LIGHTING ASSESSMENT

EXECUTIVE SUMMARY

Brentwood Group have been appointed to complete a Lighting Assessment to support a full planning

application for the extension of an existing Warehouse Distribution Centre at Bridgend, South Wales.

The site is existing and lies to the south of Bridgend on Waterton Industrial Estate and falls under

the administrative boundaries of the Bridgend County Borough Council.

The planning application is for the extension of the existing Warehouse on site together with the

expansion of the associated Cark Park and Lorry Park.

A lighting assessment has been undertaken to identify the conditions of the current site including

details of screening, topography, vegetation, buildings/structures and potential sources of existing

artificial lighting. The purpose of this is to identify vulnerable areas which may be affected by

obtrusive light; and to assess the potential effects on those areas from the new artificial lighting

proposed for the development.

The site location is on the outskirts of Bridgend and it has been assessed that the site and its

surroundings can be categorised within ILP Environmental Zone E3. This category applies to well

inhabited rural and urban settlements, small town centres of suburban locations. An Ecology Report

has been developed identifying that protected wildlife exists to the East of the site as such the

lighting must been designed to limit lighting to only the areas that require it.

Based on the Ecology Report The Lighting Strategy for the site has sought to minimise levels of

lighting through designing to the relevant British Standard; minimise the effects of obtrusive light on

existing and future vulnerable areas; and meet the obtrusive light limitation for exterior lighting

specified for ILP Environmental Zone E1.

The lighting assessment has identified the limited effects of obtrusive light on vulnerable areas, and

where needed has set out mitigation measures to further reduce those effects and meet the

requirements of ILP Environmental Zone E1 limits.

Based on this assessment and subject to the incorporation of the recommendations set out in this

report, it is considered that obtrusive lighting from the proposed Lighting Strategy does not pose a

constraint to the proposed development.

INTRODUCTION

2.1 Background

Brentwood Group were appointed to complete a Lighting Assessment in support of the full planning

application to Bridgend County Borough Council. The planning application is for the extension to the

existing LIDL Warehouse facility and expansion of the existing car and Lorry Parking areas.

2.2 Application Site

The existing LIDL Warehouse is located to the south of the town of Bridgend on Waterton Industrial

Estate. The site is on the southern edge of this Industrial Estate. A private rail track borders the

southern edge of the site with fields beyond. Open fields and woodland border the north eastern

and eastern side of the site. A car retail garage is located adjacent to the site on the north western

side of the site.

2.3 Proposed Development

The existing Warehouse facility is to be extended on the southern side of the building and in some

places up to the boundary of the site. The extension will be the same width and height of the existing

building.

In addition to the above the existing Car and Lorry Park are to be expanded and are likely to double

the size of the existing arrangement. It is understood that the expansion of the parking areas will

have the largest impact on the local ecology and wildlife.

2.4 Purpose of this Report

This report details the lighting strategy and a further assessment identifying the potential effects

from obtrusive light that may arise from the scheme which has been designed for the proposed

development

The Lighting Assessment will:

• Identify potential existing obtrusive light within and around the development site;

• Establish the minimum operational lighting required to safely and securely operate the

proposed development;

• Describe potential effects on vulnerable areas as a result of obtrusive light from the proposed

development.

• Set out details of the lighting strategy which includes measures to minimise obtrusive light

following completion.

POLICY CONTEXT

The policy context relevant to the assessment of obtrusive light is summarised in this section, a

detailed overview of the policy context is provided in Appendix A.

3.1 Clean Neighbourhoods and Environment Act

The Clean Neighbourhoods and Environment Act 2005 (CNEA) amended Section 79 of the

Environmental Protection Act 1990 by extending the statutory nuisance regime to include light

nuisance, by stating the following:

“(fb)…artificial light emitted from premises so as to be prejudicial to health or a nuisance…”

“Subsection (1)(fb) does not apply to artificial light emitted from - (a) an airport; (b) harbour premises;

(c) railway premises, not being relevant separate railway premises; (d) tramway premises; (e) a bus

station and any associated facilities; (f) a public service vehicle operating centre; (g) a goods vehicle

operating centre; (h) a lighthouse; (i) a prison.”

Artificial light can be considered to be a statutory nuisance unless it is from exempt premises.

3.2 National Policy

National Planning Policy Framework and Guidance

The Government’s over-arching advice regarding the operation of the planning system is set out in

the National Planning Policy Framework.

Paragraph 125 of the National Planning Policy Framework (NPPF) states;

“By encouraging good design, planning policies and decisions should limit the impact of light

pollution from artificial light on local amenity, intrinsically dark landscapes and nature conservation”.

The Government’s Planning Practice Guidance (2014) web-based resource presents specific

guidance on light pollution (obtrusive light).

GUIDANCE

4.1 Obtrusive Light

Guidance on obtrusive light is set out within the following guidance documents, further detail is

provided in Appendix A:

• Commission Internationale De L’Eclairage (CIE) 150:2003

• CIE 126-1997. Guidelines for Minimising Sky Glow

• The Institution of Lighting Professionals (ILP) Guidance Notes for the Reduction of

Obtrusive Light, 2011

• ILP Professional Lighting Guide 04: Guidance on Undertaking Environmental Lighting

Impact Assessments, 2013

4.2 CIBSE Lighting Guide 06: The Outdoor Environment (2016)

The Chartered Institute of Building Services Engineers (CIBSE) Lighting Guide 06 (2016) provides

general and specific lighting design criteria for the outdoor environment. The guide covers many

technical aspects which are likely to be of interest to designers and specifies lighting equipment in

outdoor situations.

4.3 British Standards

BS EN 12464-2:2011 Light and Lighting – Lighting of workplaces Part 2: Outdoor workplaces; This

standard specifies requirements for lighting of tasks in most outdoor workplaces and their associated

areas in terms of quantity and quality of illumination. In addition, recommendations are given for

good lighting practice.

METHODOLOGY

This section provides an outline of methods and procedures undertaken in producing the lighting

assessment including how the baseline lighting conditions were determined, and the assessment

process undertaken.

5.1 Desk Based Information

A desktop review of the site and surrounding area has been undertaken to identify areas which are

light sensitive and to establish the appropriate ILP Environmental Zone classification for the

Application Site as defined by the ILP’s Guidance Notes for Obtrusive Light (2011).

The following sources of publicly available information were reviewed: -

• Ordnance Survey mapping and aerial photography (2016);

• Google Street View (2015); and

• Defra Multi-Agency Geographic Information for the Countryside (MAGIC) Map Application

(2016).

The desk-based information enables a framework to be established for the assessment,

unfortunately the aerial photography and Google Street View may not be up to date and therefore

cannot be relied on as being definitive.

5.2 Sensitive Receptors

Sensitive receptors within and immediately around the Application Site have been identified

considering the recommendations in ILP Guide 04 (2013) and drawing on an Ecological Constraints

Assessment undertaken for the Application Site.

5.3 ILP Environmental Zone

The ILP have established Environmental Zones for exterior lighting based on the existing external

ambient lighting levels in the area (see Table 5-1).

The ILP Environmental Zone classification for the Application Site has been determined based on

professional judgement.

The ILP Environmental Zone classification determines the obtrusive light limitations for exterior

lighting installations for that area. The specification of the limits for each ILP Environmental Zone

are reproduced from the ILP guide (2011) in Appendix B.

5.4 Assessment

A qualitative assessment has been completed to establish the possible effects of obtrusive light that

may arise from the proposed development. This includes the consideration of potential adverse

effects of the following three components of obtrusive light (as expressed in Figure 3-1):

• Sky glow – the brightening of the night sky above areas with large amounts of artificial light

which may be reflected from illuminated surfaces or come from direct upward lighting

installations

• Glare – the brightness of a light source which is uncomfortable when viewed against a dark

background. This is mostly experienced when light sources are not covered by a shield or

directed by a suitable lens / reflector set up.

• Light intrusion – when light affects areas beyond the boundary of the area which is to be lit.

This is also known as ‘spill’ or ‘trespass’ and may cause nuisance or disturbance to sensitive

receptors.

A Lighting Strategy has been developed. (see Appendix E) this provides a quantitative analysis with

suitable calculations in order to determine the light levels from the proposed design for sky glow,

glare and light intrusion. The Lighting Strategy has been developed in order to meet the specified

limitations of the relevant ILP Environmental Zone.

EXISTING CONDITIONS

6.1 The Application Site

The Application Site comprises the existing LIDL Warehouse with tarmac car parks and lorry parks.

The site is access from a single entry point from an un-named road off the A48 Cowbridge Road.

The Warehouse is shielded from the road by the trees and shrubs surrounding the site on the east,

south and western sides. A Ford Retail garage is located on the northern side and the site entrance

is to the left hand side of this garage and the Warehouse is located behind this garage.

A Ford Production facility is the next facility to the east of the site and a small wooded area separates

to two sites. A rail line connecting the ford facility to the main rail line exists to the south of the site

with fields the other side of this line. The A48 main road passes the western side of the site with

fields on the opposite side of this road.

The existing building is an existing operational LIDL warehouse with regular traffic including cars

and lorries visiting the site daily. The site is operational 24hrs a day.

6.2 The Application Site Surroundings

The site exists on the Waterton Industrial Estate which also includes the Ford Production Facility

and other retail, industrial and commercial premises. The Bridgend Industrial Estate exists further

to the north of the site. Farmland is predominant to the south and west of the site.

6.3 Sensitive Receptors

Existing sensitive receptors have been identified in the assessment of the Application Site and

surrounding area and are detailed in Table 6-1 below. As the site is existing the future receptors will

be the same as the existing.

The A48 runs to the west of the site. The main entrance to the site is

off an unnamed road which leads from this road into the Waterton

Railway An existing single rail line exists to the south of the site and this

appears to be associated with the Ford Motor factory adjacent.

Heritage There are no designated heritage assets within the Application Site or

surroundings which are anticipated to be affected by obtrusive light.

Ecology Artificial lighting can be very damaging to nocturnal wildlife. At

Waterton Industrial Park this is likely to have potential to affect bats,

dormouse, hedgehog, owls etc. The lighting needs to avoid

unnecessary light spilling into areas of retained or mitigation habitat,

and wildlife friendly planting.

The number of roosting bats on or near to the Application site was

unknown at the time this report was written. Bats are known to be

sensitive to intensity and intrusion of the light into habitats past the

borders of the intentionally lit area. Any form of obtrusive light has the

potential to cause disturbances to light-sensitive and nocturnal

species.

6.4 ILP Environmental Zone

The Application Site and its surroundings have been identified from maps as a suburban area. As it

has been identified that the lighting may affect the local wildlife it has been thought that the site will

be categorised as ILP Environmental Zone E3 as set out in ILP Guidance Notes for the Reduction

of Obtrusive Light GN01:2011 (see Appendix A).

LIGHTING REQUIREMENTS AND STRATEGY

7.1 Operational Lighting Requirements

Operational lighting is required for the proposed scheme to allow safe use of the development once

it is occupied. The primary use of the lighting will be to illuminate footpaths between the various

buildings and outdoor areas that will be used for socialising.

It is the intention to have the main car park and all service areas below ground. Consideration has

been given to the entrance to these areas to ensure that adequate lighting is provided for safe

access.

7.2 Lighting Strategy

Design Objectives

The key design objective for the Lighting Strategy has been for luminaires and the design specified

to seek to achieve the limitations set for obtrusive lighting for ILP Environmental Zone E3. The

limitations for exterior lighting for each ILP Environmental Zone are provided in Appendix A.

Other general design objectives that have been considered and incorporated in the Lighting Strategy

to restrict obtrusive light affecting sensitive receptors are summarised in Table 5-1, along with how

the Lighting Strategy addresses each objective.

Proposed Lighting Strategy

The Lighting Strategy has been mindful of the minimum lighting levels required to meet the following

standards and guidance documents and also to ensure that it is sympathetic with the specifications

set out for the ILP Environmental Zone specified.

• BS EN 5489-1:2013 Code of Practice for the design of road lighting – Part 1: Lighting of

roads and public amenity areas

• CIBSE (2016) Lighting Guide 06: The Outdoor Environment

The Lighting Strategy provides a location plan for the luminaires throughout the site and a summary

of the lux levels across the site. The design set out has been tested using computational modelling

to understand whether it meets the lighting specifications for ILP Environmental Zone E3.

and 0 candelas post-curfew.

A number of test co-ordinates were selected to

measure luminous intensity; all co-ordinates are well

below the pre-curfew and pot curfew limits.

Minimising light break-out above the

horizontal using ‘full cut-off’ lighting

lighting units are correctly placed

and by placing them at a height

such that they can be directed

downwards rather than horizontally.

recessed into the body of the luminaire facing down

ensuring 0% upward light output. The maximum height

of the low-level luminaire will be 1150mm. Height of

wall mounted luminaires to typically 2500mm.

The manufacturer stated has been used for the

purpose of the calculation. Other manufacturers offer

similar products and the final product to be used will be

confirmed once the final design has been completed.

Lighting should be designed to

avoid reflectance from buildings and

plant – so external lighting should

be mounted onto buildings or on

lighting stands and directed to the

area where it is needed rather than

facing building facades.

Building Luminance is not relevant in this case as we

are not directly illuminating the building and lighting

designed is suitable controlled to prevent light spilling

onto buildings.

POTENTIAL EFFECTS AND MITIGATION

8.1 Introduction

This section assesses the potential effects of the operational phase Lighting Strategy proposed for

the development as described in Section 7, on the sensitive receptors that are identified in Section

6. It sets out measures to mitigate any potential effects from the operational lighting.

8.2 Operational Lighting

Existing Local Residents

There are no properties immediately adjacent to the site. The nearest residential properties are

located within the village of Corntown approximately 0.5km from the site. Due to the landscape

topology it is not possible to view the site from these properties.

The ‘Dark Sky’ type of luminaires chosen dictates that there will be no discernible sky glow viewable

from the local villages. The limits of ILP Environmental Zone E3 will be met and it is anticipated that

there will be no effects of obtrusive light in the form of sky glow.

Motorists, Cyclists, Equestrians and Pedestrians

The A48 roads is used by motorists, cyclists and pedestrians and runs to the West of the site. The

main entrance to the site is off this road. These users are particularly sensitive to glare effects from

obtrusive light.

Views of the Application Site are screened by existing vegetation, therefore it is anticipated that

there will be no effects from intrusion or glare from the proposed development on users of these

roads.

The ‘Dark Sky’ type of luminaires chosen dictates that there will be no discernible sky glow viewable.

The limits of ILP Environmental Zone E3 will be met and it is anticipated that there will be no effects

of obtrusive light, glare or sky glow from the proposed development on motorists, cyclists,

equestrians and pedestrians.

Ecological Receptors

that a safe working environment exists at the warehouse facility, but light is controlled and directed

planting.

The ‘Dark Sky’ type of luminaires chosen dictates that there will be no discernible sky glow viewable.

The limits of ILP Environmental Zone E3 will be met and it is anticipated that there will be no effects

of obtrusive light, glare or sky glow from the proposed development on the local ecology

Future Residents (of the development)

As the site is existing and already has lighting around the perimeter of the building the effects on

the future residents will be minimal.

MITIGATION MEASURES

9.1 Operation

The general design principles that have been incorporated into the Lighting Strategy in order to

mitigate adverse effects of obtrusive light have included:

• Orientation – lighting units have been chosen so that no light is released above the

horizontal. This involves use of a suitable luminaire, positioned at a height that is great

enough to allow light to be directed downwards.

• Placement – lighting should be located away from sensitive receptors wherever possible.

• Reflectance – any high intensity lighting should be installed onto buildings or columns and

directed to the area where the light is required, rather than facing a building façade which

may be reflective and result in sky glow.

As set out in Table 5-1 the Lighting Strategy presently meets the required pre-curfew limitations of

ILP Environmental Zone E3.

Achieving levels within the acceptable limits for ILP Environmental Zone E3 will maintain the ‘low

district brightness’ for the Application Site and thus minimising the possible effects of obtrusive light.

CONCLUSION

The lighting assessment has identified the baseline conditions of the current Application Site

including details of screening, topography, vegetation, buildings/structures and potential sources of

existing artificial lighting. In the context of the existing lighting conditions, it was established that as

the Application Site is located within a suburban area it can be categorised within ILP Environmental

Zone E3.

Potential sensitive receptors that may be affected by obtrusive light have been identified and include

existing and new residents; ecological receptors; and users of road etc.

The Lighting Strategy for the Warehouse site has sought to minimise levels of lighting through

designing to the relevant British Standard; minimise the effects of obtrusive light on existing and

future sensitive receptors; and meet the obtrusive light limitation for exterior lighting specified for ILP

Environmental Zone E3.

The lighting assessment has identified limited effects of obtrusive light on sensitive receptors.

Based on this assessment and subject to the incorporation of the recommendations set out in this

report, it is considered that obtrusive lighting from the proposed Lighting Strategy does not pose a

constraint to the proposed development.

Curfew = The time after which stricter requirements (for the control of obtrusive light) will apply;

(1) Upward Light Ratio Some lighting schemes will require the deliberate and careful use of

upward light – e.g. ground recessed luminaires, ground mounted

floodlights, festive lighting – to which these limits cannot apply. However,

(2) Light Intrusion (into

Windows)

These values are suggested maxima and need to take account of

existing light intrusion at the point of measurement. In the case of road

lighting on public highways where building facades are adjacent to the lit

highway, these levels may not be obtainable. In such cases where a

specific complaint has been received, the Highway Authority should

endeavour to reduce the light intrusion into the window down to the post

curfew value by fitting a shield, replacing the luminaire, or by varying the

lighting level.

(3) Luminaire Intensity This applies to each source in the potentially obtrusive direction, outside

of the area being lit. The figures given are for general guidance only and

for some sports lighting applications with limited mounting heights, may

be difficult to achieve.

(4) Building Luminance This should be limited to avoid over lighting and related to the general

district brightness. In this reference building luminance is applicable to

buildings directly illuminated as a night-time feature as against the

illumination of a building caused by spill light from adjacent luminaires or

luminaires fixed to the building but used to light an adjacent area.
