Water Problems in the region:
• the 12 Countries from GWPCEE have a long history of water management and water related legislations since the 18th century
• Sectoral approach has proved to have limitations in the sense that the mutual cooperation was limited or very often in contradiction
•The communication and common solution with stakeholders, and the participation of the public was not applied
Effects of traditional water management•As result of the major pressures at which the water resources undergo along many years, the main negative effects on the water resources identified during the DRBMP ecological and chemical status final assessment process, the following water significant management issues( WSMI) were identified :
- major hydro-morphological alterations
- water quality degradation in terms of
- nutrients pollution
- major organic pollution
- hazardous substance
-heavy metals
Aims of the GWP Strategy for years 2009-2013
• Implementation of - IWRM -Integrated Water Resources Management- principles in the CEE region water secto r, involving all water stakeholders in the decision-ma king process, promoting the political will, the multil evel cooperation, the dialogues among all participants e ither they are politicians, water users, or water manager s representatives, civil society, scientists and educ ators representatives, and supporting all practical activ ities for the efficient water planning implementation and o peration• Strengthening the CEE Regional GWP by involving mor e countries from the 2 areas Danube and Baltic Sea t hrough the expansion process and funds raising
GWP Vision and mission
• The Global Water Partnership's vision is for a water secure world
• The GWP mission is to support the sustainable development and management of water resources at all levels
GWP CEE Strategy 2009 -2013• Based on GWP Strategy for the 2009 – 2013 but with r egional specificities
• Tool for facilitating implementation of IWRM princi ples in the context of European water polices
• Before this strategy, were used another 3 GWP Strat egies that were accomplished
• Four strategic goals of present Strategy, covers the IWRM dialogues, Public Participation-PP, sustainable sanitation- Sus t. San , floods and droughts, communication and governance
• Involves inter-regional cooperation with the GWP Central Asia and Caucasus region, GWP Mediterranean
• Regularly updated with emerging issues such as climate adaptation
Strategic Goal 1: National Dialogues
• Regional Water Vision up to 2025 was a result of fi rst dialogues that lead to first vision named From Vision to Action presented at the Hague World Water Forum in 2000
• Series of National and Regional dialogues are synth esized into regional reports available in GWP and GWPCEE sites
• A series of IWRM Dialogues in 2007 resulted in comm on declarations with governments and changes in legislation related to promotion of the IWRM in water sector
• As a result, Country Water Partnerships have agreed that EU water directives covers the main principles of Rio and Du blin conferences , GWP Ukraine succeeded in embedding IWRM in National Environmental Strategy
Strategic Goal 1: Public Participation• Aarhus Convention provides a legal framework for PP access to
information and justice
• GWPCEE Public Participation Task Force was established in 2004
• As application PP information step, GWPCEE co-orga nized Danube Day celebrations in the Danube countries sin ce 2004 and as special events, at “Water & Sustainable Developm ent Expo” in Zaragoza (2008), also co-organized the Danube Stak eholder Forum (in 2004 and 2009) and regional input to Danube Str ategy in (2010)
• GWPCEE got the Observer status granted by the Inter national Commission for the Protection of the Danube River a nd the Helsinki Commission already since 2002
Strategic Goal 2: Sustainable Sanitation• Seeks alternative and decentralized solution to san itation
services for rural population
• Sustainable Sanitation in CEE: Addressing the Needs of Small and Medium-Size Settlements book was published in 2007 and translated into 12 languages
• 20 million Europeans , mostly in new member states, are lacking access to sanitation services
• GWPCEE and its CWP’s advocates for sustainable sani tation at various forums and contributes to drafting Equitable Access to Water and Sanitation study case launched at the 6 th World Water Forum
Strategic Goal 2: Floods and Droughts
• In cooperation with World Meteorological Organizati on (WMO) :
• GWP-CEE has participated to the investigation of 1 statistic assessment followed by a regional report and by pi lot projects. Based on the pilot projects outcomes the main steps to be followed were drafted as parts of Guidance on Flash Floods Management: Recent Experiences from CEE, that was published in 2007, and latter on was launched during 5 th WW Forum in Istanbul as a global Help Desk for Flash Floods Management
• GWP CEE participates in development of a new WMO Int egrated Drought Management Programme (IDMP) , for which the first steps with projects proposals presentations were made in Nov 2011 in Geneva and presently the IDMP Inception Report was finalised
Strategic Goal 3: Communication and ToolBox• Publications, social media and extended web-based
activities including GWP ToolBox, “Water Talk” the CEE bi-annual magazine
• The ToolBox is a free and open database with a libr ary of IWRM case studies and references

Network governance for fundraising targeting programs of• UN organizations, • European Union, • International river basin commissions,
• National Official Development Assistance
• And from private sector

• Consulting Partners : more than 140 member organizations in 12 CEE countries
• 12 Country Water Partnerships : actively support the development of national policies
• Regional Council : highest decision making body of GWP CEE
• Secretariat : hosted by Slovak Hydrometeorological Institute
• GWP Network : GWP CEE is a part of Global Water Partnership network
GWP Global Network
• Founded in 1996 by the World Bank, the United Natio ns Development Programme (UNDP), the Swedish Internati onal Development Agency (SIDA) and Dutch government
• The network is open to all organizations involved i n water resources management
• GWP’s international network comprises 13 Regional Water Partnerships , over 74 Country Water Partnerships , and more than 2,350 Partners located in 154 countries.
• The Secretariat is based in Stockholm, Sweden.• Presently the network is supported financially by C anada, Denmark,
the European Commission, Finland, France, Germany, the Netherlands, Norway, Sweden, Spain, Switzerland, th e United Kingdom and the United States.

Integration with other policies
• WFD is an innovative instrument to address challenges of water management for the next generations of EU states
• Aims to protection of all waters across Europe, based on comparable principles and objectives
• Binding objectives, at the same time providing flexibility on the tools how to achieve them
• Implementation with full participation of all interested and involved parties (according with WFD article 14)
• Long-term planning basis for technical, financial and political decisions
• Environmental objectives and integration of managements are key elements
Outlook of Water Framework Directive:
GWP CEE overview of our regional activities : • Sustainable sanitation,
• floods and droughts, ( APFM project with WMO), (IDM P in pipeline also with WMO and DIFID)
• IWRM surveys (past and current one)
• as well as on surveys on river basin governance and performance and last but least
• our involvement in Baltic and Danube Strategies wit h special focus on the coming workshops to be held in in the regions withi n the process of flagship projects running and their solutions imple mentation .
• Participation in PP activities like Danube Day cele bration, JDS 1&2 Public events, etc

Programme of measures issues are based on:
�Their specific content needs to be linked to the 4 WSMI identified in Basins: Organic pollution, Diffuse pollution, Hazardous substances, Floods, Over-abstraction
�Regulatory versus voluntary approaches. Enforcement is easier with Voluntary agreements but need framework legislation to incentives agreements
�Priorities according to efficiency criteria in achieving most results
Public Participation - an important factor in the new water management policies
Rationale: �PP is a new term in water management activities �PP have always been driven by the requirements of the society
�The Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention) provides a legal framework for getting information and WFD art 14 legally covers the obligation for it in the EU states .
�This is a precondition of PP
PP is a mean of:• improving decision making• creating awareness of environmental issues• helping increase acceptance and implemntation of
RBMPs
Public Participation Work plan in the Danube RB (1)
WFD - Article 14 is referring to Public information and consultation:
Member states shall encourage the active involvement of all interested parties … in particular in the production, review and updating of the RBMPs during its cycles
PP generally has to result in:
• better informed and more creative decisions
• more public acceptance
• better implementation
• more opened and integrated governance

Global Water Partnership Romania (1)
-Partner of ICPDR, of Ministry of Environment and Forest (MEF) and of National Water Administration “Romanian Waters” (ANAR) in the Implementation of WFD-EU/2000/60 in Romania and other water related directives -support for IWRM principles implementation through the dialogues facilitation organization and management, GWP publications dissemination, GWP and other IWRM dedicated books translation and their dissemination through their transfer within the GWP-Romania site, participation to the water management events and advocating for IWRM principles respect and application -Co-organizer of water issues related public events like those during the ICPDR-JDS’s, EU water Directives implementation processes reports debates ( WFD, Flood Risk Management.
• With regard to Sustainable Sanitation technologies promotion, especially in rural area nearby the works for the SustSan. book preparation, in 2011 a Romanian expert attended the Regional training course that was organized for this type of technologies.
• During 2012 the Workplan content provides the elaboration of a present status situation regarding the development and implementation of SustSan technologies in GWP-CEE region and the elaboration by this TF of “Guidelines on Extensive technology of wastewater treatment – applicable approaches and methods in CEE countries”

- Copartner within the regional and/or global water projects like ” Flash Floods Management” ( 2005-2008) financed by WMO, namely participation in the regional team for the project preparation, Regional status assessment, news strategies for flash floods damages reduction, pilot project running and the delivery of final outcomes to the Regional workshop
- Continues participation to the promotion of IWRM principles within the Danube Region Strategy conferences and its steps for flagship projects running and implementation
- Participation to the project proposal preparation for Integrated Drought Management Programme in order to be tendered and financed by WMO

In Central and Eastern Europe- addressing the needs of small and
medium size settlements
Introduction
• Countries of the Central and Eastern Europe are actuallyone of the most developing part of the World.
• Investments into sanitation systems are mostly oriented on agglomeration with more then 2000 p.e.
but
• Aprox. 30 Millions (20%) inhabitants live in small settlements (< 2000 inhabitants) in GWP CEE countries
• Generally there is a lack of information about sustainable sanitation systems for small settlements
The main goals of the book
• To describe actual status of sanitation in the CEE countries
• To present the ideas of sustainable sanitation principles
• To promote and implement the positive experience from real projects
• To prepare the base for future sustainable sanitation projects in the CEE countries
Sustainable sanitation on brief• Sanitation systems have to deal with the management of:
– urine, faeces (toilet waste) and
– greywater (water obtained from bathing,washing, and so on), either separately or mixed.
