Dear Families, Staff, & Community Partners:
It’s hard to believe the summer is nearly over and that the colder months will soon be upon us. I hope that you have managed to get away from the heat and everyday pressures to de-stress and find relaxing pleasures over these past several months. For some ITP families the extreme temperatures brought considerable hardship due to the heat, thunderstorms and electric outages. Staff and community partners worked diligently to assist many families throughout the summer. My deepest thanks and appreciation goes out to all staff and partners who assisted Montgomery County families so that they not only survived the summer but enjoyed some measure of happiness in daily family and community life.
It’s that time of year again… Time for the MSDE Family Survey! The Maryland State Department of Education’s (MSDE) family survey is the state’s primary way of measuring how well Infants and Toddlers’ Programs (ITPs) are serving children and families. The survey results directly impact the state’s decisions regarding improving services to Infants and
Toddlers’ children and families.
This year, MCITP staff will hand-deliver the MSDE family surveys to participating families. Staff will present the survey to families during regularly scheduled visits and encourage caregivers to complete the surveys during that day’s visit. MCITP Families, please make time to complete the survey when your service coordinator brings it to you. Your feedback is so important and will help us serve your family and all MCITP families better! Expect to receive your survey around mid to late September.
MCITP is also very excited to announce the coming
launch of several community partnerships and the expansion of existing partnerships throughout the county over the next year. We plan to expand community based learning opportunities for children to build social and early academic skills to ensure all ITP children are ready for kindergarten and ready to learn. We will be rolling out these programs on a staggered schedule. Please check with your service coordinator, the family web site and the MCITP newsletter for updates. We will also be doing direct mailings to ensure that families are made aware of opportunities as they arise.

SEEC's Parent-to-Parent Program
provides Information and Comfort!
SEEC's new Parent to Parent (P2P) program provides emotional
support and practical advice to families of children with special
needs by matching parents of newly diagnosed children, or those
in a formative transition period, with a parent who has
experienced a similar situation. "Our goal is to help families feel
less isolated, get the information they need, and become more
hopeful about their child's future," says Wendy Baumert, the
program's coordinator. Launched in January 2009, P2P is now
fully operational and parent/mentor matches are underway. A
mentor training manual focusing on effective communication
skills and empathetic listening has been created and used at
several training sessions. The manual also includes information on
local and statewide resources families may want to access, and is
being translated into Spanish to provide wider access to families
in need. P2P's long term goals include forming an advisory
committee to oversee the program, expanding training
opportunities for mentors, and organizing social outings for

The FAB represents families in reviewing programmatic issues; 2) advising the current program administration; 3) helping MCITP families connect with each other; and 4) advocating to the State of Maryland for more resources for Maryland Infants and Toddlers Programs so that all families have equal access to a quality, early-intervention program.

Frequently Asked Questions
Good news! The Maryland Family Survey is coming to families again this fall. Watch for this important opportunity to
share how your family has been impacted by early intervention in Maryland! In the meantime, here are answers to a
few of your frequently asked questions. For more information, please contact Pam Miller in the Early Childhood
Intervention and Education Branch at MSDE, 410-767-1019, or [email protected].
1) What is the Family Survey and why do I need to fill it out?
The family survey collects valuable feedback from families
on the impact of early intervention in Maryland. The
information collected directly impacts improvement efforts
for State and local programs for infants toddlers with
developmental delays/disabilities and their families.
The Individuals with Disabilities Education Act (IDEA)
requires all states to collect data on the impact of early
intervention.
The survey was developed by the National Center for
Special Education Accountability Monitoring
(monitoringcenter.lsuhsc.edu)
2) Who fills out the survey and how often?
Family members of children age birth to 3 who were
receiving early intervention services through a local infants
and toddlers program as of June 30, 2010 are invited to
complete the survey once a year in the fall.
3) How do I fill out the survey?
Use a blue or black pen or a #2 pencil to fill in ONE bubble
for each question.
If the question does not apply to your child and/or family,
SKIP the question.
If you need help with the survey, please contact your service
coordinators or service providers.
For families continuing services through an Individualized
Family Service Plan (IFSP) after age 3 ONLY, please
complete the two additional questions at the bottom of the
survey.
4) Can I fill out just one survey even if I have more than one
child in early intervention?
It is important to give feedback on each child. If possible,
please fill out a separate survey for each child participating
in the infants and toddlers program.
5) Will my responses be kept private?
Individual child and family information or responses will
not be shared. The results of the survey will be used to
provide feedback for local and Statewide program
improvement and decision-making.
6) Will my family’s early intervention services be affected if I
choose not to fill out the survey?
Your feedback is important. However, filling out the family
survey is completely voluntary. Whether you choose to
complete the survey or not, your child’s and family’s early
intervention services will not be impacted in any way.
7) How will I receive the survey? How do I return the survey?
• Survey packets will be hand delivered to you by one of your
service providers. Each packet will have an introductory letter,
one survey, and a postage-paid envelope for mailing it in.
• Please fill out the survey as soon as possible and put it in the
mail using the postage-paid envelope.
• The family survey due date is: November 1, 2010 .

3) ¿Cómo llenar la encuesta?
Utilicé un pluma de color azul o negra o un lápiz número 2 para rellenar en un circulo para cada pregunta.
Si la pregunta no aplica a su niño ni a su familia, omita la pregunta y siga con la siguiente pregunta.
Si necesita ayuda con la encuesta, póngase en contacto con su Coordinador de Servicios o su proveedores de servicios.
Solamente las familias que continuaran servicios a través de un Plan Individualizado de Servicios a la Familia (IFSP por sus siglas en inglés) después que el niño cumpla 3 anos de edad, deben de completar las dos preguntas adicionales al final de la encuesta.
4) ¿Puedo completar una sola encuesta incluso si tengo más de un niño recibiendo servicios de la intervención temprana?
Es importante responder a una encuesta para cada niño. Si es posible, por favor, complete una encuesta independiente para cada niño que participa en el Programa de Infantes y Niños.
5) ¿Serán confidenciales mis respuestas?
Respuestas o información individual del niño o la familia no se revelarán. Los resultados de la encuesta se utilizarán para recopilar información sobre el impacto para tomar decisiones y mejorar el programa al nivel estatal y local.
6) ¿Serán afectados los servicios de intervención temprana de mi familia si elijo no completar la encuesta?

How it began…
I can’t help thinking that I should have helped him better; his older sister had a speech delay too. Maybe I should have done more or I was too fast to interpret his nonverbal cues. Or maybe I was just hoping he would catch up all of a sudden. When I first noticed it, I
promised myself to try harder to help him learn new words. But, I couldn't help noticing that most of his little friends were speaking more than him. At his well-baby check-up, his
pediatrician suggested we contact MCITP.
The Call…
So I made the call. The MCITP Intake staff took my information, asked whether I preferred an application in English or Spanish, and let me know that after my application was received, I would get a phone call to schedule a home visit for my son. At that visit, my son's “eligibility” would be evaluated by a team of MCITP providers and if he was
found eligible—if he had a 25% or higher delay in one or more developmental areas—he would be accepted into the
program. The MCITP team would then work with me to develop his treatment plan, his IFSP (Individualized Family
Service Plan), and we would begin services. I mailed in the application.
I received the promised phone call about a week after submitting my application. The caller
introduced herself as a Service Coordinator. She worked with me to find a date for our first home visit that would work best for my family‟s schedule. She let me know what I needed to have ready for the visit: a copy of my son's birth certificate, his vaccination record, and proof that my family lives in Montgomery County, such as my driver's
license or a utility bill. She encouraged me to make a list of the words my son can say and also to write down any other thoughts or observations I‟d like to share during the visit. She explained that the visit would include a detailed evaluation of my son‟s abilities and challenges, which would include time to discuss my concerns and observations, and some paperwork. "What will happen when you 'evaluate' my son?" I asked. She graciously
explained that she would play with him, engage him in looking at materials with her, ask me some questions, and
observe him in his natural environment. A few days later, I got a letter in the mail confirming my appointment.
The Visit…
The morning of the scheduled visit, I told my son there would be „teachers‟ coming to play with him. He peeked to smile at them from behind my leg as three people entered our home. They introduced themselves and we got started. While my service coordinator talked with me about my son and my concerns, he was engaged in some activities. He
was having fun for most of the evaluation—looking at pictures, playing with toys, and being asked to show off his abilities such as jumping and penciling a circle. Before they left, they shared the results with me, graciously answered my many questions. I was proud to see on paper that he was doing wonderful in many areas of his development. But, I don‟t know the word for the other concoction of feelings I had—a pinch of disappointment, a sprinkle of guilt, and a
dose of gladness for the help he will receive.
Hope…
My son was found eligible for speech therapy. My hope is that he will benefit from the services as much as his
sister did. She is now four, thriving in preschool and already learning to read. Thinking of her progress helps and I‟m trying to force myself not to worry. Sometimes we all need a little extra push to soar on our own. 'Hope' is a good
feeling to start with, on any path.

Cómo comenzó…
Me da pena pensar que tal vez no hice lo suficiente. Su hermanita mayor también tuvo un
retraso en hablar. Tal vez había algo que pudiera haber hecho más o tal vez fui demasiado rápida en interpretar sus necesidades sin que el dijera algo. O tal vez sólo fue que estaba esperando que de repente el empezaría hablar. Cuando primero note que se estaba tardando
en hablar, me prometí yo misma intentar más fuerte a enseñarle nuevas palabras. Pero, poco a poco me fije que sus amigitos hablaban más. En su chequeo médico, su pediatra sugirió que
contactara al Programa de Infantes y Niños.
La llamada…
Hice la llamada. El personal de admisión del MCITP me tomo mis datos y me pregunto si prefería una aplicación en
inglés o en español. Me explico que unos cuantos días, obtendría una llamada por teléfono para programar una visita en
mi casa. En esa visita, mi hijo sería evaluado por un equipo de proveedores del MCITP y si es encontrado elegible — es decir, si él tiene un 25% o mayor retraso en una o más áreas del desarrollo — él podría ser aceptado en el programa.
El equipo del MCITP luego trabajaría conmigo para crear un plan de servicios, y comenzaría servicios debajo un plan de
servicios individualizado para la familia („Individualized Family Service Plan‟ en ingles). Envié la aplicación.
Recibe la llamada de teléfono prometida alrededor de una semana después de presentar mi solicitud. La Coordinadora de Servicios trabajó conmigo para encontrar una fecha para nuestra primera visita en casa que funcionaría mejor para
mi familia. Ella me aviso que debería tener listo para la visita: una copia del certificado de nacimiento de mi hijo, su historial de vacunación y prueba que mi familia vive en el Condado de Montgomery (tal como mi licencia de conducir o un cobro de utilidades). También me recomendó hacer una lista de las palabras de que mi hijo puede decir y que
anotara cualquier otra observación que me gustaría compartir durante la visita. Me dijo que la visita incluiría una evaluación detallada sobre sus habilidades y retos, y que habrá tiempo para hablar sobre mis preocupaciones y observaciones. "¿Qué pasará cuando 'evalúen' a mi hijo?", le pregunte. Me explicó que mi hijo iba jugar con materiales y ella iba hacerle preguntas, y observarlo en su ambiente natural. Unos días más después, recibí una carta en el correo de
confirmación de nuestra cita.
La visita…
La mañana de la programada visita, le dije a mi hijo que 'maestras' vendrían a jugar con él. Cuando las tres personas entraron a nuestra casa, el sonrío pero les tenia pena. Mientras que la Coordinadora de Servicios habló conmigo acerca
de mi hijo, mi hijo estuvo involucrado en algunas actividades. Él se divirtió durante la mayor parte de la evaluación — mirando fotos, jugando con materiales y demostrando sus habilidades tales como saltar y dibujando un círculo. Al fin de la visita, compartieron los resultados conmigo, y respondieron a mis preguntas. Estaba orgulloso de ver que él estaba haciendo maravilloso en muchas áreas de su desarrollo. Pero, no sé la palabra para los otros sentimientos que
tuve — una pizca de decepción, una espolvorear de culpabilidad y una dosis de alegría por la ayuda que él va a recibir.
Esperanza…
Mi hijo fue encontrado elegible para terapia del habla. Mi esperanza es que él se beneficiará de los servicios, tanto
como su hermana. Ella, a los cuatro años, está aprendiendo a leer y está floreciendo en su escuela preescolar. Me
ayuda pensar en su progreso y estoy tratando de forzarme a no preocuparme. A veces todos necesitamos un pequeño
empujón para salir adelante. El tener 'esperanza' es un buen comienzo para cualquier camino.

Estimadas familias, personal y socios de la
comunidad:
Es difícil de creer que el verano ya casi termina y que los meses más fríos pronto estarán aquí. Espero que hayan podido alejarse del calor, las presiones cotidianas, y encontrar placeres relajantes durante estos últimos meses. Para algunas familias del Programa de Infantes y Niños, las temperaturas extremas trajeron considerables dificultades debido al calor, las tormentas y las interrupciones eléctricas. El personal y socios de la comunidad trabajaban diligentemente para ayudar a muchos de nosotros durante todo el verano. Mi más profundo agradecimiento a todo el personal y los socios que ayudaron a las familias del Condado de Montgomery para no sólo sobrevivir el verano pero también disfrutar de cierto grado felicidad en familia y en la comunidad.
Llegamos a esta época del año otra vez… Ya es tiempo para la Encuesta Familiar del MSDE! La encuesta familiar del Departamento de Educación del Estado de Maryland (MSDE) es la forma principal de medir qué tan bien están sirviendo a niños y sus familias los Programas de Infantes y Niños en el estado. Los resultados del estudio tendrán impacto directamente en las decisiones estatal sobre cómo mejorar los servicios para niños y sus familias.
Este año, el personal MCITP entregarán personalmente la encuesta familiar del MSDE a cada familia participante. Se presentará la encuesta a las familias durante las visitas regulares y se recomendará completar la encuesta durante la visita ese mismo día. Familias del MCITP, por favor, hagan
tiempo para completar la encuesta. Su opinión es muy importante y nos ayudará a darles mejores servicios a su familia y a todas las familias del MCITP. Usted puede esperar recibir su encuesta familiar alrededor de mediados-a-finales de septiembre.
Nuestro programa también está emocionado en anunciar el lanzamiento de varias asociaciones en la comunidad y la ampliación de las asociaciones existentes en todo el condado durante el próximo año. Planeamos ampliar las oportunidades de aprendizaje basados en la comunidad para asegurar que los niños tengan buenos principios académicos y sociales para garantizar que todos los niños del ITP están listos para el Kindergarten y estén listos para aprender. Niños son capaces de proporcionar servicios a los niños en su centro de cuidado infantil igual como en la casa del niño y otros
ambientes naturales.
Hay muchas maneras que se pueden ofrecer servicios en una configuración de cuidado infantil, incluyendo el trabajo individual con el niño, con el grupo y con los profesionales del
centro de cuidado. Servicios de intervención temprana tienen más éxito cuando los padres, los proveedores de cuidado
infantil y el personal del MCITP pueden trabajar como socios
para satisfacer las necesidades del niño y comunicarse acerca de su progreso. Si su hijo se encuentra en un centro o establecimiento de cuidado en hogar y le gustaría tener servicios del personal del MCITP, consulte con su
coordinador de servicio para revisar las opciones disponibles para su niño y empezar la conversación con su proveedor de

Programa de padre a padre de SEEC
proporciona información y apoyo!
El programa nuevo “padre a padre” (P2P) proporciona
apoyo emocional y consejos prácticos para las familias de
niños con necesidades especiales, haciendo coincidir los
padres que han recibido diagnosticado recién de sus
niños, o de transición, con un padre que tiene experiencia
de una situación similar. "Nuestro objetivo es ayudar a las
familias a sentirse menos aislado, el futuro, de obtener la
información que necesitan y convertirse en el más
esperanzador acerca de su hijo", Wendy Baumert, la
Coordinador del programa. Lanzado en enero de 2009, P2P
es ahora totalmente operacional y padre/mentor partidos
están en marcha. Un manual de capacitación de mentor centrándose en las habilidades de comunicación eficaces y
simpática escuchando ha sido creado y utilizado en varias
sesiones de formación. El manual también incluye
información sobre locales y familias de todo el estado de
los recursos pueden desea tener acceso y está siendo
traducido al español para proporcionar un acceso más
amplio a las familias en necesidad. Objetivos de largo plazo
del P2P incluyen formando un Comité para supervisar el
programa, ampliando la capacitación oportunidades de
mentores y organizar salidas sociales para participantes del
