Larry Stevens, National APWA President

Larry Stevens enjoyed a long and distinguished career in Municipal Engineering. He served as Director of the Iowa Statewide Urban Design and Specification (SUDAS) Program at Iowa State University. Prior to that, he worked for the City of Oskaloosa, Iowa for 22 years as City Engineer and Public Works Director and at the City of Grin-nell, Iowa as the Assistant City Engineer. He has been at HR Green’s Des Moines, Iowa office since 2009, where he provides municipal engineering services to some of the firm’s key clients.

When you’re in the middle of an emergency, time is of the essence and trust is the key element that can’t be cre-ated on the fly. John will be discussing how critical it is to buildthose relationships within your organization and other agencies across the state before an actual emergency.John has been with the City of Westminster for 10 years and is a Se-nior Projects Engineer. Right now John is managing over 50 million dollars of infrastructure projects for the City in preparation for the Westminster Station Commuter Rail Station. Johnny Olson is the CDOT Region 4 Regional Transportation Director for the Northern Colorado area. In September 2013, when historic floods hit northern Colorado hard, Johnny was asked to step into the Incident Commander position for CDOT. Johnny led his team on an aggressive campaign to reopen roadways and bridges ahead of schedule, reconnecting communities, businesses and lives. Johnny is proud to lead the flood recovery efforts for CDOT and to help build back better and stronger than before.

George Gerstle has been Transportation Director at Boulder County for seven years. Prior to Boulder County, George has worked at vari-ous times for CDOT, EPA, as a policy advisor to Governor Roy Romer, the Colorado Air Pollution Control Divison, the Association of Mon-terey Bay Area Governments, and a small, rural transit agency in North Carolina. He graduated from CU with a degree in Geography and Anthropology and has a Masters in Urban and Regional Plan-ning from the University of North Carolina.

Dave Skuodas is a Project Manager at the Urban Drainage and Flood Control District, where he has worked for the past four years in the Design, Construction, and Maintenance Program. Prior to that he worked as an engineering consultant for nine years in Kansas, Nebraska, and Colorado.

The presentation focuses on the technology currently used to collect field data and assess the condition of water con-veyance pipelines including everything from man-entry to multi-sensor platform robotics; then discusses the many pipeline rehabilitation technologies available such as cured-in-place-pipe and close fitting liners. The presentation con-cludes with information on the most recent industry advanc-es in spin-casting 100% solids epoxies, which, when properly designed, can provide complete structural repair of severely deteriorated pipelines.Mike Middleton is the CEO and Director of Engineering of Denver based TW Summit Corporation. Mike has 25 years of consulting engineering experience and is a leading expert in municipal water conveyance system condition assessment and rehabilitation; his consulting engineering expertise also includes all facets of municipal water and wastewater system planning, design, and construction.

Previously she served as a Human Resources and Training manager, as well as an executive in Texaco and Shell. She currently serves on the national board for the Association for Talent Development.

Colorado’s first diverging diamond interchange (DDI) opened this spring in Grand Junction. The presentation will not only cover how and why a DDI configuration was selected but also the unique partnership between CDOT, the City of Grand Junction and the private sector.Trent Prall has been with the City of Grand Junction for 19 years and currently serves as Engineering Manager overseeing the City’s capital improvement program.

Paul Jagim has been with the City of Grand Junction for 10 years and is the City’s Transportation Engineer. Throughout his career he has worked on high profile projects such as the Riverside Parkway, 29 Road and I-70B Interchange and more recently the DDI at Exit 26.

Rob Beck is the Region 3 Resident Engineer for the Grand Junction district and oversaw the construction of the DDI

In 2013, the Arvada Utilities Department made major revi-sions to its strategic business plan, restructuring the orga-nization and establishing new performance measures. Nine months later it was obvious that we had gotten it wrong. The presentation covers the inital intentions, the dawning real-ization that it wasn’t working, and the effort to recover and get back on track.Jim Sullivan has been with the city of Arvada for 34 years, the past 17 as the head of the City’s Utiltiies Divisons. He is a registered pro-fessional engineer with an MBA.

Kelley Hartman has experience working in healthcare and higher education, worked for the State of Colorado as the CFO and Deputy Director for a Division of Human Services, and is currently the Perfor-mance Budget Manager for the City of Arvada.

Span-ning a 25 year career in municipal management, Danielson has served as City Manager in a wide variety of cities and special dis-tricts. During that time, John has had the opportunity to create two new cities from their inception based on the public/private partner-ship model, played an instrumental role in developing the infrastruc-ture and municipal management models of three other new cities and consulted with municipalities affected by complex financial and structural issues in need of critical resolution.

Dave Zelenok is the Chief Innovation Officer for the City of Centenni-al. He has served as Public Works Director in both Colorado Springs and Centennial. In the latter capacity, he led an effort to transition the Public Works Department to the private sector in a move which is widely understood to be the largest public-to-private conversion of its kind in the nation.

This in-teractive session will highlight real life steps to ensure design and construction of curb ramps, pedestrian access routes, on-street parking, accessible pedestrian signals and other related elements meet ADA compliance. Jeff Werner is a civil engineer and accessibility specialist for WHPa-cific. He has 14 years of transportation accessibility expertise on federal aid projects for the Idaho Transportation Department, New Mexico Department of Transportation, local highway districts and cities. He is experienced in providing ADA compliance survey as-sessments, design and specification development for accessible fa-cilities, standard drawing development and construction engineer-ing for accessible facilities. Jeff is also well versed in the current practices for multi-lane roundabouts under the proposed PROWAG guidelines.

The primary goal of the 2013 Stormwater Corrugated Metal Pipe (CMP) Condition Assessment was to provide the City with a comprehensive condition assessment of their CMP stormwater pipelines.Steve Salazar has more than 17 years of experience in stormwater related planning and design projects, project management and water resource engineering, which provides him with a broad un-derstanding of the varied requirements in serving the engineering needs of clients.

Charles Loughman has experience in the development and inspec-tions of Condition Assessment projects. In addition, he has been involved in the development of the framework for condition rating, prioritization ranking, and rehabilitation costs of storm related in-frastructure.

The experiences of the presenters organizations.Dan Hartman has been Director of Public Works in Golden, Colorado for the past 26 years. Dan has served on the Board of Directors for APWA Colorado and was Chapter President in 2004. Dan is current-ly serving on the APWA Leadership and Management Commiteee, is the Colorado Chapter Delegate to APWA’s Council of Chapters and serves as chariman of the Donald C. Stone Quality Council.

Lesley Thomas began her career with the City & County of Denver in 1990 as a senior engineer with the Department of Public Works. In 2002, Lesley was promoted to the position of City Engineer and Deputy Manager of Public Works. As City Engineer, Lesley has man-aged the construction of Denver’s $378 million Justice Center com-plex, overseen the organization and execution of the multi-faceted $550 million bond package passed in 2007, and developed Denver’s Strategic Transportation Plan.

Maria D’Andrea is currently the Director of Public Works for the City of Commerce City overseeing the Engineering, Streets & Traffic, Fa-cilities and Fleet Divisions for the City. She is a professional engineer and is leading efforts to design and construct more than $130 mil-lion in infrastructure improvements in the City in the next five years

Pam Acre is the Stormwater Coordinator and Floodplain Administra-tor for the City of Northglenn. She is a past chair for the Colorado Stormwater Council and is currently the chair for the Legislative Committee of the CSC.

Tom Repp is a Stormwater Management Engineer for Douglas Coun-ty, active member of the Colorado Stormwater Council and conducts operations for the Colorado Clean Water Coalition.

Lisa Knerr works for the Colorado Department of Public Health and Environment and is program coordinator for the state’s Municipal Separate Stormwater System and Industrial Pretreatment Programs.
