increase the efficiency of the inputs and reduce the losses. For example, sowing of the required quantity of seed at proper depth and uniform application of given dose of fertilizer can only be possible with the use of proper mechanical devices. The major crops are rice, pulses, oil seeds, jute, coconut and turmeric. The crops like tea, cotton, groundnut and rubber are of great economic importance in other parts. Orissa contributes one tenth of the total rice produced in the country. Rice is a unique creation of crop plant domestication; it is unique in having cultivars of maturity duration varying from less then 80 days to more than 180 days and showing adaptability to a wide range of land situation and water regimes including conditions of water stagnation where no other crop could possibly be grown. Power is needed on the farm for operating different tools, implements and during various farm operations. Mobile power is used for doing different field jobs, while the stationary power is used for lifting water and operating irrigation equipment; operating threshers, shellers /decorticators, cleaners, graders and for other post harvest operations. The mobile farm power comes from human, draught animals, power tillers, tractors and self- propelled machines; where as the stationary power is obtained from oil engines (diesel, petrol and kerosene) and electric motors. The availability of farm power is 0.60 kW/ha which is quite less than the average farm power availability of India (1.5 kW/ha).The draught animal power and human muscle power still remain major power sources for agriculture in the state while mechanization is being introduced through various sponsored schemes and it is taking place gradually. There is a trend to opt for self-propelled and small power operated equipment and power tillers by the farmers. The government has carried out many popularization programs under work plan on Agriculture under Macro Management Scheme. The equipment to be popularised under Agricultural Mechanization Work Plan of the State Government are tractors, power tillers, tractor operated rotavator, self propelled reapers, power operated equipment for horticulture, bullock drawn/ manually operated implements. There are about

4.46 tractors per 1000 hectare area in the state and the tractor power availability has to be increased by at least increased multifold times by 2015 for meeting additional power need on the farm.

It can be observed that a total cost per hectare of land is the highest for Mustard followed by groundnut, gram and so on. The costs of inputs in rice cultivation have been the lowest among the crops cultivated in the study region. Among the various cost components, expenses on account of human labour claim a major share for almost all the crops concerned, except for rice (which is cultivated mainly with family labour). Costs on account of hired machinery, however, varies from crop to crop, from less than 10 percent in case of potato to more than 27 percent in case of mustard. In case of the main crop, viz. kharif paddy, costs on account of hiring of machinery accounts for about ¼ of the total input costs incurred. In absolute terms, however, the highest cost incurred on account of hiring of machinery is the highest for potato, followed by kharif paddy and mustard. It should be noted here that as proportions to value of output, cost of machinery is the maximum (about 33 percent) for mustard, followed by kharif paddy (about 18 percent) and potato (about 11 percent). This in turn indicates that a major share (about one-thirds) of value produced in mustard cultivation is lost on account os use of various machines in the process of production. In case of the main crop kharif paddy, about 18 percent of the value produced is lost on account of use of machines. As such it comes out that mechanization of farming constitute a major component of expenditure in input application, especially for mustard and kharif paddy.

Mechanization of farming activities depends much upon the crops grown in the study region and crop-specific requirements of machines in various farming activities. In a country like ours, where majority of farms are marginal farms and crops are grown in fragmented and scattered plots, extent of use of machines is highly restricted. The economic status, soil quality, etc. also influence the adoption and extent of use of farm machinery. It is under this context that the present section of the study attempts to examine the pattern of mechanization of the sample farms in the study region. It is here that we observe that the extent of use of manual machines is extremely common in the study region as almost all the farms (99 percent) use manual machines in some form or the other, and about a-thirds of the sample farms own manual machines. This is followed by the use of animal operated machines which can be observed among 58 percent of farms. Also machines operated with animal power are owned by 43 percent of farms. Again, 50 percent of the farms are found using electrical power operated machines (mainly for irrigation), while only 9 percent of farms own such power operated machines. Further, though none of the farms are found to own tractors, the use of tractors is quite extensive. In particular, about 45 percent of farms have used tractors

either in ploughing operations or in transportation and marketing. However, none of the farms either used or own self-propelled machines in farming operations.

ASSISTANCE RECEIVED FROM GOVERNMENT MECHANISATION

PROGRAMMES A record number of 2,170 tractors were sold under farm subsidy scheme in the last financial year as against Government target of 1,500. Never before in the agriculture history of the State such a large number of tractors were sold in spite of Government subsidy. However, this was possible due to significant increase in the rate of subsidy, said Director of Agriculture and Food Production Arabinda Padhee.

Prior to the last kharif, the subsidy on the purchase of tractor was limited to Rs 45,000. The subsidy amount was doubled last year to Rs 90,000 and this is definitely the major motivating factor for the farmers.

Similarly, the sale of power tiller has gone up. Under farm subsidy, 7,762 power tillers were sold in the last fiscal as against a target of 5,529. The other mechanised implements sold last year include 292 reapers, 45 self-propelled rice transplanters, 65 tractor drawn rotavators, 831 power thrashers and 396 tractor drawn axial flow power thrashers.

Earlier, farmers were not very keen on combine harvester because of its prohibitive cost. Cost of a combine harvester ranges from Rs 6 lakh to Rs 16 lakh. However, 49 combined harvesters were sold last year because of enhanced subsidy. Subsidy on a combined harvester is Rs 3 lakh for base model and Rs 4 lakh for top-end model, Padhee said.

Mechanisation of various agricultural operations has made significant impact on the productivity and cost of cultivation. While the reduction of cost varies from 16 to 26 per cent, productivity has gone up from 7 to 25 per cent, he said adding, this also reduced drudgery to a great extent. The machineries have also provided additional income to its owners through custom hiring. Apart from self-employment, these machineries are also generating direct and indirect employment for the local youth, he said.
