Is the POC for site Information Management and Records Management requirements and will meet the performance standards identified in PWS paragraph 2.9.1. Works in concert with the SSPARS PMO contracting personnel to ensure consistency and compliance. Maintains all contractor records associated with the contract and those generated in the performance of PWS requirements. Maintains a Government records system for the preservation of mission requirements. Creates, manages,

Is designated the primary Records Custodian for the maintenance and disposal of official records created by contractor users which are developed during contract performance. Accomplish IAW stated performance standards identified in PWS paragraph 2.9.1.2. Works in concert with the SSPARS PMO contracting personnel to ensure consistency and compliance. Accomplishes initial and annual ADLS CBTs for Records Custodian and Protecting Sensitive Information. Exhibits copies of all training certificates received. Submits required Records Custodian Appointment Memorandums.

Is designated the primary Functional Area Records Manager (FARM) and accountable for all contractor managed official records meeting all performance standards identified. Accomplishes initial and annual ADLS CBTs for FARM and Protecting Sensitive Information. Exhibits copies of all training certificates received. Submits required FARM Appointment Memorandums.

Reports Freedom of Information Act (FOIA) and Privacy Act (PA) requests and works in concert with the SSPARS PMO contracting office guidelines to forward requests to the on-site COR. Is compliant with protecting PA and FOUO records and information. Meets the required performance standard referenced in the SSPARS DD Form 254.

Develops, uses, and keeps accounts for department and field publications. Makes paper-based publications requests from the DLA Document Services. Reviews product announcements and the Product Index on the e-Publishing web site. Evaluates and inventories the contents of FPL to keep publications recent and necessary.

Manages and receives all shipments for classified material, tapes, and parts that meet USPS requirements through the USPS system, and picks-up and delivers all US Government official/registered mail for the 12 SWS/MA. Conducts mail distribution once per week. Meets performance standard requirements.

Leads the coordination of unescorted entry, visit requests, maintenance of badges including those for restricted areas and supports the tracking and maintenance of various security trainings and support compliance to physical and industrial security requirements including coordination and maintenance of security plans.

Position Title: #121002 Site Manager (Field Engineering Senior Supervisor)

Relevant Experience:Ten years of related experience. In lieu of education, 18 years of directly related, progressively complex work experience. Managed complex field engineering projects involving the development and/or production of complex engineering processes. Provided senior technical guidance/direction to staff, typically managers and supervisors. Developed and implemented department initiatives.

Demonstrated human relation skills in the coaching and development of managers and seasoned technical professionals. Process integration skills. Team building and strong team facilitation skills. Knowledge of advanced concepts in the field engineering discipline and an understudying of related engineering disciplines. Supervisor/management experience. Demonstrate clear communication/presentation skills, technical/non-technical, written and oral.

Education:BS degree in an engineering discipline or professional engineering license/certification.

Provides familiarization tours, site orientations, and operations briefings for visiting officials when requested by the Installation/Site Commander/USAFLO. Includes as part of all briefings a warning on radiation hazards and areas that pose a threat to human safety within the installation/site.

Complies with all host installation, federal, state and local environmental programs, policies, and directives. Fulfills role as primary (Field Engineer Sr. Supervisor) or alternate (Networks Engineer Experienced) Unit Environmental Coordinator, for environmental management requirements. Provides required environmental documentation, support, and participation as requested by 21 CES/CEIE.

Assists with the maintenance and identification of environmental aspects, impacts and action plans.

Attends host installation ESOHC meetings (or equivalent) as stipulated by host installation policy.

Makes notification of ionizing and non-ionizing radiation devices planned for procurement, which are capable of producing ionizing radiation, have the potential to expose personnel above the Electromagnetic Field Radiation (EMFR) Lower Tier Maximum Permissible Exposure (MPE) values or is a Class IIIB laser or above. E-mails 21 AMDS Bioenvironmental GSU Manager and respective host base Bio-environmental office and obtain Government approval prior to procurement of these devices. Maintains records of all procurements and devices in use.

Provides initial and refresher EMFR Safety Awareness training to personnel with the potential to exceed the Lower Tier MPEs. Training is commensurate with the potential for exposure within the workplace. Provide training to visitors to lower and upper tier MPE areas. Documents all training provided for base assigned personnel; proof of implementation of awareness training for visitors is acceptable.

Leads the effort to maintain Security compliance elements including NISPOM, Physical Security, FPCONS, and OPSEC requirements. Coordinate the maintenance, repair and testing of IDS systems and associated security equipment. Conduct various security trainings and lead the participation in government required industrial, physical and operational security forums and establish plans and agreements to meet related requirements. Support escorting and visit request as necessary as well as coordinate the prompt correction or repair of physical security aids.Possesses overarching accountability and responsibility to comply with and ensure the Energy Conversation Compliance per the host directives and policies.

Possesses the overarching responsibility to coordinate all construction activities and requirements associated with other contracts. Maintains current comprehensive schedules of installation/site projects and activities (ongoing and planned) to include, but not limited to mission support, construction, military satellite communication systems, network (NIPRNet/ SIPRNet), communications, sustainment, security, and other requirements or projects.

Maintain a list of the names, home and duty phone numbers of key contract personnel.

Works closely with other engineering disciplines in the development and completion of projects to increase production, quality, efficiency, or volume.

Acts as consultant to senior management; interfaces with senior customer representatives on significant issues needing technical guidance, redirection, and/or resolution.

Relevant Experience:Four years of work related experience in the configuration and maintenance of local and wide area networks, related software and hardware. In lieu of formal education, at least 12 years of hands-on work experience in LAN/WAN operations, equipment, and software. Knowledgeable in network communications standards, concepts, and practices. Can apply comprehensive knowledge and experience of network operations and maintenance to complex problems to achieve timely, comprehensive solutions, and participate in planned network upgrades. Manages network security measures and assures network availability metrics and quality of service for all users. Capable of maintaining and updating network technical documentation that describe the system architecture, equipment, protocols, capacities, and processes. Ability to work and communicate with other personnel as a team member and leader with customer interface/influence on specific issues. Leadership skills, ability to counsel, develop, and motivate staff.

Education:BA/BS degree in a technical discipline (i.e., engineering, mathematics).

Responsibilities:Manages, operates, and maintains network infrastructure to include all network hardware, peripheral equipment, file/print servers, software, configuration, security, and interfaces as assigned within area of responsibility. Performs backup all networks to provide for restoration in the event of failure. Keeps records of back-ups and restorations performed. Monitors and maintains system uninterruptible power supply (UPS) assets.

Installs Air Force Standard Desktop Configuration (SDC) on user systems as required. Manages customer NIPRNet/SIPRNet accounts interfacing with the Host as needed. Assists with troubleshooting and touch maintenance to boundary controls as requested.

Resolves interoperability problems to obtain operations across all platforms including e-mail, file transfer, multimedia, teleconferencing, and VOIP services to ensure network/service availability. Coordinates with the host base CFP to ensure continuous network access and to perform (or assist CFP in) troubleshooting and touch maintenance required to restore network service, improve security, reliability, and performance. Provides after-hours emergency response to assist in restoration of normal network operations.

Requests and assists in performing TEMPEST inspections on replacement equipment before operational use. Corrects all TEMPEST inspection deficiencies and request a re-inspection. Maintains the current certification memorandum provided by the Wing TEMPEST Manager.

Participates in the evaluation of network equipment and capabilities and coordinates team recommendations to the customer on needed infrastructure upgrades and needed modifications. Maintains mission system computer and support equipment and provides space surveillance and mission operations support on a 24/7 basis.

For Thule AB, obtains approval of 821st ABG/CC, 12 SWS/CC and 22 SOPS Det 1/CC for all outages that have base-wide impact. Upon approval, notifies the 21 CS CFP and all installation network users who could be affected by the ASI. If the network has a router, coordinates maintenance and administration of the router through SSG (Standard Systems Group)/SINS, Maxwell AFB, Gunter Annex AL. For AFIN, coordinates maintenance and administration through the Air Force Information Warfare Center (AFIWC) Lackland AFB, TX. At Thule AB, coordinate with 821 SPTS/SCQ.

Notifies all network users who could be affected by host base ASIs.

Coordinates with host LRAs in support of site PKI requirements.

Backs up all networks to provide for restoration in the event of failure. Keeps records of back-ups and restorations performed.

Updates anti-virus signature files and scan for viruses to protect network resources. Immediately reports and coordinates incidents involving viruses or classified data with base network security personnel and keeps a record of viruses detected.

been dormant more than 30 days. Validated user-access privilege levels to include accountability, access rights (based on user clearance, access approval, and need-to-know), and special handling requirements.

Establishes, configures, maintains, and tracks all SIPRNet user accounts. Establish procedures for users to request new SIPR accounts, and to modify or delete existing user accounts.

Submits requests to modify or delete existing user SIPRNet accounts to CNOC/USAFE.

Monitors disk storage capacities and maintains adequate disk storage availability for all users and applications

Assists the site Cyber Security Liaison in reviewing system security information and maintain relevant cybersecurity certifications and applicable operating system and/or computing environment certifications.

Acknowledges and resolves problems with RAID file system.

Performs additional duties as assigned by the CMOC Supervisor.

Fulfills COMSEC responsibilities.

Coordinates efforts on the SCIF modifications to the AFSCP/SSO. Prior to performing any maintenance, the position coordinates with the on-site COR and DO.

Performs shift duty as necessary.
