What is Custodianship
• Purpose of custodianship
“ … establish the preconditions that enable the effective use of spatialinformation to advance Victoria’s social, economic, and environmental
goals...”
VSIS
“ … such information must not only exist, it must be easy to identify whohas it, whether it is fit for the purpose at hand, how it can be accessed, and
whether it can be integrated with other information … “

Primary Role of a Custodian
• To Maintain the dataset
– the Custodian decides the standards, quality and currency of the datain consultation with the users
• AND To generate a Product Description
– legal, technical and commercial clarity that allows effective use of thedataset
– This includes:
• Metadata
• Access and Distribution
• Quality
• Pricing and Licensing
• Description of the product
• Technical specifications

Why do anything?
• Awareness
• what is available
• who has it / where is it
• what is it
• is it fit for my purpose
• how do I gain access
• Awareness
• Cost
• “one to one” v “many to many”
• sustainable processes & infrastructure
• reduced cost to industry
Why do anything?
• Awareness
• Cost
• Value
• authoritative datasource
• Metadata
• standards
• quality in consultation with users
• consistency
• reliability & confidence
• improved strategic & operational decisions

Program v Project approach
VSIS 2004-2007
“ … It is neither desirable or possible for a single entity to maintain allspatial information - we need custodians & custodianship agreements …”
Therefore, we need a sustainable program, not individual projects
Project
• Often Reactive
• Event driven
• Limited duration of event/project
• Many one to one agreementsbetween organisations/agencies
• Various disclaimers, usage control
• No maintenance program
• Potential risk exposure
• Standards and quality?
• Higher costs
• availability of data?
Program
• Proactive
• Prepared & tested
• Ongoing
• Custodianship agreements,metadata, consistent product
• Clear custodian management
• Maintenance program per Dataset
• Risk managed
• Managed Standards and quality
• Lower Costs
• Awareness of Datasets

• VSIS 2004-2007
• Developing Custodianship Implementation plan until 2007
• Extend custodianship across the whole Industry
• Support the Custodianship framework being established throughthis program
– ensure datasets have nominated custodians
– ensure the datasets are managed in accordance with VSIS
• Raise awareness of Custodianship within the SI industry
• identify blockages to success
