What is QECO?QECO:

• Is governed by the four teacher affiliates AEFO, ETFO, OECTA and OSSTF.

• Evaluates teacher academic credentials for salary purposes.

• Is recognized by all boards for salary grid placement.

• Is identified in all collective agreements across the province – jointly accepted by employers and employees.

• Provides fully bilingual service (French and English).

QECO isA Credentials EvaluatorThe only credentials evaluator authorized to provide

category placements for members of the four affiliates, AEFO, ETFO, OECTA and OSSTF.

• 51 years of service.

• Nearly 20,000 applications per year.

Comprised of 10 evaluators, 5 support staff, an Evaluation Coodinator, and an Executive Director.

• Placement is consistent (in Ontario only).

• Qualifications are consistently recognized.

• Upgrading (movement from category to category) is systematic.

QECO UsesPROGRAM 5:• Qualification evaluation specific to Ontario education:

1. General Education Chart2. Technological Education Chart

• 5th revision since 1969• May be viewed on website www.qeco.on.ca

5 Categories available to certified teachers: A A1 A2 A3 A4

• Teachers with OCT certification, acceptable degrees, or Tech. Education teachers with basic technological Education qualifications, will be placed in no less than Category A1

Requirements to Obtain QECO ServicesAnyone applying for a QECO evaluation must be able to prove:

• Current Ontario Teacher Certification in “Good Standing”AND

• Teacher membership with one of:• AEFO• ETFO• OECTA• OSSTF

Service by QECO is funded by the union dues of the members of the teacher affiliates.

Newly Certified, Ontario-Trained Applicants (You!)

You are eligible for an initial evaluation without teacher affiliate membership if you:

• Apply to QECO within 4 months of OCT certification

AND,

• Received your teacher education at an Ontario publicly funded institution.

• Register and apply at apps.qeco.on.ca• Mail all official transcripts of all post secondary studies that you have

completed including: • College (CAAT) – complete programs, • University and additional university courses,• B.Ed. studies,

• We also need the official transcripts from the institution from which any transfer credit was obtained.

• Additional Qualification (AQ and ABQ) courses (OCT approved-usually only required on certificate)

• n.b. QECO is entering into an agreement with OUAC and due to the pandemic we are currently accepting digital transcripts that come directly from the institution.

Why apply to QECO?A True Story from the QECO Files

Teacher applied to QECO and was placed in A3. She was told she had to take one more AQ or university credit course to get to A4. She took Kindergarten Part 1.

She did not reply to QECO, but her pay kept increasing year after year.

Go back and look at the previous slide with the pay grid, while you consider this: Her experience moved her up the grid, but all those years (12 years later) went by and she missed out on the difference between A3 and A4. Now add them up.

There’s her car, or her mortgage or her down payment on a home. Gone. She will not recover that money from her employer as it is her fault that she did not reapply to QECO.

General Studies: Category A

Any teacher who has not completed an acceptable university degree.

• No recently certified teachers will merit Category A, exceptpeople who enter the profession with a diploma.

• Only some teachers without degrees who were certified prior to 1978.

• Some teachers certified under special certification regulations.

General Studies: Category A13-year degree (or Equivalent)

• A degree with less than the graduating institution’s minimum B- (70%) average

• There are many teachers whose credentials merit Category A1.

• Only requires 3 approved courses to move to next category.

Upgrading RoutesUpgrading examples may include:

• 5 full-year courses (university or A.Q., or a combination).• Three-session A. Q. specialist qualification.• A graduate degree…(which usually results in a higher category, but

not necessarily A4).

Why should I apply to QECO when I am ineligible for positions with grid placement?

FAQsI was internationally educated and my transcripts are very hard to replace. Will QECO accept copies?QECO accepts only original transcripts; however, all international documents will be returned to the applicant. If the originals are mailed, they will be returned by general post

Should I submit my WES evaluation?No, do not submit a WES evaluation. QECO is the sole authorized credentials evaluator for members of AEFO, ETFO, OECTA and OSSTF. We will accept certified copies of your documents directly from WES, however.

FAQsI have several years of related work experience. Will QECO place me in a higher category?No, QECO only evaluates academic credentials; however, school board policy or collective agreements may provide incentives for teachers with experience. (ie; Master’s Allowance, Special Education Allowance)

I am Category A1. Most of my friends think that I should be in Category A3 because my experience and education is the same as theirs.An evaluation is based on the information provided to us at the time of the evaluation. Also, there are many factors that affect a person’s placement. They include, but are not limited to, your undergraduate marks/grades, your areas of concentration and the number of courses you completed.

Ontario Graduates’ Initial Category Placement

Most students graduating from Ontario faculties or schools of education who were admitted to their teacher training institution with strong marks usually result as:

• 3-year degree: As high as: A2

• 4-year degree: As high as: A3

• 70% of the 2017 Ontario graduates who were evaluated by QECO received Category A3 placement.

Key Takeaways1. Apply to QECO the day you are certified by the OCT.

2. Keep applying to QECO when you take courses or when you have satisfied your upgrading routes. Many teachers take courses and never reapply to QECO. It is the teacher’s responsibility to apply to QECO and to inform the employer of their QECO pay category.

Final bit of advice: Check your pay stubScenario A:Teacher applies to QECO and send in their Statement and cover letter to their board. Board never receives it or loses it. Teacher’s pay was lower than expected. Teacher notices it and contacts the union to resolve the issue.
