1.0 INTRODUCTION

This document has been established in order to serve as control procedures for a FAA Repair Station Capabilities List. This Capabilities List, is part of FAA Repair Station Number 8A9R791 B issued to Allflight Florida Corp. The Quality Manager , will maintain the Capabilities List. Two master copies of the Capabilities List will be produced, one will be assigned to the Repair Station and the other will be sent to the governing Federal Aviation Administration Flight Standard District Office to be used as an official file copy.

2.0 PROGRAM INTENT

This program is intended to allow the repair station to submit a list of approved repair capabilities to the FAA by listing the Part Number of the part to be repaired on the Capabilities List and submitting it to FAA FSDO. The Quality Manager for the repair station will ensure that the repair station has the required capabilities with regard to trained qualified personnel, technical data, adequate tools and equipment to perform the repairs. The Quality Manager will submit a new item for capabilities to the FAA based on meeting the above requirements within 48 hours of beginning the repair and can begin the repair in accordance with the written request without prior acknowledgement from the FAA.

3.0 GENERAL

3.1. REVISIONS- GENERAL Revisions to the Capabilities List and this manual will be processed in accordance with this document.

3.2. MANUAL REVISIONS Revisions to this manual will be prepared by the Quality Manager and approved by the Accountable Manager and the FAA FSDO. A list of effective pages will be issued with each revision so each manual can be checked and kept current.

3.3. Capabilities List

The Capabilities List will be revised to add and delete items as the capabilities of the station change. The Capabilities List itself will be produced and controlled as a document separate from this Repair Station Manual to eliminate the need to make revisions to the RSM I QSM when it is necessary to add to or delete items from the Capabilities List. The Quality Manager will be responsible for the maintenance of the Capabilities List through self-evaluation. Capabilities list will be made by listing the part to be repaired by part number, description, make, model, ATA, Revision ,and Date or revision . The Capabilities list will be revised to indicate the change number and the effective date. The List of Effective Pages will reference where all changes to the Capabilities list will be annotated and maintained.

3.4. APPROVAL OF CHANGES

When the repair station wishes to add a capability to the capabilities list, the Quality Manager will perform a review of the following to determine whether the Repair Station has the proper infrastructure and ability to add the Capability: • Repair Station ratings, • Repair Station housing and facilities • Repair station tooling, equipment, and materials, • Repair Station technical data, and • Repair Station technical personnel. The results of this review will be documented on the Capabilities Self-Evaluation Form (Form AF014). Any deficiencies found during the Self-Evaluation will be documented and corrected at a root-cause level before adding the Capability to the Capabilities List. When all required conditions are met, the Capabilities List will be revised to include the Capability, by adding the new part number(s), description, manufacturer, and ATA chapter and aircraft type. The added article will be identified with an asterisk in the left margin of the Capabilities List.

When the Repair Station finds that it no longer wishes to maintain an article on the Capabilities List, the article may be deleted from the list. A revised Capabilities List will be submitted to the Quality Manager for approval. Upon approval, the Capabi lities List's "List of Effective Pages" will be signed and dated by the Quality Manager.

3.4. APPROVAL OF CHANGES continued

The original will be inserted in the Master Capabilities List number 01; all other copies of the Capabilities List will be revised to include the new revision pages by the Quality Manager. The Quality Manager (or Accountable Manager, in his absence) will have responsibility for the correct completion of this procedure.

A copy of the complete (updated) Capabilities List will be submitted to the Principle Maintenance Inspector quarterly unless there have been no changes since the most recent submission to the FAA of the complete Capabilities List.

3.5. METHODS OF REPAIRS

No maintenance will be performed on a part until the part (or a larger assembly of which it is a part) has been added to the capabilities list. No units, sub assemblies or parts thereof will be approved for return to service until at least the top-assembly part number of the unit is on the Capabilities List. The repair, alteration or overhaul of all parts will be performed in accordance with all current Federal Aviation Regulations, manufacturer's data, drawing, specifications and bulletins and other FAA approved technical data. This repair station will not maintain or alter any item for which it is not rated and does not have the required technical data, equipment, materials, facilities and trained personnel.
