    This is to update you about key steps Treasury is taking to help protect staff health and ensure Treasury’s COVID-19 preparedness.

    Establishing rotational work arrangements

    We are implementing rotational work arrangements for all Groups and branches within Treasury. Teams will alternate between working from home (WFH) and attending the office. Your Grouphead will communicate with you about how this will work but essentially, teams will split into two or more groups and be rostered to work in the office or remotely each day. That is: everyone willbe working (unless on leave) but one team will be WFH while the other team will be working in the office, then teams will swap.

    An App to support staff welfare and our new working arrangements

    To support remote working and to ensure we can monitor employee health and welfare, we have been building a dashboard and App to help track working status and health status. Called theTreasury Wellbeing App, it will be a key daily tool for all staff. You can use the App directly on your Treasury laptop though this link or download it onto your work or personal phone or ipad,following these instructions.

    The App is designed to help provide visibility of the overall health of our organisation in a de-identified form and support resourcing decisions in real-time during the pandemic. It willprovide high level data about an employee’s daily work status, whether working remotely, working in the office or on various types of leave.

    The App will help us to monitor employees’ health status including employees who are self-isolating as a precaution, unwell, or caring for family members. It will give ELT surety that,throughout the organisation, we are supporting staff wellbeing. It does not replace normal manager to staff discussion. You should still expect that your manager will be checking in withyou on a regular basis about both your work priorities and/or your wellbeing.

    Confidentiality in relation to individuals’ health status will be maintained. The App will collect only very high level information about an employee’s health and identifiable information willonly be shared to direct line management and People and Culture (for Workplace, Health and Safety purposes).

    It's important that all staff participate in using the App so that we can rely on the data as a single point of truth.

    The App doesn’t replace the usual leave application process. Employees will still need to lodge leave applications in ESS.

    If you are experiencing difficulties in accessing/downloading the app, please call Fixit on 3035 3222.

    If you are experiencing difficulties in accessing/downloading the app, please don’t worry – simply let your manager know.

    Establishing full-time WFH arrangements for some staff due to specific health concerns

    To help protect the welfare of everyone, we are implementing full-time WFH arrangements for some staff:

    · Those with vulnerable health conditions (or household members with vulnerable health conditions) - for the course of the pandemic.

    · Staff returning from any overseas travel (14-days), supporting the self-isolation requirements announced by the Prime Minister on Sunday.

    · Staff who are in contact with someone who has confirmed COVID-19, as per Queensland Health advice.

    · Employees who are in close/regular contact with someone with a potential COVID-19 diagnosis, should take precautions and WFH until the health status of their contact has been confirmedone way or another.

    As well as entering this data in the Treasury App, you are also asked to keep People and Culture informed about any staff who are allocated to full-time WFH arrangements due to healthconcerns. If you are unsure about what to do, please seek advice from your manager or People and Culture.

    A reminder about staying home if unwell

    If you or staff are unwell in any way, please stay home to protect your fellow workers. If symptoms are minor, staff can work from home. Otherwise staff should take sick leave and followmedical advice, keeping your manager informed.

    Calling trees

    Treasury’s calling trees have now been activated. So you can expect that your directors, managers and team leaders have up-to-date contact details for you and may contact you on your mobilein an emergency. For advice and checklists about working remotely, click here.

    Action to take now

    Start using the App. Choose to use the App directly on your Treasury laptop though this link, or download it onto your work or personal phone or iPad, following these instructions.

    Each day, please enter your status through the App. This will take about 30 seconds.

    Colleagues,

    As we are now all working on a rotational basis in 1WS and from home to help limit the spread of COVID-19, I have arranged to continue my informal staff sessions virtually, using MicrosoftTeams. This will allow you to hear updates from me on how we are managing our response to COVID-19, either from your desk at the office or at home. Importantly, there will also be anopportunity for you to ask questions during the session as well and I encourage you to do so.

    The first of these 'virtual town halls' will be on Monday 23 March, then again on Tuesday 24 March and the following Monday. Visit the Treasury Learning Space to register for one of thesesessions.

    These are unprecedented times, and we are testing new ways to connect and stay up-to-date using available technology. If you haven't used MS Teams yet, now is a good time to make sure it'sactive on your computer. Take a look at the instructions on Nexus, and FixIT can also provide support if needed.

    I am glad to see that so many of you have embraced the Treasury Wellbeing App this week, and are reporting in daily on your health and work status by 9.30am. This is an important tool inhelping us to have visibility of the health and wellbeing of everyone in Treasury.

    I know many of you may be feeling uncertain at this time. If you are concerned about your health, or the health of your family members, have a talk with your manager about suitable workingarrangements . Also remember our Employee Assistance Provider, SMG Health is available to you if you need support.

    Please look after your health, and follow Queensland Health’s advice on social distancing and large gatherings, as these are important measures to help safeguard the health of everyone in ourcommunity. I look forward to connecting with many of you on Monday at our first 'virtual town hall'.

    Colleagues,

    As I mentioned at the Virtual Town Halls this week, as we confront the threat of the COVID-19 your health and wellbeing are my top priority.

    With the news that schools will be moving to student-free days next week, I have decided that from Monday, Treasury employees will work from home, as I know many of you will want to bewith your children from next week.

    The Executive Leadership Team has been working with managers over the past week to identify those employees who must come into 1WS to deliver business critical tasks, and managers aretalking with those employees to discuss arrangements.

    I know people may need to come in to the office to collect things that they will need to work remotely or personal items. To ensure appropriate social distancing, and ensure you remain healthy,access to the building will be restricted. Next week you can contact your manager to work out a time when you can access the building to collect essential items if required. From Monday 6 April,access to the building will be restricted to only those employees nominated by their ELT member as requiring access.

    While we are working remotely, I will continue to keep you informed via regular emails, Virtual Town Halls each week and our daily updates. I have scheduled a Virtual Town Hall for 1pm todayto answer any questions you may have about our working from home arrangements – the link to join the Virtual Town Hall is at the bottom of this message.

In the meantime, I’d like to remind everyone to take another look at the work health and safety checklist, to makesure we’re working as safely as we can under the circumstances, speak with your manager to resolve any concerns.

    This is an uncertain time for all of us. I ask everyone to regularly check-in on your team members and monitor their wellbeing, particularly their mental health. Working remotely doesn’t meanworking alone, use the technology we have available to stay connected.

    For many of us, today kicks off our second week of working from home every day. As we begin a new week of remote working, I am impressed by how much we have already learned and howpositively we are adapting to our new work environment.

    As I prepare for the week ahead, I’m reminded of the advice from Dr at our Virtual Town Hall last week, when she said, “we’re all new to this, and let’s not let perfection be theenemy of good.” We need to keep this top of mind as we continue to set up new rhythms in our work lives, home lives and leading our teams. I’d ask managers to reach out to your teammembers and be flexible in helping them to juggle, family and work responsibilities right now, and contact People and Culture if you need advice.

    Looking back over the last two weeks, we’ve enabled technologies including our Treasury Wellbeing App, Microsoft Teams, Teams Live events and Business Connect with excellent participationrates in online training programs and checking-in each day on the App. Despite working remotely, we’ve connected as a team in Virtual Town Halls with more than 800 employees tuning in toeach of the two sessions last week and more scheduled for Tuesday and Thursday this week. Graham Fraine our Deputy Under Treasurer, Corporate and Strategic Initiatives, led a session withmanagers on Friday to support them with new tools and to build their skills to lead remotely.

    The more we use these new tools, the more we are learning how to optimise their use. Information Services has identified that Microsoft Teams is the most stable of our online collaboration toolsand is our preferred option for all internal and external voice conferences and video conferences (where required). Due to information security concerns, Zoom should not be used. If you havebeen invited to a meeting or training session with an external partner using Zoom, contact FixIT for advice.

    Despite being physically separated, we’ve collaborated and connected over the last few weeks to deliver outstanding results in the initiatives that are now rolling out from our $4 billion package tosupport health, jobs, households, and Queensland businesses, as well as other COVID-19 initiatives we are supporting our partner agencies to deliver. I hope to see more of that strongcollaboration, support for agencies, and lending a hand as Ready Reserves, continue this week, and in the weeks and months ahead.

    At an individual level, I’d encourage you consider joining the Care Army if you can, to support Queensland seniors in the community. It’s a very practical way you could make a difference tovulnerable Queenslanders who need to stay in their homes at this time. If you’re interested, call 1800 173 349 to volunteer or you can register online.

    While we have seen the curve of COVID-19 cases flatten a little as we had hoped, this is not the time to be complacent. The social distancing measures continue to be vital, and I know you andyour families are continuing to observe these guidelines and stay at home during the school term break, for the benefit of everyone in our community.

    Thank you for your ongoing support and efforts as we work through the evolving response to novel coronavirus (COVID-19) across the Queensland Government.

    Leave and employment advice

    If you are:

    required to self-isolate in accordance with health advice and are not sick, you may work from home remotely, access other flexible work arrangements or seek special leave in consultationwith your manager.absent due to illness, you may access sick leave in accordance with the leave policy.required to provide care or support for a dependent based on health advice, you may access carer’s leave in accordance with the leave policy.

    The Public Service Commission and the Office of Industrial Relations are currently reviewing arrangements for staff who have used all available sick leave and are affected by coronavirus. Furtheradvice on these arrangements will be circulated once they are confirmed.

    If you are feeling uncertain and even anxious about the impact of coronavirus, please consider contacting our Employee Assistance Provider SMG Health on 1800 273 865, who have resourcesand trained staff to provide meaningful strategies and support. Queensland Health has prepared some advice on how to look after your mental wellbeing at this time, including tips on how tosupport children.

    Business continuity planning

    Over the last few weeks, there has been a concentrated effort across government to review and update Business Continuity Plans (BCP).

    On Friday, Corporate Group tested its BCP with live simulations that involved all staff working remotely, and a test of our calling trees by temporarily disconnecting our remote access connection.The exercise highlighted the need for all employees to have pre-tested remote access across all required applications prior to working remotely. Another key learning was the need for Managersto have up-to-date contact details for their direct reports, in case calling trees need to be activated. Overall, Corporate Group found the experience to be positive and many employees felt moreproductive working remotely.

    We’re providing all Treasury staff with the tools and knowledge to be able to work remotely if the need arises. FixIT is conducting half-hour pop-up workshops daily to help employees set upand test their ability to log-on to the network remotely and access key applications, and provide other support to make sure they are ‘remote work ready’. Further information about thesesessions will be available shortly. In the meantime, I encourage you to familiarise yourself with the Work from Home Instructions and Work from Home checklist. There is also a WorkplaceHealth and Safety Checklist attached for your information.

    We will continue to keep you updated regularly on developments. The Public Service Commission has also provided some further tips about personal hygiene and preparation that you may wishto consider.

    The Workplace Health and Safety Self-Assessment checklist – Emergent situations is used when Queensland Treasury employees are remote working. This checklist should be referred to as a guide for an employee to assess and adapt their temporary work environment, if necessary, in order to perform their duties. It is not an exhaustive list and should not be treated as such.

    The checklist includes an illustration of a ‘Work Station Set Up’ which you may find useful. Additional information is also available on Nexus.

    Answering the questions:

    Yes: Means the requirement is in place and you have acknowledged the correct procedure has been implemented by you if working at home or in another location away from the Queensland Treasury office located at 1 William Street Brisbane.

    No: If you answer ‘No’ to any of the suggestions on the checklist, it doesn’t mean that you are not allowed to work but that you may need to consider a more suitable alternative (e.g. moving into a quieter part of the house where the lighting is better).

    Not Applicable (N/A): Means the comment is not relevant in your home or other work environment situation.

    The remote work area is quiet and private – work cannot be viewed by a third party and work calls cannot be overheard.

    Work Environment

    Airflow and ventilation is adequate.

    Stairs, pathways, floors, entrances are free from clutter, obstructions and trip hazards, and easily visible.

    Frequently used items are within reach to avoid stretching or awkward postures (without bending, reaching or twisting).

    Electrical- review Electrical Safety in the Workplace

    Computer and other electrical cords are located where they will not be damaged or present as a tripping hazard.

    Power outlets are not overloaded and if additional power outlets are required, then only an ‘outlet surge switch powerboard’ should be used.

    You understand that you must report any electrical incidents to your manager as soon as possible.

    Fire and Emergency Egress/Exit

    Path to exit is reasonably direct and is sufficiently wide and free of trip hazards and obstructions to allow unimpeded passage.

    First Aid requirements have been considered.

    Security

    Security is sufficient to prevent unauthorised entry by intruders.

    Work information is secured and passwords are not visible to others.

    When working in isolation at home or another location, a “staying in touch” procedure will be established to periodically confirm the welfare of the Queensland Treasury worker.

    Training

    Completed (online) annual Fire Safety and Evacuation Training.

    Work Practices

    Breaks are taken every 30 mins of keyboarding and standing at least once per hour.

    Reporting an Incident

    Colleagues, As I mentioned at the Virtual Town Halls this week, as we confront the threat of the COVID-19 your health and wellbeing are my top priority. With the news that schools will be moving to student-free days next week, I have decided that from Monday, Treasury employees will work from home, as I know many of you will want to be with your children from next week. The Executive Leadership Team has been working with managers over the past week to identify those employees who must come into 1WS to deliver business critical tasks, and managers are talking with those employees to discuss arrangements. While we are working remotely, I will continue to keep you informed via regular emails, Virtual Town Halls each week and our daily updates. Over the last two weeks, our rotational working arrangements have shown that we can still be highly productive from our homes. It has taken some adjustment, and learning to use new technology, but I know we can do this – we must do this, to help slow the spread of COVID-19 in our community. With schools moving to student-free days and teachers developing remote learning, many employees may need to juggle work and caring responsibilities. Your manager will work with you on options for work arrangements, as well as leave arrangements where this is needed. Leaders and managers will need to step into managing their teams in a different way: connecting in different ways, clarifying hours and availability differently, while maintaining a clear focus on outcomes and the results we need to deliver. People and Culture will continue to support us all in leading in this new way. In the meantime, I’d like to remind everyone to take another look at the work health and safety checklist, to make sure we’re working as safely as we can under the circumstances, speak with your manager to resolve any concerns.

    This is an uncertain time for all of us. I ask everyone, especially managers to regularly check-in on your team members and monitor their wellbeing, particularly their mental health. Working remotely doesn’t mean working alone, use the technology we have available to stay connected.     As you would be aware, this Friday, 6 March, we are running a live simulation of our Business Continuity Plan (BCP).

    Scenario

    The scenario we are testing is that the whole of Corporate Group will be working from home (should Friday be your working day). For those not in Corporate Group, Friday will be according toemployee’s normal working arrangements.

    The expectation for Friday is that it is treated as a normal working day, for example, if meetings have been scheduled with colleagues, whether they are in Corporate Group or in wider Treasury,then these still occur using alternative arrangements, including a teleconference or skype call. This enables us to test our remote working capability and identify any issues.

    Preparing for Friday

    We have, over the last couple of days, been working to ensure Corporate Group employees have the resources needed to work from home on Friday. If the necessary information technologyarrangements haven’t been made to enable you to do this, please talk with your manager.

    Attached are documents that outline essential information on working from home, including information on logging on remotely and accessing emails. These document form part of the test, anyfeedback on these would be appreciated.

    Please remember to take your computers home on Thursday and forward your phone to your work mobile, should you not have a work mobile please make alternative arrangements within yourteam.

    Providing feedback

    As the purpose of the live simulation is to test our BCP, it is important that any issues that arise on Friday are recorded and reviewed following the simulation. We are asking that you please takenote of any issues you face on Friday, you will receive an online survey to provide your feedback.

    We propose to begin daily staff wellbeing check-ins this week. Along with the remotework support strategy, these check-ins are proposed as a key mitigation strategy to anidentified risk (rated very high):

    Risk 1: QT staff on WFH arrangements feel disengaged/isolated leading tohealth issues and lower productivity.

    While the check-ins are a QA process for our management and leadershippractices in Treasury, they are also an extra wellbeing check for staff to ensurethat everyone has the support they need, and it will be important to ensure this ismessaged well to staff.
