In the framework of the joint project of the UNESCO and the Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation (IFESCCO) “Running a Museum – XXI Century: Thematic Regional Capacity-building UNESCO/ICOM Trainings and Expert Meetings for CIS countries” (2011-2014), on 15–18 November 2013, a Regional Thematic UNESCO/ICOM Training for museum specialists from CIS countries “New Information and Communication Technologies for Museum Development” including a special session “Development of Museum Legislation as a Basis for National and International Museum Policy and a Factor for Museum Practice Development” will take place in Saint-Petersburg.

Training will focus on:- new Information and Communication Technologies as a means of rendering Museums and museum collections accessible to everyone;- new Information and Communication Technologies as a means of a museum fond preservation – the electronic data base creation and the international standard for recording minimal data on movable cultural property adoption;- new Information and Communication Technologies in a museum exhibition, museum education and museum PR.

Special Session thematic will include experts’ papers in such spheres:- intellectual property and exclusive property rights in Russian legislation and a practice of the law enforcement;- the UNESCO convention 1970 on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property and other national and international juridical documents, which regulate import and export of cultural heritage objects. Basic objects and contemporary tendencies of the law enforcement practice.

The Regional Thematic Training continues the cycle of national and regional UNESCO/ICOM trainings conducted with UNESCO and IFESCCO support for CIS countries in 2008-2010. The Training is prepared on the basis of the UNESCO/ICOM Museum Studies Training Package issued within the UNESCO and IFESCCO projects for museum specialists in 2010. It will be the final stage of the Regional capacity-building thematic trainings on museum management for CIS countries organized in 2011-2014.

This event will be held in the State Hermitage in collaboration with the Russian Committee of International Council of Museums (ICOM Russia) and with the support of the UNESCO Office in Moscow and the Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation (IFESCCO).

The leading specialists in the area of museum management, IT and museology and representatives of the of museums from the target countries of the project: Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, the Republic of Moldova, the Russian Federation, Tajikistan, Uzbekistan, and Ukraine will participate in the Training as nominated experts and trainers. During the meeting and as a result of it, policy briefs and a package of the basic recommendations focused on marked topics will be prepared.

The subject of the Training is focused on issues of the introduction and the usage of new informational and communication technologies in activities of contemporary museums. Special attention is paid to issues of the informational ensuring of the basic aims of the museum activities: registration, storage, study and popularization of the cultural heritage. As well issue of the modern informational technologies usage for accessibility of a museum collections ensuring will be discussed. Special session is devoted to the UNESCO convention 1970 on Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property and to the issue of the Intellectual property and the exclusive property rights and a practice of their law enforcement. The Training is a systematized exchange of experience on a certain methodology. During three days museum specialists from CIS countries will be involved in the active work. The program of the Training includes lectures and presentations of trainers/experts from the largest museums, the educational institutions and companies which create new technologies for museums of the Russian Federation, as well as museum specialists from Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, the Republic of Moldova, the Russian federation, Tajikistan, Ukraine and Uzbekistan. An important role in the Training methodology belongs to a practical work: exercises and creative assignments, role plays will allow the modeling of algorithms of the future multimedia, digital and informational programs and products. Discussions and “Q and A” sessions are not less important; in the course of them the participants of the Training can give their opinions on the considered issue and their own unique experience, ask questions or consult with trainers/experts on specific practical problem. In the framework of the Training practical work will be realized in a common group and in a small groups as it allows working over the structure of projects in the sphere of informational technologies and facilitates more direct and close professional networking and enhances the spirit of understanding and partnership. Each working session of the Training will last for two hours and will consist of: lecture, discussion and practical workshop. Special session in the Training frameworks will include three papers, discussion and consultation of experts. Considering the composition of participants and on their mutual consent, Russian language was chosen as a working language of the Training and the expert meeting.

Avagyan AniHead of PR Department of the National Gallery of Armenia (since 2010), the

Director of the ICOM National Committee of Armenian Museums (since

2011). Ani has been working the NGA a since 2005 as a researcher. She is a

board member of ICOM International Committee of Education and Cultural

Action (since 2013). She has graduated from the Department of the Museum

Work and Protection of the Historical Monuments of the Armenian State

Pedagogical University (in 2005). She has got an intensive Course on

Museology in Japan organized by JICA and the Osaka Ethnography Museum

(2009). Ani has been the initiator & organizer or just involved in different

projects of ICOM Armenia and the Association of Museum Workers and

Friends since 2007. In 2012 she was the Chair of the Organizing Committee

of ICOM/CECA (ICOM International Committee for Education and Cultural

Action) Annual Conference in Yerevan. Editorial group member of the

Conference Proceedings. Coordinator of the National Training of

UNESCO/IFESCO (2009).

Ayazbayeva RyszhanDeputy Director at the “History Museum of Almaty region named after

M..Tynyshpayev”. Graduated from the Women’s Pedagogical University,

specialization “music and singing” (1989). Awarded a diploma of excellent

employee in the field of culture (2008).

Codreanu NataliaGuide coordinator of the Military Museum, a subsidiary of the Centre of

Culture and Military History (since 2012). Graduated from the Pedagogical

University „Ion Creanga”, The Department of History and Ethnopedagogics,

History and English Specialty. Immediately after graduation she was

employed as a curator of 1st category in the Museum of National Army (June,

2010 – January, 2012). Author of some articles about military history for

Defense Ministry´s magazine, in the field of information security for the

NATO Center of Information and Documentation’s academic journal, etc. She

is passing Master studies in English Philology, Translation and Interpretation

at the Institute of International Affairs (since 2012). Аs a volunteer within

Guides, Lecturers and Translators Association she provides trips (only in English) to the main tourist attractions in Moldova.

Cusnerenco VictorScience secretary of the House-museum of Aleksander Pushkin (since 1991). Graduated from the Chisinau State University (1975). He is a well-known Moldavian researcher of life and works of Aleksander Pushkin, especially Bessarabian period, author of a number of scientific discovers, fundamental editions, more than 170 scientific articles and a series of video films about Pushkin and the museum. In the museum, on a basis of his investigations

and with active participation in 1993 was organized first permanent

exhibition “Onegin’s hall”, which was devoted to Pushkin’s work on his famous novel in verse “Eugene Onegin”. Victor Cusnerenco participated in preparation of the new permanent exhibition “These bounds are fool of your talks…” devoted to 200 years anniversary from the birth of the poet (1999), celebrated that year around the world according to the decision of UNESCO. The same year he opened a new permanent exhibition in Rally’s estate in village Dolna, where Pushkin lived for a while and where he started to write his poem “Gypsies”. Victor Cusnerenco was rewarded with honorary sign «Om Emirit» by the President of the Republic of Moldova P. Luchinsky (2002) and with the medal “Pushkin”, which was presented to him by the President of the Russian Federation Vladimir Putin (2007).

Gasimova Irada RafiqНas been working as a director of scientific and mass works department at “Icherisheher” history museum attached to the Administration of State Historical - Architectural Reserve “Icherisheher” under the Cabinet of Ministers of the Republic of Azerbaijan (since 2010). She graduated from the Baku Musical Academy (1980). More than 30 years she works as a lecturer in the Azerbaijan State Pedagogical University.She participated in the International Seminar “Curatorial Aspects of Museum Management and Practiсe” which was organized by Smitsonian University, USA (2011), simultaneously, she took part in the International Conference “Art management” (Innovations and high technology in the managing of museums) in Prague (Czech Republic) (2012), as well as in 2013 participated in the 23rd Conference of International Council of Museums (ICOM) in Brazil, Rio de Janeiro being part of a delegation of Azerbaijan Republic and represented Icherisheher history museum. Icherisheher history museum is responsible for raising public awareness about the collection and protection of national artifacts reflecting the centuries-old history of Icherisheher, a UNESCO World Heritage site.

Khramy AlexandreDeputy Director of the National historical museum of the Republic of Belarus (since 2013). Graduated from the Belarusian Pedagogical University of M. Tank and then finished postgraduate school of the same University. He was an intern in Krakow Jagielonian University (2002). He worked as a Deputy Director on the educational and methodical work in Minsk College of business


(2005 – 2011). Than he was assigned as a scientific secretary in the National historical and cultural museum-reserve “Niasvizh” (2011 – 2013). Expert on the regional thematic training of UNESCO/ICOM for museum specialists of CIS states “The place and role of museum-reserves in the system of the conservation and use of the cultural heritage” (Kishinev, Republic of Moldova) in 2012.Organized an international capacity-building workshop under the auspices of UNESCO “World Heritage Properties: conservation and use for the sustainable development” dedicated to the 40th anniversary of the Convention for the protection of World Cultural and Natural Heritage, with the participation of 20 international and 40 local experts.Author of 15 scientific articles about manufactories belonged to Radziwills family in XVIII century.

Kutugutova GalinaThe Head of the Art Gallery of academician A.Osipov. Lecturer, teacher of the Museum Centre for children, curator of the Educational centre “The Russian Museum: the Virtual Branch”. In 2010 was the trainer of “the Fall Museum School”. The author of educational programs, consultant of different museum exposition projects, exhibition curator. Since 2010 she is a member of the working group of the Yakut biennale of young art “ART-POISK”.

Graduated from Kiev State Institute of Art (now National Academy of Art and Architecture), Department of Theory and History of Art, Diploma with Honours (1986); All-Union Advanced Training Courses for Culture Professionals, Moscow (1990); post-graduate program of the National Academy of Art and Architecture (1998). Worked in Kiev Museum of Russian Art as a research fellow, Head of School Sector, Head of Education Department (1986 - 2003). Author of the concept of museum education, author, supervisor and participant of educational and entertainment programs, didactic exhibition projects of the National Art Museum of Ukraine, inter-museum excursion program “Ukrainian Art in the Circle of European Schools”, co-author and methodologist of the program “Visual Thinking Strategies (VTS)” of the Scientific and Methodological Center of Critical Thinking Development “Intellect” (since 1999). Holds a diploma of methodologist under the American program Visual Thinking Strategies (VTS), implemented by the International Foundation “Vidrodzhennia”, Saint-Petersburg – Kiev – Budapest (1998); diploma of the organizer of volunteering under the museum program implemented by the Contemporary Art Center “Ujazdow Castle”, Warsaw (1999). Researcher of the History Department at the Kirovograd Museum of Regional Studies (since 1994), professor of History and Social Sciences Department at the Social and Pedagogial Institute “Pedagogical Academy” (since 1999), the Head of


Research Department at the Kirovograd Regional Art Museum (since 2002), Deputy Director for the Research (since 2002), Acting Director (since 2003), and, finally, the Director of the Kirovograd Regional Museum (since July 2003).She graduated from the History Department of the Kirovograd V. Vynnychenko State Pedagogical University receiving the diploma of Teacher of History and Ethnography (1995).Tetiana Tkachenko took part in a Matra / Ukrainian Museums Project seminar for preparing Ukrainian trainers on basics of contemporary museum management, and was awarded the trainer’s certificate.She constantly improves her professional level being a participant of the Responsible Leadership seminar within Aspen Ukraine Initiative project (2009) and Aspen + (2012).Thanks to Tetiana Tkachenko’s professionalism, initiative, persistence, and organizational skills they managed to start the newly established “World and Homeland” Gallery of Pyotr Ossovsky and organize its work of at the Kirovograd Regional Art Museum.Tetiana Tkachenko is a member of the Ukrainian National Local History Research Union. In 2012 she got Membership of the Ukrainian Museum Board at Ministry of Culture of Ukraine; she is a Vice-President of the Ukrainian National Committee of the International Council of Museums (ICOM Ukraine).

Participated in the joint project between museums in Azerbaijan and Norway (2008).
