SUMMARY: GROUND-PENETRATING RADAR SURVEYOF NATIONAL PIPE FACILITY,
3421 OLD VESTAL PARKWAY, VESTAL , NY6 APRIL 1988
A ground-penetrating radar (GPR) survey was carried outon 6 April 1988 to verify the existence of mapped electric,storm and sewer lines, and to attempt to locate unmapped, orincorrectly located utility, storm, and sewer lines. Inaddition a test boring program was proposed by HartEnvironmental, and a detailed GPR survey was done of apossible test boring site south of shed A, on the west sideof the property.
The planned GPR survey called for one to coverapproximately 12,600 square feet along the west driveway
• into the National Pipe facility, from an open storm drain atthe north end, approximately to the above ground fuel tanks,and from the building line extending from the west face ofthe new compressor building, westward toward the sheds, justbeyond the driveway (see p. 5) Not all of the originalcontracted area could be covered because of obstructions(buildings and tanks) or terrain limitations.
At the request of Ms. Susan Shaw of the United StatesEnvironmental Protection Agency, who was on the site at thetime of the GPR investigation, the survey was extended alongthe driveway to the south, toward Old Vestal Road, andwestward, onto the gravel parking area. Additional runswere made parallel to the western boundary of the site, onevery close to the line, and the other about 40 feet to theeast, starting at a point in between sheds A and B (pp. 5,6) extending in a northerly direction.
The survey was carried out with a grid system on 10foot centers, which were marked with spray paint on thepaved surfaces, or with surveyor's shiners on unpaved areas.Another grid system was set up in the vicinity of the septictanks, in order to ascertain the existence of electric andsewer lines in that area.
Both 300 megahertz (MHz) and 500 MHz radar antennaswere used in the survey. The 300 attained a maximumpenetration depth of about 10 feet below the surface, andthe 500 resolved objects to a depth of about 6 feet belowthe surface. g

What :s printed is the length of time it takes for a radarpulse to strike an object, and be reflected back to theantenna. The electromagnetic (radar) waves travel at thespeed of light in air (about 1 foot in a billionth of asecond, or nanosecond) and in metals, but much more slowlyin soils and rocks. If we know the dielectric properties ofthe material the radar wave is going through, we can convertthe time into a distance scale. This depth scale is thenusually verified (ground truthed) by excavation to a target.At the National Pipe site, I used an assumed dielectricconstant for the substrate of about 5 (close to that of manydry sands and gravels), which produces a round trip returntime of 4.5 ns per foot. This assumption leads to depthestimates for the utilities that are eminently reasonable,and should differ from the true values by no more than a fewpercent.
MAIN GRID:On the utility map of the National Pipe site, a storm
drain is shown at about 95 feet from the base of the grid(line A,B,C,D,E,-A), another at 118 feet, an electric lineat 122 feet, and a sanitary sewer line at about 130 feet.In addition, an electric line coming from a power pole onOld Vestal Road is shown crossing the driveway diagonally atabout 220 feet from the base of the grid. Most of thesefeatures did not appear in those locations on the radarscans (p. 6).
A series of targets appeared at what I refer to asutility depth (2-6 feet below the surface). One, at apresumed depth of 3.4 feet appeared at the 5 foot grid lineon runs B and C, and again at E (p. 7). I am not certainwhat it is, (other than that it is a linear feature) but Isuspect it might be a shallow drain that may empty into theopen storm drain at the grid base line, towards which itappears to converge. Another pipe target with a depth ofabout 3 feet, appeared at about the 18-20 foot line, andthis appears to tie into the compressor room downspout.
Another series of targets (p. 8), interpreted as alarge diameter pipe lying at a depth of about 4 feet,appeared to run at about the 108-112 foot marker onto theunpaved portion of the lot. This is likely to be one of thestorm drains coming from the building. Another targetappeared at about the 115 foot line; this may also be a ostorm drain, or a sanitary sewer line. At the 155 foot w
marker, another target was detected running parallel «•« theochers, and this may be an electric utility line. By far othe most consistent and distinct pipe target to appear ^showed up along the 118 foot grid marker, at a depth of2.5-2.7 feet. It is most likely an electric utility -jconduit, because it lines up with a transformer pad on the 2>south side of the building, near the three vertical tanks.

The 12" PVC storm drain that runs diagonally across thedriveway from the compressor building to the invert at theedge of the parking area was detected at 50-C and 70-D,lying at a depth of about 6 feet below the surface.
Other scattered targets (pp. 9, 10) appeared at anumber of locations along the runs, but they were notconsistent enough to be considered as utility lines. Inorder to ascertain whether a target is an isolated rockfragment or piece of construction debris, rather than apipe, the feature should show up at approximately the samedepth in a series of runs across its axis. Where the fillmaterial is very heterogeneous, it is often difficult tolocate a pipe in among the other scattered radar returnsignals.
SEPTIC TANK AREA:This was a a very difficult area in which to run a
radar survey. The surface was very rough and irregular, washighly disturbed, and the subsurface wet and highlyconductive because of the existence of the leach fields.
In running a GPR survey, it is imperative that theantenna be kept as level as possible. If it bounces aroundon an irregular surface, the radar beam, (which is detectingobjects normal to its bottom surface) ends up "shining" inso many different directions that a clear, coherent pictureof the subsurface will not emerge. In addition, water inthe ground will begin to adversely affect depth estimates,because the dielectric constant of water is so high, that itsubstantially retards the velocity of the propagating wave.
A detailed sketch of the septic area is included aspage 11. It is clear that area contains a tangle of pipetargets at varying depths, and it is impossible to determinewhether they are electric or sewer lines. Because of theinability to provide a clear answer to what the dispositionof utilities is in this area, X. would urge caution if anyexcavation, boring, or well drilling is contemplated in theimmediate vicinity of the septic system.
In addition, just to the south of shed A, a possibleboring site was scanned with the 500 and 300 MHz antennas tolook for pipes or utilities that might interfere with thetest boring. The radar return signal here was very noisy,indicating a hetereogeneous fill material and constructiondebris, but there does not appear to be any pipe or conduitmaterial at least to the depth reached by the radar (8-10feet). The center of the scans was marked by an unpaintedsurveyor's shiner (p. 12).

ADDITIONAL RUNS:At the request of Ms. Shaw of the EPA, two strip runs
were carried out in a northerly direction, one startingbetween sheds A and E, for approximately 150 feet. Thesecond run was made aoout 40 feet to the west of the first,between the western property line and the steel storageracks that contained various diameters of plastic pipe (pp.5, 6, 13) .
A gently sloping interface was seen on the runs betweenthe sheds, ranging from a depth of 1-4 feet below thesurface (p. 13). This interface, in the absence of anexcavation to check it out, cannot be identified withcertainty. It might be the original ground surface, or itmay represent the radar trace of the water table.
The purpose of this survey, as requested by Ms. Shaw,was to locate any drain lines that might not be depicted onthe utility maps at National Pipe. Only one target appearedat a depth of about 4-5 feet below the surface, and at adistance of 135 feet from the sheds. This I interpret as astorm drain that is shown on the utility map running NE-SW,in approximately this location. No other pipe targetsappeared on any of these runs, which were made with both 500and 300 MHz antennas.
The second strip, close to and parallel to the westernproperty line, was surveyed with both antennas. All thatshowed up on the radar was a picture of a veryheterogeneous, disturbed area. There was no uneqivocalindication of any pipe entry into the vicinity of thisstrip.
CONCLUSION:The GPR survey detected electric utility, storm and
sewer lines on the site. Many lines indicated on theutility map did not agree with the results of the radarsurvey, but were in the same general area. No unmappedpipes that might be interpreted as drain or sewer linesappeared on any of the runs, except for one linear featurethat appeared at the 5 foot line on the main grid. It isconceivable that there are unmapped drain lines that liebeyond the penetration depth of the radar. However, this isregarded as unlikely because the 300 MHz antenna receivedreturn signals at 45-50 ns, or a depth equivalent of 10-11feet. I was unable to delineate and separate out theputative electric line running through the septic tank area.

Dear Ms. Barker:
I am writing this letter to you regarding our reports numbered27574 and 27760, because I am disturbed by the results. The datagenerated in this round of sampling has values for field and tripblanks greater than some of the samples. Barring deliberatemislabeling of the samples for QA purposes, there is no logicalor scientific way to resolve the appearance of high contaminationlevels in the blanks.
All of the pretested tubes were clean prior to shipment. Thetubes were maintained in their sealed canister while awaitingshipment. Perhaps the canisters were contaminated at some point,or some other mishandling occurred. At least one sample arrivedin a tube jacket, which was broken and then taped together. Theanalyst indicates that, although some of the peaks wereunidentified, the fingerprints look like light hydrocarbons, suchas those associated with gasoline vapors. Based on theseresults, it would appear as though re-sampling is in order.

Detection Limit • The method specified detection limit, which is the lower limit ofquantitat ion specified by EPA for a method. Radian staff regularly asses* theirlaboratories' method detection limits to verify that they neat or are lower than thosespecified by EPA. Detection limits which are higher than method limits are basedon experimental values at the 99X confidence level. The detection limits for EPA CLP(Contract Laboratory Program) methods are CROLs (contract required quantitationlimits) for organic* and CRDLs (contract required detection limits) for inorganics.Note, the detection limit may vary from that specified by EPA based on samplesize, dilution or cleanup. (Refer to Factor, below)
EPA Method • The EPA specified method used to perform an analysis. EPA has specifiedstandard methods for analysis of environmental samples. Radian will perform itsanalyses and accompanying OC tests in conformance with EPA method* unless otherwise specified.
Factor • Default method detection limits are based on analysis of clean water samples.A factor is required to calculate sample specific detection limits based on alternatematrices (soil or water), reporting units, use of cleanup procedures, or dilution of extracts/digestates. For example, extraction or digestion of 10 gram* of soil in contrastto 1 liter of water will result in a factor of 100.
