OF THE PULASKI COUNTY CLERK'S OFFICE

The Microfilm Department of the Pulaski County Clerk's Office serves as ,a quasi­official depository for the various records of the county. The office opened in the autumn of 1955. The legislation which enabled the establishment of the Pulaski County Microfilm Department was adOpted March 18, 1947 by the state GeneralAssembly. This legislation, in simple language, established the guidelines for the microfilming of records by govern­mental units in the state.

The director of the department is Mr. David W. Bizzell, an avid Arkansas historian. He, with the advice and consent of County Clerk Jerome Climer, plans and carries out the county's efforts to preserve official records. I am Mr. Bizzell's assistant.

The department has two microfilmers: one is a manually controlled 35 mm.; the other is an automatic 16 mm. There are two microfilm readers in the office.

Some. such as the index.)

The advantages of microfilming are numerous. First, contrary to popular belief, microfilming can actually save a county thousands of dollars. For example, the Pulaski County Microfilm Department operates on an approximate yearly budget of $2,000, excluding salaries. Generally only about $1,400 of this annual appropriation ·is spent. This $1,400 usually reaps substantial savings for the county. By microfilming the county no longer spends several thousand dollars annually for binders. Before we started microfilming, lar.ge, binders costing up to $75. each were purchased to store records in. Today as soon as we microfilm an article the binders can be used over again. The microfilmed contents are discarded.

It is difficult to determine just how much the county saves by not having to store old bulks records.. The reducing pow~r of microfilm is unbelievable. For example,Pulaslti County's:Assessment Books for the 130-year period 1828-1958 originally required 225 cubic feet to store the four tons of books. These same books on micro#ilm require 2 1/2 cubic feet for storage and weigh only 66 1/2 pounds!

Another good example of the reduction power of microfilm can be found in the county's marriage..recor\:is. From 1838 to 1971 Pulaski County required 240 large books to record marriages. If stacked one atop another they would have stood four stories tall! Once micro­filmed all these marriage records take up only 1 1/2 feet by ten inches of storage space.

If it were not for the Microfilm Department. I predict that thousands of dollars would be spent to rent storage space, or, as is more likely, the older books would be thrown away to make room for·the new.

Let me hasten to warn you that the maintenance of a 'county microfilm department is no meager task. The time and patience required is substantial. A competent individual must be found to direct. the effort. Hopefully he would have a knowledge of county government, an interes~ in local history, and above all, a great degree of patience. Before an item is microfilmed in the Pulaski County Microfilm Department, it undergoes a close examination by the staff. To put the item in its proper context, ~xplanatory notes are added to the book. Generally an indeJi is prepared. After the item is filmed the original can be destroyed. The' film.is labeled, boxed and filed.

The importance of patience to a microfilmer is realized when a thorough index of records ieprepared. The master index of the county marriage records, ofr example, required.approximately two years to finish! The finished index covered 313,790 names and, if the names were laid end to end, would extend for 9.9 miles! To. summarize this first part ormy presentation let me merely say that I believe any countywould benefit from a well-run microfilm department.

Now, Iwantto change th~ subject somewhat and discuss another item with you. Since I have been working with the Pulaski County Clerk's Office, I have been amazed at the wan­ton deJlt~etion of public records by incompetent public officials. Our county cler!,;:,: Mr. Climer, and his predecessor, Mr. Bob Peters, were very interested in the preservation

.. of ct>unty records; However, they are exceptions to the rule.

Only.recently a whole truck load of Pulaski County Circuit Court records we~e hauled to the city dump .. One county clerk from southwest Arkansas, I understand, recently called the State Histo.ry Commission and informed them that he was throwing away many of their old records to provide more space. He told the Commission that if they wanted any of the material they ,should get it immediately! Of course the plight of the COIl.!1ty officials (and the Secretary of State) is understandable. They are under-financed and under-staffed. They don't have proper room to continue to store old records. Yet, it is truly sad for Arkansas to lose ,her historical documents.

I am today proposing that you, the Arkansas Genealogical Society, begin a campaign to establish a. Records Management Program. The purpose of this program would be to sys-, tematically preserve. our state,. local). and municipal records. A Records Management Pro­gram would serve"as a depository for governmental documents. If we had a state depository the local counties and cities could deposit their. non-current records t.1:tere and the deposi­tory staff would sort, catalogue, index and microfilm. The original documents would be destroyed to provide more space for incoming material.

Arkansas is, according to the Directory of State and Provincial Archivists and Records . Admillistrators, one of only five states in the nation that does .not have a Records Manage­

ment Program. This proposed program would work in conjunction with the state History Commission, however, it wourd be somewhat different. The Records Management Program would deal only with governmental records while the History Commission deals with private as well, as governmental papers.

Now, how do we go about obtaining legislative approval of this Commission? We know that most legislators, like most ordinary citizens, are ·not familiar with the problems of records preservation. Evidence of this' can be seen in the annual budget of the State History Commission. In 1969 the Commission was appropriated $68,756. This was a reduction from $72, 553. in 1968. . Missouri, by contrast, spent $162,528; North Carolina spent $537,,06'7;.· SQuth Carolina spent $368,884. Even Alaska spent more than Arkansas. Tho.se of us who are interested,in history, anp your group included, have been ve,ry lax in keeping the :J.eg1Blature. informed. We do a lot of complaining, but very little positive acting.

U you agree with me that Arkansas needs a Records Management Program, then let's get· busy. We can only convince the legislature to create this program if we undertake an intensive organizational effort.

Onoe,the,legi.slat1J.re realizes that our priceless heritage is being destroy!"d due to over­orowding..and.lack of storage space, then our task will be rewarded. It will not be easy to accomplish this task. Itmight take two or three legislative sessions before the money is appropriated. Yet, the end result will be of benefit not only to us but to thousands of yet unborn Arkansans.

Abel Givens Sullenberger was born July 12, 1810 in Rockingham County, Virginia. His Family Bible, now owned by a descendant, starts off"

"My father Samuel Sullenberger born in Pennsylvania, Dec. 29, 1793. My Mother was born June 1793 in the State of Virginia. "

Asno marriage date was given, I wi-ote to the Virginia' state Library,. ~ichmond, Va. and obtained the marriage of Samuel Sulenbarger and Patsy Scott, October 1, 1807 in Rock­ingham Co., Va. John Whitmore signed as security. It stated that "Patsy was daughter of --- Scott, deceased." No ages were given.

There is no 1800 Virginia census, but in 1810 Rockingham Co. Federal Census, Samuel Sullenbargar, Sr. was a male over 45, with 1 male 26-45; 1 male' 16-26 (Samuel, Jr.); 2 males under 10 (Asher and Abel); and 2 females (Patsy and some other female).

In 1840 Abel G. Sullenberger was in Hawkins Co., Tenn., but by 1850 he lived in Dallas Co., Ark., where he was a farmer. ,He also shows there in 1860 and 1870, but by 1880 he had moved to Hot Spring Co. A. R. Sullenberger, thought to be one of Abel's brothers, was married, and Jiving in Grainger Co., Tenn. in 1840.

All of the dates given below are from the Family Bible, except Samuel's marriage date (see above):

THE ORRELL FAMILY

Realizing much difficulty in family research such as assuming, same given names, area and the juggling of dates, I find the professional genealogist has my sympathy. I note in your Family Historian (VoL.IX, no. 3) an excellent record of the Orrell clan. I feel with my old folks' (passed on) knowledge, the census, stone, Pope county records and a descendant, I rate a correction concerning Bassell C. (Cayton) Orrell. If you will pardon me for taking your time, I will gointo details to prove my point.

Bassell C. Orrell as stated in your record was born in N. C. year 1817 is in error. In

the Old Litke Cemetery, one mile northwest of Dover, Ark. is a rather expensive Masonic stone stating Bassell C. Orrell born 1826, died 1868. Bassell owned two or three pieces of land near by, also one town lot in the town of Dover, Ark., also one-half of the now Dover ·town square.

Bassell C. Orrell married Nancy Jane Gray at Dover, Ark. Apr. 10, 1851. This date is given in my family record written more than 75 years ago. Also from marriages of Pope Co. states: Bassell C. Orrell, age 24, married Nancy Jane Gray, age 17, Apr. 10, 1851. Nancy Jane was my grandfather's (Reuben Gray) sister. Nancy Jane· born Feb. 19, 1834 and died about 1858. You will note in your record the births of three children born 1843-45-48, these three children the offspring of Nancy Jane Gray and Bassell C. Orrell. Nancy Jane and Bassell C. were not man and wife until 1851.

The daughter, Mary L. ,was born in 1852 and John and Joseph, until proven otherwise, died young. In my grandfather's will (1860), he gives $1.00 to Mary L. and John and Joseph ar.!l not mentioned. '. Mary L. , according to word passed down, made a striking woman. She married Roht. D. McCoy, Feb. 1, 1869, and had son, John McCoy, wholived in Morrilton, Ar. John D.had son, Shelby (died young), daughters Willie and Johnnie. Of these two girls, I have never been able to uncover a descendant.

I judge after the death of Roht .. D. McCoy, Mary L. remarried to Patrick Parker of near Morrilton and had four daughters, namely Minnie, May, Clara and Susie. Clara married Ambrose Sammon of Conway and moved to California about 1930. Minnie married a Marmon

. and wllnt to Utah. Susie went to utah to live with Minnie. May married a Smallberger and is buried in t.he Morrilton Cemetery (1886-1908). 1 would appreciate the least information on these four girls as well as Robt. D. McCoy and son, John. The mother (Mary L.) of John McCoy and the .four Parker girls is buried in Morrilton cemetery (1852-1912).

Back to Bassell C. Orrell -- After Nancy Jane Gray's death, Bassell C. married Phe­lina Walker in 1859. Phelina and Bassell had Silas, Tom, Sue and Jane. Silas is the fat.her ~. , of Mrs. Cayton (Orrell) Gardner, 13790 st. Andrews 1-E, Seal Beach, Calif. 90740, who gave me additional information. In other words, Mrs. Gardner's grandfather was Bassell C. Orrell. Mrs. Gardner recalls having a hald-aunt, Mary L., also knew John McCoy.

After Bassell's death in 1868, Philena remarried to a Poyner and after a couple of years of mll-rried life, so states the court records, he took off for parts unknown. I give yout-this in cll-se you have other queries concerning the Orrell. family.

in 1854. Her mot.lter died when Elizabeth was born. The father, being unable to care for the baby, left her with her grandparents, Jabez Cannon and Sarah (Reeder) Cannon in Ala. and moved to Arkansas. Elizabeth had three brothers, one named Arch Branch, who \vere· raised in Arkansas, possibly near Bee Branch. I do not know if these brothers were from a second marriage or if the father brought them to Arkansas when he moved. When his sons were small the father, with a man by the name of Hightower, chased a band of horse thieves into Texas. and was never heard of again. Would like information on any Branch families.
