SOCIAL SERVICE/ACTIVISM

Participatory experience of working with the people for more than a decade. Socio-economic activism

has led to participatory observation and research experience acquired via close contacts with the farmers

and rural communities particularly the land acquisition and displacement affected persons. The outcome

of this participatory involvement is related with the research work continuing in the field of land

acquisition and related dimensions. It is also likely to come in the form of a book, probably on the

phenomena of land acquisition, after some time.

Major Movements:

1.

Successfully raised and mobilized a civil

society movement against forcible

eviction of Village Kanja Das Pur and

around a dozen other villages/settlements

by the government.

From 2004 to 2005.

Resulted into Substantial and satisfactory

outcome as the government withdrew its

plan of the ‘forcible eviction’ of people.

Main demands:

‘No Displacement of Human Settlements without

Rehabilitation’ and

‘No Acquisition of Agricultural Land without Adequate

Compensation’.

Main Planks of the movement were:

Positive approach and optimism;

Frank and fearless non-political representation;

Participatory decisions and Involvement of

society at large; and

Team work and selfless volunteer-ship of frontal

leadership.

2.

Movement against improper and forceful

Land acquisition:

a. Bareilly Bada Bypass land

acquisition,

Continue from 2006 but critical

and intensive struggling period

from March 2012 onwards.

b. Ram Ganga Barrage and other

land acquisitions.

It is a natural extension of Bypass

land acquisition movement.

Continued since then.

The Problem:

Around 50,000 acre agricultural and other

land is under different stages of

acquisition for various government and

PPP projects, namely Bada Bypass, Farid

Pur Bypass, Ram Ganga Barrage, Parsa

Khera Colony, Nakatia High Tech City,

100 meter Wide Green Belts and 600

meter Reserve belts around Bypasses,

Main demands:

A respectable sharing in the profitable toll

proceeds from the PPP project;

Land owners’ free and fearless consent;

Mutually agreed determination of ‘terms,

conditions and rates’ of compensation;

Safety of all religious structures;

Special benefits for widows, old aged, chronically

ill, handicapped and helpless land losers; and

Government should not enter as a middle man; it

should protect land losers’ just rights.

Major components of the force of movement:

Adherence to Gandhian ideals of resistance- truth,

perseverance, peace and non-violence as weapons

of the oppressed against the oppressors;

Representations, popular appeals, acquainting the

authorities of the affectees’ perspective;

Social mobilization of affected farmers and civil

society; awareness, dharna, pradarshan, protest

rallies, Anshan etc;

Ram Ganga Naga BDA Colony, Nainital

Road and Pilibhit Road BDA Colonies

and so on, apart from rapid transfer of

agriculture land to non-agricultural

wealthy class.

*It is a serious threat to food security as

well as to farmers’ subsistence.

*Use of force and unilateralism of

government and its officials is prevalent

in all cases of land acquisition.

*Police cases and lathi-charge are

common tools to compel the farmers.

*Compensation is everywhere extremely

inadequate and unreasonable.

*Farmers as a whole are feeling highly

helpless, aggrieved, unsatisfied and

cheated.

*Farmers are determined to sustain their

struggle for just rights of independent

consent and adequate compensation.

*The recent land acquisition act 2013 fails

to meet farmers’ valid demands and

genuine grievances.

*It has been a struggle against the

corporate, communal, corrupt, and mafia

elements opposed to Humanitarian Values

of justice and equality!

***

Decision making by participatory consensus;

Rapport-building among the scattered affected

people as well as other forces of movements for

peoples’ cause;

Communal and social harmonization of the

participants;

Use of RTI and use of lawsuits;

Exposure of the pitfalls of the policy of

unqualified capitalist expansion as well as of the

administrative and political corruption;

Major Events:

…Farmers’ protests / demonstrations;

…Twenty seven days long hunger strike/ Anshan/ dharna

at Gandhi Statue;

…Weekly and fortnightly local meetings at village/cluster

levels to create unity and fraternity among farmers;

The Outcome so far:

*Government used heavy police force/PAC/RAF against

farmers and repeatedly lodged FIRs, against hundreds of

the aggrieved farmers, at various occasions to suppress

them;

*Government took forcible physical possession over the

land just before Dipawali without resolving the issue and

without making payment of compensation to the land

losers; and

*Scores of aggrieved farmers, including me as a moral

force of the movement, were sent to jail under different

incriminating sections of IPC. We were kept under the

most inhuman conditions and sufferings. We could get

released only on bail, after spending three to eight weeks

in jail!

* The aggrieved farmers have neither been paid the

compensation nor rehabilitated till today i.e. after

twelve years of notification.

* On the contrary, the NHAI and their PPP

concessionaire IL&FS are collecting crores of crores

from the highway toll plaza.
