The generic need for Perimeter protection moved toward a «structuration and
standardization» of the need itself
Two countries specifically –UK and USA- worked on the standardization

The U.S. Department of State (DOS) Bureau of Diplomatic
Security (DS) had a precise need:
defines the requirements for the protection of the perimeter of
DOS facilities (military and diplomatic sites) against vehicular
attacks.
For this reason, in 1985 the SD-STD-02.01
standard was issued, defining:
- A precise way of testing perimeter barriers and
gates
- A precise way of expressing the results
K4, K8, K12 quickly became usual terms on the perimeter
security market

Then in 2007 ASTM (American Society for Testing and Materials)
released a new standard that incorporated and replaced the
former SD-STD-02.01 standard
F 2656 Standard Test Method for Vehicle Crash Testing of
Perimeter Barriers
F 2656 Standard introduces:
- More classes of resistance
- The penetration rate value
The former K4, K8, K12 ranks became M30, M40 M50 ranks
in ASTM standard

The UK Government’s National Security Advice Center
(NSAC) –then merged into Center for the Protection of National
Infrastructures (CPNI)- defined the guidelines for the protection
of national infrastructures against terroristic attacks and cyber
threats.
For this reason commissioned to Transport
Research Laboratory (TRL) and British Standard
Institute (BSI) the development of a standard.
In 2005 the Publicly Available Specification was
issued (PAS 68) Impact test specifications for
vehicle security barrier systems
Again a mean to define:
- A precise way of testing HVM barriers (Hostile
Vehicle Mitigation)
- A precise way of expressing the results

hydraulic accumulator integrated in the
bollard structure and connected to a control
