Guided Pathways-Vice President Burruel • The next DE committee meeting is scheduled for Wednesday, October

18. Vice President Burruel will attend the meeting to discuss DE’s role in the Guided Pathways design and implementation efforts. On Monday, October 16, Brent Bracamontes, Assistant Professor of Communication Studies, will give a brief introduction to Guided Pathways and the value of student voice in pathways inquiry and design.

• In preparation for the California Guided Pathways Project Institute #2, the Guided Pathways (GP) Away Team will complete advance work, which includes Enrollment Analysis by Program and Graduate Analysis by Program. Jim Fillpot will collect this data prior to the Institute.

• The Guided Pathways Faculty Inquiry Team (FIT) has been focused on research questions that address the pillars of Guided Pathways. Vice President Burruel thanked Senator Osmanian for her work on the FIT and for helping to shape the research questions. Since the student perspective will inform the FIT’s research, they are interested in looking at what barriers and systems are in place. One of the questions the FIT will be addressing is, “What are student’s experiences and ideas with each pillar and how do these experiences inform the development and implementation of Guided Pathways?”

• The FIT plans to distribute a student survey the first week of November. Faculty are encouraged to disseminate the student surveys.

Outcomes and Assessment-Curriculum Chair Boyd and SLO Co-Facilitator Burk Herrick. • School Faculty on Special Assignment (FOSA) are coming back. Finishing

touches on the drafts for faculty to serve as mentors for the SLO process. As we move into Taskstream, these positions will be implemented to help with the process.

Calendar Committee Update • Senator Ketchum shared a rough draft with the Senate. The draft

includes two six week summer sessions and one eight week summer session to offer students more options.

• Both the fall 2018 and spring 2019 semesters would start a week later and end a week later than in the past.

• Commencement 2019 would occur on Thursday, May 23, 2019. • Senator Ross expressed concern about the lack of a break between the

spring and summer sessions, and without a break, the Success Centers will not have adequate time to re-tool for summer.

• Senator Ketchum will bring questions to the Calendar Committee, and return with answers at the next Senate meeting.

VII OLD BUSINESS • Sabbatical Report-Christa El-Said. The report is has been tabled to a future

meeting. • Dental Program-Educational Program Viability Review (EVPR)

The purpose of the EPVR is to have criteria and a procedure in place to guide a discussion when the process is needed. The process shall provide the opportunity for participation by all stakeholders, which may include, but is not limited to students, faculty, classified employees, administrators, transfer institutions, and the community.

The process shall require careful examination of all pertinent evidence, both quantitative and qualitative. This may include, but is not limited to, human, curricular and budgetary considerations, alternative organizational structures, community needs, external regulations, and the college culture.

Recommendations regarding an educational program’s continuance (no action taken), revitalization, consolidation, suspension, discontinuance, or hold due to dire fiscal emergency.

The committee shall be made up the President of Faculty Senate or their designee, Dean of the School housing the program in question, and student representative appointed by Chaffey College Student Government, and four faculty members appointed by the Faculty Senate. There is also an optional One non-faculty representative for the program in question chosen by the EPVR committee. The four faculty members chosen by the Senate shall include: o Two full-time faculty members shall be from the program in question. If

there are fewer than two full-time faculty in the program, then full-time faculty from related disciplines, adjunct faculty from the program in question or outside subject matter experts shall be selected.

o If the program under review is a CTE program, at least one of the remaining non-program faculty shall be from a different CTE program.

o The following faculty have been appointed to this committee: Angela Burk-

Herrick, Bret McMurran, Bev Cox, Lisa Doget (nominated, waiting for response), and Misty Burruel. Marlene Cianchetti was nominated to serve as an alternate (waiting for a response from Marlene).

• AP 4023 is being sent to Faculty Senate for review and approval prior to submitting it to President’s Cabinet for first read and sunshining. AP 4021 and AP 4023 were worked on simultaneously, and mirror each

other. AP 4023 was set up to run more quickly, while AP 4021 takes longer. Faculty and managers must go through the process of program initiation.

Senator Boyd created drafts for HVAC, industrial maintenance, and welding program initiatives. When this was initially conceived, this process was set up for external individuals to use to establish programs. Over time, the process has evolved and now requires existing faculty and managers to also use the process.

The Curriculum Committee has an existing process for new courses and new programs, and any new course or program should be discussed with the respective Deans prior to approval.

Senators expressed concern regarding the additional of approval under the umbrella of AP 4023 which would include classified professionals and managers that may hinder faculty creativity and enthusiasm for new programs, which is, and should be, under the purview of the faculty.

AP 4023 may have been the compromise between Community Educational Opportunities and Instruction. There could be streamlining of the existing

process when new programs are initiated, perhaps the Curriculum Committee should be consulted in place of step number 3 of the Educational Program Initiation Process. Total cost of ownership needs to be worked out prior to the initiation of any new program.

All resolution in Senate packet are on the ASCCC consent agenda. Additional resolutions may come from the floor.

• Faculty class size Senator Cosand stated that currently there is no place to list faculty

recommended class size in Curricunet. If the Dean decides upon a class size, the Dean must discuss the class size with the program faculty. Faculty, as experts in the disciplines need to have the opportunity to express an appropriate class size, and there should be a place to have that number documented, as well as the pedagogical reason.

One suggestion was to place the class size in Datatel. Another suggestion was to add an area in Curricunet asking if there was a pedagogical reason to limit the class size to a particular and provide a reason, which would explain why a certain class size is pedagogically sound. The suggested place to put a recommended class size is in Curricunet and the COR under Methods of Instruction.

Dr. Shannon called the meeting to order at 9:00 a.m. 1. Construction Update – Bill Winslow distributed a report regarding construction activities (see

attachment). He shared that the Measure L bid closed yesterday. The vendor will be selected this week so that the information can go to the board next week for approval. In response to a question about the awarding of the contract, Bill explained that one contract will be awarded for all five planned projects. This allows the District to work with one vendor through the duration of the project. Construction is planned to start the first week of October. A phased construction approach is planned, starting with the Museum and Planetarium renovations in fall 2017. In spring 2018, construction on the Theatre wing and the shade structure will begin, followed by the plaza in fall 2018. Melanie Siddiqi shared that the solar project is taking shape. There is visual progress, with columns already in place in two parking lots. Construction at Chino will begin next week. The feedback on the shuttle service has been very positive. Bill and Melanie also shared that SCE has approved the college’s application for the TES tank incentive. The college will receive a check for approximately $700,000 from SCE soon.

2. Policies/Procedures – Jim Fillpot will be posting two AP’s for review. AP 4021, Educational Program Viability, will replace the existing Program Discontinuance Policy. AP 4023, Educational Program Initiation, is a new procedure outlining the process for establishing a new program. Both of these AP’s were established in conjunction with the Faculty Senate. In response to a question about the timeline for obtaining approval, Jim explained that from this point, these AP’s will be sent out to shared governance groups for review/sunshining. If there are no changes or only minor changes, these will come back to President’s Cabinet next month for approval. If there are major changes, they will be pulled for further review.

Jim shared that the District is getting closer to completion on policies and procedures However, Jim also shared that there are three new policies and two new procedures that were recently released via League updates. Jim will be reviewing these new updates and will continue to work on the remaining three policies and six procedures that have yet to be finalized. Moving forward, the college will start shifting to a maintenance phase, making sure that policies and procedures remain up-to-date with any legal changes and ensuring that everything aligns. A cyclical review process will also start soon. One chapter will be reviewed each year, beginning with the board chapter.

3. Board Meeting Date Change – Dr. Shannon reminded the group that the September board meeting is being held on Thursday, September 21, one week earlier than the originally scheduled date.

4. Redistricting Update – Dr. Shannon shared that the state chancellor’s office has approved

the college’s redistricting map. However, the college must receive a written response from the chancellor’s office as well as the finalized map before the information can be submitted to the county. Once the college receives that information, it will be forwarded to the county and will be finalized. When the map is finalized, it will be posted to the Chaffey website. A question was raised about the map that was submitted to the chancellor’s office; Dr. Shannon reported that this map was approved at the December 2016 board meeting but, per the information discussed previously, is not final.

5. Commencement 2018 – Eric Bishop reported that Commencement is scheduled to take

place on May 18, 2018. He and Chris Brunelle are working with Citizens Business Bank Arena on details. The Commencement Committee will be looking at the possibility of issuing tickets to graduating students because the arena was near capacity for the spring 2017 ceremony.

6. The Group – Dr. Shannon reported that The Group is still meeting and he plans to convene The Group soon to discuss DACA and other issues.

7. Single College Caucus – Dr. Shannon attended a Single Campus Caucus meeting on August 29 in Sacramento. The purpose of this meeting is to give a voice to the single campus colleges around the state. There are 49 single campus districts, which equates to 68% of community college campuses across the state; however, it is the multi-college districts that often get most of the attention. One of the issues discussed in this first meeting is the Governor’s online college proposal. It is unclear if this would be one statewide online college or if it would be something regional. This is a concern for colleges across the state because it would certainly effect online student populations. Dr. Shannon will continue to share updates from this group as they continue to meet.

8. DACA – This issue is one that Dr. Shannon plans to keep up front as changes continue to occur. Lisa Nashua reported that faculty have stepped up by donating to the Soñadores Endowment Scholarship created by classified staff member Sonia Torres. Lisa also reported that students do not have to be a US citizen to qualify for foundation scholarships.

9. Other a. Chaffey College Panther – A question was raised about the name of the Chaffey

College Panther. It was reported that the Panther’s name is CiCi, but that is not widely known. A suggestion was made to have a naming contest for the Panther.

b. Business Services – Kim Erickson reported that Culinart is offering food delivery on campus for employees. The email with the details of how the service works went out yesterday. If anyone uses the service, please provide feedback as that will help to determine how well the service is working. Kim also announced that the Bookstore has officially change its name to the Campus Store. The Campus Store will be installing a coffee bar in the next few weeks and will be begin selling value meals.

c. Health Sciences – Sherrie Loewen shared that the RN site visit will be conducted September 27 and 28. The nurses are excited for the visit – they feel very prepared.

d. Math and Science – Ted Younglove reported that the Math department is looking at compressing the math sequence. This will reduce the number of math courses and units a student must complete to get to college level algebra. Ted also shared that the STEM grant is moving along very well. There are plans for workshops and other events. The STEM summer internship program also went very well.

e. Visual and Performing Arts – Jason Chevalier mentioned that the Museum is closed due to upcoming construction; however, there are two exhibits set up CAA: Oaxacalifornia and Rainbow Apocalypse.

f. Strong Workforce – Vanessa Thomas shared a bit about Strong Workforce funding. The state allocated $200 million statewide to develop more workforce opportunity and help students get into living wage jobs. Chaffey was awarded $2 million in Strong Workforce funds. The state is facing a “gray tsunami” – older, skilled workers are retiring and there is no trained workforce to take their places. The monies Chaffey has received will help to train students on these jobs as well as new technology that will get them into living wage jobs. Vanessa reported that on October 21, Chancellor’s Office and Region IX representatives will be at the InTech Center to give more information on Strong Workforce.

g. Business and Applied Technology – Joy Haerens thanked Vanessa Thomas for all of the work she has been putting in to Strong Workforce. Joy reported that there will be a meeting soon to train departments on how to apply for Strong Workforce funds. She also reminded the group that there is a DACA event tomorrow, organized by Abel Chen. Joy also announced that the City of Rancho Cucamonga has offered a space on 9th Street and Hellman Avenue for a Makerspace. The college is looking for a smaller space on campus as well. Joy is now overseeing Professional Development and the committee has been meeting regularly.

h. Social and Behavioral Sciences – Cory Schwartz announced that her school was happy to welcome two new faculty members this academic year, one in History and one in Psychology. Cory shared that the Honors Program will have a welcome event during the first week of October. Cory reported that the Zero Textbook grant planning is continuing. The college will be applying for a second planning grant at the end of this month. Ten faculty members were part of a pilot program over the summer. Cory is working with the Campus Store to obtain a list of zero cost, low cost, or no textbook sections. Beginning in January, the college must identify these sections for students.

i. Chino Campus – Teresa Hull mentioned that Chino has two new faculty members – one in Fashion Design and one in Interior Design. Teresa shared that the Chino Advisory Team meeting was held yesterday and she was pleased to have a great turnout from faculty. Teresa reported that Robin Ikeda will facilitate tomorrow’s DACA meeting at the Chino Campus. Teresa also announced that the Chino Campus has officially changed its name to the School of Hospitality, Fashion, Interior and Culinary Arts.

j. Instruction and Institutional Effectiveness – Meridith Randall reported that distance education is Chaffey’s fastest growing population of students. Chaffey’s enrollment

benefits heavily from distance education. The Governor’s online college proposal will be followed closely to determine how it might affect us should it come to fruition. Meridith shared that there is a Guided Pathways Institute that begins this Sunday. Chaffey College is one of 20 colleges selected for the California guided pathways project. Meridith also reported that the calendar committee met yesterday. Chaffey will continue with a 17.5-week calendar for 2018-19. She is happy to report that spring 2019 will not start as early as spring 2018. Meridith mentioned that Matt Morin is working hard to get partnerships in place with our local high schools.

k. Kinesiology, Nutrition, Athletics, Success Centers, and Libraries – Rob Rundquist shared that the first graduation at CIM is taking place on Saturday, October 28 from 9:00-11:00am. Anyone interested in attending must get their gate clearance information submitted no later than Thursday, September 28. It is very important to submit gate clearance information by this date; CIM is very strict and the college will not be able to add anyone after this date.

l. Student Life – Chris Brunelle announced that student government is now officially Chaffey College Student Government (CCSG). This change was voted on by the Student Senate. Club Rush was last week; there were about 30 clubs. That is expected to rise to approximately 50 clubs. Chris also reported that BIT is hard at work; resources will be coming out soon and some resources are already available on the Z: drive. Student Health Services has already gone through their allocation of flu shots and is dealing with a rise in pink eye. They are working on a marketing campaign this year to inform students about what services are available.

m. Institutional Research – Jim Fillpot provided an update on grants. Last year, $12.6 million was awarded in grants and contracts. The college is on pace to do the same this year. Jim shared that there will be a regional research meeting held on September 29 in CAA. The research office will be sending a survey soon to faculty, staff, and students on the 16-week calendar. The research office is also transitioning to an online research request form.

n. Classified Senate – Anita Fletcher reported that Classified Senate held their planning retreat in August. Classified Senate is collaborating with Faculty Senate on the new employee reception taking place tomorrow. Anita also announced that the new liaison to Classified Senate is Melanie Siddiqi.

o. Faculty Senate – Ardon Alger announced that the New Employee reception is taking place tomorrow. Ardon shared that DACA students attended today’s Faculty Senate meeting. Faculty Senate endorses the upcoming DACA workshop. Ardon also shared that, in relation to zero textbook costs, Photography uses almost no textbooks and is working toward eliminating textbooks.

p. Foundation – Lisa Nashua shared that Vanessa Thomas and Sandra Sisco will be meeting with Cardenas Market today regarding Cardenas University. Cardenas University was established for managers at Cardenas, but there is nothing in place for other Cardenas employees. That will be the subject of today’s meeting. Lisa thanked everyone who participated and helped at tailgate this year, particularly Student Life, Honors, Athletics, M&O, and Campus Police. Lisa reported that the Foundation will be working to reach out one-on-one to Foundation account holders. The Foundation is working on creating a cohesive campaign to raise money rather than separate solicitations for each scholarship to avoid solicitation fatigue.

q. CSEA – Monica Han shared that the Association recently hosted Michael Bilbrey, CalPERS board member. Monica also shared that there is a CalPERS board member election going on now; members can vote by mail or online.

r. Student Services – Eric Bishop reported that Student Services is looking to host a DACA event for current and future students on September 30. Attorneys will be available to help students file their DACA paperwork by the October 5 deadline.

s. Fontana Campus – Yolanda Friday thanked Student Services and IT for help in streaming tomorrow’s DACA event to the Fontana Campus. The Dreamers Club held an event at Fontana last month; about 80 students attended. An immigration clinic will be held at the Fontana Campus on September 23; a flyer will be sent out soon. Yolanda also reported that the Fontana Campus is partnering with the San Bernardino Youth Advisory Board to become a hearing site. The hearings are conducted for very low level incidents; volunteers meet with the students and parents to discuss the issues and recommendations. Yolanda shared that the Job Fair will take place on October 12. Local high schools are interested in bringing students to campus for the event, so Yolanda is looking for some employers that are interested in hiring younger workers.

t. Language Arts – Tony shared that this year’s college book is Book of Unknown Americans by Christina Henríquez. There are events planned related to the book and DACA. Language Arts has three new faculty members this year, two in English and one in ASL. One of the new English faculty members is located at the Fontana Campus, for a total of three English faculty at Fontana. Tony reported that the English course sequence is being discussed. The department is considering further compression of the English sequence and possibly a corequisite model for students who need additional help. Tony also shared that the Spanish department is partnering with the Museum to offer a program on Día de los Muertos (Day of the Dead). Look for an announcement soon.

u. President’s Office – Dr. Shannon shared that Senator Kamala Harris visited the InTech Center last month.

Status:

DLR Group finalized the DSA back check comments and project details for all 5 projects over the

summer. DLR Group did receive final project approvals from DSA on all 5 project in late July / early

August, so that the bid /award phase was able to begin in mid-August. On Monday, we received bids

and are currently going through the due diligence process of the bids to make sure the bids are

responsible and responsive to the College’s bidding requirements. We anticipate bringing before the

Governing Board a contract for approval at the September Board meeting with a goal to start

construction in early October. Bernards continues working on the project start up logistics such as

swing space needs, furniture moving process, and preparation of the start of construction next month.

UCentral Plant Build Out - TES Tank Scope: Installation of a 700,000-gallon thermal energy storage tank (TES) to increase Central Plant’s

cooling capability throughout the Campus infrastructure system. Addition of six new boilers to increase

the capacity of the existing heating systems to meet future demands on Campus.

Status: Thermal Energy Storage (TES) Tank and Addition of new Boilers:

The TES Tank and the 6 new boilers are complete and operational. The project has been closed and

certified with the Division of State Architect. The College’s Southern California Edison Permanent Load

Shift (PLS) incentives application has been approved and the funding incentives is in process with the

utility company now.
