It has been the premise of

the Bay Area Research Collec-

tive that the aboveground,

underground, and locked down

are three facets of the same

struggle. It has been our

purpose to try to break down

the barriers among the three

through support and criticism.,"

contacts with other organisa-

tions, and a rally this past

be another expression of our

work. We intend to continue

our other political functions

tionary effect: it is not

simply a matter of the fact

that the !Ba.rb cencors material,

has no real politics, and ex-

ists to uialre a profit off sex-

ist exploitation—it was the

fact that collaborating with

the Barb v/as preventing us

from dealing with the essen-

tial question of developing

a reliable means of communi-

cation. It was clear that in

the short run this would be

difficult—the Barb, being

"all that v/as left" provided

a relatively wide distribution

and created many important

contacts, especially with non-

name individuals, either

locked down or outside in re-

latively isolated circumstances;

however, in the long run it is

imperative that the people

had to advance the process and

not merely stick with what

was convenient, sitting back

bemoaning the evils of the

Barb; 3/ a comprehensive pa-

per could not be created—to

begin with such would involve

starting with a reactionary

economic base—ads and/or li-

.beral money sources; also it

involve for us a non-existent

staff large enough and poli-

tically together enough that

such a paper could be done

while maintaining other func-

tions.

Dragon has to be supported

by the people it serves—who,

we hope, \vill be revolutionaries,

either actually so now or po-

tentially by virtue of their posi-

tion as the oppressed of Ame-

rica. We cannot be financially

dependent on those who are

politically uncommitted; for

while this money can be used,

ve must always operate on the

assumption that whatever

support they are giving can

disappear in 5 minutes. It

is imperative that Dragon be

distributed free to all thosewho have no bread. This meansthat those %vho have bread mustshare the financial burden.It is important for a paperto be easy to read and inte-resting. Too often this isequated with expensive type-setting, layout, and prin-ting. V«e believe that themost important considerationis getting info out to peo-ple. This means that the e-conomic base must be secure-

Ihismeans, that in order to giveaway 2/3 the copies free, thosewho can afford it must averageout at about 350 per copy.Distribution (mailing, vendors,percentages, etc.) is another 15200/copy. NWLF Bombs GHOn December 19, 1974, Peoples'

Forces Unit 1 of the New WorldLiberation Front bombed the SanFrancisco offices of the Gen-eral Koters Overseas OperationsDivision. They issued the fol-lowing communique.

wave of pious PR ads, the Peo-ples Forces want to remind Ger-Btenberg, Murphy and all theother top-decision making per-sonnel that the people know ex-actly who and what General Mot-ors is.

General Motors is the biggestmonopoly corporation in theworld. It has speeded up itsproduction lines and laid offworkers before, in hard times,and it has been the people, notthe company's profits, who suf-fered. It is the corporationthat called out National Guardtroops during the 1936-7 Flintsit-down strike that won auto-workers the right to unioniza-tion. General Motors is one ofthe many corporations that sup-ports the white racist regimeof South Africa, and pays its

African workers dirt, takingadvantage of laws that forbidblacks to unionize. GeneralMotors profiteered on the Viet-nam war. General Motors sup-ported Hitler and built weaponsfor the Basis during V/orld Y.ar.II. Genera3. Hotora buys up pat-ents and suppresses them to in-sure that the "free world"drives around in the flimsiest,dirtiest, most dangerous andexpensive vehicles possible.General Motors has poured thewhole -.vorld's precious fuelsand metals and the people's pre-cious labor into a destructiveand wasteful industry to providehigher profits for General Mot-ors and a worse life for thepeople.

In 1949 General Motors wasconvicted by a Chicago federaljury of conspiring with Stand-ard Oil and other Giant cor-porations to tear down the cheap,clean electric railroads thatserved American cities, in orderto force people to use cars,busses and gasoline. It wasfined all of $5000» and no go-vernment action has been takento prevent its continuing thoseactivities to this very day.The Voz of New America, a guer-rilla organization of the New

The New World Liberation

Front and all revolutionary

in the one task that can des-

troy the power of the ruling

class—the creation of a guer-

rilla army armed and ready to

attack the enemy at every op-

poertunity. Revolutionary guer-

at wearing down and finally

racist pig rulers of the USA

task of the guerrilla is to

subject the rich and powerful

to constant attack, to step out

people, the leeches who own

both the giant corporations and

AC. E ansit buses are built by General Motors and are powered by inter-nal, combustion diesel engines: noisy, air-polluting, expensive in opera~tion and maintainance, and planned for obsolescence. AC replaced the keysystem in 1959. The key system was once a fair intraurban transportationsystem made up of electric trains and street cars: relatively quiet, cleaninexpensive, and long-lasting. In 1946, National City Lines purchased thekey system and immediately began replacing the treins and street cars withbuses. By 1948, they had removed all east bay street cars from service.By 1958, they did the same with the trans-bay electric trains. Consequen-tly, in 1959 when AC Transit took over service, the bus precedent had beenset: the tracks and electric lines removed. National City Lines was aChicago-based holding company which began in the thirties to purchase citytransportation systems, replacing street cars and trains with buses. Capi-tal to do so was provided by General Motors, Firestone, Standard Oil of

Califorr .a, Federal Engineering Company, Mack iruck, and --hlllips Petroleum,

""."" 194"7. National and its subsidiaries owned or controlled 46 transit sys-

tems in 16 states. According to "The United States V. National City Lines,

Inc., et al.", National's purpose was "to further sales of and create an

additional market for the products of supplier(s),.." That market came to

nearly 40 million dollars between 1937 and 1947. The companies involved

were found guilty in 1949 of violating the Sherman anti-trust act. Gener-

al Kotots was fined $5000. This was a nation-wide monopolistic conspiracy

for which rationality and public interest were expendable. The interest .

of the corporations involved would be served, and that interest was and

still is profit. East bay and trans-bay public transportation has been

municipalized into AC Transit. V.'e who ride the buses and pay taxes con-

tinue to finance General Motors' profits.

General Motors has long held a strong interest in public transprotation,

or rather, in the profits they could rake in off public transportation sys-

tems. Another GM tactic was the creation of Greyhound. The purpose of

this GM-controlled company was not dissimilar from that of National City

Lines: to decrease passenger train profits and therefore service and cre-

ate a monopolistic market for GNU Again we pay for Gli's profits.

Electricity has returned to Bay Area public transportation: EA.RT. How-

ever, the design of the BART system facilitates the creation of new, dis-

tant suburbs for San Francisco. Rather than providing a rational alterna-

tive to our automobile dependence, BART increases it: suburb-dwellers

cannot survive without their cars. MR3VIB inadequacy for all but t.o-a,nd-from-work transportation,, and the meager bus service in out-lying areasput commuters back in their cars. GM, the automobile, oil, and relatedindustries profit while we pay in money, in health, in the quality of ourenvironment, indeed in. the quality of our lives.

This is a brief and partial description of the General L.otors fuck-the-world—for~profits attitude, and as when CM supported and built weapons forthe Nazis dxzring World \Var 11, as when GK reaped huge prof .its off the warsin Korea, Viet Namt and throughout the world, as Vi'hen Glvl supports racisstregimes in South Africa to force cheap labor, as GK's history attests; 3-U.profits at our expense—at the expense of the world.

In the past year there has beena notable increase in the activi-ties of the underground in t h eBay Area. Gradually the above-ground has begun to respond.

For too long it has been theh a b i t of c o m r a d e s workingaboveground to avoid principledanalysis, support and criticismof sisters and brothers doingclandestine w o r k , While manypeople claimed (hat the u n d e r -ground was isolated and not re-sponsible to the broader revolu-tionary community, they woulddo nothing to prevent this f r o mhappening and often, by word anddeed, helped to produce the veryresult they were blaming the un-derground lor.

It is very easy to trash some-thing; it is much more diff icult tocirticizc, especially when s e l f -criticism is involved. Repeatedlythe aboveground has failed to doits part to support a viable, re-sponsible, accountable u nd e r-ground,

Recent events, h a v e givcnusnumerous opportunities to en-gage in the processes of supportand criticism. In addition, thereare many situations relating tothe underground — either as ex-amples of p i g persecution orcollaboration -•- to which we mustrelate.

At this point, we would like toexpress special feelings of revo-

lutionary solidarity and love forour comrades in the New WortaLiberation Front. There are alsoseveral questions, poipts of cla-rification and criticism we wouldlike to bring up.

We believe that P.G.&E. is agood target for an action. How-ever, we are not sure that knock-ing out specific substations is agood idea. We wonder if the sta-tion chosen was picked with re-gard to the type of communitythat was dependent on it for po-wer. Might it not be that the po-tential harm to some of the peo-ple, due to a sudden power fail-ure, would outweigh the goodac-cqmplished by t h i s particulartype of armed propaganda?

XTould a target have been cho-sen that would have as directa.teffect on P.G.&E. without inter-fering with the normal activitiesof many people? It would seemthat even though the blacked outarea included some very r i c hsections, the target was too broadto define all those concerned asthe enemy.

We also feel a certain lack tfclarity in some communiques.For instance: fn the communiqueafter the second Hicks substationbombing, the first half is techni-cally addressed to the pigs. Inaddition, the rhetoric is of a styleone usually uses in talking to/atpigs.

However, we believe that theprimary purpose of a communi-que is to educate people. There-fore, we believe it preferable toprimarily address a communiqueto the people and to say things ina way that will inform people inas clear and concise a manner zspossible.

To those of us whose consci-ousness is just developing, heavyrhetoric is unnecessarily aliena-ting; to those of us who know the

People's Media?An open letter to the Bari>:

We issue this warning to thecontrolling element of the Barbto snow the people the treacheryof, and the need to confront lib-eralism. Barb editor Pete Stan-sill and business manager JeffWalsh have been directly respon-sible for acting against the inter-ests of oppressed people, but itis Max Scherr and the Barb cor-porate policy makers who profitmost from Barb's treachery anddeceit.

It is easy for the people to seehow the ruling class press (Exa-miner/ Chronicle) distorts andcensors news and communiquesfrom and about the forces under-ground. What is harder to see isthe more subtle workings of theBarb, whose stance we see is thatof the ioyat opposition.

Last year, during the SLAarmed struggle, we saw the Barbprinting most or all of theircommuniques. Yet they were alsofast to denounce them, usingquotes from the Examiner to tryto prove their points. PrintingMae Brussei's article directlyserved the interest of the pigs bycutting off and isolating our com-rades from the people and theleft.

The Barb has continued thissame divisive policy with theNWLF. Following comradely cri-ticism which called for moreeducation in our communiques,we changed the focus of pur com-muniques and started includinginformation to directly arm thepeople. The May 1 Dept of Cor-rections communique includedinformation on reconnaissance,tools, safety, and war of nerves.The May 9 Berkeley PGAE com-munique was censored by theBarb and only one of the threepages was printed. The other twocages contained information anddiagrams on setting charges

(electrical and non-electricaTTfiise powder), making pipe bombs,etc. Barb lied to the people inthe May 23-29 issue when theywrote; "Barb printed the fulltext of the NWLF communique,in accordance with our statedpolicy." We re-sent a copy ofthe same communique explainingthat all three pages were thecommunique and no policy state-ment. Stansill, mealy-mouthed,lying worm said by now the in-formation not only was irrele-vant and out of date, but wasavailable in other books. He said,"Are you trying to say we haveto print your communiques?"We said, 'Wo, we're not tellingyou that, but we're damn suretelling you we're going to con-front your lying to the people."We ended by telling him we wouldstruggle to expose this hypocri-tical shit and, if necessary, wewould put pressure on the con-trolling elements of Barb,-. "

June 3 we dropped a copyof the open letter to Popeye Jack-son to the Barb as well as toKPFA and KPOO. This was notprinted in the June 6 issue andwe feel Barb's printing of ourcommunique not before, but onlyafter Popeye's death is a clearindication of a sensationalistprinting policy. Barb's excusewas they didn't get this informa-tion, although it was readilyavailable at KPFA and KPOO.This treacherous, opportunistpolicy of the Barb hierarchy de-ciding what best serves the inter-ests of oppressed peoples misledpeople when the phony communi-que was put out by the pigs. Ineffect, the Barb denied the peoplethe necessary information (June3 letter) to decipher fact fromfiction, reality from illusion, thusaiding or playing into the handsof the pigs. To The NWLF

We would like to offer somecomradely criticism of our sis-ters and brothers of the NewWorld Liberation Front, to allmembers of our community. Thespeed with which the N.W.L.F.responded to the defense by Na-tive Americans in Pine Ridgeagainst the policy of genocideby the ArreriXan government isa striking example of revolu-\y ini t ia t ive and unity.Their action goes beyond meresymbolism to a strong blowagainst the enemy, simultane-ously educating people aroundthe oppression of the Bureau ofIndian Affairs and forcing theF.B.I, to divert some of itsarmy from the occupation ofPine Ridge,

!a its recent communiqueabout the Barb, the N.W.L.F,has taken a necessary step ininforming the people about cer-tain things. However, we feelthat serious mistakes weremade in the communique. TootiVAcH emphasis was placed ontl.s staff of the Barb. While itis !,o*ed that the real ownersare ultimately responsible, itappsars that it is the bumbling,liberal and sometimes deceit-ful staff that is to be held pri-marily accountable. This ismeant in no way to defend thesta;f (whose lame responsespeaks for itself) but to pointout the need for precision andclarity.

We also believe that theN.W.L.F. does not sc« the im-plications of their naming namesin a communique, a mistake thatmight have been avoided bymore analysis on their part.Naming someone in a communi-que from the underground actsin a way to potentially set thatperson up — even if that per-son is mentioned in an approv-ing, supportive way.

The pigs have and witi useour singling put people as sub-jects for their persecution andmurder in order to sow fearand disunity among us. The men-tioning of people in a negativeway is somewhat different. Theprinciple of the sst-up still ap-plies, however. If in fact thiswas considered by the N.W.L.F.then we would say that theirdecision to proceed in mention-ing staff members was wrong —for all they may have (and have)done, there is nothing to indi-cate that the staff should be set-up this way. In fact, what thisdoes is further confuse the is-sue by focusing too much at-tention on them instead of onthose who really hold power atthe Barb. If the N.W.L.F. isaware of the dynamics involved,then they must be prepared tojustify to the people their rea-sons behind naming indivi-duals — and those reasonsmust be as solid as the risksinvolved.

We would also like to pointout the implications of the state-ment by the N.W.L.F. that theydropped the June 3 communiqueto the Barb and the Barb deny-ing they received it. It seemsone of the following alternativesmust be true: 1) the NWLF lied;2) someone in the NWLF blew itand didn't admit it to his/hercomrades; 3) it was dropped butnot followed up to see if it wasreceived; 4) some one at theBarb picked it up and sat on itor turned it over to the pigs;5) it was picked up by the Barbwhich collectively decided tosuppress it.

Number one seems very un-likely -- there is nothing in theirpractice (nor motive) to indi-cate this would happen. Two «almost as unlikely — judging byl,ist practice. Three — also al-most as unlikely for the samereason. Five — highly unlikely;the motive might conceivably bethere but not the ability/experi-ence fir that kind of coverup.Four -- this is the likeliest —we say this from the practiceof the Birb, printed Barbstatements saying they felt theirown security could not be re-lied on. and the unlikeliness ofthe other possibilities. What-ever the real reason, we feelthe N.W.L.F. and the Barbshould do what is necessary touncover the truth.

an important statcmc <t whichwe support. We are sore thatthe NWLF will continue the pro-cess of struggle through criti-cism/self-criticism that theyare committed to.

We are looking forward in thenear future to a statement fromthe N.W.L.F. regarding the BlackGuerrilla Family statementabout Popeye Jackson. We con-sider it important that if theN.W.L.F. has no other informa-tion to share with the peopleconcerning Popeye tha t they

deal with both the source cf whatwould then have to be consideredbum information and the pro-cess through which they assi-milated and dealt with it. Wewould also offer for considera-tion the possibility that theN.W.L.F. was set up to set upPopeye. ff that is the case, wewould suggest that the N.W.L.F.i n v o l v e as many comradesabove and underground as pos-sible in dealing with the sourcesso as to preserve their ownsecurity.

We believe that ail progres-sive people should support theNWLF and recognize the re-sponsiveness, readership andpolitical understanding theyhave shown. We offer our cri-ticism not to isolate them butto bring them closer to a l lstruggling comrades. We expectthe same from them and aH sis-ters and brothers.

Since our attack on the Bureau of Alcohol, Tobacco and Firearms officein San Francisco, the AfF has denied that they have any "counter-insurgencyprogram", or that they have sought additional agents to investigate guer-rilla organizations in California. This Is'; a lie. Daring the first weekof June, KCBS carried a story about increasing pig activity against variousunderground organizations. This story was confirm'ed by an article in theSan Jose Mercury (Thursday, June 5, page 37 of the 4-star edition) writtenby Elias Castillo, in which Brenton Thorne was described as "intenselyconcerned" over increasing guerrilla attacks in the Bay Area. He told theMercury precisely what was stated in our communique of July 21: that theATF had asked for, and was sure to receive, ICC edditional agents for AT?offices on the Rest Coast, principally in the Bay Area and Los Angeles.Their primary task was described as putting a stop to the attacks of theWeather Underground Organization, the New World Liberation Front, the Frentede Liberacion C hicano, and the Red Guerrilla Family. These agents are inaddition to the 500 Treasury agents that U.S. Attorney General Edv/ard Levihas asked Congress for to combat the gun black market in ten metropolitanareas throughout the U.S., including the San Francisco Bay Area, and inaddition to the 150 agents reported by the Examiner to be investigatingour attack on their office .
