LLoren Coppock delivered the following remarks to members of the William Quarton Heritage Society at their annual luncheon in June. Loren’s genuine interest in seeing our community thrive is evident in him and his wife Patti, and in their dedication to the power of philanthropy. Somepeoplejustknowtheywanttohelpothers.Someknowtheyhavereceivedmorethantheycouldeverspend.Theyrecognizethatwithwealthcomesaresponsibilitytocreatesomething,notjustconsumemore. Thecreationofalifepolicyin1991wasthefirststepformywife,Patti,andmeinfulfillingourphilanthropicgoalsandobjectives.Indoingso,wefounditwasn’tthateasy.Weneededsomeoneelsetoownthepolicyifitwastobeagiftandwehadmultiplebeneficiariesinmind.Wedidn’twantitinmyestateormywife’sestate.Thatwaswhenwewentlookingfora“CommunityFoundation”orsomethingsimilar. IhappenedontheNationalTrustinTennessee.TheyhadsentmealloftheirinformationandIhaddiscusseditwiththembyphonebeforeIwasevenmadeawareofthefactthatMalcolmPeelwasthedirectorofsomethingcalledtheGreaterCedarRapidsCommunityFoundation. ImetMalcolmandheexplainedtheGreaterCedarRapidsCommunityFoundationandafteracoupleofmonthsofputtingthingstogether,weclosedthedeal.Iwas42atthetimeandweweredelightedthatwewereonourwaytodoingsomethingspecialforourcommunityandsomeofourfavoritecharities. LastDecemberweenteredthesecondstageofourlifetimeplanningwiththesaleofahighly-appreciatedbusiness

interestthatgaveusthechancetoleverageourintentionslikealmostnootherlifetimeeventcando. WealsolearnedaboutEndowIowaatthattime.Ifyouhavecharitableintent,youneedtounderstandthisincredibleenhancementtoadonor’sabilitytomaximizehis/herphilanthropy.Thankstomanyofourlocallegislativeleaders,especiallyRobHoggandSwatiDandekar,Iowaisthefirstinthenationinlegislativeforesightinbuildingendowmentwealth.Futuregenerationsinourareawillbehugebeneficiariesofthiswonderfulprogram. Idon’tknowyetwhatournextstepwillbe.Perhapsitwillbefurthercontributionstoour2008Fund.Perhapsitisanestategift.Weplantostayalerttothemanyopportunitiesthatpresentthemselvesinthecomingyears.

ChangesarecomingnextyeartothepopularandeffectiveEndowIowataxcreditprogram.Startedin2003,EndowIowahasallowedmorethan$60millionofpermanentendowmentstobeestablishedacrossIowa.Theseendowmentsbenefitahostofnonprofits,rangingfromartmuseumstochildwelfareagencies. Sinceitsinception,theformulahasalloweddonorswhocreateorgiveintoendowedfundstotaketheirstateandfederaldeduction,astheywouldwithanycharitablecontribution,and,inaddition,receiveIowaincometaxcreditsworth20percentofthevalueoftheirgift.ForIowataxpayersinthetopbracket,thismeantthenetcostoftheirgiftwas37centsperdollar.Itbecameevenmorecosteffectiveifthedonorusedappreciatedstockandavoidedcapitalgains.Theonlycaveatswerethatthefundsneededtobeheldin“qualified”communityfoundations,grantsfromthefundscouldonlygotoIowacharitiesandtherewerecapsontheamountofcreditsadonorcouldreceiveinanyyear.Holdingthefundsincommunityfoundationsisnotabarrier,asthedonorcoulddesignatehis/herfavoritecharityasbeneficiary. WhenEndowIowawasoriginallycreated,itprovided$2millionincreditsstatewideandwastosunsetDec.31,2008.In2006,thestatelegislatureremovedthesunset(meaningthatalawwouldhavetobepassedrepealingEndowIowa)andincreasedtheamountofcreditsto$3millionperyear.Thelegislaturewashearingfromcommunities,donorsandnonprofitsacrossthestateaboutthebenefitsofEndowIowa,howtheprogramwassuccessfullymotivatingdonorstoestablishpermanentfundsintheirhometowns.Becauseapercentageofthecreditsarereservedforsmallerandruralcommunities,andapercentageisreservedforgiftsunder$30,000,anydonororanyregionofthestatehadaccesstotheprogram. TheGreaterCedarRapidsCommunityFoundationestablishedmanyfundsthroughEndowIowa,fundsthatrangedfrom$10,000to$1million(themaximumgiftamarriedcouplecouldgiveinasingletaxyearand

receivethefullcomplementofcredits).Hundredsofotherdonorsgavesmallergiftsintoexistingfunds.TherealpowerbehindEndowIowaisthelightitshinesonendowmentbuilding.PriortoEndowIowa,mostdonorsonlygavetoendowmentsthroughestates.Nowthereisaway,andagrowingawareness,thatendowmentbuildingthrough“life”giftscanhaveagreatimpact.Andmanyfolkswhohavestartedfundshavetoldushowtheprogramhasencouragedthemtoincreasethecharitableportionoftheirestate.Otherssaytheirplanistoincrementallybuildafundlargeenoughthatthe5percenttheygrantfromiteachyearwillaccommodatetheirannualgifting. ThechangesinEndowIowathatwillbeginin2010maymakestartinganendowedfundmoreattractivein2009,dependingonadonor’sindividualcircumstances.BecauseEndowIowaallowedforbothastatedeductionandstatecredit,andmadeituniqueamongIowataxcreditprograms,thedeductionwillberemovedstartingin2010.However,thecreditwillincreasefrom20percentto25percent.Fornon-itemizers,thiscreatesanimmediatebenefit.They’llgetanextra5percentoftaxcredits.ThesamewillbetruefordonorswhousetheIRAcharitablerollover,iftheplanisrenewedbythefederalgovernment.Butfortaxpayersinthetopbracketwhoitemize,therevisedprogramwillmeanaslightlylowertaxbenefit(seechartonpage9).Ifthisisayearinwhichyou’veincurredataxableevent(inheritance;saleofabusiness;lottery!!!;etc.),oryou’vebeenconsideringutilizingEndowIowabutkeepputtingoff,youmaywanttoactnow. Wereceivemonthlyupdatesonthelevelofcreditsremaining.Asofthiswriting,therearestillmorethan$2.2millionincreditsleft.Butthesecangoinahurry.Wehavenoideawhatdonorsacrossthestateareconsidering.Ifyou’reinterestedintakingadvantageoftheremarkablebenefitsprovidedbyEndowIowa,feelfreetocontactmeorBudSynhorst,at319.366.2862. fortheconstructionofabuilding.Caltoldmehe“neverexpectedtohavemorethanheneeded.”But,attheendofhislife,hedid.TomFeldaskedhimifhewouldbethesponsorofaprojecttodosomethingreallyspecialforMountMercyCollege.And,hedidit! And,finally,thereasonthatweareallgatheredtodayattheQuartonSocietyLuncheon;amannamedBillQuarton. Thismanwasoneofthefirsttorecognizethatthisspecialorganizationcouldfostercommunitygivingforalmostanypurpose.Healsorecognizedthatpredictingwhatacommunitymightneedinthefutureisimpossible.Hisemphasis,therefore,on“unrestrictedgiving”isatributetohisforesight.Howcouldheknowthatlessthanoneyearafterhisdeath,ourcommunitywouldencounterthegreatestphysicaldisasterinitshistory? TometheGreaterCedarRapidsCommunityFoundationaggregatesthepowerofphilanthropyinanentiregeographicarea.Itfacilitatesthedynamicnatureofastaffandboardthatcan

evaluatethegreatestneeds,yearbyyear,andresponddirectly. LikeHowardHall,CalBasileandBillQuarton,wecanallreachintothefutureandhelpsomeonewithincredibleneedwhowewillneverknow—someonewhocouldn’tpossiblyrepaythatkindness.Thesegiantshaveshownusallanimportantpathandinspiredmywifeandmetojointheranksinoursmallway. Loren Coppock is a member of the Greater Cedar Rapids Community Foundation board of directors. He and his wife, Patti, are members of the William Quarton Heritage Society and also have a donor-advised fund to benefit the Cedar Rapids area. CRSA’sfloodrecoveryfundswereadministeredthroughGCRCFtotheCedarRapidsSchoolFoundationandwillbedirectedspecificallytoTaylorElementarySchool.

Aswecontinuetorecoverandrebuildfromlastyear’snaturaldisastersandrecenteconomicchallenges,theneedforcharitablegivingisasstrongtodayasever.InIowa,theEndowIowaTaxCreditProgramismakingiteasier,morerewardingandmoreaffordableforresidentstomakecharitabledonationsthathelpbuildthequalityoflifeintheircommunities. TheEndowIowaTaxCreditProgramwasestablishedin2003toencourageindividuals,businessesandorganizationstomakelastinginvestmentsintheircommunitieswhentheyestablishpermanentfundsduringtheirlifetime.Thosewhogiveareabletotakeadvantageofa20percentEndowIowataxcreditinconjunctionwithstateandfederaltaxbenefitsforcharitablegifts.EndowIowataxcreditsareofferedonafirstcome,firstservedbasis. “EndowIowaisanincrediblypowerfulincentivethatmakesiteasyfordonorstogivemoreforless,”saysBudSynhorst,vicepresidentofResourceDevelopmentattheGreaterCedarRapidsCommunityFoundation.“Becauseendowedgiftsarepermanent,theyareabletogenerateearningsnowandforever.Iowacommunityfoundationsinvestthosegiftsasprincipal,andthenreturnearningsthroughcommunitygrants.” WithEndowIowa,ourstateisattheforefrontincreatingpublic-privatesolutionsthatdrivegrowthandbenefitcities,townsandruralcommunities.TheprogramoffersaneffectiveinvestmentinIowa’sfuture:forevery$1oftaxcreditexpendedbythestate,community

foundationsleverage$5indonationstosupporteffortsthatenhancethequalityoflifeforresidents.

LocalperspectiveandimpactAsaresultofgiftsmadethroughEndowIowa,theGreaterCedarRapidsCommunityFoundationissupportingthegoodworksthatlocaldonorscareabouttobuildastrongerLinnCounty.b Since2003,morethan$6millionwas

contributedtoendowedfundsattheGreaterCedarRapidsCommunityFoundation.Donorsmakingthosegiftsreceivedmorethan$1.2millioninIowaincometaxcreditsandnonprofitsbenefitedfromannualsupportfromthefund.

b Injustfiveyears,donorshavegivenmorethan$50milliontocommunityfoundationsacrossthestatethroughtheprogramalone.

b EndowIowahasspurredthedevelopmentofmorethan250endowedfundsattheGCRCFsince2003.

2010ChangestoEndowIowaUnderthechangessettogointoeffectbeginningJan.1,2010,donorswhomakegiftstoendowedfundsatqualifiedcommunityfoundationsortheiraffiliateswillbeeligibletoreceive25percenttaxcreditsfortheircontributions,anincreasefromthe20percenttaxcreditscurrentlyoffered. TheamountofavailableEndowIowataxcreditswillincreasefrom$3milliontoapproximately$4millionannually,openingthedoorformorepeopletotakeadvantageoftheopportunityandtohavegreaterimpactintheircommunities. Whilestilleligibleforfederaltaxdeductions,underthe2010EndowIowamodificationsdonorsnolongerqualifytoreceiveastatecharitabledeductionforthisspecialcontribution. Theywill,however,beabletotakeadvantageoftheincreasedtaxcreditinconjunctionwithfederaltaxbenefits. WhatisYoungParentsNetwork?youngParentsNetwork(yPN)isanagencydedicatedtothepreventionofadolescentpregnancyandbuildingsuccessfulfamilies.Formorethan24years,yPNhasbeenprovidingyouthdevelopment,prenatalandparentingeducationandsupportservicestomorethan14,000familiesandchildreninLinn,Iowa,BentonandJonesCounties.

WhathasbeenyourrelationshipwiththeGreaterCedarRapidsCommunityFoundationovertheyears?TheGCRCFhadbeenaverycriticalpartnertoyoungParentsNetwork.Throughmanyofthegrantingcycles,yPNhasbeenabletomeetneedsthatnormallywouldhavebeenlefttotheirowndemise.AtyPNweprideourselvesonourabilitytoidentifyaneedandthenfindthefunds,notidentifyafundandthenfindaneed. Inthethousandsoffamilieswehaveservedoverthelast25years,weareawareweoftenonlyscratchthesurfaceofrelatingtothemultitudeofissuesthatwillinsuresuccess.Becauseofthis,weareconstantlystrivingtobetteralignourserviceandidentifyexistingresources. In2005,wepartneredwiththeCommunityFoundationtostartanagencyendowmentthatwillprovidelastingfinancialresourcesforyPN.CreatinganendowmentfundattheCommunityFoundationhasprovidedanincentivefordonorstogivetoourendowmentastheyreceivethetraditionalfederalandstatetaxdeductionaswellasEndowIowaTaxCredits.

Earlierthisyear,YPNreceiveda$50,000grantfromtheMomentumFundattheGCRCFforBrightFuturesenlaFamilia.Tellusmoreabouttheprogramandhowitbenefitsthecommunity?Twotothreeyearsagowerealizedthatweneededtobecomemorediverseinthepopulationswewereaccessing.CensusdatatolduswehadoneofthefastestgrowingHispanicpopulationsinthenation.However,wewerenotseeingthispopulationinourservicestoyoungchildren. Wealsowereawarethatduetolanguagebarrierstheseyoungchildrenwereatevenhigherrisktoshowuptoschoolunprepared.Ratherthanspendstafftimeinitiatingfundraisingvenues,weappliedforaCommunityFundgrantatthefoundationtohelpwiththisunmetneed.BecausetheCommunityFoundationsupportedthis,wewereabletohireabilingualparenteducatorfortheBrightFuturesenlaFamiliaprojectwhonowservesacaseloadofover35familieswithyoungchildrenwhowillbemuchbetterpreparedforschool. Throughhomevisitsandparentinggroups,BrightFuturesaimstonurtureandpromotestrong,healthyfamilieswithchildrenuptoagefive.BrightFuturesisfocusedonhelpingthesenewimmigrantsovercomelanguagebarriersandculturaldifferencesthatisolatethemfromthelargercommunity. TheGCRCF’sgrantfundshavehelpedprovidemorebilingualbooksforfamiliesandcovertheparenteducator’sbiweeklyvisits.Theparenteducatorcounselstheminbasiccareandgoodparenting,helpswithschoolenrollmentanddiscussesimmigrationquestions.Shealsovisitsyoungmothersandnewbornsweekly.

Thisisonlyoneexampleofmanythatthefoundationhashelpeduswithovertheyears.Theirabilitytorelatetoevolvingandchangingneedsinthecommunitywithdiscretionarygrantsiscritical.

What’sonthehorizonforYPN?Anynewprogramsorprojectdetailsyoucansharewithus?Inthelastninemonthswehaveexperiencedanincreaseinthenumberofprenatalreferrals,mostunder19yearsofage.Inthelastsixmonthsalonewehaveseena50percentincreasecomparedtopastyears.Weintendtomobilizeadditionalstaffformoreintensiveservicestoensurewestaywiththisyoungerpopulationandkeeptheminprogramming. Additionally,wearehelpingfacilitateacollaborativeeffortcalledNowBeaDadthathasgreatpotentialtohelpchangethetroublingtrendoffather-absentfamilies.Wehavehighhopesitcouldbearegionalorevennationalinitiative.

HowcanthecommunitygetinvolvedwithYPNasavolunteerasadonortotheagencyendowmentorwithgoodsandservices?ThebestplacetokeepupdatedonyoungParentsNetworkisatourwebsitewww.youngParentsNetwork.org.Wehavecountlessvolunteeropportunitiesandalwayshavefamiliesinneedofbabyitemsorevenbasicneedssupplies.Wewouldgreatlybenefitfromanyhelpincontinuingtogrowourendowmentthatwouldallowtheagencytocontinuetomeettheneedsofthecommunityforanother25years.
