Youngstown State has a separate out-of-state fee of $1,236 for residents in its Regional Service Area, which is defined as Chautauqua County in New York; Allegheny, Armstrong, Beaver, Butler, Clarion, Crawford, Erie, Fayette, Forest, Greene, Indiana, Jefferson, Lawrence, Mercer, Venango, Warren, Washington, and Westmoreland counties in Pennsylvania; and Brooke, Hancock, Marshall, and Ohio counties in West Virginia.
2004 FALL TERM: FULL-TIME UNDERGRADUATE FEES, UNIVERSITY MAIN CAMPUSES
1. Miami's in-state students receive an Ohio Resident Scholarship for $2,500 and an Ohio Leader Scholarship ranging from $2,500 to $3,100 per semester. These scholarships reduce Miami's net instructional and general fees for resident undergraduates to an average of $4,521 per semester.

1. Instructional fee amounts reflect lower-division undergraduate fees. Upper-division instructional fees are $2,338. The general/facilities fee and out-of-state surcharge is the same for both lower- and upper-division courses.
2. Instructional fee amounts reflect lower division undergraduate fees. Upper division instructional fees are $2,742. The general/facilities fee and out-of-state surcharge is the same for both lower and upper division courses.
3. Amounts reflect lower division undergraduate fees. Upper division undergraduate fees are: in-state instructional fee, $1,331; general/facilities fee, $120; and out-of-state surcharge, $550.
3a. Amounts reflect lower division undergraduate fees. Upper division undergraduate fees are: in-state instructional fee, $1,363; general/facilities fee, $174; and out-of-state surcharge, $1,537.
4. The Wayne campus offers an out-of-state surcharge of $ for academically qualified students.
5. YSU does not have regional branch campuses. Amounts reflect fees for students seeking associate degrees at YSU's main campus comm-tech.
