S S Fall, 2010 Commander’s Message I am thankful for the opportunity to serve my fellow AM- VETS in calendar year 2010-2011. Thanks for your votes of confidence. My military career spans across 13 years, two countries, and four states. I entered the Army on October 23, 1958 at Fort Ord, California for basic training, I spent eight weeks at Fort Smith Arkansas for AIT, I then traveled to Fort Campbell, Kentucky for 22 months in the 101st Airborne, I made my way to South Korea for 13 months, and finally I spent my last four months with the 82nd Airborne at Fort Bragg, NC. I was discharged February 19, 1962. I then spent nine years in the Special Forces Reserves, this I quit much to my regret. I have been asked on several occasions whether I am mar- ried or single, to set the story straight, I have been married for the last 48 years and have three children and three grandchil- dren. I have been in a leadership or management position in industry or construction for 35 years, and now I am retired and “going broke”. For the past six years I have been lucky to be in the best civic minded veterans organization in the U.S.A. One thing for sure, “the AMVETS are the best keep secret in NC.” We are talking somewhat to ourselves and not enough to the veterans of North Carolina. We as an organization need to let all veter- ans know who we are and how being a member of AMVETS is the best way to get all their concerns handled with the veterans association. Not only do the veterans need to be informed but active military and reservists also. Veterans, through participation with the AMVETS, will be able to participate in various community service projects. This is only one of the rewards of being part of such a great organi- zation. We, as members of AMVETS, have an obligation to in- form the civilian population, as well as other Veterans, of who we are, what our organization stands for, and our mission and values. There are various media outlets we can use to achieve these goals such as our web page, news papers, radio and televi- sion. We must remember to not only share amongst ourselves but with the outside population. With the creation of a public relations committee I believe we can achieve community outreach that will reach the civilian population as well as the veterans population. I will be putting this idea in place as quickly as I can. I look forward to hearing from many of you who are interested in serving on this com- mittee. active and involved with the projects that you do for your veter-ans, active duty military, children and community.

I had the pleasure of being at the installation of the new post, Moyock 269, and their officers on Saturday, 10 July 2010. I wish them well and hope that at some point in time they can establish an auxiliary.

We will have been to National Convention in Louisville, KY by the time you read this. As with any convention, there are bound to be some kind of changes made. Please try to find

out if, indeed, there have been any changes and how they will affect our auxiliaries.

Our next meeting is October 8, 9, and 10 in Statesville at the Holiday Inn. This is the time that we kick off our member-ship drive; so please try to sign up new members and get your annual members to renew. NEC ReportThe Spring NEC was held on March 18-20 at the Hilton Washington

Dulles Airport. Those from the Department of North Carolina present included PNC John Lorec, District II Commander Bill

Clark, Commander Carl Morgan, Alternate NEC Mike Rozmaryn, my-self, Sons of AMVETS Commander Gene Rabb, Ladies Auxiliary Presi-dent Pat Pulliam and several Auxiliary members.

Commander Miskulin opened the meeting. We had many visitors from the University of Phoenix, Kaplan University, Dana Bowman, a rep-resentative from Cause for Pause along with the National Ladies Aux-iliary President. Phoenix and Kaplan Universities continue to support AMVETS with their scholarship programs. For more information – go online or contact National Headquarters. Dana Bowman gave a film pre-sentation of his jumps using his parachute with AMVETS Logo.

Second Vice Commander Gary Frye urged every department to par-ticipate in the Americanism Program and to send our 9th grade winner to Freedoms Foundation in Valley Forge, PA. Department essay winners are due by July 1st to National Headquarters.

Beryl Love gave a report on Community Service reports and stated we were at 65% but we need to get much better. The National Allegiance of Caregivers is seeking family caregivers of veterans for a new study. This is a program for caregivers of veterans to improve services for other caregivers of veterans now and in the future.

Velma Hart reported National is managing to maintain pretty well con-sidering the economical climate we are now in. Mail-outs for donations are down considerably. The National Service Foundation is maintaining at a slight decrease but considering the economy, it is doing pretty well.

National Service Director Denny Boller announced the hiring of five new service officers. He thanked all service officers for their hard and dedicated work. Mike White from Farmington, MO gave a presenta-tion on Camp Hope at Chris Neal Farm. This is a program for combat wounded veterans to participate in outdoor activities with dignity. This is a program to get all these wounded veterans together and heal together.

Membership brochures are now available at National Headquarters. After a certain number, you have to pay a small fee for more brochures.

The 56th Annual Silver Helmet Awards banquet was held later that evening.

fund raiser with this picture. The winner of the $50 and photo op was James Craven. It is a good thing the winner wasn’t selected from accurate guess as to who is in the pho-to… James’s guess for that was Marlena Detrich!

Public Relations Officer’s ReportGreat job this paper. Check out the swearing in of officers for our

newest post, Post 269. Please make sure to welcome them to AMVETS at the October

DEC in Statesville.We have new posts submitting articles Post 18, Post 317 and Post 320.

As you see pictures are not required, and in Post 13’s case words were not required. Some of these were sent snail mail and some email. The point is they were submitted to share with the rest of the Department. The Com-mander’s theme this year is public awareness of AMVETS. What better way than to put it in print for all to read. Post 333 and Post 201 submitted articles from their local papers. Sharing is not bragging. It is letting others know what you do to show you care. It gives others ideas on what they can do to show they care about veterans and their communities.

Check out the JROTC page. It is wonderful to see that the Posts are get-ting out there in person and presenting the young people with the ROTC medals. Many are presented with the Memorial Cards the Department started last year.

Excerpt:Perhaps the best tribute to the life and service of Louis

Curdes came after his death in 1995. Indiana Senator Rich-ard Lugar read the following on the floor of the Senate: “Mr. President, I rise today to pay tribute to the outstanding life and service of Louis E. Curdes. Mr. Curdes, who recently passed away at his home in Fort Wayne, IN, served his coun-try with honor, and was a recognized hero of World War II.

Mr. Curdes demonstrated his skill and valor during his first 2 weeks as a fighter pilot in World War II, when he shot down a total of five German planes to become a flying ace. Several months later, when his plane was damaged in fight-ing, he was forced down in Italy and spent months in war prisons, until his eventual escape and walk to freedom.

Late in the war, Louis Curdes saw action in the South Pacific. He shot down aircraft from Japan and Italy, as well as Germany. Two of the Italian aircraft he shot down are dis-played at the Smithsonian Air and Space Museum.

In 1963, Mr. Curdes retired as a lieutenant colonel after 22 years of service in the U.S. Air Force. He earned numer-ous medals including the Distinguished Flying Cross, Pur-ple Heart, and Air Medals. Upon his retirement, he began Curdes Builders Co., and devoted his life to his family and work in Fort Wayne, IN.

Mr. President, it is with great respect that I call to my colleagues’ attention the contributions Louis Curdes made to his country. He is truly an example and inspiration for all who follow him.”

July 6,2010, North Carolina AMVETS State Commander Oceanus Lowry attended the ground breaking of the Veteran Administra-

tion’s newest COMMUNITY BASED OUTPA-TIENT CLINIC in Pembroke, NC. The 7500 sq.ft. Clinic is expected to be opened by February 2011. The Clinic was originally scheduled to be open by May, 2010. The original leased building was deemed too small and the Veterans Administration decided to build a new and larger building across the street from the original site.

AMVETS POST 320 has been very busy this summer, June 18th the men and women

of the post teamed up with the Roanoke Rapids High School Cheerleaders to have a BBQ Chicken plate fund raiser. The money raised will help with the purchase of uniforms for the cheer-leaders for the school year 2010-2011. The cheer-leaders sold the tickets and post 320 did the cooking. Once more the great folks of the Roanoke Valley stepped up and made this another successful event.

At the July 12th Meeting Randy Ferguson was voted AMVET of the YEAR for Post 320.

Randy is a life member, has been in the post for 10 years, has held the position of 2nd vice, 1st vice and for the past six years has been the finance offi-cer. We would like to thank Randy for his hard work and dedication to the post and to veterans every where.

Another thing that Post 320 has done is become the Chartered Organization for a local Boy Scout

Troop #146. The scout troop has been a part of the Roanoke Rapids area since 1935. Several of Post 320 members were scouts in the in the troop in there youth. Now they are leaders in the Troop. The Scout Master of the Troop, Randy Spence, is an Eagle Scout form the Troop; he is an active member (First Sergeant) of the North Carolina National Guard and a Life member of post 320.

The AMVETS awards the young scouts who reach the rank of Eagle a certificate from the Na-tional Commander. The newest Eagle Recipient of the Troop and his family were treated to a meal with the members and after the meal he was presented his certificate.

Medication Copayment Fact Sheet

Overview The Department of Veterans Affairs (VA) charges certain Veterans a

copayment for each 30-day or less supply of medication provided on an outpatient basis for a nonservice-connected condition. The copayment charge is calculated annually based on a formula linked to the medical consumer price index. (Reference: 38 CFR 17.110) Based on this calculation, the medication copayment amount will increase from $8 to $9 for Veterans in Priority Groups 7s and 8s, effective July 1, 2010, for each 30-day or less supply of medication provided on an outpatient basis for treatment of a nonservice-connected condition. Veterans enrolled in VA’s priority groups 2-6 will continue to pay $8 for each 30-day or less supply of medication and have a cap on the amounts that they can be charged for medication copayments each year. This cap will remain at the current $960 per year. There is no cap on medication copayment charges for Veterans in priority groups 7 & 8.

Questions Answers to the most frequently asked questions concerning the 2010

medication copayment increase are provided below.

Question Answer When will the $9 medication copayment rate go into effect?

The new copayment rate is effective with prescriptions filled on or after July 1, 2010.

Why is the copayment rate increasing? This increase is required by federal regulation which links VA’s copayments to increases in the medical consumer price index. (Reference - 38 CFR 17.110)

How is the copayment amount calculated?

For each calendar year beginning after December 31, 2002, the Index of the previous September 30th will be divided by the index as of September 30th, 2001.

The ratio so obtained will be multiplied by the original copayment amount of $7.

The copayment amount of the new calendar year will be this result, rounded down to the whole dollar amount.

Based on this calculation, the medication copayment amount and the change in the Code of Federal Regulations, starting in July 2010 is $9 for Veterans in Priority Groups 7s and 8s while those in Priority Groups 2-6 will continue to pay $8 with a $960 annual copay cap.

No, the current $960 per calendar year cap for Veterans in VA’s priority groups 2-6 will remain the same as the copayment charge also remains same, at $8 per 30 days or less supply of medication. .

How will the copayment amount be updated in the VA’s computer system (VistA)?

VA will issue a software patches IB*2*429 and AR*4.5*268 to update the copayment amount to $9 for Veterans in VA’s priority groups 7s and 8s.

How will Veterans be notified of this change?

There are several informational items that will be available to Veterans explaining this change in the medication copayment amount: Patient Statements mailed during the months of

June 2010, July 2010, August 2010 and September 2010 will include an insert explaining the increase. Field staff will also receive a copy.

A brochure entitled “Facts You Should Know Medication Copay” will be provided to each facility for distribution to Veterans.

Posters will be distributed to each facility announcing the copayment change.

What happens if a patient is accidentally billed $9 instead of $8 for a prescription filled prior to July 1, 2010?

If the copayment bill is currently in an “active” status, enter a decrease adjustment of $1 per prescription that was billed incorrectly; if patient has previously paid, refund.

Fund Raise-HerHeart WarmingThis picture of Anne Capucille and Ray

Bouie (right) tells the story of how life inter-twines. Miss Anne and Ray worked at Martin Marietta before WWII. They both joined the service and life took them on their separate ways only to be reunited when joining AM-VETS.

AMVETS has given me some great friends, and memories.

About 20 years ago, at a state AMVETS convention, I met Anne Capuccille, our state AMVETS chaplain from Raleigh.

We found out that we both worked for Martin Aircraft in Batimore, Maryland, prior to Pearl Harbor building military war planes. Martin sent Anne to engineer-ing school, and she became the first woman engineer at Martin’s.

I did electrical testing on the planes. As a working leader, we built three mockup layouts, with a hundred switches to throw trouble on the system to teach the navy how to diagnose the trouble and fix it. One unit stayed at Martins, one went to Banana River, Floria and one went to Hawaii.

My wife worked on blue prints of the flying wing. Later they built it at Lockheed and named it the Stealth Bomber.

Martin built the first china clipper sea plane. At the beginning of WWII, Ger-man submarines sank most of our ships coming out of the Cheaspeake Bay carry-ing war materials. Hundreds of them. Martin realized something had to be done.

He designed and built navy bombers, carrying 55 gal. barrels of depth charge explosives to sink the subs. This was a big turn around, and took care of the sub-marines.

He also built the Mars B-26 bombers, a British fighter plane and the B-29 bombers. The story of Martin Marietta people, and their pioneering achievments was written and stored in the Smithsonian Museum. After 1990 this information was compiled into a large hard back book called Raise Heaven and Earth.

On a return visit to Baltimore Anne bought two books, and gave me one. I found my picture on page 178 standing at attention and saluting the flag.

Martin knew many celebrities such as Amelia Earhardt and Howard Hughes personally.

Anne and I both served in the military. When the war ended Martin offered me my job back, but it was in Florida. With the space program Suthern Bell offered me a job as test deskman. I accepted and resigned the space job to stay in North Carolina.

Veterans’ Medallion Available for Order

New Option for Marking Veterans’ Graves in Private Cemeteries

WASHINGTON – Secretary of Veterans Affairs Eric Shinseki announced today that the Department of Veterans Affairs (VA) is offering bronze medal-lions to attach to existing, privately purchased head-stones or markers, signifying a deceased’s status as a Veteran.

“For Veterans not buried in a national or state Veterans cemetery, or those without a government grave marker, VA is pleased to offer this option that highlights their service and sacrifices for our coun-try,” said Secretary Shinseki.

Each service has own medallion. The new item can be furnished instead of a tradi-tional government headstone or marker for Veterans whose death occurred on or after Nov. 1, 1990, and whose grave in a private cemetery is marked with a privately purchased headstone or marker.

Under federal law, eligible Veterans buried in a private cemetery are entitled to either a government-furnished grave marker or the new medallion, but not both. Veterans buried in a national or state Veter-

ans cemetery will receive a government headstone or marker of the standard design authorized at that cemetery.

The medallion is available in three sizes: 5 inch-es, 3 inches and 1 ½ inches in width. Each bronze medallion features the image of a folded burial flag adorned with laurels and is inscribed with the word “Veteran” at the top and the branch of service at the bottom.

Next of kin will receive the medallion, along with a kit that will allow the family or the staff of a private cemetery to affix the medallion to a headstone, grave marker, mausoleum or columbarium niche cover.

More information about VA-furnished head-stones, markers and medallions can be found at http://www.cem.va.gov/cem/hm/hmtype.asp.

VA is currently developing an application form for ordering the medallion. Until it is available, ap-plicants may use the form for ordering government headstones and markers, VA Form 40-1330. Instruc-tions on how to apply for a medallion are found on the VA Web site at www.cem.va.gov/hm_hm.asp.

Veterans with a discharge issued under conditions other than dishonorable, their spouses and eligible dependent children can be buried in a VA national cemetery. Other burial benefits available for all eli-gible Veterans, regardless of whether they are buried in a national cemetery or a private cemetery, include

a burial flag, a Presidential Memorial Certificate and a government headstone or grave marker.

The new medallions will be available only to Veterans buried in private cemeteries without a gov-ernment headstone or marker. Families of eligible decedents may also order a memorial headstone or marker when remains are not available for interment.

VA operates 131 national cemeteries in 39 states and Puerto Rico and 33 soldiers’ lots and monument sites. More than 3 million Americans, including Vet-erans of every war and conflict -- from the Revolu-tionary War to the current conflicts in Iraq and Af-ghanistan -- are buried in VA’s national cemeteries on more than 19,000 acres.

New Director for Salisbury VA Medical Center

SALISBURY, N.C. – Mr. Paul M. Russo has been selected to be the next director of the Salisbury VA Medical Center. Mr. Russo reports in mid-Au-gust to take the reins of what is one of the fastest growing medical centers in the Department of Veterans Affairs. Mr. Russo replaces Ms. Carolyn Adams who left in February to become the director of the Charleston S.C. VA Medical Center.

“Paul Russo has held many leadership roles and excelled in all. He’s the right person to lead the Salisbury VA Medical Center and associated outpatient clinics through this period of dynamic growth,” said Daniel Hoffmann, Direc-tor of the VA Mid-Atlantic Health Care Network.

Mr. Russo comes to this assignment from the West Palm Beach VA Medi-cal Center, where he has served as the Associate Director since December 2004. He has worked in seven medical centers during his 28 years of service in the Veterans Health Administration.

“This is a great honor and privilege to have the opportunity to lead such a dynamic organization,” said Russo. “The growth in this area’s Veteran popu-lation is unprecedented and I’m happy to be here at a time when VA is meeting that growth with new state-of-the art facilities like the Hickory Clinic which opened last month, and the new Health Care Centers approved for Winston-Salem and Charlotte. I look forward to working with the Salisbury leadership team and dedicated staff, veterans representatives, congressional offices and the community to provide high quality care to veterans and support to their family members”.

Mr. Russo earned his bachelor’s degree in clinical nutrition in 1982 from the State University of New York College at Buffalo, obtaining his registered dietitian credential in October 1982. He earned his Master’s Degree in Health Services Administration from Rochester Institute of Technology graduating Magna Cum Laude in 2005. He is board certified as a Fellow in the American College of Health Care Executives (ACHE) and currently serves as the Chair-man of the ACHE Career Development Committee.

The Salisbury VA Medical Center opened on October 15, 1953 and was renamed the “W.G. (Bill) Hefner” Department of Veterans Affairs Medical Center on April 16, 1999, honoring Congressman Hefner’s commitment to Vet-erans. In fiscal year 2009, the medical center, along with its three outpatient clinics in Charlotte, Hickory and Winston-Salem, cared for 76,464 Veterans in the 24-county area of the Central Piedmont Region of North Carolina. Salis-bury VA Medical Center is one of eight major facilities of the VA Mid-Atlantic Health Care Network which provides care to more than 450,000 Veterans through its network of medical centers in Asheville, Fayetteville, and Durham, NC; Richmond, Hampton and Salem, VA; Beckley, WV, and 17 affiliated out-patient clinics.
