Executive Summary

On Monday. September 24. 2001 , at the direction of the FAA Administrator, the senior management team of the Office of the Associate Administrator for Airports contacted the airport directors at the top 100 airports in the United States. These airports were asked a series of questions to assess the thoroughness with which airports are implementing heightened security measures and to identify issues that require additional FAA attention. The questions were:

• Describe your oversight/monitoring/testing of all security measures, including the additional ones instituted after September 11.

• Describe any security measures you have implemented in addition to those required, why and how they are working.

• How frequently are you, the air carriers, and security firms meeting to review and discuss airport security?

• How frequently do you meet with the various law enforcement agencies? • Do you have sufficient resources to carry out the security program? • Are there specific concerns you have that the FAA should know about? • What further assistance can the FAA/DOT provide?

GENERAL CONCLUSIONS: The attached report includes a compilation of responses received. Analysis of the responses leads to several general conclusions:

• Airports have increased their emphasis on oversight, monitoring, and testing of all security measures in compliance with FAA Security Directives.

• The vast majority of airports have instituted additional security measures above and beyond what is required (e.g., screening persons in baggage areas, hiring additional security officers, screening airline employees, establishing security operations center, validating employee ID's, increasing LEO numbers and visibility, roving patrols, random ramp/AOA badge checks and ID #verification for currency, etc.)

• Virtually all airports are meeting more often with station managers to discuss airport security. Many airports are continuing to hold daily meetings with station managers, concessionaries, and law enforcement officials to discuss coordination efforts associated with airport security.

• Airports are committing significant resources to improving security. These measures include additional security staff, issuing new ID badges, use of overtime, and procurement of security equipment. These additional costs are being incurred at the same time as airport revenue is sharply reduced.

• With a few exceptions, airports are nieeting with station managers and screening companies to discuss training and implementation of new Security Directives related to screening. Some airports expressed specific concerns that security screeners do not have sufficient training to perform their duties.

• Additional Federal resources for long-term sustainability are needed in order to comply with additional security requirements. Some airports have begun

exploring strategies for long-term sustainability of increased LEOs; others are awaiting direction from the FAA on the duration or permanence of these requirements before formulating a plan. All agree that a sustainability strategy must be formulated in the next 30-60 days to address worker burnout and overtime expenses.

• Airports have either begun or soon plan to start examining budget measures, including significant reductions in operations and capital programs, that may be necessary to continue to fund increased security requirements in the face of significantly lower revenues.

While there were many common themes throughout, there were still diverse views and opinions among individual airport operators. For example, the vast majority of airports with FSMs have been very satisfied with the service provided by local FBI and FAA security officials while others believe that they could do more. One airport explicitly requested earlier sharing of intelligence information by the FBI to local law enforcement. Airports without FSMs tend to be more concerned with improved dissemination of FAA security requirements.

There is also considerable debate among airports with the "federalization" of screeners. All airports support transferring screening away from the airlines and having the Federal government underwrite the costs of the program. The airport community is divided, however, on whether the actual function should be performed by local law enforcement versus the Federal government. Those supporting federalization often did so with concerns on the inflexibility of Federal procurement and personnel rules.

In summary, we found that the all airports appreciate the seriousness of these issues and are doing what they can, under increased scrutiny, to meet and/or exceed the public's expectations. Their sense of what the public accepts or believes is an acceptable level of response varies by location. Some have taken action to deal with locally "perceived gaps" (such as screening airport employees or GA security); others await further Federal guidance.

POSSIBLE FOLLOW-UP ACTIONS SUGGESTED BY AIRPORTS

1 . Information

• More timely and direct communicatiorr of FAA requirements, particularly at small hub airports.

• More thorough briefing by FAA on the relevance of these measures to the current threat.

• Clarification of certain requirements, especially in gaining greater uniformity of items that should be confiscated at check points (such as safety razors, nail clippers) but are still permitted for sale by concessionaries in secured areas.

• Greater uniformity among FSMs and CASFOs in issuing waivers. • Identification of what airports/screening firms need to do to re­

caliberate magnetometers to detect box knives, etc. • FAA communication of a sense of the duration or permanence of

the increased requirements so follow-on personnel and financial plans can be instituted.

2. Broader Consideration of Alternative Mitigation Measures

• Curb-side check-in: Many airports believe new security problems are emerging from terminal congestion and lines. Especially before operations and load factors grow, airports would like FAA to establish criteria that allows curbside checking to be resumed if appropriate security mitigation measures are instituted.

• 300 ft rule---Many airports are severely hurt by lost parking spaces and would like FAA to develop alternative measures to mitigate the threat.

• Ticketing passengers only in service area--Reconsider allowing non­passengers through screening areas, given that many airport revenue­generating concessions are in the secure area of the terminal.

3. Financial Performance and Federal Assistance-in general, airports believe they have adequate resources to meet short-term obligations (3 to 6 months). Many are actively reducing costs and revamping mid/long term capital development assumptions. FAA/OST are being asked to begin to review potential ways to offer financial relief:

• Revise AIP/PFC eligibility to cover increased security requirements (though some argue AlP should not be tapped but that other Federal resources be made available). FAA should also consider whether AIP/PFC funds should be used to assist certain airports in meeting O&M costs.

• Expedite FAA approval of PFC increases and amendments. • Authorize OST/FAA intervention against air carriers refusing to meet

airport payments stipulated in rates and charges arrangements at an airport.

4. Assist airports in obtaining and deploying new security technologies, such as retina screeners

5. Re-open DCA as soon as possible since it is having a downstream effect at many airports

6. Formulate a more stringent national policy on GA and corporate security · requirements and provide more guidance on non-passenger areas, such

as GA and cargo.

Question #1: Describe your oversight/monitoring/testing of all security measures, including the additional ones instituted after September 1.

Airports are taking varying measures to cope with the enhanced security requirements. In general, airports are increasing their level of communication to insure that they are working more closely with FAA and local security officials. Some, such as San Francisco, have gone as far as establishing a separate security oversight committee, in which airport employees, security, and local police work in tandem to ensure security compliance. Others have hired or contracted for additional operating and security personnel to perform random badge checks, patrol parking garages, and monitoring of check-points.

In addition, all seem to be aggressively pursuing the implementation of Part107 requirements while reluctantly complying with the 300' rule and restriction on curb-side check-in. As a result of implementing the new requirements, it is apparent that the airports are working closely with the CASFO to ensure all measures are appropriately being taken.

Almost all airports have added some security procedures that go beyond those required by FAA security directives. The most common of these include:

Increased security staffing is being used to provide: Coverage by LEOs at checkpoints, baggage claims, and ticket counters. Increased patrols on perimeter roads and fences. Increased patrols in parking garages. Searching vehicles entering AOA. Increased patrols at curbside.

Increased surveillance: Additional video cameras. Random searches of vehicles entering garages Checking construction workers picture IDs. Monitoring all deliveries. Use of K·9 units Increased checking of trash receptacles and bathrooms. Increase random ID checks on the ramp areas. Rebadging employees. Reduced number of access points to AOA.

The majority of airports have increased uniformed security officers at check­points, ticket counters, baggage areas, and various stations surrounding the airport. They have also purchased hand wands to check airport employees, persons in baggage areas, and various other check-point personnel.

Employees have been complaining that there is not universal screening of all airport personnel through screening points. To help make employees more comfortable, employees have been required to go through screening if they are carrying something. Those employees not required to be screeneo are subject to random checks with wands as they de-board before being allowed to the AOA. ATL will be meeting with the airlines to urge them to also Implement measures that will increase the comfort level of employees.

Added police presence exceeds FAA requirements, as do number of rovmg patrols. While it is impossible to screen all badged employees, they have severally reduced the number of access points. They are requiring FBOs and groundhandlers to meet all requirements FAA has established for air earners. Megis is closed for all operations due to proximity to downtown area, except operations to ferry planes out of airports.

Prohibiting POV's from entering airport. Re-issuing employee badges. Increase # of bomb teams and canine bomb units.

All employees go through screening and all badges are being re-verified. Vendors have been required to re·badge all employees.

Most airports have been meeting daily with air carriers and law enforcement agencies since September 11. The frequency of the meetings with air carriers and tenants has been reduced in most instances now. and they are held several times a week or as needed. Meetings with law enforcement agencies remain at a high level. Most airports report either constant meeting with police and FBI throughout the day or at least daily meetings as needed.

Question #5: Do you have sufficient resources to implement security requirements?

Airports recognize the seriousness of the security program. They have immediately implemented heightened security and plan to continue these measures despite significant cost increases. The impact from the cost increases is exacerbated by significant drop offs in airport revenue, due to reduced flights, concession sales, and parking revenues. Costs are being incurred for employee overtime, hiring of additional law enforcement officers, rebadging of employees, and procurement of communications and surveillance equipment. Although airports are absorbing these costs in the short run, there is almost universal concern that this will be a significant long-range impact.

Question 7: What further assistance can the FAA/DOT provide?

The airports' most apparent concern that directly relates to FAA/DOT assistance is their financial hardship caused by increasing costs of enhanced security requirements and declining revenue streams. Airports are absorbing the increased security costs in the short term, but with airport revenues declining, the airports are looking to the FAA/DOT for initiatives and mechanisms to provide long-range financial assistance to address the continuing cost for increased security.

Also, several airports see the likelihood that airport screeners will be federalized. Most airports support this change and would rather see FAA control screening than some other Federal agency.

Some airports would like the FAA/DOT to reconsider the prohibition of curbside baggage check in. As a result of this requirement, some see this as increasing security risks by forcing higher numbers of passengers inside for check-in and processing.

Many airports have concessions beyond the security check-points and are seeing a direct decrease in concession revenues as a result of the prohibition against non-ticketed passengers proceeding to the gates.

Although most airports speak highly of help they receive from FAA security and the FBI, several noted that they would like to see better cooperation and communication between the FAA and FBI.

Airports want timely and clear direction on security requirements.

Many are concerned with the 300 foot parking restriction and would like to see development of some alternative measures to accomplish goal.
