    Canada Reaches Historic Trade Agreement with the European Union

    OTTAWA- Prime Minister StephenHarper announced that Canada and

    the European Union (EU) havereached an agreement in principle ona comprehensive trade agreement thatwill significantly boost trade andinvestment ties between the twopartners, and create jobs andopportunities for Canadians.

    This is the biggest, most ambitioustrade agreement that Canada has everreached. It covers most aspects of theCanada-EU bilateral economicrelationship, including trade in goodsand services, investment, and

    government procurement. It alsogrants the flexibility to include areasof mutual interest beyond those thathave traditionally been included inCanada's trade agreements, such asregulatory cooperation.

    VANCOUVER - The HonourableJames Moore, Minister of Industryand Regional Minister for BritishColumbia, announced thatVancouver Shipyards will be

    building up to 10 additional largenon-combat ships for the CanadianCoast Guard fleet at an estimatedcost of $3.3 billion.

    Minister Moore made the

    announcement during a visit to

    Vancouver Shipyards, which was

    selected to build the non-combat

    package of vessels through the

    Governments National Shipbuilding

    Procurement Strategy (NSPS).

    The decision supports the

    long-term benefits of the

    Governments National Shipbuilding

    Procurement Strategy in creating a

    sustainable shipbuilding industry

    once again here in Canada, said

    Minister Moore.

    The National ShipbuildingProcurement Strategy is a keypriority of the HarperGovernment as we create jobs andgenerate significant economicbenefits in shipbuilding and otherindustries all across Canada,added Minister Moore.Todaysannouncement illustrates ourcommitment to eliminating boomand bust cycles, while providingbest value for taxpayers, and

    ensuring affordable and timely

    delivery of ships.

    This significant investment willenable the Coast Guard to acquire upto five Medium EnduranceMulti-Tasked Vessels and up to fiveOffshore Patrol Vessels.

    This is yet another example of the

    unprecedented investment our

    Government has made in the

    Canadian Coast Guard and theCanadian shipbuilding industry,

    said Minister Moore. OurGovernment is committed to

    providing the men and women of

    the Coast Guard with the

    equipment they need to do the

    important work we ask of them.

    This investment is in addition to thealready announced Offshore

    Fisheries Science Vessels, OffshoreOceanographic Science Vessel, andCanadas first Polar Icebreaker thatwill be constructed at VancouverShipyards for the Canadian CoastGuard.

    The Governments National

    Shipbuilding Procurement

    Strategy has played a key role inrevitalizing British Columbias

    shipbuilding industry, creating

    thousands of long-term, skilled

    jobs,said Minister Moore.Todays announcement will

    ensure that the job creation is

    sustained, and that British

    Columbia continues to be a leader

    in Canadian shipbuilding.

    The NSPS is now in its fourth phase,with the designs of the initial set ofships being finalized and theshipyards undertaking theinfrastructure upgrades required toenable them to build Canadas shipsefficiently. The Government ofCanada is following through on itscommitment to build ships inCanada.

    The NSPS will mean long-term jobsand economic growth for thecountry, stability for the Canadianmarine industry, and vital equipmentfor the men and women in the RoyalCanadian Navy and the CanadianCoast Guard.

    Strengthened Measures to Combat Child Exploitation

    New notification requirements for

    offenders on the National Sex

    Offender Registry who travel

    outside of Canada; and,

    Better information-sharing

    measures between the police and

    border security to keep track of

    travelling sex offenders.

    Increase penalties for offenderswho commit sexual offences

    against children, especially those

    who violate the conditions included

    in probation orders, prohibition

    orders and peace bonds; and,

    Ensure that sentencing takes into

    account each young life that has

    been devastated by a predator

    through ending sentence discounts

    OTTAWA- Prime Minister StephenHarper announced additional newlegislation that will be introducedthis fall to better protect childrenagainst child sexual exploitation inCanada and abroad.

    Our Government is taking strongaction to keep our streets and

    communities safe for families, andabove all, for our most vulnerablecitizens, said Prime MinisterHarper.We will ensure thatCanadas justice system is on theside of victims, and take furtheraction to protect our own children,as well as those in other countries,from sex offenders.

    The proposed amendments toCanadian law include:

    publicly accessible national databasethat contains information onhigh-risk child sex offenders whohave been subject to publicnotification by the provinces andterritories.

    This announcement is part of a broadrange of actions our Government has

    taken since 2006 to protectcommunities from child sexualoffenders, punish offenders to thefull extent of the law, hold violentcriminals accountable, enhance therights of victims, and increase theefficiency of our justice system.
