PRESIDENT’S CORNER

A petition signed by twenty of our residents was given tome several weeks ago complaining of barking dogs onthe North side of the Lake. It stated the dogs would barkcontinuously. I explained to the spokesperson that wehave no noise ordi-nance in MoffattTownship. Wehave tried to imple-ment one throughthe TownshipBoard to no avail. Ialso explained thatwe (Forest Lake)must attend themonthly meeting inmass to show ourconcern. No oneshowed up for thefollowing meetingwhen I presentedthe petition. Againwe were turneddown.

On a better note I spoke to the person in charge of theNatural Gas study at Consumers Energy and they haveapproved the installation of pipelines to Forest Lake ifwe can get a majority of our residents to agree to hookup. A meeting is being scheduled shortly with theTownship Board, our Board and Consumers Energy toestablish a committee large enough to contact all resi-dents and explain the particulars of the program. We’llkeep everyone updated!

The Board has been approached by a resident request-ing we put our monthly meeting minutes online. In thepast we have been reluctant to do so for severalreasons. The Board has finally agreed to put a synopsisof our meeting minutes on the Forest Lake web sitefollowing each meeting beginning in March 2013.

Immediately following our July meeting and Board elec-tions one of our new directors, Bob Salazar, resigneddue to health issues. The Board then contacted EdPeters, who also ran for the Board and asked if he wasstill interested. He agreed to take over for Bob until nextyear.

I have saved the best for last. Izzy and Annette Ciprianohave announced that they are donating an addition to

the Playscape in our Main Park. If you remember, theydonated the entire Playscape that is currently beingenjoyed by our children and grandchildren. A big “ThankYou” to both of them for their generosity!

A “Heads Up” to everyone with a golf cart or an ORV.The Sheriff ticketed a resident riding in a golf cart for nothaving a current ORV sticker on their cart. As you know,golf carts are technically illegal on county roads, but lawenforcement have pretty much agreed to not ticketthem if they obey Michigan ORV rules (have a currentORV sticker attached, ride on the right side shoulder ofthe road, not exceed 25 mph, yield to all traffic, obey alltraffic signs and you’re really suppose to wear a helmettoo).

We still haven’t been able to catch the young white malewith blonde hair who has been going up to homesasking for money to visit his sick grandma in a SaginawHospital (SCAM). If you are approached, PLEASE get alicense plate number and call Security immediately.The Sheriff has agreed to intervene if we can identifyhim.

When leaving your home for vacation or closing yourcabin for the winter, you want to leave the impressionthat someone is at home. Here are a few things you cando to keep your home secure while you are away:

Ê Keep a vehicle parked in your driveway.Ê Make sure all windows and doors are secure.Ê Have someone mow, rake leaves or plow snow if

you will be gone for more than a few days.Ê Tell your neighbors and notify Forest Lake Security

to keep an eye on your property.Ê Do not leave a message on your answering ma-

chine that you are out of town.Ê Have someone pick up your mail and newspapers

or have it held at the post office.

You can contact Forest Lake Security to be put on the

house check list so your property will be checked duringdaily patrols.

As most of us know, there is no hunting oncommon grounds here at Forest Lake per ourBy-Laws Article II Section 5 Paragraph 3. Alsoper our By-Laws Article II Section 5 Paragraph 7“Erection, construction or use of any structure,tent, ladder stand, tree stand or scaffold oncommon property of the Association without writ-ten permission of the Board of Directors is aviolation and will result in the removal and confis-cation of any such equipment or structures”. Aviolation of either of these By-Laws will result in aloss of all privileges afforded to members in goodstanding. There have been a number of infrac-tions to these rules and Security has enforcedthe confiscation portion of our By-Laws rule.

BUILDING PERMITS A total of eight building permits were issued so far thisyear. Building permits were issued for one storagebuilding, three garages, two roofs over existing decks,one new deck and one new home.

DAM SAFETYThe Spicer Group recently completed an engineeringstudy to determine a safe vehicle load rating for theForest Lake Dam. The study indicates that the dam isin very good condition and is capable of supporting anylegal truck in the State of Michigan. Existing dam loadlimit signs allow vehicles such as an ambulance orsmall delivery truck but prohibit most semi-trucks. TheBoard of Directors is investigating replacement signagewith new load limits to allow larger vehicles and stillprolong the life of the dam structure as well as theSandpiper Drive pavement.

PERSONNELSean Malloy has accepted a position with the MerchantMarines but will remain on call as a fill-in Security officer.Charlie Max, a retired police officer, has been hired toreplace Amanda Moore as part-time security officer.

MAINTENANCE UPDATE

September and October is the time of year we prepareour buildings and grounds for the cold weather. Preven-tive maintenance is performed on Forest Lake vehiclesand equipment to assure they are ready for the winter.The bathhouses in Sand Hill Crane Park and the Camp-ground have been winterized and closed for the sea-son. We have removed the swim rafts, buoys andmarkers from the Lake and at the end of October webegan to lower it to the winter level. Besides thesepreparations and the normal lawn mowing and groundskeeping, other projects have been completed.

² A new electrical service line and panel box wereinstalled in the pump house. The old service panelwas dangerously outdated. It did not have a mainbreaker which created a safety hazard when workingon the individual circuits. The new wiring was rununderground from the communications building tothe pump house which eliminates one overheadelectrical service and meter. By removing this meter

LAKE ECOLOGYIt took longer than usual to fill the Lake this year becausewe had such an early, warm spring. This allowed theweeds to get the sunlight needed for them to flourish.The Board decided that a second treatment was neces-sary. Aquatic Nuisance came out to investigate whatareas were the worst and how to spot treat them. TheWest End and south shore were the most troublesomeand were treated resulting in a decrease in the over-growth.

we no longer have to pay the associated monthlyfees and surcharges. If we should lose electricityfrom Consumers, this also gives us the capability todeliver power from our generator to the Office andpump house.

² The Maintenance department replaced the waterpump on the Chevy SUV security vehicle. We alsohad the axle housing on the old Chevy pickup welded.The Massey Ferguson tractor had a linkage pin forthe four wheel drive unit repaired.

² Crushed limestone was spread on the parking areaat Bryan’s Trail. The loose sand was making itdifficult to get in and out of the lot.

² Two large oak trees were removed from Whippoor-will Park after being blown over by high winds. Wealso removed several dead or dying pine trees fromthe area between Elkhorn Road and the baseballdiamond. We hope to get grass to grow in the area.

² The air compressor in the Maintenance buildingfinally had to be replaced after numerous repairs. Wealso ran CPVC piping from the compressor to sev-eral of our working stations throughout the building.

² We have started sanding and scraping some of theold playground equipment in the main park in prepa-ration for painting.

Several projects are planned for this winter. First,weather permitting, we hope to finish rebuilding therental docks in section “A” and build two new ones in theHighlands' park area. Secondly, we will finish the re-modeling in the Campground bathhouse. This year inthe men’s room we will replace the ceramic tile andfaucets in the showers. We also plan to replace the oldsinks and paint the walls and ceiling in the men’s room.

MOFFATT TOWNSHIP NEWS

In July Wolverine was repaved from Sandpiper to NorthForest Lake drive. Road striping was added in Septem-ber to complete the job. Hopefully, in the future we willbe able to get the township and the county to replacemore of our decaying roads.

At a Moffatt Township meeting we requested that all ofour street signs that are missing be replaced along withtaller posts where needed. Shorter posts make it easierfor the signs to be removed/vandalized.On Saturday, September 22, Alger Parks and Recre-ation held their 2nd Annual Fall Festival at the townshippark. About eighty people attended; there were games,food and music in the evening. Forest Lake POA gavea $100 donation to help the festival committee continuetheir community programs.

On December 1st at 6:30 PM there will be caroling at theMoffatt Township park across from the Alger Market.Cider and hot chocolate will be provided. Ye OldeEnglish Christmas and Tree Lighting will feature the St.Joe’s Carolers.

Sadly, the Alger Market will be closing at the end of theyear. With our tough economic times, the ownersdecided it was time to retire from the business.

BOAT DOCKSWe’ve had a great year with rental docks for the 2012season. Rates will stay the same $230.00 for next year.

Maintenance will complete renovation of the south halfof “A” dock this winter. They will also construct two newdocks in the Highlands Commons Park as time allows.Members on the boat wait/move list will not be penalizedfor declining a dock in the Highlands due to inconve-nience of location.

**Note: If you spend winter in AZ, FL or other warmweather states and have difficulty getting mail on time,please contact the office 836- 2155 and request an earlycontract for your Dues, Boat Docks, and registration.You may pay Forest Lake fees early so as not to loseyour dock for being past the deadline. The State ofMichigan mails boat renewals out after December 31stfor the three-year period 2013, 2014 and 2015. Yoursticker will be given out after you return to Michigan andthe Office has received your final paperwork.

CAMPGROUNDThis camping season was a hot one and busy as everwith campers.

Reminders for fall and winter:n Water is disconnected at the end of season- Octo-

ber 15th. A porta-pot is on the grounds for fall use.n Daily fee is $10.00 for any member occupying a

stored unit or camping on the grounds. Please signin at the Office when you arrive.

n There is no electricity after December 31st.

The Board is discussing the feasibility of two campingcabins for the Campground possibly next summer.This would offer our residents the opportunity for anadditional camping choice of an enclosed area pro-

tected from the weather. It would also allow thosevisiting a member a place to rent for the night or fewdays and extend their visit with a campground experi-ence. They will be classified as primitive cabins (nobathroom or sinks). The size and location are beingdetermined and plans to build the cabins on site with theskills of our excellent Maintenance crew would keep thecost to a minimum and yet add an additional revenuesource in an area seldom rented.

Each synopsis will include motions passed andany discussions by the audience or Board members.

2012/ 2013SNOW PLOW CLUB UPDA TE

Most of us do not like to think about snow removal untilwe get our first snow. However, we all know the snowis coming. With that in mind, this is a reminder about ourSnow Plow Club. We will be accepting members againthis year. Remember, plowing will not begin until thesnow depth reaches 3 inches. For safety reasons, andto reduce the possibility of liability problems, snowremoval will only be performed during daylight hours.This means we will not be able to accommodateearly appointments. The cost of snow removal andthe type of services will remain the same as last year.

√√√√√ Mailbox area: Clear area in front of mailbox. Fee is$25.00.

√√√√√ Basic service: A straight push from the house orgarage to the street only. This doesn’t include addi-tional driveways or parking areas. Fee is $100.00.

√√√√√ Extended basic service: This service is for drive-ways that are extremely long with trees or otherobstacles that make it more time consuming to plow.Fee is $110.00.

√√√√√ Full service: This includes basic service plusadditional driveways and parking areas. Fee startsat $120.00.Additional fees will be accessed forthose areas that are more difficult or time-con-suming to clear.

√ We clean driveway approach after county truckspass.

Please make sure that your address is high enough tobe visible from the road. In past years the snow on theside of the road became higher than the address onsome mailboxes. If we cannot read your address, wemay miss your driveway.

We are asking club members to clearly mark all ob-stacles such as well caps, fences, stones or treestumps that are on or near the plowing area.

Forest Lake WILL NOT BE RESPONSIBLE FORDAMAGING ANYTHING THAT IS NOT CLEARLYMARKED.

If you are interested in joining the Snow Plow Club,please fill out the form on page 14 or on the ForestLake Website. Mail your completed form beforethe end of November.

Your cooperation will help us to prepare our plowingroutes in time for the first snow. Be sure to include yourcheck and mark the appropriate box for service on theapplication. The Snow Plow Club looks forward toproviding another year of snow removal to the ForestLake community.

Think about it: Among other things, he shoots photosand she frames them!

Not only that, but, after 1-1/2 years in Crime Investiga-tion and Detective School, he became a police officeron the Pleasant Ridge Police Force for 32 years beforehis retirement in 1988, followed by 7 years service forthe Oak Park District Court. No wonder, we always hearhim say in low covert tones, “Theycall me Fish.”

And, she is in the business offraming — picture framing, that is.Terri owned her own business fromthe early 80’s until 2000. That wasfive years after they bought, builtand moved into their lovely ForestLake home in the tall pines andoaks with a spring-fed brook run-ning behind their property.

Their presence has been stronglyfelt in our community since theirinvolvement began shortly after ar-riving. He, serving as Director onthe Board in charge of Security for3 years, and she, as initiator of ourholiday boutique and publishedcookbook, merchandising commit-tee and offering at our craft showsher wonderful array of jams, jellies,dips and sauces. He, working wa-ter patrol for years, as coffee maker for highway patrolpick-up, Friday morning coffee and dinner clubs, andknown for providing “refreshments” for the cooks at ourOx Roasts. He is always on hand for Thanksgiving andSt. Patrick’s Day dinners. Jim also bowls and plays golf

with others in our Forest Lake community. Terri playsbridge, attends Computer Club and, importantly toForest Lakers, for years has been active in producingour television channel 99, the FLIC.

Jim’s interest in photography began as a youngstertrying to take pictures from a contraption obtained froma cereal box. In high school, he was designated filmprojectionist and graduated to his Mom’s old black-box

“Brownie” Kodak. He befriended, interestingly through aticket issued, a newspaperman who introduced him to“darkroom” photography. Since 1998, “Fish” has photo-graphed countless events here, always at-the-readywith his camera, always helpful, while Terri also hastaken over photographing certain events when Jim wasotherwise occupied. By the way, “Fish”, do you have alicense for that shooting appliance – that Canon EOSRebel T1i?

So, they are talking of leaving us and their beautifulhome, whose stairway walls and hallways are adornedwith Terri’s picture framing artistry. We could not letthem slip away from us without telling of their very activelive-sustaining community service for which all of us aregrateful. Thank you, Jim and Terri!

STORAGE AREAStarting in 2013 items in the storage area willneed a YEARLY sticker.

These stickers will color coordinate and expire with yourvehicle stickers. This will insure that stored items arefrom members in good standing. The price will drop to$3.00 per sticker and any item that takes up a “footprint”will need a sticker. There are several items at thepresent time that have no stickers on them. Also thereare items left with “forever” stickers from people who nolonger are Forest Lake property owners. We need to beable to identify these items! If these are not identifiedand stickered, we will have no choice but to have theseitems towed away and impounded at the owner’s ex-pense. Photos of items that need stickers are found onthis and the next 2 pages.

Please contact the Office to purchase stickers if youidentify your property in the photos.

ADOPT-A-HIGHWAYWhat a beautiful day for Highway Cleanup this Fall! Itcouldn’t be any better with the colorful trees, the crispfall air, sunshine beaming and a team of 24 workerssupporting our September pick up date. Cleaning up asix-mile stretch of I~75 along with 2 miles on Jack Pineis one of the service projects that Forest Lake membersparticipate in the months of April, July and September.We each only walk a mile out of the six, but our groupeffort ended up with 67 bags of trash this season.
