PRESIDENT’S REPORTWelcome to the 2020 Fall Newsletter of the Sauk River Chain of
Lakes Association (SRCL). This past year was a very interesting timeon the Chain with the Covid-19 pandemic limitations and a generaldesire of people to get out and enjoy the great outdoors. We experi-enced one of the busiest and sometimes a very congested Chain ofLakes that we had not seen before and we were not used to. Boat andRV sales were at record highs as people wanted to get out of theirhomes. Fishing license sales hit a record high as people wanted a relax-ing sport to enjoy in the outdoors. Throw in a few boat parades, sandbargatherings, and Kron’s Bay tie-ups it is evident that on the water on theChain of Lakes was the place to be in the Summer of 2020.Your SRCL Board has also been very busy this past year. Please
enjoy the committee reports in this newsletter that show how the SRCLAssociation is working to protect and improve the Sauk River Chain ofLakes for the enjoyment of all who live and visit our great chain. Asfamily and friends continue to experience the greatness of the Chain ofLakes, we, the SRCL Board, are committed to our mission: We arepledged to improve the water quality of the Sauk River Chain of Lakesin Stearns County, Minnesota, not only for our generation but for ourchildren and future generations.I hope everyone knows by now, the SRCL Association took over
gambling operations at Shady’s Long Shots Bar and Grill in December2019. As I write this, we are commencing the start of Bar Bingo onWednesday nights and Meat Raffle on Friday nights. Even with theCovid-19 pandemic, we have been able to successfully manage thegambling operations at Shady’s this past year with proceeds of $40,000so far in 2020. This partnership with Shady’s is a huge opportunity forthe SRCL Association to bring in a second revenue stream to fund proj-ects on the Chain of Lakes. It takes a lot of work to manage a charitablegambling operation and we continue to look for volunteers to make thiswork! Please reach out to me if you have time to help.The SRCL Board thanks you and our 450+ members that continue to

As you may or may not already know, an aquatic plant meandering survey was done in May to identify theconcentration of curlyleaf pondweed in the Chain of Lakes. That report is available on our website at srcl.org.In an effort to continue assessing the overall vegetative health of the Chain of Lakes, the Lake Associationhired Limnopro of St. Cloud to perform a point-intercept aquatic plant survey of the entire Chain of Lakes.The Sauk River Chain of Lakes Association’s goal was to identify any aquatic invasive species as well as toassess the overall health and concentrations of native aquatic species. In early August, Limnopro sent out ateam that randomly sampled and identified the aquatic plants in every two acres of the Chain of Lakes. Inaddition, Limnopro is sending a dive team to sample the aquatic plants around the public and private accessesof the Chain of Lakes. The reason for the focus on the accesses is that certain aquatic invasive plants, likestarry stonewort, typically establish themselves at an access first.
We have not yet received the entire report of the survey, but when we do, we will publish it on our website.This essential information coming from the report will help the Lake Association create a ComprehensiveAquatic Plant Management Plan to maintain and improve the water quality and access to the Chain of Lakes.

their outer shells can be sharp, and they attach to underwater equipment, rocks,plants, and intakes. In addition, they can accumulate in such concentrations thatequipment operation can be limited. Be careful when around underwater structuresso you do not get cut! Current studies have shown that in areas where there iswater current, zebra mussels have difficulty establishing themselves. As a result, athruster or aerator may help in limiting their numbers on your equipment.Remember to Clean, Drain, and Dry a boat/dock/lift if they ever leave or come tothe Chain of Lakes to prevent the uncontrolled spread of zebra mussels.
2020 Aquatic Plant Surveys in the Chain of LakesBy Brad Matuska, SRCL Aquatic Invasive Species Committee Chairman/Board Member
The Sauk River Chain of Lakes Association (SRCL) is in the early stages of developing a comprehensiveaquatic plant lake management plan for the entire Chain of Lakes. To start, the SCRL hired Limnopro of St.Cloud, MN to conduct two aquatic plant surveys. The first was a meandering survey in early May to map outthe locations of the aquatic invasive species curly-leaf pondweed. Those maps are posted at srcl.org. A chemi-cal treatment of curly-leaf pondweed was done by Clarke on a total of 20 acres in late May.
In the late summer and fall, Limnopro did another lake-wide point intercept survey of the entire Chain ofLakes. An aquatic plant sample was taken for every two acres of water, and divers inspected each boat land-ing. The final report has yet to be done but a preliminary report is posted at srcl.org. The preliminary reportshows that the Chain of Lakes has poor water quality (high nutrients) dominated by surface native plants likecoontail, duckweed, filamentous algae, watermeal, and water lily. The good news is that starry stonewort, aninvasive plant, was not found, but zebra mussels (invasives) are on each lake and an unconfirmed hybridEurasian milfoil (invasive) was found on Horseshoe. Curly-leaf pondweed was not detected in the late sum-mer and fall, because these plants complete their life cycle by the beginning of July.
Next, the SRCL will continue moving forward with the development of a lake management plan by work-ing on a lake user opinion survey and a nutrient budget. Watch for more information!

Each year, the University of Minnesota sponsors the Starry Trek in which trained volunteers visit publicaccess around the state to see if the lake or river has any aquatic invasive species, including starry stonewort.Thank you to the volunteers from the Chain of Lakes who helped! While no invasive species were found atany of the Chain’s public accesses (Hwy 23, Hwy 71, Hwy 22, and Long Lake),starry stonewort was found on Carnelian Lake near Kimball. Remember to Clean,Drain, and Dry any boat/dock/lift if ever moving them from lake to lake. We wantto do what we can to prevent starry stonewort from entering the Chain of Lakes.

Statement on Cozy Corners Campground Expansion
In early October 2020, the Sauk River Chain of Lakes Association (SRCL) wascontacted by a group of concerned residents about a proposed expansion of the CozyCorners Campground on Long Lake. The concerned residents communicated a numberof potential issues as a result of an expansion like additional boat traffic, additionalseptic tank usage, impacts to water quality, wetland impacts, and others. Since it is themission of the SRCL is to improve the water quality of the Chain of Lakes, the SRCLcommunicated with a number of stakeholders of the proposed expansion as part of adue diligence process. The SRCL proceeded to have discussions and/or meetings withCozy Corners, Stearns County Environmental Services, the Minnesota Department ofNatural Resources (DNR), lake ecologists, a group of concerned residents, the StearnsCounty Planning Commission, and the Stearns County Soil and Water ConservationDistrict in an effort to understand the facts. On October 15, the Stearns CountyPlanning Commission approved the proposed Cozy Corners expansion with a numberof conditions. On October 20, the Stearns County Board of Commissioners decided totable a decision until after a public hearing on November 17.
The SRCL wanted to make sure that the concerns were being fully investigated andissues mitigated to reduce the impact this expansion could have on water quality. Bytalking with the concerned citizens, lake ecologists, and Cozy Corners, the SRCL wasable to have educated discussions with the government entities (Stearns CountyEnvironmental Services, DNR, etc) that research and determine the rules for alllakeshore property owners when requesting changes, additions, and expansions ontheir property.
Over the past decade, the water quality of the Chain of Lakes has improved. TheSRCL will continue to work with the stakeholders of this proposed expansion andother projects in an effort to sustain the improving water quality of the Chain ofLakes.

Fisheries Report

WalleyeThe Sauk River Chain of Lakes is coming off some of the best
natural reproduction for walleyes ever seen on the system. The catchrate on walleyes in 2018 was the second highest ever recorded onthe SRCL. Fifty-four percent (54%) of the walleyes sampled in 2018were naturally reproduced fish and not stocked fish.
Below are the results the MNDNR’s fall year over year (YOY) assessments and gill net assess-ments. While the catches were higher in 2009, 2011 and 2013, we also had shorter stations. After2013, the MNDNR has almost doubled their sampling effort. The YOY catch rates during naturalreproduction years is very similar to stocked years (114/hr. (NR) vs 128/hr. (stocked) dating back to2001.
SunfishAccording to MNDNR studies, the Bluegill numbers in the Sauk
River Chain of Lakes are relatively low which is a cause for concern.However, the size structure is above average for the area. Historicalsummer trap net surveys rarely sample Bluegill over 8 inches and do not appear to represent the truesize structure of the Bluegill population. Recent studies found that targeted sampling around spawn-ing time appears to give a better representation of the size structure of the Bluegill population. In2018, a spring targeted survey sampled 701 Bluegill ranging in length from 3.8 to 10 inches with anaverage length of 7 inches. Eighty-six percent (86%) of the Bluegill sampled were longer than 6 inch-es and 15% were longer than 8 inches. Growth is average taking about 4 years to reach 6 inches and6 years to reach 8 inches. Previous success on other lakes with a reduced bag limits leads theMNDNR to believe that by reducing the bag limit to 5 or 10 will help protect and possibly improvethe existing size structure.
Please understand that the decision to lower the Bluegill bag limit is the MNDNR’s and not theSauk River Chain of Lakes Association’s. Originally, the MNDNR was proposing a 5 fish per daylimit on The Chain of Lakes. The SRCL Association Board of Directors agreed to support theMNDNR on a 10 Sunfish per day limit on The Chain of Lakes. We feel like this is a fair compromiseand reasonable one for the anglers.
As of November 2020, the MNDNR will move forward with a 10 fish per person daily Sunfishlimit that will begin on March 1st 2021. Below is the survey data the MNDNR received specificallyregarding the Chain of Lakes and the Quality Bluegill Initiative. As you can see 85% of the partici-pants in the survey were in favor of the new regulation.

As the boater arrives they will hear an educational mes-sage reminding them to clean off all weeds and any otherdebris from their boat and trailer. There are also signsshowing that their boat condition is being captured oncamera (Internet Landing Installed Device Sensor (I-LIDS)). The videos are captured by motion and transferredwithin seconds over the Internet to a remote server. Therethey are processed and made available on a website forreview. Any authorized user can log in to the site and play-back videos. Selected videos can be played back as anentire stream and skipped if there is a false positive. SRCLBoard Members and Environmental Sentry are authorizedto review the videos.I-LIDS Explained Principle of Operation The I-LIDS is designed to increase the boater’s aware-
ness of the need to prevent the spread of Aquatic InvasiveSpecies (AIS). This is done with the prominent location ofthe I-LIDS system at SRCL boat launches (Cold SpringBoat Launch, Hwy 71 Boat Launch, Hwy 22 Boat Launchand soon to be on Long Lake). When a boater is present itplays multiple educational messages and triggers the cam-era to capture and transmit high-resolution videos of the boat’s condition. Signage alerting visitors that AISviolations will be reported is mounted on the post. Reviewers then can efficiently review videos on the web-site confirming that boaters have launched without plants attached. Solar power and power-efficient designallow the system to operate up to 20 hours a day.
It is well established that people’s behaviors are modified when they realize that their actions are beingmonitored (Hawthorne Effect). This principle is leveraged in the I-LIDS design. Many videos over years showpeople initially reacting to the audio message, reading the sign, and inspecting their boat. Over time boatersbecome accustomed to the presence of the camera.
The ultimate test of conformance is whether boaters have launched without plants attached. For the rareexceptions where a boater has not been inspected and we see plants prior to launch, we will forward a suspectAIS violation report (including videos) to the Stearns County Sheriff’s Department to request an investigation.Most of these suspect AIS violations result in a warning or a citation to the boater. Word then spreads thatboaters need to take precautions to remove aquatic plants before launching.
We have forwarded an infraction to the Sheriff's Department for follow-up. The video shows a weedattached to the trailer that was being launched at our Hwy 22 Launch. This is against the law: Under MNStatutes Chapter 84D; Section 84D.10 & 84D.13. The operator of this vehicle could be cited and fined $200.
This case is still under review by the Stearns County Sheriff's Department and Water Patrol who haveagreed to work with the Sauk River Chain of Lakes Association to assist in protecting our waterways.
This year we have viewed; 11,346 videos from the Hwy 22 Launch, 8,106 videos from the Hwy 23Launch, and 5,019 videos from the Hwy 71 Launch – totaling 24,471 videos viewed.

Hello Everyone! I am Aaron Schwartz, the Sauk River Chain ofLakes Association (SRCL) Water Quality Committee Chairman. I joinedSRCL in Spring 2020 to try to fill the shoes of long-time SRCL BoardMember Bert Johnson. My wife, Krysten, and I have lived on KoetterLake for the past three years with our two daughters, Addison (6),Emilia (2), and our dog Rem.
The Water Quality Committee has two main responsibilities withinthe SRCL. The first is coordinating the road cleanup of our Adopt-a-Highway stretch of Hwy 22. The SRCL has expanded those effortsbeyond the two-mile stretch of road to include the public access on Hwy22 as well as the bridge area on County Road 71, the public access/fish-ing area on County Road 71. Our responsibility for the Adopt-a-Highway is to pick up trash along the roadway two times a year. We askfor 12-18 volunteers to make this process go quickly. I thank all of thosewho have volunteered, especially those who helped this spring when itwasn’t quite the well-oiled machine that Bert ran in years past. Thatbeing said, Bert has passed along his secrets so things will go smootherin the future.
The second role the SRCL Water Quality Committee fulfills is water quality testing throughout the summeron several of the lakes. We partner with the Sauk River Watershed District who runs the analysis and compilesthe data for us. Water samples and Secchi Disk readings (water clarity) are taken from various locationsthroughout the Chain of Lakes monthly. The water samples are taken to monitor the Total Phosphorus (TP)also known as weed food, and Chlorophyll-a. This is more simply a measure of the algae in the water which isusually a byproduct of higher TP levels and decreases water clarity.
Because of the issues of COVID-19, we haven’t received any data from this summer’s (or last summer’s)sampling and testing results. My hope is to be able to provide an in-depth update on the sample results at thenext annual summer meeting.

The financial health of the Sauk River Chain of Lakes Association (SRCL) has never been better, with totalcurrent assets of nearly $82,000. We are starting to build the funding necessary to accomplish many of theboard strategies. Here are the highlights:
• Total checking and savings: $54,000Last year at this time we had a loan to our new gambling organization for $15,500. Those funds have been completely repaid to the association resulting in increased cash and savings. This combined with our increased membership has put us in a strong cash position.• Other assets: $28,000We continue to maintain three certificates of deposit with our local banks. These certificates were established several years ago and are held as part of our reserve for future investment in projects.
While we can be proud of our current financial position, the fastest way to continue to grow our annualfinancial position is to increase membership. Currently, only ¼ of the residents on the Chain of Lakes areSRCL Member. If we hope to fund the strategies necessary to maintain and improve the Chain of Lakes, weneed more members.

The Sauk River Chain of Lakes Association (SRCL) Land Use Committee’s primary objective is to reduceor eliminate runoff into the lakes. The chemicals, fertilizers, and pesticides that homeowners and farmers userun into our lakes that affect our water quality and clarity. By working with local and state departments (Soiland Water, Department of Natural Resources, etc.) we can find a good balance to divert the runoff by chang-ing up how the water flows over the property into the water. This is done by setting up natural vegetation bar-riers, restructuring water drainage, and even with education to homeowners on ways to improve your shore-line to help the Chain of Lakes.

Greetings from the Gambling Committee. This year has been a year of firsts for the SaukRiver Chain of Lakes (SRCL) Gambling Committee. After a successful implementation of pulltabs, electronic pull tabs, game boards, bar bingo, and meat raffles, the pandemic shut down ouroperations. However, once Shady’s Long Shots opened again, we were back at it! This summerbrought great success and we are very excited about the potential for generating funds to supportprotecting our most valuable resources, which are the lakes. During the October meeting, SRCL Board Members discussed how to safely get back to offer-
ing bar bingo and meat raffles for the winter. Shady’s Long Shots is eager to have the SRCLAssociation start events again due to the early snow and closure of the golf course for the winter.Bar bingo resumed October 28th and meat raffles resumed October 30th. Bar bingo will takeplace every Wednesday until around the last week of March. Packet sales start at 6 p.m. and thefirst game begins at 6:30 p.m. Typically, bar bingo takes an hour and forty minutes. With ournew guidelines in place, we are confident we can safely operate bar bingo. Meat raffles will takeplace every Friday until April 2nd. They start at 6 p.m. and going until 8 p.m. We will sell ticketson trays at one spot and every ten minutes call off a new game. With new guidelines in place, the SRCL Association hopes to have a great second winter sea-
